GEO Chile Disasters Capacity Building WG

Large volume of data & metadata (from satellites, social media, drones and others) are registered to GCI. Data can be searched, accessed, discovered , integrated.

Data from different sources and formats are converted through interoperable interface thanksstandards such as OGC, ISO TC211 , W3C and others (Service Oriented Architecture or SOA).

GEO Chile Disasters Capacity Building WG

•Chile is on the forefront of disasters such as related to volcanoes, earthquakes, tsunamis, wildfires and many others.

•Without reaching the advancement of Japan, we believe that the disasters can be managed before they occur, by training people at different levels, and by applying methodologies and models that take into account difference in cultural values.

•Focusing on people and on the difference of our cultures, we prepare for the next disaster event by supporting initiatives such as the Disaster Summit of AmeriGEOSS 3- 8 September, 2017 in Buenos Aires.

•In order to increase the resilience to disasters of Chilean people according to the SENDAI Framework, we selected seven pilot areas in Chile.

•All these regions were selected because the disasters caused displaced people and a clear need that the government of Chile is trying to address at local, regional, national and international levels.

Case studies – Chile Testing regions– toward a GEO Client Application:

Of the seven testing regions selected, three are with volcanic risk(Copahue, Villarrica, and Calbuco); three are with earthquakes and tsunamis vulnerability (Talcahuano, Iquique, and Illapel) as well as wild fires risk (Valparaiso). Later on, it will be discussed wildfires, floods, landslides occurrences.

Case studies – Chile Testing regions--:

In the seven regions, instruments, data and metadata were accessed, made interoperable through standard interfaces (such as OGC, W3C, ISO and others) though the GEOSS geoportal.

Critical is the support of the Chilean administration at any time, and at different level, across different organizations, and communities.

Chile Model: We have let every organization manage their own data and models, while allowing one organization, here IDE-SNIT – access to their metadata that they enter in the Chilean CSW.

In 2017, we have chosen one of the seven pilot areas to collect additional information throughDrones and Satellites for disasters. The Villarrica region was chosen because it shows one of the largest risk of volcanic and seismic activity in the world, with vibrant local communities and economy based mostly on tourism and agriculture.

Villarrica – Testing area

IDE_SNIT, Meteo Chile are going to provide all their support and work.CIREN is going to provide their historical imagery available. NASA has said that will also support the effort by making available their data. Other Chilean institutions and organizations are working toward it.

We are going to collect data for disaster management in Villarrica –as a pilot area (September 2017).

Our goals are:

1- to increase capacity of people at local, regional and national levels.

2- to establish a baseline related to volcanic risk, so that when disaster strikes, ONEMI will know how bad the situation is, and they will be

better at making decisions.

3- to collect data to see if and how we can analyze them and establish WPS beneficial for disaster risk reduction and technological-scientific

innovation.

• On April 2, 2017, Rodrigo Suarez, Martinus Potter from UTFSM, Sergio Maldonado from CIREN and myself went to see the Villarrica Volcanic region for evaluating what need to be done for disaster risk reduction.

1-scouting for the areas candidates for collection of the geospatial data for disasters through drones.

Two areas for used for shelter points and that can be candidates for data collection through drones and satellites. 2 evacuation routes; at least 1 urban area; 1 rural area; 2 agricultural areas (already defined by Sergio); infrastructure area (a bridge over a lahar, Rio Turbio). All the preliminary areas are in the Pucon municipality that was most affected by the latest eruption of March 5, 2015 (ca 5000 people evacuated). We could not define irrigation agricultural areas and so for this activity we may consider other testing/research areas.

We want to address the civil use of drones and combinesthe data collected with drones with the imagery coming from certain satellites.

• We have selected the areas for the collection of data from our drones (we have right now DJI Phantom Pro and Mavic Pro, but others coming soon, also Chilean-built). We operate under FAA certification and DGAC.

• We have started to organize ourselves for the training of three groups of people at district level (the local universities, and organizations will be involved).

• Several organizations are already at work there. Locals and municipalities are actively participants; as well as agencies such as ONEMI and others.

• Our approach is to allow anyone to contribute, as well as learn according to his/her ability and interest.

With the help and collaboration of everybody, we are going to develop new expertise among people at local, regional, national and international level according to GEO and SENDAI Framework for

Risk disasters.

By addressing scientific-technological aspects, we are also developing new products for disasters that can benefit locals, regional, national, AmeriGEOSS and the societal benefit area of disasters.
