H ere is your Milwaukee Public Schools School Selections catalog. Our regular Three-Choice school selection process for the 2011-2012 school

year is January 10-28, 2011. This is the optimum time for parents and guardians to select the amazing educational experience for their children in Milwaukee Public Schools.

The next page of the catalog provides tips on choosing a school. Starting with page 3 you will find an alphabetical listing of all our district schools. There is more information on the enrollment process, transportation, charts, and maps following the school list after page 62.

We encourage you to make your neighborhood school your first choice in the process. Students are given priority for seats in their neighborhood schools. Please call your nearest MPS school and arrange a tour.

Welcome students, parents and guardians! This 2011 School Selections catalog is your guide for the Three Choice School Selection process for the 2011-2012 school year. Three Choice School Selection is held from January 10-28, 2011. The Three Choice enrollment period is the best time to select schools for fall 2011. Why? Because making school selections now gives you the best opportunity to find an available seat in the school you desire. Fewer seats will be open if you wait until summer or fall.

The Table of Contents on the inside front cover shows the categories and information sections in the order they appear. The alphabetical list of school descriptions begins on page 3. Use the Index on page 90 to locate pages according to more specific references.

Tips On Selecting a SchoolVisit MPS schools that you are interested in having your child attend.

n Consider your neighborhood school first.n To find the school closest to your home, go to the MPS portal homepage and click on “Find A School” in the

upper right corner of the page. Continue to the Schoolsite Locator at: http://www.schoolsiteonline.com/schoolsitelocator/?districtCode=38276. Just fill in your home address to see the schools in your neighborhood.

n Call any district school during regular hours and schedule a time to meet the principal and tour the school, view classrooms and meet the state-certified teachers and caring staff that will help your child succeed.

n When visiting any district school be sure to check in at the school office. n Ask about academics (specialty programs, test scores), services (before- and after-school activities, parent and family

resources), and logistics (location, start and dismissal times, handicap accessibility and transportation).n Bring your child along so he/she can feel comfortable in the school, understand what is expected, and take part in this

decision-making process. n Look through this catalog, gather information on Milwaukee Public Schools, and come to Family Services at 5225 W.

Your Choices within Milwaukee Public SchoolsTypes of Schools within MPSMPS has different types of schools. When selecting a school, you need to know how the schools are different. You also have the option of selecting schools outside of the district. If you have questions about any school, please contact the Parent and Student Services office at (414) 475-8448.

n Neighborhood Schools: Accept children from the neighborhood before enrolling children from other areas but will take students from its region, if seats are available. Also called Attendance Area schools. We recommend your neighborhood school as your first choice.

n Neighborhood Specialty Schools: Enroll students first from the neighborhood, then from the entire city, if seats are available. Offer special programs or areas of study, such as the arts.

n Charter Schools: Charter schools do not have to follow many of the regulations set for regular schools and, therefore, can be more flexible. Some charter schools use the enrollment procedures explained in this catalog; others set their own. The school description will let you know when not to use the district’s enrollment procedures. For charter schools that follow their own enrollment procedures, you must enroll at the school. Charter schools set their own transportation limits. Contact the school for information about transportation, random selection, wait lists, and enrollment procedures. Charter schools that are not part of MPS are not listed here.

n Citywide Specialty Schools: Accept children from all over the city and offer special programs or areas of study, such as the arts. In most Citywide Specialty Schools, 55 percent of the students in entry-level grades come from the school’s walk zone. A walk zone is a one-mile radius for elementary, and a two-mile radius for middle and high schools. Exceptions to this appear in the individual school’s listings.

n Contracted Agency Schools: MPS has contracts with community agencies to provide Head Start, kindergarten, and limited elementary education services. Contracted schools set their own enrollment procedures. Visit the schools for more information. The schools and contracted sites are listed on page 69.

n Partnership Schools: MPS offers a wide array of partnership schools for students who are identified as being at risk of dropping out or who are experiencing difficulty in the traditional school setting. n High School options: Multiple types of school programs help students choose the best fit for plans beyond high school. The options include small high schools focused on quality staff-student relationships, large comprehensive schools with extra-curricular activities and sports, multi-level programs with Grades from 2-12 or 6-12 and Charter, Citywide Specialty, International Baccalaureate and Montessori high schools - all to improve graduation rates and the success our students are seeking.

n MPS Head Start Program: MPS offers Head Start services in various MPS schools and other sites. The program provides free, quality preschool experiences for income eligible three- and four-year-olds. Children must be three or four on or before September 1. Programs Some schools offer more than one program. A program is like a school within a school. Bilingual Education is an example of a program offered by many schools. The students in this program are taught in English and in their first language. High schools have programs that train students for particular jobs. Specialty schools have programs that include all students.

When you select a school for your child, you are asked to list a program. Most often parents choose regular programs. Information about programs offered at the elementary, middle, and high school levels is provided in each of those sections.

Three-Choice Process The enrollment form (see sample on page 66) allows you to select three schools. Your first choice should be the one that you think would be the best school for your child. The second and third choices should be schools that you would like if you do not get your first choice.

The Neighborhood Schools Initiative encourages parents to choose the school that serves their neighborhood. If you choose your Neighborhood or Neighborhood Specialty School, you have a good chance of getting your choice. The number of seats available and the number of students applying affect whether or not you get your choice. Because many parents choose Citywide Specialty Schools, your chance of getting assigned one is not as good as if you choose your neighborhood school.

You have the right to choose any school in the district but will not be provided transportation in all cases. Be sure to read the transportation section for elementary, middle, or high schools before making your selections.

During the January Three-Choice process, you are not applying for a specific program at that school but rather for any available seat with preference given to siblings and attendance area students. Call the schools for more information.

Early Admissions Many middle and high schools have an early admissions process that takes place from early October to late November. Schools participating in the Early Admissions process have open house dates during that period. Students should turn in their applications directly to the schools they wish to attend. Schools will begin to send acceptance letters the following December. You may apply for acceptance to a specific program offered by those schools at that time. Many of the high schools have a testing or audition requirement. If a school does not fill all of its seats during the Early Admissions process, the remaining seats will be available for the Three-Choice enrollment process in January.

Other Options Chapter 220, the Voluntary Student Transfer Program, aims to racially integrate schools. Minority students including African Americans, Asians, Hispanic, and Native Americans may attend any of 23 suburban school districts depending upon where they live in Milwaukee and whether seats are available in the suburban district they wish to attend. Suburban School Opportunities, a booklet containing information about available seats, a description of each suburban district, and policy and procedures pertaining to the Chapter 220 program, is mailed to all eligible households. Chapter 220 uses a different application form. For Milwaukee residents, Chapter 220 enrollment takes place from January 10-28, 2011. To receive information on the suburban districts’ transportation regions, and an application form, call (414) 475-8298 or (414) 475-8273, or stop by Room 133 at MPS Central Services, 5225 W. Vliet St.

Public School Open Enrollment is a statewide program that allows students to attend public schools in districts other than their own if seats are available. No transportation is provided unless the child has an Individualized Education Program (IEP) that specifies that transportation must be provided. You begin the process by contacting the school district that interests you. Applications for open enrollment will not be accepted prior to Monday, February 7, 2011 or after 4:00 p.m. on Friday, February 25, 2011. For more information, call (414) 475-8353.

Transportation The transportation provided to school children differs according to grade levels. See the Transportation heading in the elementary, middle, and high school sections of this catalog. Charter schools set their own transportation areas. Check with the school before selecting it if your child will need transportation.

Moving Household If you move outside of your elementary or middle school transportation region, your child will be provided transportation only if a bus stop for the school currently exists near your new home. If there is no existing bus stop, you must either provide transportation or change your child’s school. You will be asked to select a new school for your child for the following year or to sign a contract that says you will provide transportation.

Special Education/Handicapped Accessibility All district schools serve children with special needs; however, not all services are available at all schools. Parents are advised to work closely with their child’s Individualized Education Program (IEP) team, and the receiving principal/building administrator, to determine which schools are best equipped to meet the needs of the child. Children with disabilities must follow the same rules for transportation as other children, unless the IEP identifies a specialized transportation need or modification.

Parents of children with limited mobility should review the accessibility key (*) for each school and discuss the accessibility needs of the child with the principal/building administrator of the school they wish the child to attend. Children with special needs are also eligible for the Chapter 220 Voluntary Student Transfer Program and for Public School Open Enrollment. See Other Options on page 64.

Homeless Students All MPS schools strive to remove barriers to academic success for homeless children. That is why MPS has a Homeless Education Program office in Parent and Student Services and a school-based homeless contact in every MPS school to assist homeless children and families.

The McKinney-Vento Homeless Assistance Act defines the homeless as “individuals who lack a fixed, regular, and adequate nighttime residence.” This definition includes children and youth whose family has lost housing due to economic difficulties and is sharing the housing of others (doubled-up); who are living in motels, hotels, transitional or emergency shelters, or whose nighttime residence is a place not normally used for housing. Unaccompanied youth and migratory children, who qualify as homeless because they are living in circumstances described above, have the same rights.

Homeless children have many rights and are eligible for many services under the McKinney-Vento Homeless Assistance Act. Examples include: homeless children and youth have the right to stay in the school they attended prior to becoming homeless (the school of origin); transportation from their temporary residence to the school may be provided; homeless students are eligible for free lunch; and homeless children have the right to waivers of school fees and to school supplies.

Parents/guardians of homeless children or unaccompanied youth should discuss the situation with the school-based homeless contact or with the homeless liaisons in the Homeless Education Program at Parent and Student Services so eligibility can be determined and services coordinated. Frequently Asked Questions about the Selection ProcessWhat are the differences between the MPS Head Start Program and MPS Kindergarten programs?Both are Milwaukee Public Schools programs offering quality pre-school experiences for children ages three and four in various sites throughout the city. However, in order for a child to be enrolled in a Head Start program site, his/her family must meet income eligibility guidelines.

How do I enroll my child in Head Start?Fill out the Three-Choice form and indicate the selection of Head Start. The principal at your site will forward all Three-Choice applications indicating an interest in Head Start to the Head Start Service Center, located at 5225 W. Vliet St., (414) 777-7850. A Head Start staff member will contact you and will help you with the registration process. Children cannot be enrolled in Head Start without completing all necessary forms which include income verification. Parents are welcome to visit the Head Start Service Center and complete their registration.You will need the following information when completing the Head Start application:n Proof of Income (check stub, W-2, SSI etc.) n Immunization Recordsn Child’s Birth Certificate n Proof of residence

What are the chances of getting my first choice of school?Students registering for their Neighborhood Schools are given priority over students from outside the attendance area whenever space is available. Last year, 95 percent (more than nine out of 10) of students were assigned to the school listed as their first choice. Ninety-nine percent (more than nine out of 10) of students received either their first, second, or third choice of schools.

When there aren’t enough seats for all the students who select a certain school, what determines who gets a seat?If the school does not have seats for all the students who apply, a random selection process (lottery) is used. It takes into consideration whether or not:n The child has a sibling already at the elementary school if you fill in the Sibling ID information on the application. Contact

the school if you do not know the sibling’s ID.n The child has been attending an elementary school that is a feeder to a middle school.n The child lives within the attendance area of the school. Most Citywide Specialty Schools accept 55 percent of their

students into the entry level grades from their attendance areas. This means that students who live near a Citywide School have a better chance of getting into the school than students from outside the area. Exceptions to this are noted in the detailed school descriptions.

n The child lives in the transportation region served by the school.All of the above are taken into consideration when a random selection process is used. For example, if there are three seats open in an elementary school, and there are five children with siblings at the school, those five students’ names would go into a lottery for the three available seats. The selection process moves down the preference list until all seats are filled. Children who do not get a seat in the school that is their first choice are put on a wait list that is created using the same process.

Do I have a better chance of getting the school I want if I submit the application early?No. Submitting the application early will not affect whether or not you get your choice of schools. All applications are processed after the due date according to the preferences mentioned.

I want to change schools for both of my children. What if they don’t get into the same school?If your children are in grade levels above K5, they will not be given sibling preference when changing schools. For K3, K4, and K5 children only, if one of your children is accepted in a school and the other is placed on the school’s wait list, the sibling from the wait list will also be accepted, if you notify the school before March 26, 2011.

I have heard there are wait lists. How do I put my child on one?The names of children who do not get their first choice are automatically put on the school’s wait list. Wait lists for citywide schools remain in effect until October 3, 2011. Wait lists at attendance area schools remain in effect through September 16, 2011. The wait lists for Charter Schools remain in effect for one school year. Your child’s name is added to the wait list of the school that is your first choice only, not the second or third choice. You can add your child’s name to the wait list at other schools by calling the schools starting March 7, 2011. If your child is selected from the wait list while attending another school, the child must change schools immediately or lose the seat. Wait lists do not carry over from one year to the next.

I would like my child to go to a particular school. If I don’t get it, I would rather keep the current school. Do I still have to make three choices?No. Just write in the school that you would like your child to attend as the first choice. Do not fill in the second and third choices. If you don’t get that choice, your child will remain in her/his current school.

I want to enroll my child in a Charter School. Do I use the same form?Many of our Charter Schools have their own enrollment process. Check the school listings in this catalog, then call the school for more information. Not all Charter Schools are part of MPS. Only MPS Charter Schools are listed in this booklet.

What happens if I don’t take part in the January 10–28 Three-Choice Enrollment process?If you do not participate in the Three-Choice Enrollment process between January 10–28, your child will continue in her/his current school assignment unless they are at the school’s top grade level. Top grade levels are five in a K-5, six in a K-6, and eight in a K-8 or middle school. Transition students who do not select a new school during the January 10–28 enrollment will be given an assignment to their attendance area K-8, middle, or high school. If the attendance area school is full an assignment will be made to the next nearest K-8, middle, or high school.

The Milwaukee Public Schools Department of Early Childhood has made school readiness a priority by offering state-licensed early childhood programs in a school setting. The program provides a structured and balanced environment that prepares preschool children academically and socially for kindergarten. Selecting an Elementary SchoolWhat to Consider When Selecting an Elementary SchoolThere are several things you need to think about when selecting an elementary school.

Type of school — At the elementary level, the types of schools include Neighborhood, Neighborhood Specialty, Citywide Specialty, Charter, and schools run by contracted agencies. See page 73 for definitions.

Program within a school — Programs offered to elementary pupils are described on page 73. Citywide Specialty and Neighborhood Specialty Schools have schoolwide programs. These are described within the school listings.

Transportation Regions — MPS encourages parents to enroll their children in their Neighborhood Schools. Sometimes there are no seats, or parents choose another school. Parents then need to think about transportation. Read the section on transportation for more details.

The following listings are organized according to school type. If you do not find the school you want in these charts, it is because it is a Neighborhood School with a regular elementary program. Look for it in the detailed school listings that are arranged alphabetically.

Selecting a Program

Milwaukee Public SchoolsPrograms in Elementary Schools

Gifted & Talented Program — Academically advanced children may be referred into a Gifted & Talented school by their classroom teachers by November 22. Most often children enter the program between grades three and four. Parents should call and visit the school for information or, call the Office of Gifted & Talented Services at (414) 777-7813.

English as a Second Language (ESL) — Pupils are given special help in learning English, but the help may not be given in their first language. The ESL class may be made up of pupils speaking several different languages, all learning English.

Montessori — MPS proudly features district schools that deliver academic curriculum using Montessori-style teaching and learning. Students participate in classrooms of mixed ages and are encouraged to work both independently and cooperatively. When enrolled in a Montessori school, children receive individualized instruction and move at a pace unique to their skills and learning style. For more information, or a tour of any MPS Montessori site, contact the school listed. In order to receive bus transportation, students must live within five miles of the Montessori school they choose. See the map on page 86 and contact the schools for more information.

Bilingual Education — Pupils are taught subjects in both English and their first language. This helps the child maintain the first language while learning English. Two-way bilingual offers the English speaker an opportunity to learn Spanish. Both languages are used in the classroom. Check the individual school listings for the grade level of each program. Call the school about eligibility requirements.

International Newcomer Center — The International Newcomer Center (INC) is housed at the Grand Avenue facility, 2430 W. Wisconsin Avenue, to accommodate immigrants to Milwaukee from Southeast Asia and Africa. The INC provides middle-school level students with one teacher and one specialist in English as a second language.

Other ServicesSome elementary schools offer other services, including:

Special Education — All MPS schools serve pupils with special needs; however, not all services are available at all schools. Because individual needs vary greatly, it is important that you work closely with your child’s Individualized Education Program (IEP) team and the principal/building administrator from the school you wish your child to attend when selecting schools.

HighScope — The HighScope educational approach integrates all aspects of child development. Using research-validated strategies, HighScope enhances each young person’s growth in the foundations of academics as well as social-emotional, physical, and creative areas. MPS HighScope provides a full-time educational paraprofessional to assist children with academic and social growth. Teachers and paraprofessionals are provided ongoing professional development in the HighScope philosophy and curricular areas. HighScope classrooms are supported through funding for field trips, supplies, materials, and family involvement activities.

Head Start — A federally funded preschool program that prepares children for kindergarten. Children must be three or four on or before September 1. Income eligibility rules apply. Some Head Start programs team with childcare services and K4 programs to offer full-day programming. Transportation is not provided. Check the school listings to find out which offer Head Start. Call (414) 777-7850 for enrollment information.

First Nations Studies — Has several components and provides services at focus schools with concentrations of American Indian students. Currently, services are provided at Audubon, Bay View, Bradley Tech, Clement, Doerfler, Fritsche/LEAP, Grandview, Grant, Hamilton, Kilmer, Lincoln Avenue, Mitchell, Morgandale, Pulaski, South Division, Spotted Eagle and Wedgewood Park.

Year-round Schools — Twenty-two schools offer year-round classes. They begin in early August and have the same number of school days as other schools, but have longer breaks in October, December and April and no school in July.

SAGE — Student Achievement Guarantee in Education provides funding to schools to lower the class size in K5–Grade 3 and provide other assistance. The target class size is 15. More than 80 elementary schools offer SAGE services. See the school listings.

Extended day Activities — Many schools offer before- and after-school activities. These include Community Learning Centers (CLC) and day-care services. Check the Index on page 90 and the individual school listings. Ask for additional information, such as care during school vacation and non-school days.

Transportation for Elementary PupilsYour elementary-age child can get transportation if he/she attends a:

n School in your region that is not your neighborhood school and you live more than one mile away.n Citywide School and you live more than one mile away.n Montessori School and you live more than one mile and less than five miles from the school.n Neighborhood Specialty School and you live more than one mile from the school, and less than

seven miles from the school. orn The IEP for a child with special needs requires specialized transportation.

Selecting Schools in Your Transportation Region The elementary schools in MPS are divided into eight transportation regions. The regions are coded according to high school areas. Regions run north-south through the city. If you select a school outside of your attendance area but in your region, you will be provided transportation if you live outside of the walk zone, a one-mile radius from the school. If you select a school outside of your region, you must provide transportation unless the school is citywide. Citywide schools transport children from all regions. Charter Schools have their own transportation rules. Always ask about transportation if you choose a Charter School.

Bus Stops for K3 to K5 pupilsn Half-day a.m. – Are picked at up at the closest safe corner stop in the morning and dropped off at the home/day care

Kindergarten Registration Age Requirement Under state law children may, but are not required to, enter K3 if they have turned three-years-old on or before September 1. There are limited seats in K3, however, so your child might not get a place. Head Start programs are optional, see pages 68-69. To enter K4, the child should be four-years-old on or before September 1, and to enter K5, five-years-old on or before September 1. Children born between September 2 and October 1 can be tested for early admission to K5 only. Ask for an early admission testing form at any Milwaukee public elementary school.

Mandatory Kindergarten Law The State of Wisconsin has established a law requiring students to complete kindergarten before entering first grade. Beginning in September 2011, schools may not enroll a child in first grade unless that child has completed 5-year-old kindergarten. This rule applies to all Wisconsin schools, including charter schools. Children entering first grade in 2011 are exempt from this rule if:n The child moved to Wisconsin from a state or country which also requires K5 completion and the child was exempted in

that state or country.n The child moved to Wisconsin from a state or country in which K5 completion was not required.

If your child attends a feeder school, he/she is more likely to have a seat in the corresponding middle school if it is your first choice. This chart shows examples of the feeder pattern. International Newcomer Center The International Newcomer Center (INC) is housed at the Grand Avenue facility, 2430 W. Wisconsin Avenue, to accommodate immigrants to Milwaukee from Southeast Asia and Africa. The INC provides middle-school level students with one teacher and one specialist in English as a second language.

Selecting Middle Schools Based on Transportation MPS middle schools are divided into high school transportation regions. Your child will receive transportation within your region if you live more than two miles from the school. You can choose a school in another region if you are willing to transport your child.

Charter Schools — Audubon, Fritsche, Milwaukee Leadership Training Center, Wedgewood Park, Wings, and Wisconsin Career Academy are Charter Schools and can set their own transportation regions. Call the school to ask about transportation.

Middle School Attendance Affects Acceptance Into High Schools Students’ eighth grade attendance record during the first semester of the current school year is taken into consideration in the high school selection process. Students with 90 percent or higher rates of attendance are given preference. Unexcused absences and absences caused by suspensions count against the student. The attendance preference policy does not guarantee a seat, however. If there are more students applying for seats than there are seats available and all students meet the attendance requirement, then a random selection process (lottery) is used to fill the seats.

Selecting a Program It is best to visit the schools to learn about career training and other programs offered. In addition, the following programs are offered.

The chart below shows the schools you may choose according to the region in which you live. Your middle school child will be provided transportation if you live more than two miles from the school. Students may be asked to walk up to a half-mile to the nearest safe corner bus stop. Students with disabilities use regular transportation unless specialized transportation is required by the IEP.

You may choose any middle school in MPS, but you will have to provide transportation if it is out of your region and is not a Citywide School.

Transportation for High SchoolEligibility for TransportationTransportation is provided as follows:n Neighborhood School — You must live more than two miles from the school and more than one mile from public

transportation to be provided transportation.n Not Neighborhood School — You must live more than two miles from the school to be provided transportation.n Charter School — Check with the school. Charter schools set their own transportation rules.

Students eligible for transportation either ride a yellow bus or receive a weekly bus pass for Milwaukee County Transit System. Students may have to walk up to one mile to a yellow bus stop. See the individual school listing for more information.

High Schools High school is the final step in a student’s education before enrolling in college or trade school, entering the workforce or pursuing other opportunities. Milwaukee Public Schools offer many choices for students as they begin this very important phase of their education. Along with Milwaukee Public Schools’ traditional, comprehensive high schools, the district is offers several other high school options for parents and families. We now offer small high schools and large high schools organized into small learning communities. MPS offers different high school options so each student will find a school where teaching matches the way they learn.

Small High Schools — Milwaukee’s new, small high schools offer close relationships with students and families, relevant teaching that encourages real-world connections for students, rigorous classes and challenging work that inspires learning. Each small high school centers on a unique educational mission.

Small Learning Communities — Our large high schools organized into small learning communities (SLC) provide students with a career and interest focused high school experience. Small Learning Communities offer the small school personality with the large school opportunities. Our SLC high schools also include Family Advocacy, where one teacher works to support a small group of students from the start of high school through graduation. All high schools are shown on the map on the next page. The district encourages families to visit schools, meet the staff and tour the high school facilities under consideration. In addition to strong academics, it is important to consider extracurricular activities such as sports or special interest clubs, internships or job shadowing, Advanced Placement credits, and other valuable opportunities offered at each high school. For more information, read the high school descriptions on pages 3-62 of this booklet. Please be aware that some high schools may have entrance requirements that need to be fulfilled prior to enrollment. New since 2009 While there are dozens of high schools in MPS, our attendance areas are named for the 10 largest schools: Bay View, Custer, Hamilton, Madison, Marshall Complex, North Division Complex, Pulaski, South Division, Vincent and Washington Complex. Except for Montessori H.S., schools located in the Marshall, North and Washington building complexes are included in the new transportation regions. Students who live in the areas described below are eligible for district-funded transportation service to the school listed. For example, students attending Bay View H.S. must live south of Capitol Dr. in order to receive district-funded transportation. Students who live north of Capitol Dr. may attend Bay View H.S., but are required to provide their own transportation. In another example, students attending Custer H.S. must live north of Lincoln Avenue in order to receive district-funded transportation. (See the maps on pages 86-89.)
