Columbia County Sports and Recreation Advisory Council

Minutes of May 28, 2013

The meeting was held at the Southside Recreation Complex in the Coaches' building at 6:00 p.m. The meeting opened with prayer by Commissioner Frisina and the Pledge to U.S. flag.

BCC Staff in Attendance: Dale Williams, County Manager Clint Pittman, Landscape/Parks Director Mario Coppock, Recreation Director Lawrence Wilson, Radio Communication Technician Carolyn N. Baker, Office Manager

Agenda Commissioner Frisina thanked everyone for attending the meeting. Commissioner Frisina asked ifeveryone had time to review their agenda. Item 3 would be the first item discussed. No comments were offered.

County Manager Dale Williams explained the purpose of the meeting:

Explanation ofVision - The county provides facilities for sports programs. The committee members provide structure and submit budget requests. The BOCC believes the organizations who run the facilities should make the day to day decisions in lieu oftbe BOCC.

Mr. Williams advised the committee that they will be an Advisory Board only and they must comply with the Sunshine Law. All meetings have to be publicized and meetings are open to the public. The community centers are part of this council because some of the centers have recreational facilities. Mr. Williams said this meeting is to get the advisory council organized and to get things in place for the upcoming budget.

Stan Batten asked how often the advisory committee will meet. Mr. Williams said that would be addressed when the By-Laws are discussed. Mr. Williams advised everyone that the By-Laws are standard. However, he felt that the secretary's position needs to be clarified in the By-Laws.

Review and Approval of Columbia Countv Sports and Recreation Advisory Council Bv-Laws Commissioner Frisina requested a motion from the floor to accept By-Laws with clarification in the secretary's responsibilities. Motioned by Chad Padgett. Seconded by Stan Batten. The motion carried unanimously.

Selection of Vice Chair to the Sports and Recreation Advisory Council Commissioner Frisina requested a motion from the floor to accept nominations for Vice Chair. Motion by Chad Padgett to nominate JeffTyre. Seconded by Scott Everett. The motion carried unanimously.

Selection of Secretary to the Sports and Recreation Advisory Council Commissioner Frisina requested a motion from the floor to accept nominations for Secretary. Motion by Chad Padgett to nominate Scott Everett. Seconded by JeffTyre. The motion carried unanimously.

Mr. Williams said the frequency ofmeeting will be on the next agenda.

Security System - Southside Recreation Complex Mr. Williams explained that a lot of money has been spent on these facilities and we need to find ways to protect our public assets. Mr. Williams stated we need to find a reasonable means of security at the sports complexes as well as the community centers. Scott Everett said since Security Safe put cameras up a few months ago, along with the lights going out at a certain time, they have not had any vandalism. Mr. Williams said further discussion will be on the next agenda. Lawrence Wilson gave his cell number (386-623-3616) just in case someone had any questions regarding security prior to the next meeting.

Replacement of Entrance Sign - Southside Recreation Complex Mr. Williams said the entrance sign was not working. The vendor moved and a judgment was filed against him. Mr. Williams asked everyone to review the infonnation in their package on the electronic sign prior to the next meeting. The cost ofthe sign is $28,000.00. A recommendation regarding the sign will be placed on the next meeting agenda. Clint Pittman explained to everyone, in detail, the description of the sign. Commissioner Frisina asked Clint to have a rendition of the sign at the next meeting.

Commissioner Frisina set the next meeting date for Monday, June 10th at 6:00 p.m.

Public Comments JeffTyre asked if the property on Lake Jeffery could be used again for football practice. Mr. Williams stated the problem with the usage is there are not restroom facilities or water. Clint Pittman said there is a water irrigation well and he would have to set-up a mowing maintenance schedule. Mr. Williams said this is an item for future discussion: practice facilities and open play.

Gloria McIntosh said it would be wonderful if they had a practice field. Also, BOCC use to budget $1,000 each year to each community centers. Springville Community Center used that money to help purchase playground equipment.

Margie Mark.ham asked that a call is placed to those individuals who were absent from the community centers.

A gentleman asked ifall meetings were open to the public. Response was yes.

Commissioner Frisina accepted a motion from the floor to adjourn. Motioned by Pam Hart. Seconded by Scott Everett. The motion can-ied unanimously. (6:50 p.m.)

As you are aware, the LED sign project on the Bascom Norris Connector entrance to the Southside Recreation Complex has been a failure. Low bid does not mean ·good". All funds expended have been lost unless the judgement against the s ign company pays in the future.

It is now time to revisit the project or to cancel it. I have attached a memo from Kevin Kirby regarding the project. I am interested to know the current opinion of the TDC board on this project. Should the TDC wish to continue with the project it will be necessary to address the purchasing requirements. I am of the opinion the project will require bids.

SUB.JECT: Entry Sign at Southside

ft has rnme to my attention that we need to replace the sign at the Southside. I would like to replace the top sign with the Sandblasted sign with the co mplex name with the LED message board mounted under it. The LED portion of the s ign is manufactured by Daktronics, an American made company that has the parts and service available with five years Product Assurance. Action Signs and Graphics was the low bidder on the sandblasted signs and have St!veral of the same LED s igns here locally and the set up to install and maintain their product. Please see the attached photo and spec sheet for the LED portion of the sign in question. That it is my recommendation that we use Action signs and Graphics to install the new Southside entry sign. The new set up would be a two s ided sandblasted sign at the top with complex name, mounted under it would be the two sided LED portion both of which will be on two powder coated steel poles. For the budget purposes not to exceed $28,000 this would be what needed to install this project. Please keep in mind there will be a yearly cost associated with the programming software portion of the LED sign. which is basically a cell phone bill for a wireless programming uf the sign. This cost is minimal and depends on what provider we use.

In response to your memo of April 30, 2013, relating to the entrance sign at the Southside Recreation Complex, you requested an opinion of the Tourist Development Council of its interest in moving forward to replace the existing structure.

I have spoken with most of the board either in person or by telephone and the response has been unanimous that not only do they support moving forward with the projected $28,000 bid process, they also expressed the opinion they had already approved replacement of the sign during the joint Board of County Commission/TDC meeting on Tuesday, Jan. 15, held at Florida Gateway College.

In the proposed expenditures there is an allocation for $100,000 from the TDC portion of the project which was identified as "Landscaping, Signs, etc." As proposed in the Southside Sports Complex Improvements rendering, the layout includes a visual of the main entrance, including a sign and landscaping.

The opinion of the TDC board is to move forward with the replacement of the existing sign.
