April 12, 1985 – Postal rates go up – 1st class stamp $.22

April 17, 1985 – Shakopee Mayor Eldon Reinke is deter-mined to see that the city’s new van pool service succeeds. As a volunteer van pool driver, he shuttles himself and oth-ers between Minneapolis and Shakopee. “If we have a driver and eight other riders,” stated city transportation director Barry Stock, “we can start a van going anywhere.”

Feb. 4, 1960 – City Float wins Winter Carnival Award. The Sha-kopee Chamber of Commerce fl oat entry in the St. Paul Winter Carnival parade is the winner of the carnival’s Crown Award.

Feb. 18, 1910 – Shakopee’s mayor called citizens together to meet with the city council for the purpose of discussing methods

and plans for the better operation of the electric light plant.

Feb. 25, 1910 – Judge ad-vocates playgrounds for city’s juveniles. Experience teaches that the morals of children, par-ticularly those who are between the ages of 14 and 18 years, are affected mostly by environ-ment and companionship and principally by the former, and the places in which the character of growing boys may be detrimen-tally affected are the saloons and the pool and billiard rooms and the places where slot machines are operated.

Water Superintendent Crooksprovided a report of current wateroperations.

Mr. Crooks provided an updatewith Chaska.net. Commissionconsensus was to send formal letterto City of Chaska AdministrativeServices Director, proceeded by aphone call detailing letter.

Planning & EngineeringDirector Adams provided anoverview of Valleyfair’s WaterConnection Charges. Mr. Adamsprovided background, historicalconsumption figures and a timelineschedule to the Commissionregarding the issue.

Motion by Engler, seconded byMcGowan to approve the providedmilestone timeline and to direct staffto meet with Valleyfair and reportback at the May 5, 2010 Commissionmeeting. Motion carried.

The Metropolitan Area MasterWater Supply Plan was discussedby Mr. Crooks. The Staff agrees withthe Plan approval by thelegislatively establishedMetropolitan Area Water SupplyAdvisory Committee.

Line Superintendent Athmannprovided a report of current electricoperations. Cable failure andpotential cause from directionalboring by Qwest near Fed Ex wasdiscussed.

MMPA Hometown Wind Powerupdate was presented by Mr.Adams. The turbine is generatingpower when operating.

Mr. Athmann presented theresults of the formal bid process forthe Single Bucket Truck #611replacement. Low bid was 1% overestimate. Low bid was ABM in theamount of $91,234.00 and the bidmeets all of SPUC’s specificationsfor the single bucket truckreplacement of Truck #611.

Motion by Engler, seconded byCoffel to accept the low bid of ABMin the amount of $91,234.00 to replaceTruck #611. Motion carried.

Marketing/Customer RelationsDirector Petrich advised theCommission on the LoadCurtailment Programs. Staff willbring back a resolution to theCommission to continue both loadcurtailment programs.

Utilities Mgr. Van Houtprovided information on the MMPAOak Glen Wind Farm Project.

Item 9f: Follow-up onGeothermal Inquiry, was receivedunder Consent Business.

Mr. Adams provided a PikeLake Substation update. A projectdevelopment schedule waspresented and discussed.

Mr. Adams proposed a StreetLighting Efficiency UpgradeProgram. Commission consensuswas to authorize an evaluation ofthe lights and to report back with areport reviewing a 10 yr. window toupgrade the street lighting in theprogram.

Commissioner Engler providedan update on the ManagementStaffing Search Process. PresidentMars proposed a workshop todiscuss the search progress forMarch 22, 2010.

Finance Director Schmidpresented the proposed updatedUtilities Manager Job Description.

Motion by Engler, seconded byCoffel to approve the UtilitiesManager Job Description aspresented. Motion carried.

The Utilities Manager InterimAppointment was discussed.Commission President Mars hadasked Line SuperintendentAthmann to serve in that capacityand he accepted the position.

Motion by McGowan, secondedby Engler to appoint LineSuperintendent Athmann to theposition of Interim UtilitiesManager. Motion carried.

The tentative commissionmeeting dates of April 5 and April19 were noted.

Work session discussioncovered an updated job descriptionfor the Utilities Manager, managerskill sets and an update from thesubcommittee on the selectionprocess.

President Mars noted that noformal actions had been takenduring this work session.

WHEREAS, Ms. Nancy Huthjoined Shakopee Public Utilities inOctober, 1971 as a Billing Clerk andduring her tenure of thirty two andone half years, has held variouspositions, including her currentposition as the Accounts Payable/HR Specialist which she waspromoted to on April 24, 2008; and

WHEREAS, Ms. Huth alwaysstrived for excellence incontributing to the efficientoperation of Shakopee PublicUtilities and has been extremelydependable and responsible inperforming her duties; and

WHEREAS, Ms. Nancy Huthwill retire from her position asAccounts Payable/HR Specialistwith Shakopee Public Utilities onApril 9, 2010; and

NOW THEREFORE, BE ITRESOLVED BY THE SHAKOPEEPUBLIC UTILITIES COMMISSION,that it does hereby express its deepappreciation to Ms. Nancy Huth forher thirty two and one half years ofdedicated service to ShakopeePublic Utilities.

REPLACEMENT WITH THE2010 CITY OF SHAKOPEE

STREET RECONSTRUCTIONPROJECT

WHEREAS, the Shakopee CityCouncil has ordered animprovement to the areas definedin the 2010 Street ReconstructionProject for street, sidewalk, sanitarysewer, storm sewer, curb and gutter,and street lighting, and

WHEREAS, the ShakopeePublic Utilities Commission desiresto replace the existing watermain,valves, hydrants, and service linesto the curb stop valve at cost to theShakopee Public UtilitiesCommission, and

WHEREAS, the ShakopeePublic Utilities Commission onMarch 1, 2010 approved thePreliminary Engineering Report, asshown on the attached engineeringdrawing, and

WHEREAS, the Commissionhas previously established areconstruction fund charge to fundsuch costs, and

WHEREAS, no costs for thestreet restoration are applied to theShakopee Public UtilitiesCommission on this project.

NOW, THEREFORE BE ITRESOLVED BY THE SHAKOPEEPUBLIC UTILITIES

COMMISSION THAT, inconsideration of the savings and

coordination the Shakopee PublicUtilities Commission approves thewatermain and associatedappurtenances replacement asrecommended in the PreliminaryEngineering Report prepared by thecity staff and as approved on March1, 2010 by the Shakopee PublicUtilities Commission, and herebyconcurs with the plans andspecifications and authorizing theCity Council’s advertisement forbids.

THEREFORE BE IT FURTHERRESOLVED, the funding for thisproject comes from the Commissionapproved reconstruction fundcharge.

A LOAD CURTAILMENTPROGRAM

WHEREAS, it is the intent ofthe Shakopee Public UtilitiesCommission to offer a LoadCurtailment Program and make itavailable to qualifying customersof Shakopee Utilities,

AND WHEREAS, this programis intended to be generally availableto commercial or industrialcustomers billed on a standard“demand” rate, and who:

- are able to curtail theirload either by reducing specificloads or shifting a portion of theirload to off-line generation,

- are able to meet alltechnical and administrativearrangements required byShakopee Utilities to providenotification and confirm theperformance of the timeliness andamount of the reduction in load,

- have entered into anagreement with Shakopee Utilitiesfor such curtailment for thefollowing months of May throughApril, and have been accepted byShakopee Public Utilities into theprogram,

AND WHEREAS, the terms ofthe program including participationqualifications, limitations, andother terms, are contained on theAttachment to this Resolution,

NOW THEREFORE BE ITRESOLVED that Resolution #844 isrepealed upon this resolution takingeffect,

AND THEREFORE BE ITRESOLVED that the LoadCurtailment Program is offered bythe Shakopee Public UtilitiesCommission, in accord with theterms and limitations set out aboveand in the Attachment to thisresolution as minimumrequirements,

AND BE IT FURTHERRESOLVED that electric serviceprovided under this LoadCurtailment Program continues tobe subject to all other standardterms of electric service and rates,and to any specific terms orlimitations contained inagreements between the ShakopeePublic Utilities Commission and thecustomer enrolled in this LoadCurtailment Program,

AND BE IT FURTHERRESOLVED that this LoadCurtailment Program is offered tocustomers of Shakopee Utilities perthe terms contained above andsubject to the specific acceptanceby the Shakopee Utilities, whichacceptance can be made on behalf ofthe Commission by its staff,

AND BE IT FURTHERRESOLVED that all thingsnecessary to carry out the termsand purpose of this resolution arehereby authorized and performed.
