This Just In!• Title I funds can only be utilized to pay “PD Teacher X-Time if
the PD is mandated by the school for ALL teachers or for all teachers in a subject area or grade level.• School must provide proof that all teachers attended and if some
missed, a make-up day must be provided. Attachment H of BUL-2643.6 must be completed (attach agenda and sign-ins) for each participant.
• If training is NOT mandated, only training rate can be used!
• Teacher X-Time (not PD Teacher X-Time) used for planning and developing curriculum, this policy does not apply! Attachment H of BUL-2643.6 must be completed (attach agenda and sign-ins) indicating that this is not PD but planning time.

Custodial and Clerical Overtime/Relief
• As a result of the 2014-2015 Federal Program Monitoring, Custodial Overtime/Relief and Clerical Overtime are no longer allowed expenditures in Title I.
• During budget development, Custodial and Clerical Overtime/Relief were restricted items and earmarked in “pending distribution.” All schools that allocated funding for these expenditures must conduct a School Site Council meeting to determine the appropriate use of funds and complete a Budget Adjustment Request.
• Custodial Supplies will continue to be allowable but are restricted and are allowable for intervention programs only.
BUL-6517.0 Review Process for Supplemental Instructional Materials (SIM) Purchased with Title I Funds new
• The 5% limit on SIM is no longer applicable for 2015-16
• The specific supplemental item(s) must be described on the SPSA update page.
• Schools can now purchase certain SIM items found in the LAUSD General Store Catalog. For the list of the items, click here or visit the Federal and State Education Programs website.
• Based on the 2014-15 Federal Program Monitoring Findings and beginning in 2015-16, Title I Coordinators in each Local District will serve as additional approvers of school site SIM shopping cart purchases.

BUL-6518.0 Restricted Use of P-Card, Ghost Card, and Travel Card for Title I Program Purchases new
Restricted Use of P-Card May not use Title I funds to reconcile P-Card. Except for the following:
• Admission fees• Conference registration fees• Supplemental Instructional Materials
When reconciling for any of the above exceptions, schools must submit appropriate Title I Documentation.
Ghost Card• For all Ghost Card reconciliations, the funding must be split into two
separate lines with no more than half of the total dollar amounts being charged to Title I funds and the other half charged to any appropriate non-Title I fund
If a school does not adhere to the procedures outlined in BUL-6518.0 three times in the same school year, the school will no longer be allowed to use Title I resources to reconcile P-Card expenditures for that year.

Required documentation:• SPSA page or SPSA Update (must be specific to the
expenditure)• Detailed, itemized receipts • Approved 10.12.1 conference forms (when applicable)
• Federal and state guidelines require an inventory for equipment purchased with categorical funds. Inventories must include each piece of categorically funded equipment costing $500 or more that is on campus and still in use.
• Documentation must be submitted electronically to FSEP in Excel format [email protected]
• A physical check of the equipment inventory must be, at a minimum, conducted every two years, and the results of the physical check must reconcile with the inventory records on file.
• Local District West Title I Coordinators will contact schools needing to submit documentation to FSEP. Support will be provided to schools to ensure all Categorical Equipment Inventories are completed.

Meal ApplicationsBulletin forthcoming
• Ensure that all families have submitted a meal application for 2015-16. The application is used:• to determine eligibility for the free/reduced price meal
program • in the calculation of the Title I Ranking for the school
• All schools who were provision 2 in 2014-15 schools will reset to its base year. This means all meal applications must be collected to determine continued eligibility as a provision 2 school for 2016-17.
• Meal Applications have been mailed out families beginning in July of 2015. Families can also apply on line at http://achieve.lausd.net/Page/852.

Title I RankingStudents meeting all three criteria listed below will be included in the counts for Title I Ranking:
1. Enrolled at the school by the 2015-16 Fall Census Day (i.e., CBEDS Day) which is October 7, 2015; and
2. Student must be 5-17 years old on October 7, 2015; and
3. Student must have submitted a complete 2015-16 meal application by October 23, 2015 and determined to be eligible for free/reduced-price meals.
