WHO WE ARE
08 13MARINE CORPS COMMUNITY SERVICES // IWAKUNI, JAPAN
August is National Back to School Month and time for our children to return to their pencils and books on August 31. Between now and then, theres plenty of summer fun to be had. This time of the season is the best time of year for enjoying local matsuri, (festivals), at tending fireworks displays and hit ting the beach, all with the backdrop of a symphony per formed by the shor t-lived semi, (cicadas). Both MCCS and the city of Iwakuni have worked hard to plan events for the community that embrace the spirit of summer!
Iwakuni Citys largest event is August 8the Nishiki River Water Festival, also commonly referred to as the Kintaikyo Fireworks Festival. This festival is how our host city celebrates the blessings provided by the Nishiki River, which flows directly under the Kintai Bridge. There will be taiko drummers, food booths, a water-thanking ceremony, games and an impressive 90-minute fireworks display! It 's a popular event but with limited parking, so it 's a great oppor tunity to familiarize yourself with local transpor tation, enjoy a scenic walk or ride your bike.
On August 14 there will be a Sesame Street Show/USO Experience at Sakura Theater featuring famous Muppet characters from Sesame Street and will feature a military child muppet dealing with the challenges of a PCS. The back-to-school season is also an oppor tune time to refresh our childrens safety awareness. On August 25, Marine Corps Family Team Building will host a Child Safety Day event with fun and informative games. There will be giveaways, and kids can explore emergency response and security vehicles.
If theres one event that you simply cant miss this month, it s the Summer Music Festival. On August 29, MCCS will host a community-wide free celebration at Penny Lake that includes live music acts, hot food, child-friendly amusements and a fireworks display. This annual event is your chance to celebrate the summer and sunshine while enjoying music and food with our wonder ful community. The festival is held at the end of the summer as the weather tends to be free of rain and fireworks-friendly. In the of f chance that it does rain, well move the event to Club Iwakuni, and the celebration will go on.
August is also the last month in the Fuji climbing season; both Outdoor Recreation and the Single Marine Program host trips that include free time in Tokyo. On August 21, Cultural Adaptation has a helpful trip to a local grocery store and restaurant. They can also transpor t you to the Mazda factory and free time in the Aeon Mall in Hiroshima on August 28. If spor ts are more your thing, check out the Intramural Summer Sof tball Tournament August 7-8 or the Commander's Cup 4-on-4 Flag Football Challenge August 15-16.
Be sure to see what MCCS and Iwakuni City can of fer you this month. No matter how you celebrate summer, stay hydrated, keep safety in mind and have fun!

How to be Frugal through SchoolCOMMUNITY ARTICLE
School is starting soon. This is a good time to think about saving. We
can all save every day. Teaching our children to save is one of the
most valuable lessons we as parents can give. Even with our youngest
preschoolers, there are ways to save on school expenses. These lessons
our children see, go with them throughout their school career. Here are
some tips for saving during the different stages of school.
CollegeLIVE ON OR CLOSE TO CAMPUS Walking or bicycling can save you money on gas, but also many universities charge large amounts for parking passes each year.
SHOP USED TEXTBOOKS/RENT TEXTBOOKS Textbooks prices are ever increasing, used books are always a good option. Many shops lease textbooks as well for less. Online versions are also available, which can cut down on book costs.
DONT DRINK Even if you are of legal age to drink, money spent on alcohol leaves you with nothing to show for it.
AVOID THE EXPENSIVE COFFEE SHOPS Brewing at home even with single-serve coffeemakers can help you save a great deal when compared to the $5+ lattes from the big chains
ROTATE DINNER NIGHTS Instead of eating out with friends at restaurants, have a rotating dinner schedule with each of your apartments one night and have everyone bring an ingredient to go with a theme and work together to make the meal. Learn to cook some simple foods. Cooking at home will save tons when compared to going out, especially breakfast foods.
SHOP THRIFT STORES Or trade clothes with friends. Both provide a great change of wardrobe at next to nothing or nothing.
LEARN SELF-CONTROL Its the first time on your own, but you need to show restraint from purchasing everything you want. Save for future purchases.
TAKE CREDIT AND MONEY MANAGEMENT CLASSES IF AVAILABLE Credit cards are everywhere. Take time to learn the proper use of credit and all the terms that go along with it. Visit a financial expert at the Personal Financial Management Program office.
Elementary SchoolWALK TO SCHOOL INSTEAD OF DRIVING Provides health benefits, saves money on gas and prevents wear and tear on the vehicle
REUSE SCHOOL SUPPLIES Many supplies from the end of the previous year still have a lot of life left in them. Dont always buy everything brand new on the school list. Take inventory at the end of the previous year to determine what you have and what you will need
APPLY FOR FREE OR REDUCED LUNCH Many people dont realize they qualify for free or reduced school lunch. Ask the School Liaison office if you can apply.
TAKE YOUR OWN SCHOOL PICTURES School pictures are getting more and more expensive every year. With current digital cameras and online picture printing, its easy to take your own school pictures at half the price.
Junior High/High SchoolGET A JOB Besides teaching the value of hard work, a job can provide income for all those small expenses you have like a new pair of shoes, a new cell phone, or even a pizza. Working is also a great way to save. Ages fourteen and older can work for MCCS. Visit MCCS Human Resources for information on open positions.
GET GOOD GRADES The better your grades are in high school, the more scholarship opportunities are available to you.
START A SAVINGS & CHECKING ACCOUNT Interest bearing accounts are better places to save your money than in piggy banks. Your account will grow faster if you also add any gift money you receive, such as birthday and Christmas gifts.
AVOID UNNECESSARY SPENDING Think twice before purchasing the fast food meal at lunchtime and think about saving the money for an even greater goal.
WALK, DONT DRIVE Cars are quite the money pits. The longer you wait to drive, the less you will spend on gas and insurance.
START BUDGETING YOUR MONEY NOW With limited income and spending, budgeting is easy and will help to establish a good habit of creating a budget. Visit NMCRS or Personal Financial Management Program for assistance.

SHOGA YAKI SAUCE
by Mitsuko Yoshimoto, Information & Referral Specialist
Information, Referral & Relocation Services:a Treasure Chest of Resources!
Which office do you call to obtain a drivers license?
Where is the Learning Resource Center?
Where can you find Santa rental suits on base?
There is a place you can find more coupons, (which means more savings!) apart from the Commissary. Where is it?
What is the number to reach the base operator if you are calling from your cell phone? (Do you know a base operator can provide you not only the telephone number but also the building number?)
Pop quiz time! Answer the following to test your local knowledge and get rich.
Did you collect all five gems? If not, maybe its time to visit Information and Referral.
Theyve got answers to the above and anything else you want to know.
RESOURCES ON AND OFF BASE Were here to help you find information, services or people that will make your life easier and richer. We offer you immediate assistance if you are requesting information that we have on hand such as a service provided on the air station. However, our job is often referring you or connecting you to the best resources available in Iwakuni. We can tell you that there are lots of good resources and helpful people in Iwakuni.
We feel that our job is similar to searching for hidden treasure. It can require us to make lots of phone calls and emails asking questions and making arrangements; however the reward is worth it! It is our privilege to get to know both American and Japanese people who have special skills or knowledge and are willing to offer their time for other people.
LOCAL INFORMATION If you are looking for something to do on weekends, please visit Information, Referral & Relocation Services on Facebook. We post local event information in the Preview magazine, and additional information on Facebook as well.
JAPANESE LANGUAGE & TRANSLATION We also offer simple language assistance. (If medical related, legal related or it requires more than 15 minutes for us to translate, we may refer you to a different resource.) For example, if you receive a letter written in Japanese, we can explain to you what it is. If it is a vehicle recall notice letter as is often the case, we can also make an appointment with the nearest car dealer for you.
MEET OUR FRIENDLY TEAM Ms. Y is a volunteer who is extremely helpful in assisting with Japanese language services. Mr. G is a big time saver in helping with on base resources. Ms. S is so amazing that she walked over to a park in the snow to make an arrangement for an on-base resident! Come meet our friendly team and tell us what youre looking for. With help from our treasure hunters and a team of community experts--we will find you the answer!
NEXT INFO EXPO IS SEPTEMBER 12 There are lots of hidden treasures in Iwakuni, and our program can help you to discover them! To see what the base and Japan have to offer, mark your calendars for the next Info Expo. There will be vendors from local travel agencies, businesses, hotels and more offering prizes as well as valuable information. Enjoy live entertainment and refreshments while you pick up information that will help you get the most from your time in Iwakuni. Also, Info Expo is the best opportunity to get to know resourceful people and make friends.
If you would like to do something but do not know where to start, call 253-6161 for details.

Matsuri, the Summer Festival
How to Master
by Jessica McFarlane, Public Affairs Specialist
At any given moment, there seems to be a festival happening somewhere in Japan. Whether its the celebration of
the oyster season in Hiroshima, giant snow sculptures in Sapporo or Fugu fish season
in Sh imonosek i, ou r host nation loves an occasion to celebrate!
-
Matsuri, the Summer Festival
But during the summer season, the festivals
are special. The hundreds of summer
matsuri held throughout Japan are festive
celebrations that resonate with colorful
imagery, summer-friendly matsuri cuisine,
and traditional songs and attire specifically
reserved for the season. Many matsuri
continue after sunset to take advantage
of the slight dip in temps. The festivals are
also family-friendly, and attendees of all
ages will enjoy them. August is the peak
of the season, and there is no shortage of
celebrations to crash. But first, lets master
the matsuri and prepare ourselves for the
local parties!
Matsuri are similar to an American block
party or street festival. Some cities feature
parades of dancers, mikoshi, (portable
shrines,) or giant lantern floats, (see Famous
Festivals Around Japan.) There is usually
a musical act if not several. Children love
matsuri because there are always ample
game booths with prizes. Adults also enjoy
these nostalgic games such as fishing for
colorful balls in moving water or catching
goldfish, (caution parents: the goldfish is
also the prize.) Oh, and lets not forget my
favorite part, which is matsuri food!

Simi lar to okonomiyaki in texture, but bite-sized. This Osaka invention has
an octopus tentacle or two and is drowned in sweet sauce, mayo, and

When you attend a matsuri, bring your appetite and then some. Covered red and white food stalls with strings of lights are squeezed side-by-side, lining the streets. Many of them will sell yakisoba, yakitori, karaage, okonomiyaki and takoyaki. As you walk by, the vendors will tempt you to purchase their fare with shouts of irasshaimase! or ikaga desuka? These
are traditional, friendly greetings that both welcome customers and ask would you like some? If the colorful writing and cute logos dont lure you to purchase, then the enticing aromas just might!
Although the festival itself is a great excuse to sample the various food stalls, certain foods and beverages are beneficial to your well-being. The Japanese gravitate toward particular foods in the hot, humid summer to alleviate or avoid natsubate, or summer fatigue. It makes sense that many of those foods are found at summer matsuri. Bring plenty of small currencies, our matsuri food guide, an adventurous spirit and prepare to dig in! Should your friends give you a hard time after your third round of kakigori, tell them to hushits healthy!

Unag i (Ee l) N EW B I E D I F F I C U LTY L EV E L 1 2 3 4 The Japanese eat oi ly unagi to give their bodies a jolt of energy to fight the heat.
But food isnt the only method used to beat the heat. The locals also break out their traditional clothing, which not only is a nostalgic nod to the past but allows the body to cool in the muggy summer. Women and girls wear yukata, which is the summer version of a kimono. Nowadays, the colors are vibrant, and the patterns are summer themes such as flowers or fans. Although Japanese traditionally wore yukata as their regular clothing in hot months, they are now almost exclusively matsuri attire. Men and boys wear yukata too, but some opt for the jimbei, which is a matching set of long shorts and a wraparound top. The fabrics and cut of both the yukata and jimbei allow air to circulate the body. Wooden geta sandals serve the same function as they elevate the foot from the hot ground and permit air flow.
The final step in mastering the matsuri is to attend one! Dont be shy about visiting a recycle shop, department store or kimono seamstress to purchase a yukata or jimbei. Visit Information, Referral & Relocation Services for information. Attending a matsuri in a yukata while eating takoyaki shows the Japanese that youre enthusiastically embracing their culture. Its also a nice icebreaker to meet locals!
