MISSION STATEMENT

The purpose of the commission is to advise the City Council on all matters concerning recreation, recreational use and programs, and all related features of

"dedicated parkland," as defined and designated in chapter 3.23 of the Pasadena Municipal Code and of 'parks,' as defined and designated in section 3.24020 (f)

of the Pasadena Municipal Code.

The Recreation and Parks Commission meetings are held on the 151 Tuesday of each month

CITY OF PASADENA RECREATION AND PARKS COMMISSION

Special Meeting Tuesday, July 7, 2020

6:00 p.m. AGENDA

COMMISSIONERS PRESENT: Terri Ashley-MacQuarrie, Jonathan Fuhrman, Edgar Gutierrez, Mark Mastromatteo, Tim Martinez, Aaron Milam, Treasure Sheppard, and Eileen Williamson.

1. CALL TO ORDER: WELCOME; ROLL CALL Chair Milam called the meeting to order at 6:04 p.m. Staff (Houser) called the roll and a quorum was established for the Commission.

2. REVIEW AND APPROVAL OF MINUTES, February 4, 2020. After review, it was moved (Fuhrman) and seconded (Mastromatteo) to approve the minutes, as amended, of the February 4, 2020 meeting. (Motion carried) (One Abstention , Williamson)

3. NEW BUSINESS

ACTION ITEM

- SELECTION OF FIVE (5) APPOINTEES TO THE HAHAMONGNA WATERSHED PARK ADVISORY COMMITTEE (HWPAC)

Chair Milam noted the Recreation and Parks Commission (RPG) had been asked to appoint five (5) members from the RPG to the Hahamongna Watershed Advisory Committee (HWPAC). Chair Milam gave a brief background as to how and why the change in numbers, serving on the HWPAC, had occurred. He asked the Commission for volunteers and the following responded they would serve on the HWPAC: Commissioner Mark Mastromatteo, Commissioner Treasure Sheppard, Commissioner Tim Martinez, Commissioner Jonathan Fuhrman and Commissioner Terri Ashley MacQuarrie.

Rosa Laveaga, HWPAC Staff Liaison , noted when the HWPAC meetings are held throughout the year and the next meeting would be held on July 28th. Ms. Laveaga reviewed the names of the current representatives serving as Commissioners on HWPAC. In addition, she noted that a Nominating Committee needed to be appointed for the election of the new HWPAC officers. Ms. Laveaga asked for two representatives to serve from the RPC on the Nominating Committee.

Chair Milam then asked for volunteers to serve on the HWPAC Nominating Committee for the election of their new officers. Commissioner Treasure Sheppard and Commissioner Tim Martinez offered to serve on the HWPAC Nominating Committee.

ACTION ITEM

- SELECTION OF NOMINATING COMMITTEE FOR 2020-2021 NEW OFFICERS

Chair Milam asked the Commission for volunteers to serve on the RPC Nominating Committee for the election of 2020-2021 new officers. Commissioner Williamson and Commissioner Fuhrman agreed to serve on the committee. Chair Milam noted since there were no other Commissioners interested, he would serve as the third member on the Committee.

- VINA VIEJA PICKLEBALL COURTS - RECOMMEND SUPPORT OF CONCEPT DESIGN AND MEASURE A GRANT ALLOCATION FOR THE FIRST PHASE OF PROJECT

Hayden Melbourn, Public Works Capital Project Manager, presented the Vina Vieja Pickleball Courts Concept Design through a PowerPoint presentation. He reviewed the project background, existing site conditions, and final concept designs. Melissa Gray, Public Works, Management Analyst IV, identified the project funding sources (Residential Impact Fees [RIF] - East District) and the Measure A allotments. Mr. Melbourn then reviewed staff recommendations and the next steps in the process.

In conclusion, Mr. Melbourn asked the Commission to:

1) Support the Conceptual Plan of the Vina Vieja Pickleball Court project.

2) Support the Phase 1 Implementation Plan of the Vina Vieja Pickleball Court project, which includes construction of six Pickleball courts.

3) Support recommendation to City Council for approval to combine existing Measure A Allotments from Pasadena's Eastside and Westside study areas and submit a Measure A project application to Los Angeles County for appropriation of funds to the Vina Vieja Pickleball Court project.

Following the PowerPoint presentation questions were posed by the Commission, staff responded throughout and a discussion ensued among the Commissioners.

PUBLIC COMMENT ON THE VINA VIEJA PICKLEBALL COURTS -RECOMMEND SUPPORT OF CONCEPT DESIGN AND MEASURE A GRANT ALLOCATION FOR THE FIRST PHASE OF PROJECT.

Public Comment was received in the form of emails. Staff (Houser) read each comment in its entirety. The following are the names of those who submitted comments and a summary of the comment read aloud.

Laura Ellersieck, Pasadena resident, noted lack of notice for the community meetings; project diagram was poor quality in the agenda packet; she does not support the increase in parking spaces; long term lease agreement with SCE in question; by using Prop A dollars for this project what other projects would be deprived; and the design showed lack of information beyond the diagram presented.

Elizabeth Ferry Slocum, Pasadena resident, concerned about parking; lighting with extended hours and being used as a regional facility; and burden on surrounding neighborhoods.

Deanna Marron, Pasadena resident, why place in an underdeveloped area; currently dog park gets too crowded as it is; this is for a selected group not the entire community; and stop the development and use the money towards outreach programs for children underprivileged or not.

Mike Alvidrez, Pasadena resident, Pickleball Co-Ambassador for the City and a member of the Pickleball Committee, spoke against the proposal. Premature due to uncertainties of available funding and lack of amenities; review options for temporary Pickleball opportunities in the City; and consider interim options before committing to a partially built, inefficient and costly plan.

Bruce Bailey, Pasadena resident, member of the Pickleball Committee, supports the location for a Pickleball Court based on ability to acquire funding for the completion of the project in four years. He would like the Commission to agree to an alternative plan as soon a possible if the City Council does not approve shifting the Measure A funds; he recommends using the West District funds and build four lighted courts at Brookside Park; and East District funds for two lighted courts at McDonald and Jefferson Parks.

Following Public Comment further discussion ensued among the Commissioners.

Commissioner Fuhrman seconded the motion, followed by a discussion.

Chair Milam called for a vote: Staff (Houser) called for each Commissioner to state yes, no or abstain. The motion carried with six yes 's, two no's and no abstentions.

Commissioner Fuhrman noted he had a second motion to present. He moved that the Commission recommend that the Council consider prioritizing the remaining phases of the Pickleball facility and consider borrowing up to three million dollars from the Eastside Residential Impact Fee fund in anticipation of funding from the Space Bank Project.

Commissioner Sheppard seconded the motion. Further discussion ensued questions were posed and Staff responding accordingly.

Chair Milam called for a vote: Staff (Houser) called for each Commissioner to state yes, no, or abstain. The motion carried with five yes's, three no's and no abstentions.

INFORMATION ITEM

- RESIDENTIAL IMPACT FEE NEXUS UPDATE

Chair Milam noted that although the written Staff Report was written as an action item, the item was posted on the Agenda an information item; therefore, it would be considered an information item only, no official action would be taken nor voting would take place but the Commission could offer commentary.

Phyllis Hallowell, Public Works, Management Analyst V, gave a detailed PowerPoint presentation on the Residential Impact Fee Nexus Study Update. She reviewed the purpose of the fee, when established and noted the PMC required the rate to be reviewed every five years. The staff report recommended not increasing the current residential impact fee rates at this time based on current Covid-19 emergency and economic uncertainties, and that City Council by resolution can amend the fee at any time based on the findings of this Nexus Study update.

Following the presentation , questions were posed and staff responded accordingly. A discussion ensued among the Commission and suggestions were posed.

Public Comment Regarding Residential Impact Fee:

Public Comment was received in the form of emails. Staff (Houser) read each comment in its entirety. The following are the names of those who submitted comments and a summary of the comment read aloud.

Erika Foy, Pasadena resident, we must be sure our green space balances the concrete massing going-in and many areas within the city are park poor; we are outpacing other cities with housing so we need to build and maintain parks beyond measure; and the City must require developers to help us and the fees need to go up.

Nina Chomsky, Pasadena resident, I disagree the fee should be left "as is" because of the Covid-19 crises as to market rate housing. The city is park poor; in a sea of very expensive ownership and rental housing that adds more and more population burdening the parks we do have in Pasadena; and developers do not need this bit of subsidy, we need every dollar from them for parks from market rate housing profits.

The following Public Comment was received by staff after the item was concluded. Staff read the email prior to the adjournment of the meeting.

Adriana Bautista, Pasadena resident, noted Developers can and should pay fair fees; and I am surprised these fees have not been raised for so long and are long overdue.

Following Public Comment further discussion ensued among the Commission. It was requested by the Commission that this item be on the October Agenda as an action item with an update.

- PARKS CIP PROJECT UPDATE (January 1, 2020 thru June 30, 2020):

Hayden Melbourn, Public Works CIP Project Manager, asked the Commissioners if they had any specific projects to discuss on the report or if they wanted him to review the list by line item. The Commission preferred to ask specific questions.

Questions were posed and Mr. Melbourn responded accordingly.

gave an overview of Community Services offered since Covid-19 as of March 13th. She then gave an overview of the Recreation Programming. In addition, she noted the challenges with the Playground closures. She asked if there were any questions regarding Park Maintenance.

Questions were posed regarding the hiring process for the Parks Administrator and the Parks Superintendent. Ms. Harvey-Williams responded . She noted she would forward the job flyer to the Commission for the Administrator position. A discussion ensued.

RECOMMENDATION

It is recommended that the Recreation and Parks Commission support the Conceptual Plan of the La Pintoresca Park Improvements project (78087)

BACKGROUND

The La Pintoresca Park skate park and basketball court were previously renovated in 2008 and the splash pad was installed in 2005 and have all reached the end of their useful life. Over their service life, these facilities were greatly utilized and eventually worn to the point where renovation and/or replacement is necessary. This project provides for renovations to numerous park elements as well as site drainage improvements at La Pintoresca Park.

On August 21, 2019, the City entered into an agreement with David Evans and Associates, Inc. for professional planning and design services for the La Pintoresca Park Renovation project.

On December 3, 2019, a community meeting was held at La Pintoresca Library. The meeting provided the community an overview of project purpose; presented preliminary concept plans; explained the planning and design process; and solicited feedback on a preliminary concept plan. Approximately 20 community members attended the meeting and the project was well received.

With the feedback received from the community meeting on the concept plan, a more in­depth redesign of the skate park was deemed necessary. Staff and the skate park consultant worked closely with the skate park user groups to help guide and provide additional feedback on the skate park concept plan. After considering several options and developing multiple concept iterations, the final skate park concept plan was completed and accepted by the skate park user groups.

Based on feedback from the community and the skate park group. the design concept for the park renovation was finalized in June 2020 and includes the following list of amenities (Attachment A):

• New splash pad with new water-capturing system (Attachment B)

• New skate park and installation of new elements (Attachment C)

• Resurfacing of the basketball court • New LED light fixtures and poles at the skate park and basketball court

• New fencing along the south and east side of skate park/basketball court • New wall at skate park and along the east portion of basketball court

• New shade structure over existing playground equipment (Attachment D)

• Remodeling the interior of the exlsting bathrooms • Grading of the grass area to improve site drainage adjacent to the library

During the development of the design concept, staff also completed the site topographic survey and geotechnical studies.

NEXT STEPS

Staff anticipates completion of the construction plans and specifications for the project fall 2020, with project bid and award of construction contract by December 2020. Construction of the park renovations is estimated to be complete summer 2021.

FISCAL IMPACT

The project concept design is estimated to cost $1.4 million to implement. Funding is budgeted and available for construction of the project under La Pintoresca Park Improvements (project number 78087).

With the support of the Recreation and Parks Commission, staff will finalize 1he project plans and specification, advertise for bids and go to City Council for award of construction contract.

SUBJECT: Update on Department Operations and COVID-19 Response

Due to the Stay at Home Order issued in March to help combat the spread of COVID-19, the City has cancelled all non-essential City-sponsored events and activities until further notice. This includes special events, all recreational programming and before and after school care. Since that time, PRCS has been far from idle. Our dedicated team continues to advance our mission of preserving and improving the physical, social and economic health of Pasadena neighborhoods, and plays an integral role in the City's COVID-19 response. While continuing to conduct routine work, the department has also pivoted and developed and is implementing vital new programs and operations which are outlined below.

Summer Day Camp

Five weeks of summer day camp concluded on Friday, August 7. In total, 177 children attended. Camp was limited to Pasadena residents and Pasadena Unified School District students at seven parks. Hours and locations were Monday through Friday 8 a.m. - 5 p.m. at Robinson Park, Victory Park, and Villa-Parke centers. Half-day camps were offered at Central, McDonald, and Washington Parks from noon until 5 p.m., and at La Pintoresca Park from 8 a.m. until 1 p.m .. The La Pintoresca Teen Education Center offered teen-specific programming Monday through Friday from noon until 5 p.m. and 3 attended.

Fees for camp 2020 were reduced to $25 per week for all-day camps and a flat $25 fee for outdoor camps at parks. Forty participants received scholarships which covered 50% of camp fees. Programming included socially-distanced activities such as sports and fitness instruction, arts and crafts, dance, nature exploration, puzzle challenges, S.T.E.M. projects, and health and physical wellness activities. COVID-19 protocols based on guidance from the Pasadena Public Health Department were followed, which included creating separate cohorts within each camp that never mixed or shared equipment.

On July 15, we learned that 2 individuals at Victory Park Camp tested positive for COVID-19. The two cases were not connected. After consulting with the Public Health Department, two of the four cohorts at Victory were required to quarantine for 14 days. In addition, there was a concern that individuals associated with the two other groups may have had exposure to

someone who may have COVID-19. The entire camp was closed for two days. After receiving confirmation of negative COVID tests, two groups resumed camp on Tuesday, July 21. All groups resumed camp on July 29.

Aquatics

Aquatics programming began July 6 at at Robinson Park, Villa-Parke and Pasadena High School pools and concluded August 6 at Villa and PHS and will conclude September 5 at Robinson. To date, 350 participants have enjoyed small group and private swim lessons and water aerobics. Lifeguards and instructors are following guidance and protocolos provided by the Publ ic Health Department. Lockerooms were kept closed for the summer and temporary outdoor showers installed for participants to use before entering the pool.

Virtual Recreation

To date, the Department has released six virtual recreation videos: tiny tot yoga; fitness workouts; Olympic style boxing instruction; Zumba; and tutorials on DIV lava lamps and arts and crafts. In addition to being on the PRCS YouTube page, the videos are also regularly aired on Pasadena Media's KPAS Channel. Additional videos will be released in the upcoming weeks. The videos have received over 800 views.

After School Adventures Program Planning for Fall

We are working closely with the Pasadena Unified School District to determine how we can best support families in the Fall. All PUSD instruction will be provided via distance learning until at least October 19. We are working in coordination with the District's LEARNs after school program, but they have yet to set a clear path forward on what, if any, in-person childcare will be made available and how our program can best serve as a partner. The first day of school is Monday, August 17.

Community Feeding Programs

The Department continues to lead the City's efforts in providing food for Pasadena's food insecure residents. This includes:

• Coordinating the weekend "grab and go" lunches at seven PUSD sites which provided

111,600 meals from May- July;

• Identifying and funding nine local food banks and pantries which fed nearly 11,700

Pasadena residents May - July;

• Serving as the local administrator to the Governor's Great Plates Delivered program

which provided 38,000+ restaurant meals to qualified Pasadena older adults May-July;

and

• Worked with the San Gabriel Valley YWCA to expand their frozen meal delivery to

Pasadena seniors which provided nearly 19,500 meals during the May -July period.

Guidance on Youth Sports

Youth sports programs are now permitted by the Order of the State Public Health Officer. This applies to recreational youth sports leagues, club sports, travel sports, and sports sponsored by private and public schools serving students in TK-12 schools. (It does not include adult sports leagues, including collegiate sports, or amateur adult sports, which must remain closed per the State Health Officer Order.) For now, all youth sports activities must take place outdoors. and can include training, conditioning, and skill-building. Tournaments, events, games, and scrimmages are not allowed. A more detailed verbal briefing will be provided at the meeting.

Turf Renovation

The Department has temporarily closed athletic fields at six parks for turf renovation and enhancements. The closures will allow crews to conduct much needed maintenance including aerating, fertilizing, over-seeding, irrigation testing and repairs, and removal of in-field lip build up (on baseball/softball diamonds). The turf also needs to rest. Temporary fencing has or will be installed to protect renovated areas as the seed needs an opportunity to establish sufficient roots and grow in preparation for future sports seasons. Renovations are currently underway at Brookside, Brenner, Jefferson, McDonald, Victory and Villa Parks.

Work will be completed in two phases. Projects in phase one will conclude on either September 8 or 30, and phase two is currently scheduled to conclude on December 14. A list of impacted parks and fields is below. Work in Area H is anticipated in phase two, but an exact schedule is not yet available.

The Commission provided extensive input and advice to staff and others, and actively supported special projects or initiatives.

Status: Complete

2. Capital improvement projects.

The CIP subcommittee (February) and the full Commission (March) reviewed and approved the FY 2020-2024 Capital Improvement Program for the Parks and Landscaping and Arroyo Projects. Additionally, the Commission received quarterly reports and when appropriate, updated status reports on Capital Improvement projects. The following projects were completed in 2019: Robinson Park Recreation Center renovation; development of Desiderio Park; Citywide park asset assessment; court repairs at Easton Blanch, McDonald and Allendale Park; and the installation of security lights at Jefferson, Gwinn

Additionally, the following projects were reviewed, approved or commented upon as follows: Victory Park restroom is underway; Desiderio restroom should be finished in 2020; and the Lamanda Park Pocket Park project was presented and will move into design development and construction phase in 2020. Lastly, the following projects were recommended for the 2020 CIP: Villa Park Community Center improvements; La Pintoresca Park basketball and skate park improvements; Robinson Park pool and building renovations; Washington Park restroom; replacement of the basketball floor at Robinson Park; the repair and resurfacing of basketball, tennis courts and baseball backstop at Brenner Park.

The Commission received monthly and quarterly reports from Human Services and Recreation regarding the City's permanent and season sports and recreational programs, program accessibility, enrollment and use trends, diversity, grant and fee structure. The Commission supported and helped promote the City's robust recreational programs and worked with Human Services to advertise available programs and services.

• The RPC appointed three (3) of its members to serve on the board of the Pasadena RPC Foundation. Those members are Jennifer Vanore, Treasure Shepard, and Johnathan Furman.

The Commission continued to work with City staff to find opportunities for collaboration on park and recreational issues of joint importance to the City, including One Arroyo and the Arroyo Seco Foundation.

Over the course of the fiscal year, the RPC has had presentations and discussions from various other groups that serve Pasadena Parks in a cross­functional capacity. The Arroyo Seco Foundation, the One Arroyo Advisory Group, and perhaps the most regular, the Hahamongna Watershed Park Advisory Committee; the latter of which all RPC Commissioners are committee members. One of the prominent accomplishments, recently elevated to the forefront, has been the private-public partnership with the Arroyo Seco Foundation, where that Foundation raised grant funds to allow Parks and Natural Resources to conduct trail improvement along the western edge of Hahamongna.

8. Pickleball City Council voted in December of 2018 to allocate $400,000 to the design and construction of 12 Pickleball courts at Vina Vieja Park. In February of 2019 David Volz Design was hired to facilitate the community outreach, design and planning of the park. The Public Works Department opened discussion with Edison regarding additional parking space for the Pickleball courts. Design and planning should be completed in 2020 with construction completed in 2021. The Pickleball subcommittee will continue to meet with Hayden Melbourn, Capital Project Manager to track and support project.

The CIP Committee reviewed the proposed CIP for the fiscal year 2020. The Committee presented its finding to the Commission, and the Commission approved the CIP budget as presented.

IV. MAINTENANCE COMMITTEE

The Maintenance Committee will review and provide input on issues pertaining to the maintenance of City parks. Park tours, park inspection forms and information received from the public will be reviewed by the committee and committee suggestions will be presented to the Recreation and Parks Commission.

VII. PICKLE BALL

A Pickleball working group was created to assist the City in planning for permanent Pickleball courts. The current Pickleball committee includes: Hayden Melbourne, Capital Project Manager; Kenny James, Recreation Administrator; Michelle Logan, Pickleball ambassador and Pasadena resident; Bruce Bailey, Architect, Pickleball enthusiast and Pasadena resident; and Eileen Williamson, Recreation and Parks Commissioner. The group recommended Vina Vieja Park for the placement of twelve (12) courts. The group will continue to meet to discuss critical and non­critical features for the parking plan with Edison, restrooms, lights, storage, court layout, landscape design, and community issues and concerns.

VIII. RECREATION PROGRAMS

The representatives from the Recreation and Parks Commission assigned to the Recreation Programs Committee participated in reviewing and making recommendations on matters pertaining to the recreation programs and services in the Human Services and Recreation Department. The committee discussed maintenance issues, specifically at Allendale (Pickleball Courts) and Rose Bowl Tennis Center, Jackie Robinson Baseball Park and Victory Park Basketball Court. Furthermore, the committee provided staff with a list of Community Outreach Coordinators from local private high schools to include in communication regarding upcoming service projects.

The purpose of the commission is to advise the City Council on all matters concerning recreation, recreational use and programs, and all related features of "dedicated parkland", as defined and designated in chapter 3.23 of the Pasadena Municipal Code and of 'parks', as defined and designated in section 3.24.020 (f) of the Pasadena Municipal Code.
