urban areas. Total GHG emissions in 2000 makes
6635 Gg CO2eq There are over 400,000 apartments with
a total area of 27 million m2 in multi-apartment buildings
40% of the national energy saving potential is in the buildings, an equivalent of 402,000 toe or 944,000 t of GHG emission reductions annually

Absence of special funding instruments (soft and long term loans) and subsidy schemes for promotion of RE, EE and ES measures
Low level of awareness on benefits of EE and ES measures on all levels
Low level of importance given to the energy efficiency promotion
Limited financial resources both at state, municipal and household level to afford retrofitting of existing buildings and application of the renewable energy resources
Absence of EU restructuring funds in short term perspectives for house stock rehabilitation and promotion of energy saving measures
