Irsquod always heard this used to make a point but only recently heard it being told just as a joke Does that mean people are becoming more optimistic about the Universityrsquos ability to adapt Perhaps therersquos a variation here on Marxrsquos line about history repeating

Whatrsquos certain is that changes are happening in DPIR Physical changes your workspace is looking different ndash better we hope - and further improvements are on the way which should help build our sense of community Academic changes several new University Lecturers have just been appointed enhancing the intellectual life of the community Administrative changes two new appointments in the Courses team as we approach a full complement in our new structure And of course important changes at a more personal level four cohorts of MPhil students will be taking their finals next month bringing a change of chapter while the first years too have significant exams

It was a different Marx who said that lsquoPolitics is the art of looking for trouble finding it everywhere diagnosing it incorrectly and applying the wrong remediesrsquo (Grouchorsquos thoughts on International Relations have alas gone unrecorded) We hope that yoursquoll feel that the changes underway reflect better diagnoses and remedies ndash and do please let us know

This next year will see many new appointments in the Department as well as a new HoD

First of all Professor Stephen Whitefield will be stepping down as Head of Department at the end of this calendar year after three years and a term of energetic development Although he will of course be missed as HoD he will be staying with the Department so wersquore not losing him completely We are also very happy to announce that Dr Elizabeth Frazer has been elected to take over this role from January 2014 for three years We hope to give Liz a more thorough welcome in a future edition of the Student Newswire This year will also see Dr Paul Martin stepping down as Deputy Head of Department to be succeeded at least until the end of academic year 2013-14 by Nick Owen Paul has been elected as the next Assessor which will see him joining the Proctorrsquos Office and overseeing policy interests in fields like student welfare healthcare

We also welcome several new University Lecturers who have recently been appointed At St Hughrsquos we have recruited David Doyle from Dublin City University

to a University Lecturer Tutorial Fellowship (jointly with SIAS) in Latin America at St Annersquos Todd Hall will join us from the University of Toronto to take up a ULTF in IR with a specialism in China we welcome Dan Butt back from the University of Bristol to a ULTF in Political Theory at Balliol Jane Gingrich from the University of Minnesota will take up a ULTF in Comparative Political Economy at Magdalen and also from the University of Minnesota Ben Ansell will take up the University Lecturer Non-Tutorial Fellowship in Comparative Democratisation at Nuffield

And we hope to appoint two further posts for September a University Lecturer Non-Tutorial Fellowship in Comparative Political Institutions at Nuffield and a University Lecturer in Comparative Government and Politics specialising in the UK (in association with Brasenose College) We look forward to seeing these new faces in the Department

Following a review of the structure and staff resource within the Courses Team Administration a number of changes are taking place We have invested in an additional post within the Team and are reconfiguring some roles as follows

St Antonyrsquos International Review (STAIR) is a peer-reviewed bi-annual academic journal of International Affairs established in 2005 and run by graduate students

The Social Sciences Division and the University Safety Office provide courses on a variety of essential topics such as First aid emergency for fieldworkers Fieldwork Planning and Supervision ldquoTraditionalrdquo Fieldwork Fieldwork Safety Overseas Personal Safety skills during interviewing and participant observation studies (with a

focus on health and safety issues related to local criminal or political activity or civil unrest)

In memory of Mark Janes

It is with great sadness that we announce the passing of Mark Janes Subject Consultant in the Social Sciences Library who died in February of this year Mark was known and liked by many in the DPIR and his colleague Louise Clarke writes

lsquoPolitics in Spiresrsquo is growingYou may be surprised to learn that Politics in Spires has now published around 400 articles by DPIR and POLIS academics students and alumni covering a wide range of topics Between 1 February 2012 and 27 March 2013 4227 people visited the site more than 100 times Roughly 3000 of them visited more than 200 times and 11773 people visited the site 9 or more times We have had visitors from 183 different countries Politics in Spires is now one of the Universityrsquos collection of successful blog sites and as such represents a real opportunity for the Departmentrsquos students staff and alumni to publish in real time to reach and engage with a growing audience

Themed seriesPolitics in Spires has begun to develop themed series aiming to publish around 12-15 articles over a set period allowing reader and author to respond to each other over the life of the series Stuart White is currently curating a series titled lsquoDemocratic wealth building a citizensrsquo economyrsquo in collaboration with openDemocracyrsquos British section OurKingdom

These series will further develop the model of themed collections working with new partners and developing new audiences We envisage that each series will be published as an e-collection on completion

Recent Department events

The afternoon was divided into several sessions including advice on how to publish how to network and attend conferences and how to prepare for academic job interviews There was also a session about how the University Careers Service can help and advise completing students wishing to enter non-academic careers in such areas as NGOs international organizations consultancy and the public sector

The thirty plus students attending heard presentations from Drs Scott Blinder and Lucy Barnes on post-doctoral positions and how to apply for them Professors

Richard Caplan and David Rueda on publishing theses into monographs with university presses and articles in leading peer reviewed journals respectively and Dr Eddie Keene on how to get the most value from participating in professional conferences Feedback from students was positive with all those attending describing the sessions as very useful

The speakers underlined the importance of completing high quality research in doctoral theses as the starting point for a successful academic career Building on this precept the advice presented to students included the following points

1 It is vital to practice job talks in front of peers and faculty (your thesis supervisor and others) before attending interviews for lectureships post-doctoral positions or assistant professorships The Placement Officer will help organize these practice sessions when a departmental student is on the job market and attending interviews

2 Graduate students should aim to engage in serious academic work from as early in their doctoral studies as possible This means (a) proposing and presenting papers to relevant professional conferences (including the various graduate organized conferences)

Preparation for Academic Practice the annual workshopA half day event was held in DPIR on Wednesday of Week 1 (24 April) to help DPhil students prepare for seeking academic positions as they come to end of their doctoral studies and complete theses organized by DPIRrsquos Placement Officer Professor Desmond King Andrew W Mellon Professor of American Government at the University of Oxford and a Fellow of Nuffield College

to get feedback on your work and to connect with other graduate studies and faculty working in your area of research (b) submitting papers for journal publication based either on research undertaken for your doctorate or derived from course papers completed while studying (a) and (b) are related in that giving a paper at a conference provides a useful deadline for completing work and a forum in which to receive feedback (Attending conferences without presenting a paper is not a good use of your time or resources)

3 Before attending conferences it is useful to approach one or two academics in your area of study to arrange to see them

for a brief meeting to discuss your research so they become aware of it and about which they may be able to give feedback A short accurate summary of your research is necessary for such meetings to be valuable Conferences are also important networking opportunities when you should meet colleagues with similar research interests on your panels and graduate students from other programmes with similar research foci

4 The vagaries and competitiveness of publishing mean that the sooner you get articles of the appropriate standard submitted to journals the better to be successful in the job market having a forthcoming or even rampr

will be a significant asset Because many competitors for jobs come from North American doctoral programmes ndash on which students take on average twice as many years as UK ones to complete their studies with more time to publish ndash Oxford doctoral candidates face competition in acquiring jobs and aiming to publish is an important part of performing in this competition Faculty are often keen to research and co-author with their graduate students and this is something students may wish to explore

lsquoMore Europe less Europe no EuropersquoDPIR Inaugural Alumni EventThe DPIR welcomed over 70 alumni students and friends to its inaugural alumni event on 1-2 March with a welcome dinner at Balliol College and a conference titled lsquoMore Europe less Europe no Europersquo This was an opportunity for members of the Department and DPIR alumni working in government administration and journalism to convey how academic analysis and dispassionate reflection can contribute to a better understanding of the EU and its various agendas This was also the first occasion for many alumni to visit the Departmentrsquos lsquonew homersquo in the Manor Road building

Scotlandrsquos voters are promised a referendum on independence in autumn 2014 If they reject independence the proposed changes from the Calman Commissionrsquos review on Scottish Devolution will most likely be put in place

This next year will see many new appointments in the Department as well as a new HoD

First of all Professor Stephen Whitefield will be stepping down as Head of Department at the end of this calendar year after three years and a term of energetic development Although he will of course be missed as HoD he will be staying with the Department so wersquore not losing him completely We are also very happy to announce that Dr Elizabeth Frazer has been elected to take over this role from January 2014 for three years We hope to give Liz a more thorough welcome in a future edition of the Student Newswire This year will also see Dr Paul Martin stepping down as Deputy Head of Department to be succeeded at least until the end of academic year 2013-14 by Nick Owen Paul has been elected as the next Assessor which will see him joining the Proctorrsquos Office and overseeing policy interests in fields like student welfare healthcare

childcare finance and equality

We also welcome several new University Lecturers who have recently been appointed At St Hughrsquos we have recruited David Doyle from Dublin City University

to a University Lecturer Tutorial Fellowship (jointly with SIAS) in Latin America at St Annersquos Todd Hall will join us from the University of Toronto to take up a ULTF in IR with a specialism in China we welcome Dan Butt back from the University of Bristol to a ULTF in Political Theory at Balliol Jane Gingrich from the University of Minnesota will take up a ULTF in Comparative Political Economy at Magdalen and also from the University of Minnesota Ben Ansell will take up the University Lecturer Non-Tutorial Fellowship in Comparative Democratisation at Nuffield

And we hope to appoint two further posts for September a University Lecturer Non-Tutorial Fellowship in Comparative Political Institutions at Nuffield and a University Lecturer in Comparative Government and Politics specialising in the UK (in association with Brasenose College) We look forward to seeing these new faces in the Department
