Smallscale livestock keeping - a sustainable future?

Livestock keeping is often portrayed as a pathway out of poverty, particularly for the landless poor. However, in recent years, concern has grown that standard approaches to poverty alleviation for livestock keepers are failing to produce the promised benefits, with producers facing increasing challenges from land grabbing, cheap imports and climate change.

In response, the League for Pastoral Peoples and Endogenous Livestock Development (LPP) has advocated the need for a new approach, re-examining the notion of growth and how to support sustainable livestock development. In September 2012, a conference on 'Livestock Futures', organised by the LPP in Bonn, Germany, gave an opportunity for livestock keepers and international experts to share their visions for the livestock sector and how to set it on a sustainable path. Several participants also shared their views with New Agriculturist.

Importance of smallscale systemsThe first role of the smallscale livestock keeper is that they conserve precious biodiversity, precious livestock breeds which are highly adaptable, which produce in a very low input system, which are resistant to many challenges. And second role they are producing high quality food items for the society, for the people. And thirdly they are the sign of our heritage, our culture, they attract tourists in the form of eco-tourism.Abdul Raziq Kakar, SAVES, Pakistan

The future of livestock depends on the future of livestock keepers. The importance of their contribution to food security and the economies of the countries where they raise their animals is tremendous. I discovered this interesting fact: the average size of dairy herd in the world is just three cows. You see how many small herds there must be? Small scale involves so, so many people. Large scale involves very few. We need to appreciate the role of the small scale and what they do for consumers and what we should be doing to help them.Wolfgang Bayer, AGRECOL, GermanyI think small livestock keepers play a very important role in developing countries, in generating income for the families. Pressures and policy failuresThere's not enough attention to what's happening in livestock. Not enough attention on how we can link smallholders to market. The demand is from cities looking for cheap goods and it is likely that the smaller scale producers will be excluded because of the economies of scale and distance. Growth in Africa in recent years has been 6-7%. But the increase in demand is not being met by smallholders. It comes from imports. How do we tackle this?Henning Steinfeld, FAO

In the pastoral system you have the people, you have the animals, you have the natural resources. That is where we usually fail. We either just take the livestock and work on it or we take the natural resource and work on it. We do not have this holistic approach. And secondly we need to be able to see how, when you change one factor you are also affecting the other, but we fail to understand how that is impacting.Getachew Gebru, MARIL, Ethiopia

Livestock keepers' rights need to be recognised. Our contribution to the creation and maintenance of animal genetic resources is not widely appreciated. Strategies and solutionsFor me a key step is the provision of credit to entrepreneurs to set up facilities such as a processing plant close to the producing areas. The livestock keepers will then have a reliable, convenient market for what they produce and with the new income they look after their family's needs and then look after their livestock better and improve their health and productivity. Smallholders in developing countries must clearly identify the benefits of these production systems. How can you measure these benefits and how can you use them to access the markets? Listening and engagingThe smallholders, the pastoral people, they have no representation in the parliament. They have no political power. They are living in far flung areas so they have no participation at policy level. They are not asked when the policy is formalised. The utmost need is to take smallholders on board while formulating any policy relating to animal genetic resources, related to livestock production systems.Abdul Raziq Kakar

I think livestock keepers are closer to getting a voice. There's a lot more awareness amongst livestock keepers. Policymakers realise the need to engage them. I'm expecting a breakthrough soon. Engage the poor, engage the diverse and differentiated communities into the process. And when you do that then they have a voice. Reforming policiesThere is an assumption that small scale livestock keepers and pastoralists are the most ecologically sustainable and produce the best products. I believe that is not necessarily true. We need to look closer at the reality and, through policy, devise and offer practical support to improve productivity, quality and quantity and consistency.Carolin Callenius, Bread for the World, GermanySmallholder livestock keepers should be given a good marketing place with good prices. If they are provided with good animal genome they will produce; even if keeping small numbers of animals they can produce well. My local experience is that we need more laws, regulations for smallscale production. For example, to produce cheese at home we have now regulations, which are for big factories in the country. I think the kind of policies that will enable us to keep our livestock is what we really need, instead of bringing in the exotic livestock as a way of improving our lives. Understanding sustainabilityIn Uganda, policies have introduced the Holstein-Friesian for quick production of milk. But this is not sustainable because the Friesian is a weak animal in the harsh conditions of our country. The Ankole Long-Horned Cattle has lived for centuries in this harsh condition and has sustained our livelihoods, and I think this is what I should call a sustainable kind of livestock keeping. Sustainable livestock keeping is to have a system that is very good in a social way, but also very profitable for our people and also accepted in a cultural way. Climate change threatens traditional way of lifeThe Turkana people are one of the last African pastoralist tribes trying to preserve their traditional way of life in an environment of devastating drought and advancing climate change. Since ages these livestock keepers are living on the rhythm of the seasons and in perfect harmony with nature. They are travelling around the country with their herds looking for water and pasture. However, the quirks of nature are compromising their traditional way of living. Extended periods of drought, followed by heavy rainfall – a direct result of climate change – force them to travel ever increasing distances in order to survive and this under increasingly difficult circumstances.

Animal genetic resources are a key tool for coping with change in the livestock sector

Livestock are ubiquitous in the developing world. The ‘big five’—cattle, sheep, goats, poultry and pigs—as well as 9 other popular farm animals and 26 or so more specialized species are raised by more than half a billion people either on pastoral rangelands by nomadic herders, or on mixed farms by smallholders who raise crops along with livestock, or in peri-urban areas

by people who raise a few animals in their backyards. All of these small-scale livestock enterprises matter to developing-country governments because livestock account for some 30 per cent of their agricultural gross domestic product, a figure expected to rise to 40 per cent by the year 2030. The diverse livestock production systems, like most crop production systems, are changing in response to globalization, urbanization, environmental degradation, climate change and science and technology. But the fastest changes are occurring within the livestock systems. That’s because the developing world’s rising human populations and household incomes are causing demand for milk, meat, eggs and other livestock foods to soar. As one would expect, livestock markets are growing and changing to serve that growing demand. What’s less appreciated are the changes being wrought by many of the billion-plus small-scale livestock keepers and sellers of the developing world who are changing the way they do business to help meet that growing demand. The rate of change within the livestock sector is so rapid that many local populations of livestock developed by small-scale farmers over millennia no longer have time to evolve adaptations to their new circumstances or the new needs of their owners. They are simply dying out, and at unprecedented and accelerating rates. The Food and Agriculture Organization of the United Nations estimates that on average a breed disappears every month and that 20 per cent of our uniquely adapted breeds of domestic animals are at risk of extinction. Over the last 150 years, farmers in industrialized countries supplanted their indigenous farm animals with a few high-producing breeds of a few species (chickens, pigs, cattle) suited to highly intensified production systems. The result is that 70 per cent of the world’s known livestock genetic diversity now resides on small farms and in remote regions of developing countries. With all the challenges facing developing countries and their one billion people living on less than a dollar a day, the question arises as to what immediate practical and cost-effective steps could be taken to preserve the wealth of their livestock genetic diversity. From a research viewpoint, it’s clear that if we’re going to manage

the world’s remaining livestock genetic resources well, we’ll have to characterize the remaining populations to decide which are worth saving and why, we’ll have to find ways of broadening use of those populations deemed useful, and we’ll have to conserve the most important livestock genetic diversity for possible future use—by poor and rich farmers alike. From a political viewpoint, we’ll need new and appropriate institutional and policy frameworks, as well as lots of policy discussions, to find ways to strengthen national and international programs that support the conservation of livestock biodiversity. While the political issues are being discussed at length at national and inter-governmental fora, four practical things can be started immediately to ensure that the world’s remaining livestock biodiversity is conserved for future generations.

1. Keep it on the hoof. Give local farmers and communities incentives for maintaining local livestock breeds by, for example, improving access by poor farmers and herders to markets, perhaps including niche markets, where they can sell their traditional livestock products.

2. Move it or lose it. Encourage safe movements of livestock populations within and between countries, regions and continents to widen global access, use and conservation of farm animal genetic resources.

3. Match breeds with environments. Optimize livestock production by expertly matching livestock genotypes with farmer ambitions, fast-changing environments and specific natural resources, production systems and socio-economic circumstances.

4. Put some in the bank. Freeze semen, embryos and tissues of local breeds and store them indefinitely to protect indigenous livestock germplasm against extinction due to the on-going declines in livestock diversity and to serve as long-term insurance against catastrophic losses due to wars, droughts, famines and other future shocks.

How science can help It’s clear that most of the developing world’s indigenous livestock populations will not be able to adapt in time to their

rapidly changing environments and circumstances; we’ll need new strategies and interventions to improve our conservation and husbandry of these resources. It’s also clear that advances in several scientific fields promise to give rise to those innovations. On-going breakthroughs in livestock reproductive technologies and functional genomics, for example, as well as in the information fields of bioinformatics and spatial analysis, are being systematically marshaled for the first time to address this challenge.. And policy and agricultural systems analysts are today articulating more judicious thinking about the production and funding of global public goods. Finally, whereas societies and countries tend to differ in their short-term interests in livestock production, their long-term interests—such as learning how to cope with unforeseen changes in livestock production systems and their environments—tend to converge. This creates real opportunities for international scientific, environmental and aid agencies to work with developing countries in collective action to conserve the world’s remaining livestock genetic diversity.This brief is based on a paper, Dynamics of livestock production systems: Drivers of change and prospects for animal genetic resources, prepared by Carlos Seré, Gabrielle Persley and Ed Rege (International Livestock Research Institute [ILRI]) and Akke van der Zijpp (University of Wageningen) as one of four overview papers for a Science Forum opening the First International Technical Conference on Animal Genetic Resources, organized by the Food and Agriculture Organization of the United Nations in Interlaken, Switzerland, 1–7 September 2007. At this conference a report on the State of the World’s Animal Genetic Resources for Food and Agriculture was finalized.
