01.01 1. The pool size will be established by OBO.

2. The overall size and shape of the swimming pool may varyas long as it meets requirements and facilitates clear view ofthe entire pool area from one location.

3. USA Swimming Pool Rule Book: Pools with lap lanes shall conform to the following portions of

Article 103 of the Rule Book:

a. Article 103.3B, Racing Course Dimensions: Portion of pool containing lap lanes shall confirm to

length for Short Couse.

b. Article 103.4.1, Permanent Course Walls: Conform to Rule Book for vertical installation at lap

lanes.

c. Article 103.5, LSC/Pool and Bulkhead Markings: Conform to Rule Book for marking, except

numbering is not required.

d. Article 103.7.1, Water and Air Temperature: The Rule Book identifies the baseline temperature

for the water. This temperature range should be used for relatively moderate climates, but

reasonable adjustments to that range may be used for more severe climates if approved by OBO.

e. Article 103.8, Ladders: Where ladders are required within the lap lanes, provide built-in

recessed ladders.

f. Article 103.14, Floating Lane Dividers: Conform to the Rule Book, except requirements related

to National Championships are not required.

4. The pool deck shall be travertine or limestone pavers on concrete at office, SDA, or

MSGQ compounds for posts in tropical climates, and at pool decks for CMR and DCR compounds in all

climates.

5. Provide visual screening at swimming pool, deck, and pool house (i.e., dressing, sanitary, and utility

structures) from the public areas of the compound, public streets, and adjacent property with

an opaque screen. The pool house and solid barrier fences may serve as an opaque screen. For

ornamental metal safety fencing, plantings may be used to create opaque screens by placing them

immediately outside the fencing.

Maintenance Materials for Swimming Pools: Include in the project-specific specification Section on

pools an Article on "MAINTENANCE MATERIALS" with the following as a minimum:

"Furnish the following items:

1. Two test kits complete with wooden case with slides, tubes, color chart and instructions; Basis of

2. Five 45-kg drums of chlorine (in form used for project)

Tennis Courts

Tennis courts shall conform to 2003 American Sports Builders Association (ASBA) Tennis Courts

Construction Guidelines:

1. Site Preparation: ASBA TCCG Section I.C. and OBO-ICS IZC Chapter 8 on “Grading and

Excavation Regulations.” Trench backfill shall not exceed 200 mm (8 inch) thickness. Compaction

shall be determined using ASTM Method D 698 (Standard Proctor).

2. Vegetation Control: ASBA TCCG Section I.D.

3. Drainage: ASBA TCCG Section I.E.3, “General Requirements,” Section I.E.4.A, “Procedures –

Subsurface Drainage,” and “Typical Drainage Patterns for One Tennis Court” drawing in Section I.E,

“Drawings.” See OBO-ICS IZC Chapter 8 on “Storm Drainage and Stormwater Management

System” for surface drainage, storm water detention design and additional subsurface drainage

requirements.

4. Court Orientation: North-south to the degree readily feasible on site.

5. Court Layout and Dimension: ASBA TCCG Section II.B. Provide the U.S. Tennis Association

(USTA) minimum court size for single court and provide the painted playing lines as indicated in

this ASBA TCCG section.

6. Court Surfacing System: ASBA TCCG Section II.C. Provide non-porous, non-cushioned

construction using reinforced concrete or hot plant mix asphalt. Reinforced concrete system shall

conform to ASBA TCCG Section II.G. Hot plant mix asphalt system shall conform to ASBA TCCG

Section II. See court finish system below for acrylic finish.

7. Chain Link Fencing: ASBA TCCG Section II.J.1. Provide 3.0 m (10 foot) high fence configuration

using side fence with open middle. Provide fabric wind screen.

SCOPE AND ADMINISTRATION

SECTION 101 GENERAL

Replace Chapter 1 in its entirety with the following:

101.1 Title. These regulations shall be known as the 2019 OBO Swimming Pool and Spa Code hereinafter referred to as "this code."

1. This code incorporates by adoption the 2015 International Swimming Pool and Spa Code of the International Code Council as amended by the 2019 OBO International Codes Supplements (OBO-ICS).

101.2 General. The provisions of Chapter 1 - Administration of the OBO Building Code, apply to this code.

CHAPTER 3

GENERAL COMPLIANCE

SECTION 301 GENERAL

Insert Subsection 301.1.2 in its entirety with the following:

301.1.2 Subsurface design and construction requirements. Except as specified in this section, the requirements of the International Building Code, Chapter 18, Soils and Foundations are applicable to the work of this chapter.

301.1.2.1 Reports. Provide the following reports.

1. Geotechnical and groundwater report. Provide subsurface investigation and report.

A. Identify characteristics of subsurface soil and groundwater for the anticipated swimming pool location.

B. Provide analysis by geotechnical/structural engineer(s) to include adequacy of the pool design, and provide recommendations to accommodate any special conditions necessary for the pool construction.

2 Water chemistry analysis report. Provide analysis and report of the swimming pool water supply. Water chemistry analysis shall include:

A. Metals (Cu, Fe, Mn and Ag) Analysis to determine chelating agents necessary to prevent pool staining.

B. Total Dissolved Solids to determine how frequently water will need to be changed to reduce consumption of disinfectant chemical.

C. Hardness (or calcium hardness) to determine scaling and plaster coat deterioration problems.

D. Total Alkalinity for pH control and reduction of use of disinfectant and pH balancing chemicals.

E. pH for determining water balancing and disinfectant treatment method.

301.1.2.2 Treatment system design. Design treatment system(s) as required to control scaling, algae, staining, corrosion and disinfection in accordance with the American Public Health Association “Standard Method of Examination of Water and Wastewater.”

301.1.2.3 Placement of backfill and soil. Backfill and soil under pool and decking shall be tamped in maximum 200 mm thick increments to 95% of maximum dry density.

301.1.2.4 Pool shell design and construction. Pool shell design and construction shall be certified to meet structural requirements based upon local conditions and the results of the analysis in the Geotechnical and Groundwater Report.

SECTION 303 ENERGY

Replace Subsection 303.1.3 in its entirety with the following:

303.1.3 Covers. Provide covers for all pools or in-ground permanently installed outdoor spas that are heated, cooled, or not used on a year-round basis; and in-ground permanently installed spas.

1. Cover safety. Covers shall conform to ASTM F 1346.

2. Operation. Pool covers shall be electrically operated, and spa covers shall be manually operated.

Exception. Manual covers may be permitted for pool covers only where approved by the Authority Having Jurisdiction.

SECTION 305 BARRIER REQUIREMENTS

Delete Exceptions 1 and 2 in Subsection 305.1.

Replace Subsection 305.2.4 in its entirety with the following:

305.2.4 Fence as a barrier. Mesh fence or removable barriers are not permitted to be used as a barrier for aquatic vessels.

Insert Subsection 305.2.9.1.

305.2.9.1 Planting. Planting in clear zone shall be limited to ground cover so that it cannot be used to climb the barrier.

Replace Subsection 305.2.10 in its entirety with the following:

305.2.10 Poolside barrier setbacks. The aquatic vessel side of the required barrier shall be not less than the following:

1. Long sides of the pool: 3.0 meters.

2. Ends of pool: 2.0 meters.

3. Wading pool decks. Wading pool decks shall be 2.0 m or greater in width with limited portions at 1.5 m permitted.

4. Pool decks. Pool decks shall not be so large as to invite activities not directly related to pool use.

Replace Subsection 305.3 first sentence with the following:

305.3 Gates. Access gates shall comply with the requirements of Sections 305.3.1 through 305.3.4 and shall be equipped to accommodate a locking device.

Insert Subsection 305.3.4.

305.3.4 Gate bottom clearance. The maximum vertical clearance between grade and the bottom of the barrier gate shall be 100 mm measured on the side of the barrier that faces away from the swimming pool.

Replace Subsection 305.4 in its entirety with the following:

305.4 Dwelling/building wall as a barrier. There shall be no doors or access points from a dwelling or other building that lead directly to the pool area.

1. Where a wall of a dwelling or building serves as part of the barrier, a separation barrier must be built between the access point of the building or dwelling and the pool area.

2. Door alarms are not permitted as a substitute for an access gate complying with the provisions of Section 305.3.

3. A separation barrier is not required if the only entrance to the structure is from the pool area and the purpose of the structure is for pool related activities only. Examples include: cabanas, change rooms, bathrooms.

Insert Subsection 305.8.

305.8 Prohibited poolside uses. The following are not permitted inside the required pool barrier:

305.8.1 Tables and chairs for dining, lawns, or lawn areas for active sports and large gatherings, bar counters and grilles.

305.8.2 Non-pool-related events or structures, including not limited to: food concessions; bars; play areas; picnic tables; barbecues; exercise facilities; or lawns.

SECTION 307 GENERAL DESIGN

Insert Subsection 307.4.2

307.4.2 Shell construction.

307.4.2.1 Shotcrete. Pool shell shall be constructed of shotcrete. Except as specified in this section, shotcrete shall conform to the requirements of the International Building Code Section 1910 for plain or reinforced concrete.

Exception. Vinyl and fiberglass liner systems may be used where approved by OBO.

307.4.2.1.1. Minimum strength. 304 Mpa at 28 days with a maximum aggregate size of 19 mm and 100 mm slump.

307.4.2.1.2 Concrete reinforcement. Reinforcement shall consist of the following:

1. 12 mm minimum rebar at 200 mm on center both ways with 300 mm minimum bar lap where necessary.

2. Reinforcing steel shall be intermediate strength new billet deformed bars with a minimum yield strength of 304,000 Mpa.

3. Welded wire mesh shall be cold drawn steel with a minimum yield strength of 420,000 Mpa.

307.4.2.1.3 Shotcrete rebound. The reuse of shotcrete rebound as filler is prohibited. Shotcrete rebound shall be discarded.

Replace Subsection 307.9 in its entirety with the following:

307.9 Accessibility. All new swimming pools shall be designed and constructed for accessibility to physically disabled persons in accordance with OBO Building Code, Chapter 11 – Accessibility.

SECTION 318 WATER SUPPLY

Insert Subsection 318.4

318.4 Break-in procedures. Break-in procedures for the pool shall be submitted in writing shall include the following: 1. The make-up water chemistry for providing chelating agents to reduce metal staining. 2. pH and calcium chloride adjustment for maintaining the plaster coat. 3. Schedules and procedures for introduction of the disinfectant chemicals.

SECTION 319 SANITIZING EQUIPMENT

Insert Subsection 319.3

319.3 Hazardous chemical storage. Provide cool, dry, well ventilated, and secure (lockable) storage near the pool pump house for hazardous pool chemicals.

319.3.1 Emergency eyewash station. Provide an emergency eyewash station in accordance with OBO-ICS IBC Section 2902.6, and provide a hose bib within 7.5 meters of the chemical storage area.

CHAPTER 4

PUBLIC SWIMMING POOLS

SECTION 401 GENERAL

Replace Subsection 401.1 in its entirety with the following:

401.1 Swimming pools. The provisions of this chapter shall apply to all swimming pools.

401.1.1 Pool classification. All pools shall be classified as, and meet the requirements for Class B Public swimming pools.

Exception. Pools on representational housing compounds shall be classified as, and meet the requirements for Class C, semi-public pools.

Replace Subsection 401.6 in its entirety with the following:

401.6 Pool depth requirements. Pools shall be designed and constructed to provide the following depths.

401.6.1 Minimum depth. Minimum depth for pools shall be 900 mm (3’-0").

Exceptions.

1. Accessible sloped entries or beach entry locations.

2. Class C pools: minimum depth shall be 850 mm (2’-9”).

3. Lap lanes minimum depth shall be 1050 mm (3’-6”).

401.6.2 Maximum depth. Maximum depth shall be 1500 mm (5’-0”).

401.6.3 Required minimum depth for lap lanes. Lap lanes shall be 1050 mm (3’-6”).

SECTION 402 PROHIBITION OF DIVING AND DIVING EQUIPMENT

402.2 Installation. Installation of diving boards is prohibited.

405.1 Wading pools. Wading pools shall be separate from main pool with an independent circulation system, shall be physically separated from the main pool by a pool barrier providing isolation from other aquatic vessels, and shall be constructed in accordance with Sections 405.2 through 405.7.

Insert new subsection 405.7:

405.7 Scope. Provide wading pools on compounds which include SDA housing for families except where directed otherwise by OBO.

405.7.1 Wading pools are not required on office compounds except where directed otherwise by OBO.

SECTION 406 DECKS AND DECK EQUIPMENT

Delete Subsections 406.3 through 406.6 in their entirety.

SECTION 409 SPECIFIC SAFETY FEATURES

Replace the second sentence of Subsection 409.2.2 with the following:

409.2.2 Marking of depth. The depth of the water in 300 mm increments and in one foot increments shall be plainly and conspicuously marked on the vertical pool wall at or above the waterline.

409.5 Lifeguard area. Provide an area where a lifeguard or designated responsible person can monitor all activities in the pool area.

SECTION 411 SPECIAL FEATURES

Add the following subsection:

411.6 Prohibited features. Islands or similar features that obscure clear, uninterrupted surveillance of the pool are prohibited.

SECTION 412 SIGNAGE

412.5 Language. Signage required by Section 412.1 through 412.4 shall be posted in English and the host country language.

SECTION 413 VISUAL SCREENING

413.2 Screening methods. Visual screening shall consist of one of the following:

1. Building walls.

2. Solid barrier fences.

3. Ornamental metal safety fencing, when used in conjunction with plantings placed immediately outside the fencing to create an opaque surface. Fencing and planting shall not be non-climbable in accordance with Section 305.

2. Intrusion Resistance: Fabricate for maximum strength against the use of ordinary hand tools to bend pickets in a manner that would enlarge openings sufficiently to allow passage of intruders through the fence.

3. Anti-Ram and Anti-Climb Design: The requirement to use anti-ram or anti-climb design for each section of perimeter fence is identified on Construction Drawings. The fence designs included in the “Physical Security Detail Handbook” reference document in the OBO Design Standards are not specifically certified by Diplomatic Security (DS); rather, these designs depict previously developed designs that have been considered acceptable by DS and OBO in terms of providing “non-climb” and “non-man-passable” design. Other designs that address those security considerations are permissible from a security standpoint.

a. This Specification Section only addresses anti-ram design of perimeter fences in regards to the ornamental metal portion of anti-ram fence assemblies and its interaction with the lower anti-ram portion of those fences.

C. Ornamental Metal Control Fence:

1. Detail, fabricate, and install fencing to match construction of anti-climb perimeter fencing used, if applicable. The control fencing shall not create a climb hazard where it intersects buildings, perimeter walls/fences and other elements.

2. Control Fence Outside Perimeter: Control fencing shall provide a minimum of 2.1 meters of non-climbable protection.

3. Control Fence Within Perimeter: Control fencing shall provide a minimum of 1.2 meters of non-climbable protection.

<WHERE ORNAMENTAL METAL FENCING IS USED FOR CONSULAR BARRIER BELOW, MINIMUM HEIGHT SHALL BE IN ACCORDANCE WITH REQUIREMENTS IN OBO DESIGN STANDARDS.>

4. Consular Barrier: Fencing, where selected as barrier type, shall be minimum height as indicated on Construction Drawings.

D. Ornamental Metal Safety Fence: The following represent minimum safety requirements for ornamental metal safety fence around portions of pools where buildings do not provide safety barriers.

1. Fence Height: Minimum 1200 mm (48 inches) above grade measured on side of barrier that faces away from swimming pool.

2. Opening Limitations: Construct with balusters or ornamental patterns as indicated on Construction Drawings, and such that 100 mm (4-inch) diameter sphere cannot pass through any opening.

3. Vertical Clearance at Grade: Maximum vertical clearance between grade and bottom of barrier shall be 100 mm (4 inches) measured on side of barrier that faces away from swimming pool.

4. Access Gates:

a. Gates shall open outward away from pool, be self-closing with self-latching device, and accommodate locking device.

b. Where fences and gates exceed minimum requirements, and if release mechanism is located less than 1370 mm (54 inches) from bottom of access point, locate release mechanism on pool side of gate at least 75 mm (3 inches) below top of access point and not higher than 1875 mm above grade.

c. Gate shall have no opening greater than 15 mm (5/8 inch) within 450 mm (18 inches) of release mechanism.

d. Maximum vertical clearance between grade and bottom of barrier gate shall be 100 mm (4 inches) measured on side of barrier that faces away from pool.

5. [Match style of ornamental metal fencing shown for anti-climb fencing, except that height and picket spacing shall conform to requirements above for safety fencing rather than for security fencing.]

1.3 SUBMITTALS

A. Product data, for each type and grade of metal used in fabricating units, and for bolts and accessory items used in assembly and installation. Include manufacturer's product data for materials to be used in finishing or painting fence units.

B. Shop drawings for each type and size of metal fence unit. Show layout at same scale as site plan; typical plan, elevation, and section of units, including bracing, at 1:20 scale; and joint/anchorage details at 1:5 scale. Include details of fence posts, corners, and terminations. Include structural analysis of resistance to wind loading.

C. Welding certificates.

1.4 QUALITY ASSURANCE

A. Welding Qualifications: Qualify procedures and personnel according to AWS D1.1/D1.1M, “Structural Welding Code – Steel.”

1.5 DELIVERY, STORAGE, AND HANDLING

A. Deliver prefabricated fence units and support bracing/anchorage units to project site, completely assembled and prefinished, with finish fully protected during handling, shipping, storage, and delivery/installation.

POOLS Locate pool lighting to provided safe and comfortable pool deck when is use. Lighting must be controlled by local switch. Pool decks shall have minimal light throughout the night with higher levels during pool functions. Controls shall be installed with a 2 hour override. 

CLUBHOUSE/ CABANA Cabana lighting should work with the architectural character of the building. Dimming controls should be utilized to provide proper levels for evening function.
