It is estimated that this 3m wide path will now be approximately 230m in length, inclusive of offshoot pathways. Level Playing Field: Estimated Cost: $50,000 During the site visit, it was determined that the size and location of the playing field will remain as presented in the original report in order to accommodate a number of pick up sports; i.e. frisbee, badminton, kites and bocce ball. Due to the change in elevation of the land in this area, grading issues will need to be addressed. Two Tennis Courts: Estimated Cost: $250,000 In order to take advantage of the natural windscreen presented by the grouping of coniferous trees in the northwest corner of the park, the tennis courts have been relocated to this area. The estimated cost of $250,000 is based on draft estimates received from a professional installer of tennis courts, to install two ready to play tennis courts. These courts would include black vinyl fencing surrounding the courts, lines drawn – inclusive of pickleball, nets, windbreaks, lighting (inclusive of running electrical connection from the pumphouse to court location) and water supply.

The LED lighting for the courts would require 11 18’ poles (as opposed to 30’ poles in other Mono tennis court facilities) with 16 light fixtures. Using an increased number of shorter poles with more direct light will reduce the amount of light trespass. The light spread from each fixture would be limited to approximately 5m thereby presenting little to no light pollution to the closest neighbour whose backyard limit is approximately 100 m from the SE corner of the courts. Lighting would be activated through a push button system and would be placed on timers in order to limit the hours of light use. The maintenance of these courts could be handled in the similar way as that of the courts at Mono College Park. A local resident would be hired as a tennis court monitor to open and close the tennis courts on a daily basis and to report any deficiencies to the recreation department that he or she notices. Signage would be installed informing players of court etiquette, rules regarding the use of the surface, hours of play, etc. The nets would be installed and put away seasonally by recreation department staff along with ongoing maintenance of the courts. A second option for the maintenance of the courts is that they are run in a similar manner to the courts at Mono Centre Park, through the formation of a second tennis club in Mono. It has been suggested by members of Council that there is an interest within the neighbourhood for the formation of a club of this nature. It would be Council’s decision at a later date as to how they would prefer the courts to be operated. Picnic Shelter x 2: Estimated Cost: $50,000 As opposed to one accessible shelter that can accommodate upwards of eight picnic tables, Council preferred the option of two smaller shelters that can each hold three to four tables. These shelters have been placed close to the tennis courts and the playground. Naturalized Area West Half of Park: Estimated Cost: Nil The majority of the unmaintained 12 acres on the west side of the park have remained untouched and will be left as a natural area per Council’s request. A small portion on the east side of the unmaintained area will be used to accommodate the tennis courts and new driveway and parking lot for 20 vehicles. Granular Parking Lot for 20 Vehicles: Estimated Cost: $28,500 Two lane Paved and Granular Driveway to Parking lot $126,850 A number of possible locations, both in the north and south portions of the park have been looked at for the construction of a new parking lot to house 20 vehicles. After considerable investigation and reflection it was determined that the optimum location for the lot would be in the center of the park to the west of the playing field. This central location allows for easy access to each of the present features, suggested new features and will minimize disturbance to neighbouring property owners. A two lane driveway to the parking lot from the present entrance to the park is also being recommended. Presently, the short existing driveway is one lane only and presents driving issues for people coming and going to the park at the same time. Expanding the driveway to two lanes will eliminate this potentially hazardous and frustrating issue. It is also being suggested that plantings are placed between the adjoining property owner’s fence line on the north side and the driveway in order to offer additional privacy to the property owner. In

addition, paving of the driveway from the entrance to the back of the adjoining property owner’s property line is being suggested in order to cut down on dust. The breakdown of the above is as follows:

1. Granular parking lot: $28,500 2. Paved double lane driveway from park entrance to rear of adjoining property line:

$62,690 3. Granular double lane driveway from paved driveway to parking lot: $64,160

Should Council choose not to pave item #2 the cost of the double lane driveway would be reduced by $17,550 thus making the total cost of the driveway $109,300. Retention of Existing Children’s Playground Equipment: Estimated Cost: Nil The present playground at Island Lake Family Park was installed in September 2007. With the life expectancy of playground equipment being 15 to 20 years and with this playground showing no sign of aging, it is estimated that replacement of this playground equipment will not be necessary until 2027, giving the playground another 8 years of useful life. Retention of Existing Volleyball Pit: Estimated Cost: Nil The beach volleyball court, located in the northwest corner of the mowed grass, south of the pumphouse was installed in November 2009 and first used in early 2010. The nets for this court are installed seasonally and the sand surface is maintained by the Town. The courts are rented out for league play on an occasional basis but are predominantly used on an adhoc basis by visitors to the park. It is worth noting that to the writer’s knowledge this court is the only municipal beach volleyball court within the county. Washroom Facility: Estimated Cost: $22,000 At Council’s request, staff investigated the construction of a waterless washroom facility similar in nature to that of the one on the north shore of the Vicki Baron Trail owned by the CVC. This 8’ x 9’ accessible structure sits on top of a cement pad, is vinyl sided with a shingled roof with sky light. It houses a toilet, urinal, sanitizer dispenser and a baby change table. The toilet in this waterless facility empties into a 3000 gallon holding tank located directly underneath the structure. CVC estimates that they need to pump the holding tank every two to three years. To keep odour issues to a minimum a product called Bio-Dissolve is placed down the toilet. In addition there is a whirly bird vent on top of the building that is connected to a tube that comes directly from the tank which allows for the wind to pull out some of the odor causing gases. It should be noted that during staff’s inspection of the facility an odor was detected. In order to facilitate the pumping of the holding tank and minimize on the effects of possible odors, staff is suggesting that this washroom facility be placed of the outside southwest corner of the suggested new parking lot. Staff also suggests that the holding tank is pumped twice per year in order to alleviate possible odor issues. A storage closet to house cleaning supplies and toilet paper would be advantageous inside the structure. As opposed to the above, Council could consider a more sophisticated washroom facility, including water supply and septic system at this location. A preliminary estimate for this work based on designs of this type of facility at Carinal Woods would be approximately $75k - $100k.

Storage Facility: Estimated Cost: $10,000 A small, permanent storage facility to house tennis and volleyball nets, posts and park maintenance items is suggested. This facility would also serve as the electrical source for the tennis court lighting. An ideal location for this facility would be to incorporate it with the possible picnic shelter beside the tennis courts. A photo has been included with this report for Council to refer to. Lighting Considerations- Pathway and Parking Lot: Estimated Cost: $52 – 72K In order to access the tennis courts for evening play, individuals will either drive in or walk in. Upon leaving the courts there is the possibility that it will be dusk or evening and therefore it will be necessary to place low level lighting along the pathway and to add lighting to the parking lot. The source for the hydro i.e. north or south end of the park or possibly the pump house, will be based on the most economical and viable option. It is estimated but to be confirmed by hydro personnel that the cost to run the hydro will be between $30K – $50k. Coupled with the cost of low lying fixtures (4) along the walkway and 3 light standards for the parking lot, the estimated cost for the addition of pathway and parking lot lighting for the park is $52 - $72k. Landscaping and Privacy Features: Estimated Cost: $80,000 Various landscaping features will increase privacy, add aesthetic value and much needed shade for protection from the sun to the park. These features would include:

• a landscaping berm along the east side of the park to provide privacy for those residents on First Line who indicate that they desire this privacy. Determining those who desire this privacy will be done on an individual basis with each property owner. The berms will be created from the fill removed from other locations of the park to provide for level playing surfaces. Plantings on top of the berms again will be at the property owners discretion.

• a cedar hedge on the west side of the tennis courts to act as an additional wind screen

• various plantings of evergreens, lilacs, maples, oaks and crabapple trees for sun protection and aesthetic value.

• a row of plantings along the north side of the driveway between the property owner and the driveway to provide privacy for the property owner

It is worth noting that adding the appropriate landscaping to a park is similar to adding art work to the walls. Without it, the walls just look bare!

Seating Options: Estimated Cost: $9,000 With anticipated increased attendance at the park it would be appropriate to provide additional seating and picnic options. These seating options would include benches and accessible picnic tables.

FIELDSTONE PARKETTE (Resolution #11-6-2019) After a site visit by Council and Staff to the Fieldstone subdivision, it was determined that the most appropriate location for a new parkette was the usable land on the east side of the trail/walkway that runs between Benson Avenue and First Line for the addition of park features. It should be noted that this specific parkette location has not been presented to the community at large to date. Playground Equipment for 2 – 12 year Olds; Estimated Cost $165,000 It was originally considered that a playground for 2 – 12 year olds, similar to the existing playground in Mono College Park, could be placed on the northeast side of the gazebo/viewing platform on Benson Avenue. However, in order to do so, a retaining wall would need to be built and fill brought in in order to accommodate a 19m x 19m area. The wall and the fill were estimated at $100,000. After Councils walkabout on July 15th, it was realized that a more efficient and accessible location for the playground would be at the north end of the trail/walkway on the east side, as indicated in the attached diagram. Even though some grading and relocation of planted trees will be required in this area, it still provides a more economical option than the area beside the viewing platform. This location will also take advantage of the view of the landscape to the east of the trail. It is estimated that the outside perimeter of the playground will be between 21 – 25 metres at the base of the slope from the back property lines of neighbouring landowners. Sun Shelter: Estimated Cost: $9,000 As there is limited mature tree growth beside the playground area and as it is always nice to have a place to sit out of the sun, it is recommended that a 3m x 3m sun shelter be constructed close to the playground. Half Court Basketball: Estimated Cost: $42,000 With basketball being the second-most popular team sport in the world, just behind soccer (www.sportsrec.com/6591688/why-is-the-game-of-basketball-so-popular) it seemed only appropriate to provide this feature to the Fieldstone Parkette. Even though Mono provides basketball in two of their other parks, Mono Centre and Madill Meadows, this type of facility is not provided in the southern portion of the municipality. To create a half court basketball area would require approximately 13m x 15m of land space and cost approximately $42,000 as opposed to providing a multipurpose pad which would require 20m x 35m of space and cost approximately $60,000. Mini Disc Golf Course: Estimated Cost: $10,000 A relatively inexpensive but extremely popular sport that can be enjoyed by all family members is disc golf. Disc golf is played much like traditional golf. Instead of a ball and clubs, however, players use a flying disc, or Frisbee. The parkette in Fieldstone provides the ideal location for a course of this nature. Combining wooded and open terrain, trees, shrub and changes in elevation is exactly what the disc golf course calls for. Fieldstone also provides an area well away from any neighbouring properties, which limits the liability of the sport. A nine hole disc golf course can be built on an area as small as five acres. Even though the Fieldstone Parkette does not provide an area of this size, a course of fewer than nine holes can be designed to fit in

the area provided. The cost of a nine hole course is approximately $15,000 thereby estimating a course of six holes to be approximately $10,000. Seating: Estimated Cost: $4200 It is recommended that three benches for seating be provided along the Fieldstone trail in appropriate locations. Pathways to Features: Estimated Cost: $6,000 In order to access the playground, half court basketball and disc golf areas, it is estimated that 40 metres of accessible pathway will be required to be built. Analysis Council has spent the better part of the past 18 months researching the needs for park amenities in Mono. Through research by Monteith Brown Consultants, open houses, surveys, petitions, public meetings and knocking on doors Council has had a variety of facts presented to them regarding the need for recreational activity in the southern portion of the municipality. Council is also aware that there is $684,522 in Recreation DC’s and $379,825 in Parks in Lieu Reserve totalling $1,064,347. The total estimated cost for the amenities presented in Island Lake Park is $783,585, Fieldstone Parkette, $259,820 totalling $1,043,405. Each of the above amenities have been costed as a stand alone project. By combining a number of the suggested amenities into one complete project it is anticipated that certain infrastructure costs will decrease as they are being done as a combined project. The ongoing fitness boom finds more and more people taking up recreational activities in an effort to improve health and quality of life. Through the development of one new parkette (Fieldstone) and the addition of amenities to Island Lake Park, this highly under developed park area within the southern portion of Mono will provide ample opportunities for residents to enjoy a healthy active lifestyle. Recommendation It is recommended that Council direct Staff to proceed with the creation of tender documents by the town’s engineers for the implementation of each of the above park assets as outlined in the above report and the attached draft design for both the Island Lake Park and the Fieldstone Parkette and that these two parks be built in 2020 and 2021 respectively.
