The 3 EA SEA-WAY Pillars

Description of Action 3.3 according to the AFSustainability Plans and their implementation: an overall sustainability plan (SP) and local

regional SPs are produced. SPs will:

1. define action plans to use the results after the project end and ensure financial,

political and institutional sustainability;

2. outline frameworks of possible agreements to have political, financial, institutional

commitments;

3. identify monitoring phases.

In that way, SP will provide the basis for the sustainability measures envisaged in WP5 (where

policy makers, competent bodies, companies work together and subscribe CB agreements

impacting the area after the project end) and for finding other possible measures. Identified

“sustainability” measures are carried out in each region and at CB level.

Sustainability of the Pilot itselfIn this section, each Partner has to define the Business Plan of its Pilot, giving in this way a

clear idea of the Resources and Conditions necessaries to guarantee the sustainability of the

Pilot itself.

Description of Pilot

The Region of Istria determined the necessity of implementation of two pilot activities:

1. Continuation of the reconstruction of the operational shore in the port of Pula;

2. Remediation of the operational shore in the north city’s port Valdibora (Rovinj).

The main characteristic of the proposed investments was their complexity, because they

required the cooperation and coordination with certain local stakeholders and experts,

particularly with the Port Authority of Pula and Port Authority of Rovinj, but also with experts

in the field of civil engineering and architecture.

Investments description

1. Continuation of the reconstruction of the operational shore in the Port of Pula.

Main purpose of the mentioned activity is to expand the possibilities and make more

functional the Port of Pula. The main target is to create the shore that will follow all

the needs for reception of vessels whose purpose vary from touristic to passenger

types. The main purpose of the mentioned banks will be however to supply an

adequate space for acceptance of passengers of short sea lines such as Pula - Zadar,

Pula - Trieste, and so on.

2. Remediation of the operational shore in the north city’s port Valdibora (Rovinj).

The investment in Rovinj will create the physical preconditions to introduce and

establish new cross-border short sea lines between programme’s countries ports,

fostering passenger transport in the whole Adriatic Ionian basin. The existing lines to

the Italian cities of Trieste, Venice and Ravenna are seasonal and insufficient to meet

passengers and tourist needs. It will give the possibility to redirect and reinforce the

focus on co-operation over sea rather than over land borders.

The potential of our pilot activities is to attract more tourists to visit our architectural

localities, to expand the tourist offer by several new sea lines, to connect the cities of Pula

and Rovinj with Italian and Slovenian ports, to improve the passenger flow on upper Adriatic

focusing on maritime transport. The potential of the Port of Pula investment is also the

possibility of further reconstruction of the rest of operational shore for acceptance of

passengers and vessels.

Financial Requirements

Currently the Region of Istria does not dispose of the precise data about the future financial

requirements related to the pilot activities.

Possible Funding sources

Presumably, the funding sources will be public.

Critical Issues for the Success of the Project

The main constraint individuated by the Region of Istria was the complexity and duration of

the public procurement procedure.

The second constraint was the possibility of the negative impact of sea waves and weather

disasters on the coastal wall by creating cracks on the coastal surface.

Assistance required

Professional assistance in the field of civil engineering and architecture.Pilot DescriptionOur pilot actions belong to the second EA SEA-WAY pillar: New Lines. Continuation of the

reconstruction of the operational shore in the port of Pula for about 20 meters .The pier is

the only passenger pier in Pula, the so-called “Pier of Rijeka – Riječki gat”. The investment

consists of underwater excavation of deposited silt (mud), concrete blocks installation,

construction of stone embankment with the purpose of increasing the passenger security and

admission of larger number of vessels.

The second intervention, remediation of the operational shore in Rovinj north city’s port

Valdibora with total length of 481 m consisted of cleaning the surface of the quay wall,

caverns and all loose concrete parts. During the years, numerous cracks and caverns appeared

on the existing wall and the entire coastal surface under the sea was covered with seaweed

and shells. Depths of individual holes on the quay wall were greater than 1 m and wall

components were repaired with concrete fillings.

Pilot inspiration

We have collected the needs of several port authorities and have identified that the

investment in the Port of Pula and the Port of Rovinj will have a maximum impact in enhancing

the passenger mobility and in creating the physical preconditions for establishing new short

sea lines.

There was a necessity of remediation of the operational shore in Rovinj because the existing

coastal wall was almost intolerable for further acceptance of ships, and there was a need to

create the physical preconditions to introduce and establish a new cross-border short sea

lines between programme’s countries ports, fostering passenger transport in the whole

Adriatic Ionian basin.

In the port of Pula, we wanted to expand the transfer possibilities, to make the port more

functional and to supply an adequate space for acceptance of passengers and ships. The main

target was to create a shore that will follow all the needs for reception of vessels whose

purpose vary from touristic to passenger types.

Real needs

We believe that there is a real need for our pilot actions, because they are essential for further

development of maritime passenger transport in the Port of Pula and Port of Rovinj, as well

as for the development of tourism in the Region of Istria.

How pilot satisfy stakeholders’ needs and expectations

We hope that by attracting and establishing a new short sea lines will have a positive influence

on the local/regional economy. Consequently, it will contribute to reduction of car traffic

congestion in well-known areas near Croatian -Slovenian border.

Pilot Project in the short, medium and long term

In the short term, the plan of the Port of Pula and Port of Rovinj is to increase the

transportation quality because it is needed to improve passenger services and their safety.

In medium term, the plan is to equip the passenger terminal in the port with all the comfort

facilities for passenger included indoor passenger area, check in office, passenger’s

information service availability and navigation service availability.

In the long, term the port of Pula plan to construct a new terminal for maritime passenger

transport in the port of Pula. The purpose of the project would be the creation of Base port

for cruisers. In addition, the cruise port should dispose of a tourist and info point, info panel,

QR code for tourist information and other comfort facilities for passengers.

Political, Economic, Social, Technological, Legislative or Environmental changes that could

seriously affect Pilot Project in the medium or long term

The environmental changes such as severe storms could have the negative impact on the

coastal wall by creating cracks on the coastal surface, especially in the Port of Rovinj. In short,

medium and long term it seems not to be any political, economic, social, technological or

legislative changes that could seriously affect our pilot activities.

Tourism is widely recognized as one of the main factors for the development and growth of

the territories. We have created preconditions for expanding the new sea transport routes.

There are development possibilities in the tourism related to the passenger transport market.

In particular Adriatic cruise market may provide opportunities for growth of passenger traffic

through the Port of Pula. In the future, establishment of new lines will stimulate the

construction of the new terminal and investment in the new quay in order to enable safe

berthing of bigger ships.Competition AnalysisThe most important competitors are:

Pula Airport

It is the biggest competitor in the transport sector. It attracts tourists and passengers

from the whole world. It has connections with Germany, UK, Ireland, France,

Netherlands, Belgium, Norway, Sweden, Finland, Denmark Russian Federation Serbia,

Italy, and Switzerland. Airplane travels are very popular and the fastest mean of

transport. Pula Airport has a relatively favourable position, considering it is in a very

popular tourist area, and the nearest Croatian competitor Airport Rijeka still has a

smaller airport, dislocated from the City of Rijeka. Pula is directly linked to many

attractive destinations, such as Brussels, London and Paris. In the largest city in Istria,

among others, operate low-cost air companies like Ryanair, German wings and

Norwegian, as well as traditional Air companies like Croatia Airlines, SAS and others.

Most of the airflows are seasonal, but traffic is held also from November to late March.

It is usually extremely small, while the summer offers a very diverse destination

travels.

Pula Bus station

We have to emphasize the existence of the bus lines from other parts of Croatia, Bosna

and Hercegovina, Serbia and Montenegro, as well as lines from the mentioned

countries to some European countries (Germany, Sweden, Italy and others).The Bus

station in Pula is situated 1,2 km from the city centre and about 800 meters from the

Pula amphitheatre. The closest hotel is about 500 meter distant from the bus station.

As an alternative, there are also some B&B and hostels close to it.

Pula Railway station

Railway Station functions as a passenger and freight type of station. In recent years,

traffic on it has been reduced due to the fact that Istrian railway system has been cut

off from the rest of the Croatian railway network, which occurred after Croatia and

Slovenia acquired their independence. The connections toward other destinations are

poor. There are railway lines: Pula - Zagreb (via Rijeka), Pula-Ljubljana and local lines

within the Istrian peninsula.

The Port Authority of Umag - Novigrad

Umag port is an international port open 24 hours. Position of the port is 45°26′ – E

13°30′. The port is sheltered from all the winds except W, NW and N. Novigrad port is

an international port but only open from April to October for border crossing. The port

is sheltered from all the winds except W and NW. The port is situated in the city centre.

Antental is also an international port and the other ports are used for communal

moorings only.

Umag port has international maritime connections with Italy (Port of Venice).

Passenger traffic from the port is seasonal only and takes place from April to October.

Domestic maritime connections are also mostly touristic and seasonal from April to

October. Umag and Novigrad ports are connected with Poreč, Vrsar, Rovinj and

National park Brijuni

Passenger services in the Umag port are the following: internet facilities, toilets,

drinkable water, parking area. Facilities in the walking distance from the port are: town

centre, bars, restaurants, bank and ATM, hotels, travel agency, post office, bus station,

rent-a-bike, rent-a-car, and taxi area. Since in Umag port there are no cruise ships

arrivals, there are no cruise services available in the port

The Port Authority of Poreč

Poreč port is an international port open 24 hours. The port is situated in the city

centre. Position of the port is 45°13.6′ N – 13°35.8′ E. The port is sheltered from all the

winds except NW. The port is suitable for mega yachts and yachts, tourist and fishing

boats. Anchorages in the port area are available for cruise ships. Poreč port disposes

with a custom pier, for border crossing

Poreč port has international maritime connections with Italy (Port of Venice).

Passenger traffic from the port is seasonal only and takes place from April to October.

Domestic maritime connections are also mostly touristic and seasonal from April to

October. Poreč is connected with Vrsar, Rovinj Umag and Novigrad.

Passenger services in the Poreč port are the following: internet facilities, toilets,

drinkable water, parking area. Facilities in the walking distance from the port are: town

centre, bars, restaurants, bank and ATM, hotels, travel agency, post office, bus station,

rent-a-bike, rent-a-car, and taxi area.

Cruise ships arriving in Poreč anchor in front of the port. Since the port is situated in

the city centre, all services and facilities for passengers and tourists are in the walking

distance.

The Port Authority of Rabac

Rabac port is situated in the city centre. The port is sheltered from all winds except S.

The port is suitable for tourist ships and fishing boats. Ports over which the Rabac Port

Authority has its jurisdiction are the following: Rabac, Plomin Luka, Brestova, Tunarica,

Sv. Marina and Trget.

Plomin luka is a small port situated 3 km from Rabac. The port is suitable for tourist

ships and fishing boats. Brestova port is a small port well known for the ferry

connection with the island of Cres. The ferry sails from Brestova (Region of Istria) to

Porozina on the island of Cres. Passenger traffic from the port is seasonal only and

takes place from April to October. Domestic maritime connections are also mostly

touristic and seasonal from April to October. Rabac is connected with the island of

Cres.

Passenger services in the Rabac port are the following: internet facilities, toilets,

drinkable water, parking area. Facilities in the walking distance from the port are: town

centre, bars, restaurants, bank and ATM, hotels, travel agency, post office, bus station,

rent-a-bike, rent-a-car, and taxi area.

Passenger services in Brestova port are the following: toilets, drinkable water, bar,

newsstand, information and ticket office. The port disposes of a parking area and area

for cars and other vehicles waiting for the ferry.

Since in Rabac port there are no cruise ships arrivals, there are no cruise services

Railways- Passenger Transport Ltd., companies in the field of road transport and transport

experts. We plan to collect stakeholder feedback by organizing regular meetings, round

Political and Institutional Sustainability:

In the framework of its strategic documents, the Region of Istria strongly supports further

development of maritime passenger transport in the form of financial and professional

assistance to the Port Authorities established on the territory of the Region of Istria. Such

political and institutional support is essential for the achievement of determined strategic

objectives. Given that largest part of maritime-passenger transport in the Region of Istria

relates to the transport of tourists, it is clear that satisfactory service of maritime transport

directly influences general impression of their stay or holidays. Thus, it is extremely important

to consider passenger needs and their safety. Furthermore, maximum and easy passenger

mobility is one of the priorities of all countries in the Adriatic – Ionian region, which gives a

special importance to maritime-passenger terminals as origin and destination points of travel

across borders. Therefore, maritime-passenger terminals have responsibility to ensure all the

services, which passengers expect during the time when they wait for boarding.

Sustainability of the Pilot in the framework of Regional/NationalOperative ProgrammeThis section is constituted by two main Paragraphs:

1. National Framework Policy and Strategy for Passengers Transportation

2. Regional Strategic Framework for Transport 2014 - 2020National Framework Policy and Strategy for Passengers TransportationThe Ministry of Maritime Affairs, Transport and Infrastructure has prepared a Strategy of

Transport Development for the period from 2014 to 2030, which established a long-term

vision for the development of transport sector. Strategy of Transport Development has a new

approach to planning the transport system in which the emphasis is not only on the

infrastructure, but also on multimodality, the organization and operation of transport services

in the Republic of Croatia.

Public transport within the “coastal line passenger transport” is considered to be the key

factor for maritime transport segment. The development of transport services in the coastal

line passenger transport is considered to be extremely important because without it there

would be no further economic development of the coastal area.

Therefore, it is necessary to optimize the capacity and efficiency of existing and new

infrastructure, promote intermodality and improvement of the safety and reliability of the

transport network by establishing and improving infrastructure for docking ships which

provide services in coastal line passenger transport and their access infrastructure (access

roads).

It is necessary to maintain and develop an adequate level of safety of navigation and

protection of the sea from pollution in accordance with international and European

standards.

The main priorities in the National Strategy of Transport Development for the period from

2014 to 2030 regarding the inland maritime sector will be focussed on:

Specialisation of the ports according to the demand potential,

Increase the sustainability of the system by performing a reorganisation of the sector,

improving the efficiency of the maintenance, reducing the environmental impact and

implementing measures to increase the safety and the interoperability of the system,

Improve the accessibility of the ports and their connections to other transport modes

to facilitate the development of multi-modal transport.

Physical Planning Strategy of the Republic of Croatia estimates that Croatian territory

includes all the elements necessary for the development and integration into the EU's

development systems, and especially a particularly favourable geographical position

for the development of traffic on the routes linking Western and Central Europe to

Eastern Europe and the Middle East.

Within the general target of achieving a higher degree of the State's development, the

following major spatial development objectives are the following:

Strengthening of the State's spatial development structure

Establishment of a strong development structure and points of emphasis based on

defined and potential transport routes,

Improvement of the equipment with infrastructure as a precondition for quality

development

In line with the Tourism Development Strategy of the Republic of Croatia until 2020, the vision

of tourism by 2020 is that the Republic of Croatia is a globally recognised tourist destination,

competitive and attractive for investments. It is important to emphasise that tourism sector

is the main industry in the country and the main source of income for the Republic of Croatia,

as well in the Region of Istria.

Taking into account the existing limiting factors for the future tourist development in the

Republic of Croatia, as well as global tourism demand trends, the main goal for the

development of Croatian tourism until 2020 is to increase its attractiveness and

competitiveness.

Inadequate tourist infrastructure at destinations, long-standing orientation of the local

population towards seasonal trade as well as the connectivity by air and sea are among the

most important key limitations to the development of Croatian tourism.

In that order, although the general traffic network and accessibility of the country have been

largely improved in the last years, (mainly the motorway system), it is important to point out

that additional efforts need to be done at a regional and local level in order to improve traffic.

The economic performance of regional economy and tourism are influenced in four ways:

Long-distance accessibility of the key destinations,

Local transport management of the destination areas,

Regional accessibility from the hinterland and surrounding countries,

The accessibility needs characterize the importance of designing sustainable infrastructure

(rail, maritime, inland, aviation and road improvements) where the particular functionality of

the infrastructure should be assessed.

Regional Framework Policy and Strategy for Passengers TransportationThe Region of Istria has published a draft of its Regional Development Strategy in which the

priority directly connected to transport is development priority 3.2. - the improvement of

infrastructural systems. After the implementation of the public consultation procedure, the

Regional Development Strategy will be adopted by the Regional Assembly in April 2016.

The main goal of this priority is the improvement of quality of public infrastructure through

its reconstruction and modernisation in order to enable further development of maritime,

road, rail and air transport.

The investment priority that is directly targeted to a specific action in the Strategy is the

construction of new terminal for maritime passenger transport in the port of Pula. The

purpose of this project would be the creation of Base port for Cruisers in Pula. In the upper

Adriatic, there is only one Base Cruisers port in Venice and it does not have the infrastructure

for acceptance of larger ships 300 or 400 meters long. The Maritime passenger Terminal in

Pula, thanks to the optimal geographical location and specific features of the bay, aspires to

become the departure point for cruises due to the fact that in this area it is recognized the

great development potential in the tourism sector. The construction of terminal would bring

to the local community a multiple benefits through employment of local inhabitants in the

hospitality sector, construction sector, transport sector and other economic activities.
