Home Energy Saving Scheme As part o our economic stimulus plan the Government has provided 100 million to improve the insulation o existing homes which will help create some 3,000 jobs in the construction sector . Hal o this budget is being provided or the Home Energy Savings Scheme which is designed to help people improve their own homes. Grants are being made available or a variety o insulation measures which i introduced could reduce the average household uel bill by an estimated 700 each yea r. I recommend that households avail o the grant that is available to employ a building energy assessor to do a ‘beore and ater’ energy rating o the house and advise on what are the best energy improvements to make. It also makes real sense to come together with a number o other houses in your road and try and get a volume discount or the work to be done. Those in receipt o a uel allowance can avail o similar insulation measures at only a nominal cost to themselves via the ‘Warmer Homes Scheme’ which is also administered by Sustainable Energy Ireland. I we steer the country in a Greener direction our recovery will be quicker and more sustainable. By investing in renewable energy and new clean technologies we can create green collar jobs which avoid a boom and bust cycle. We can continue to attract oreign and local investment, while at the same time protect the social services we need and cut back on our carbon emissions. The recovery will be Green. In my own Department I am delivering these new green jobs as we reduce our reliance on imported ossil uels and promote the use o new digital technologies. The Green Party has also been working across every area o Government to promote the values we want to see in our country. We were lagging behind other countries due to a lack o investment in our networks but in recent years broadband speeds and prices have improved on the back o competition between dierent providers. As Minister with responsibility or this crucial inrastructure I am determined we will have the next generation o broadband access or Ireland. This inrastructure will help create  jobs in the new digital economy and keep us socially connected. I am now introducing: • 100mbit broadband access to every secondary school in Ireland • New planning regulations to ensure open access bres are installed in all new buildings • Establishment of a One Stop Shop to give service providers fexible and open access to existing and uture state ducting inrastructure. The next generation o broadband speeds are already starting to be delivered in Dublin South. Eircom have tested higher speed Fibre to the Cabinet systems in Dundrum, Sandyord and Ballyboden which will provide up to 25megabits per second. UPC is currently upgrading their cable network to provide high speed services across the constituency. Dear Constituents,

Thank you or taking the time to read my Summer2009 newsletter.

We are in exceptional economic times, withmany people experiencing real nancial hardshipas pensions all in value and jobs have been lost.It is a challenging time to be in Government butwe have to be responsible and make decisions inthe national interest that will help our economyand our country recover.

In my two years in oce the use o broadbandhas more than doubled to 1.25 millionhouseholds. We were lagging behind othercountries due to a lack o investment in ournetworks but in recent years broadbandspeeds and prices have improved on the backo competition between dierent providers.

As Minister with responsibility or this crucialinrastructure I am determined we will havethe next generation o broadband access orIreland. This inrastructure will help create jobs in the new digital economy and keep ussocially connected. I am now introducing:

Achieving CleanerGreener Energy

I have been working hard to change the rulesand the nature o electricity generation inIreland. We can use our natural resources tobolster the economy, create green collar jobsand reduce carbon emissions.

Microgeneration New measures wereintroduced to encourage electricity generationin homes, arms and businesses across Ireland.This includes a support price, which means youcan generate your own electricity and be paidor the excess you don’t use.

Gas and Electricity Prices reduced Thismonth electricity prices were reduced by 10%and gas prices by 12%. This not only helpsconsumers but also makes Irish business morecompetitive.

Smart meters Over the next fve years, everyhome in Ireland will have a smart meter to

track your energy use on an hourly basis.Being ‘energy clever’ as a consumer, a supplycompany and a nation is one o the wayswe can meet our energy and climate changechallenges.

New Green Jobs The ESB recently announcedthe creation o 3,700 new jobs in the greeneconomy. These jobs will be in the areas osmart meters, electric vehicles, wind energy,home insulation and green technology.

All o these initiatives will help create thousandso jobs and position Ireland as a leader in therapidly developing clean energy economy.

The Dundrum / Ratharnham and District Money Advice and Budgeting Bureau have beenawarded unding or and additional part time money advisor. MABS is a ree, condentialand independent service or people who are experiencing nancial diculties or need adviceon managing their money. The Dublin Mountains PartnershipThe Dublin Mountains are one o our greatest treasures. Few other capital cities allow one soeasily to get out into the mountain air and away rom it all. We have to protect and developthis asset in a way that best serves everyone’s interest.

The Dublin Mountains Partnership (DMP) is a joint initiative established to improve therecreation potential o the public lands in the Dublin Mountains. The Partnership has set out aten year vision to improve the acilities and manage recreation and other uses o the area byupgrading trails, improving signage, providing public transport links and tackling anti socialbehaviour such as dumping. I have been promoting the Dublin Mountains Partnership since the

GetIrelandGrowingLast month The Green Party

launched a national campaign to

increase the number o allotments

and community gardens. We also

held a public meeting on growingood locally, which over 200 people

Reforming LocalGovernmentMinister or the Environment John Gormley is

preparing a blueprint or reorming local gov-

ernment that will see the introduction o a di-

rectly elected mayor or Dublin.

He has already introduced a spending limit o

€15,000 or local election campaigns and will

soon introduce a cap o €2,000 (rom the cur-

rent allowance o €10,000) or the amount o

expenses a councillor can claim in a year or

training.

This allowance has been abused by a minor-

ity o councillors around the country who sign

up or conerences, claim the taxpayer unded

expenses and then leave without attending the

conerence.

New Local Area Planor GoatstownIn my own submission I outlined the need or better

trafc management, saer pedestrian crossings andcycling acilities, more public transport, community

services and a sustainable village design with a

good mix o acilities and civic space.

The existing crossroads provides the potential

or a sustainable and sel contained village core.

By designing a new centre in an integrated and

compact manner it should be possible to create

an attractive village setting which caters or the

needs o local community. I remain opposed to the

Eastern Bypass and we are campaigning to have the

plans removed rom the County Development Plan

so we can get ahead with more sustainable localdevelopment. For a copy o my own submission

Dundrum Shopping CentreDun Laoghaire Rathdown County Council recently granted permission or phase2 o the Dundrum Shopping Centre. I am not opposed the re-development o thevillage but I would just like to see a more sustainable urban design that wouldcreate a real town centre, with a proper mixed use o services, good transport links,more civic amenities and a streetscape that creates sense o community or all thesurrounding areas.

Tax breaks forcycling to work! 

All workers are now able to benet romthe Bike to Work Scheme. This schemeenables your employer to purchase a bikeand saety equipment or you worth upto €1,000 without you being liable orbenet in kind taxation. This equates toa saving o 41% on the cost o a newbike.

The Government is also spending €5mon upgrading cycle lanes in Dublin. Aswell as reducing trac congestion andlowering carbon emissions, more peoplecycling to work will improve health andtness levels. So why not talk to youremployer about participating?

Both Councils in Dublin South are inthe process o reviewing their CountyDevelopment Plan. These plans set outa vision and strategy or the properplanning and sustainable developmento the County or a six-year period interms o physical growth and renewal,economic, social and cultural activity,and environmental protection andenhancement.

South Dublin County are currentlycompleting the drat plan shortly and itwill go out to public consultation laterthis year. More details can be ound onwww.sdcc.ie

The second phase o the Dun LaoghaireRathdown consultation has just begun.The Drat County Development plan isavailable or viewing in council oces oron www.drlcoco.ie The closing date orsubmissions is 13th July 2009.

CommunityPolicinginitiativelaunchedA Joint Policing Committee has been

set up in each local authority area.

These committees will provide aorum or An Garda Síochána,elected representatives and membero the public to come together todiscuss local crime issues and make

recommendations or saer communities. The Committee’s unction will be to monitorcrime and anti-social behaviour in the local area, including levels o alcohol and drugmisuse.

The Committee will also advise An Garda Síochána on how to improve their role in thecommunity to achieve the highest possible quality o lie or those who live there. Publicparticipation will be enhanced through the hosting o public meetings to engage thewider community in issues aecting their locality.

Walking in supervised groups is a sae, un, healthy and environmentally riendly way to get toschool in the morning.

Many schools are now organising ‘Walk on Wednesdays’. This usually involves a group o teachers,parents and volunteers coming together to organise walking to school one day a week. Theymeet at a central place and then walk the rest o the way to school in a group. When a walking
