Employee As the employee, you are responsible for:

keeping supervisors informed about your time, attendance, and leave, as well as for ensuring you have approval to earn credit hours;

submitting a Request for Flexible Work Schedule form at the beginning of each calendar year to your timekeeper;

planning, requesting, and obtaining written approval to earn credit hours in advance;

recording credit hours earned in the Integrated Time and Attendance System (ITAS) by signing in and out;

tracking credit hours earned by keeping a personal record; and

verifying the accuracy of your earning and leave statements and reporting errors and omissions.

Credit Hour Requirements Employees who want to earn credit hours should:

review the OTT Alternative Work Schedule (AWS) Policy;

complete and submit a Request for Flexible Work Schedule form at the beginning of each calendar year to your timekeeper;

obtain advanced written (via memo or email) approval from your first line supervisor each time you would like to earn credit hours;

sign in and out of the ITAS system each day you are earning credit hours;

track credit hours earned by keeping a personal record (e.g., log, emails, etc.); and

verify the accuracy of your earning and leave statements and reporting errors and omissions.

Earning Credit Hours An employee can only earn up to 24 credit hours per pay period, and only 24 credit hours can be carried over from the previous pay period. Any credit hours earned in excess of 24 hours, will not be credited to the employee.

Employees must be on a Flexible Work Schedule to earn credit hours.Employees who have unused credit hours and are retiring from theNIH or leaving the NIH, will receive a check for any credit hour notused up to a maximum of 24 credit hours.

Request for Flexible Work Schedule FormThe employee must complete a Request for Flexible Work Schedule

form. The employee must verify:

the form is completed each calendar year before a credit hour account can be created or renewed; that all sections of the form are completed and signed by the employee’s first line supervisor; that the form has been submitted to your timekeeper before receiving approval to earn credit hours from your supervisor; and that a copy of this form is retained in your own personal records.

Written ApprovalIn addition to the Request for Flexible Work Schedule form, the

employeeshould receive written notification from the first line supervisor eachtime the employee wants to earn credit hours for a specific timeperiod or assignment. Written approval can be a signed memo oremail.

The written approval must contain:

the first and last name of the employee;

the employee’s tour of duty;

the name of the project, assignment, or reason for earning credit hours; and

the period of time (e.g. pay period 1, May-June, every Monday, etc.) an employee can earn credit hours.
