2012 Annual Report
Dear Friends,
In this Annual Report
you will find financial
information about
our income and ex-
penditures, but this
only gives you a
small portion of the
overall picture of
ELAP and the lives we affect. The total ELAP
picture includes many, many volunteers, hard-
working staff, loyal and supportive donors
and the very appreciative clients that depend
on us to help improve their lives.
2012 was a good year for ELAP and the
clients we serve. We increased the number of
Domestic Violence Staff Attorneys throughout
the year and they were able to expand the
critical support we provide to 86 domestic
violence survivors. Another 238 DV survivors
received services in our Family Law / DV
Legal clinics. The number of Family Law / DV
clinics were increased, the length of the
appointments was increased from 30 to 45
minutes and 11 new Family Law / DV
attorneys were recruited and trained.
We served more clients in our legal clinics in
2012 than the previous year; 540 attended
appointments compared to 452 for 2011, a
19% increase. Bankruptcy clinic appointments
were also increased to 45 minutes.
We tested a new program offering services
to homeless men at shelters on the Eastside.
Unfortunately that pilot with the standard ad-
vice and consultation approach did not
adequately address the needs of the shelter
clients, due to need by the clients for extensive
legal services.
Our 2nd Annual ELAP Breakfast for Justice
was a resounding success due to the many
guests, sponsors and volunteers who supported
our work and enabled us to expand our ser-
vices in 2012 and into 2013.
We completed a Program Assessment in
2011 which resulted in 12 recommendations.
As an outgrowth of the Program Assessment
which provided guidance for 2012, we com-
pleted a strategic planning process which re-
sulted in a five year Strategic Plan and an
Action Plan for implementation.
We appreciate the support of all you who
donate your time or support us financially so
that we can provide services to our clients.

“The work I have done
at ELAP has taught me
how to work directly with
clients and has provided
me with practical, legal
experience (which is
great for a new attorney
like me). It is also one of
the most personally ful-
filling experiences I have
ever had. ELAP not only
provides legal advocacy
to a population that usu-
ally does not have ac-
cess to such services, but
it also provides attor-
neys with practical expe-
rience that helps them
better represent their
low-income clients. My
experience with ELAP
has created a foundation
that will continue to
influence how I represent

vors and handle the

Breakout of Expenses
Jill came to ELAP seeking a
modification for her parenting
plan. The father of her
daughter Mary, had recently
been convicted of child por-
nography and suspected of
sexual abuse of a child. Jane
worried that when he was released from prison he would
have full parental visitation rights as outlined in the old par-
enting plan. Juanita, one of our DV Staff Attorneys helped
modify the plan eliminating any residential time in the fu-
ture. The father is currently incarcerated. He was properly
served in prison, he failed to respond to the petition to modi-
fy and Jill was able to obtain her revised parenting plan
through default. The letter below shows how she felt about
the gift she received. (names changed)
