Harassment, Intimidation and Bullying Definition (HIB)

Includes any gesture, written, verbal or physical acts or electronic communication

If intentional, can be a single incident or series of incidents

That is reasonably perceived to be motivated by any actual or perceived characteristic

Race, color, religion, ancestry, national origin, gender, sexual orientation, gender identity and expression, mental, physical or sensory disability or any other characteristic (that might incite HIB)

That takes place on school property, during school-sponsored functions or school bus

That takes place off school grounds when school employee is made aware of the incident

That…substantially disrupts or interferes with the orderly operation of the school or the rights of other students

a) a reasonable person should know, will have the effect of physically or emotionally harming a student or damaging the student’s property, or placing a student in reasonable fear of physical or emotional harm to his person or damage to his property;

b) has the effect of insulting or demeaning any student or group of students; or

c) creates a hostile educational environment for the student by interfering with a student’s education or by severely or pervasively causing physical or emotional harm to the student.

• More than a conflict – imbalance of power (physical, intellectual, social); the target has difficultly defending himself

• More than “bothering”; the act is intentional and hurtful (physically or psychologically)

• More than “inappropriate play” – certain behaviors are developmentally appropriate and certain behaviors are not

Teach conflict resolution Create a positive and respective school

environment; discipline with dignity Integrate curricular lessons (role plays,

stories, etc.) about differences and ways in which we accept each other

Plan for the Week of Respect Display Posters (No-bullying zone, etc.) Enact the Progressive Discipline Plan when

approriate Determine consequences/counseling

All suspicions of HIB must be reported verbally to guidance counselor or supervisor on the same school day

Submitted in writing within two school days of verbal report

Guidance or supervisor informs parent/guardian; initiates investigation IF WARRANTED within one day of report conducted by School Anti-Bullying Specialist

Prompt Investigation of Reports of Violations and Complaints

Investigation completed ASAP; maximum 10 school days from written report

Results reported to superintendent; two school days from investigation completion

Superintendent makes recommendations on intervention services, training, discipline, counseling, other action, if necessary

Prompt Investigation of Reports of Violations and Complaints

Results reported to board of education; next meeting following investigation completion

Five school days after board report - Parents/guardians entitled to receive information – findings, discipline, services

Parent/guardian may request board hearing; held within 10 days of request; executive session
