The project site is within the residential and recreational planned area of Hiep Binh Phu'&c ward.The project owner of the planned area is the Engineering and Economic Development Companyof district 6, Ho Chi Minh City.- Its south and east side borders Rach Da river. Its west and north sides are tree gardens.
There are few houses which are distant about 60 meters from the substation.- The project site mostly is sunken land for paddy and coconuts, atropurpurea which often bear
impact of Saigon river flood in flood-tide

Opinions:
The cadres of PECC2 presented the project of Binh Trieu 220KV substation and disseminated land,house, crop compensation policies when constructing the structure and took notes of opinions ofparticipants at the meeting:
- They recommended the power agencies provide documents for the locality to manage.- The areas of the substation, each household should be shown;- They recommended a satisfactory compensation on residential, agricultural land;- Compensation should be carried out early and there are support policies for those who have torelocate houses;- Households and cadres at the meeting agreed to implement the project at the locality.

REGISTRATION ATTESTATION ON MEETING THE ENVIRONMENT STANDARD
DIRECTOR OFTHE DEPARTMENT OF RESOURCES AND ENVIRONMENT
Through reviewing:
- The registration documents on meeting the environment standards of the project of Binh Trieu220/11 OKV substation in Thu Duc district submitted by the Power Company of Ho Chi Minhcity,
Based on:
- Environment Protection Law dated on December 27, 1993 of the State of Socialist Republic ofVietnam;- Decree 175/CP dated on October 18, 1994 by the Government on guideline to implement theEnvironment Protection Law;- Circular 490/1988/TT-BKHCNMT dated on April 19, 1998 by the Ministry of Science, Technologyand Environment on guideline to establish and evaluate environment impact assessment ofinvestment projects;- Decision 121/2003/QE)-UB dated on July 18, 2003 by HCMC People Committee reference to thefoundation of the Department of Resources and Environment;- Document 1668/QHKT-QH dated on May 21, 2004 by the Department of Planning andArchitecture of HCMC on planning guidelines of the location to build Binh Trieu 220/110KVsubstation
ATTESTATION
1. The power company of Ho Chi MinhCity submitted and explained the environment impactassessment report of the investment project to build Binh Trieu 220/110KV substation on a planearea of 6,232m2, at the residential area and recreational park of Hiep Binh Chanh ward, Thu Ducdistrict.
2. The capacity of the substation is 2x250+2x63MVA; the inside area of the fence of the substationis 4,864m2, the construction area is 1,944m2, the construction density is 40%.
3 "concretely as following:
- Comply with the regulations in the design, construction and operation to ensure impact of electricand magnetic fieid on the surrounding areas not exceeding the allowable standards; there areplans to preclude and rescue when fire and explosion.
- Explain detail of the environment protection options in the project construction process andcommit to carry out the option as explained to Thu Duc district people committee and Hiep BinhChanh ward people committee.
- Sign contracts wi'h functional units to collect, transport cool and electric insulated oils (containingPCB- Polvchlorinated biphenyl) and other harmful wastes according to the decision155/1999/QD-TT of the Primer Minister dated on July 16, 1999 on the statute of harmful wastemanagement.

- After taking the project into operation stably, the power company of HCMC is responsible toadvise the Department of Resources and Environment to check, measure and approve in term ofenvironment as the current regulations.
4. The Environment Impact Assessment report of the power company of HCMC and the abovementioned requirements are bases so that the environment management agencies check theenvironment protection measures in the construction and operation process of the project.
5. This registration attestation on meeting the environment standards is not a legal basis that theproject of Binh Trieu 220/11 OKV substation at the above location of the power company of HCMCmet the environment standards.
