Dear Friends,

September was a busy month on the diplomatic front. The main highlight was the Prime Minister's virtual address at the 76th session of UN General Assembly. In his address, the Prime Minister highlighted priority areas of Pakistan's foreign policy including COVID-19, climate change, Islamophobia, and corruption by political elite. The Prime Minister drew attention to the continued plight of the innocent Kashmiri people and called on the international community to act against oppression of the Indian security forces in Indian Illegally Occupied Jammu & Kashmir (IIOJK). He also shared Pakistan's perspective on the latest developments in Afghanistan.

Foreign Minister Makhdoom Shah Mahmood Qureshi visited New York on the margins of 76th UNGA. He had a constructive meeting with the U.S. Secretary of State Antony J. Blinken. The two leaders discussed issues of mutual interest, particularly the situation in Afghanistan. They agreed to work together to strengthen bilateral relations

The Foreign Minister also had a telephone conversation with Senator James Risch (R-ID), Ranking Member of the Senate Foreign Relations Committee and met Amb. Zalmay Khalilzad, U.S. Special Representative on Afghan Reconciliation. Among his other engagements, FM Qureshi met the UN Secretary General and several Foreign Ministers of key countries. He also led Pakistan’s delegation at the meeting of the OIC contact group on Jammu and Kashmir on the sidelines of UNGA. Additionally, he spoke at the Council on Foreign Relations and addressed a gathering of the Pakistani-American diaspora.

In Washington, we hosted prominent dignitaries including Dr. Sania Nishtar, Senator/Special Assistant to the PM on Poverty Alleviation and Social Protection as well as Mr. Muhammad Tariq Malik, Chairman, NADRA. A new NADRA facilitation center was inaugurated at the Pakistan Embassy which will serve the community. President, Azad Jammu & Kashmir (AJK), Sultan Mehmood Chaudhry also visited the Embassy this month.

On the media front, the Prime Minister's interviews with CNN, and his op-eds in the Washington Post and Newsweek figured prominently. The Foreign Minister's op-ed appeared in CNN and my op-eds were carried by the Washington Times and the Washington Diplomat whereas our Press Attache's letter to the editor appeared in Bloomberg Opinion. Through these interviews and publications, Pakistan's position on the evolving situation in Afghanistan was adequately highlighted.

Apart from these activities, the Embassy ensured maximum outreach to U.S. government, think tanks, academia and our community members. I had a useful exchange of views over telephone with U.S. Deputy Secretary of State Honorable Wendy Sherman. I also spoke virtually at the Stimson Center and the University of Pennsylvania, where I highlighted the significant attributes of Pakistan-U.S. relations and Pakistan's foreign policy priorities.

Our cultural and trade promotion activities of the month included a business exchange event, a special event to promote Pakistan's tourism and culture and a World Tourism Day social media Contest, which was very well received by the public.

PRIME MINISTER VIRTUALLY ADDRESSES THE 76TH SESSION OF THE UNITED NATIONS GENERAL ASSEMBLY

● Our calibrated strategy of ‘smart lockdowns’ helped save lives and livelihoods and kept the economy afloat. ● Being fully aware of our global responsibilities, we have embarked upon game-changing environmental

programmes.● Because of the plunder of the developing world by their corrupt ruling elites, the gap between the rich and the

poor countries is increasing at an alarming speed. ● I call on the Secretary-General to convene a global dialogue on countering the rise of Islamophobia. ● We have unveiled a detailed dossier on gross and systematic violations of human rights by the Indian Security

Forces in Occupied Jammu and Kashmir. ● Geopolitical considerations, or corporate interests, commercial interests often compel major powers to

overlook the transgressions of their “affiliated” countries. ● The moment a deep analysis of this is done, the world would know why the Taliban came back to power and it

is not because of Pakistan. ● Therefore, there is only one way to go. We must strengthen and stabilize the current government, for the sake

of the people of Afghanistan.

FOREIGN MINISTER MEETS U.S. SECRETARY OF STATE

Foreign Minister Makhdoom Shah Mahmood Qureshi met with U.S. Secretary of State, Antony J. Blinken, on the sidelines of the UNGA on September 23, 2021. During the meeting, bilateral relations and the evolving situation in Afghanistan were discussed. Foreign Minister reiterated Pakistan’s commitment to facilitating efforts for an inclusive political settlement in Afghanistan and the need for continued engagement. Foreign Minister also highlighted the grave human rights violations in IIOJK and underscored the importance of resolving the Kashmir dispute for lasting peace and stability in South Asia. Secretary Blinken appreciated Pakistan’s support for the evacuation of U.S. citizens and other nationals from Afghanistan and its continued efforts for peace in the region.

Foreign Minister Makhdoom Shah Mahmood Qureshi spoke with Senator Jim Risch (R-ID), Ranking Member Foreign Relations Committee, on September 24, 2021. They discussed Pakistan-U.S. relations and the latest developments in Afghanistan. The Foreign Minister underscored the need for continued Pak-US engagement for sustainable peace in Afghanistan.

The Dossier released by the Government of Pakistan on India’s human rights violations in IIOJK was circulated to the participants of the OIC Contact Group. Foreign Minister Qureshi also called on the international community to take immediate cognizance of the compelling evidence contained in the Dossier and hold India accountable for the heinous crimes being committed by its Indian occupation forces in IIOJK.

ORGANISATION OF ISLAMIC CONFERENCE (OIC) KASHMIR GROUP MEETS IN NEW YORKThe Contact Group of the Organization of Islamic Cooperation (OIC) on Jammu and Kashmir met on September 23, 2021 at the Ministerial level on the sidelines of the 76th United Nations General Assembly Session in New York to take stock of the political and security environment as well as the deteriorating humanitarian and human rights situation in Indian Illegally Occupied Jammu and Kashmir (IIOJK). In his keynote address, Foreign Minister Qureshi drew attention to the worsening situation in IIOJK since India’s illegal and unilateral actions of 5 August 2019.

THE FUTURE OF PAKISTAN-U.S. RELATIONS: A CONVERSATION WITH MAKHDOOM SHAH MAHMOOD QURESHI OF PAKISTAN

● We have all the ingredients in place to build a more substantive and a broad-based relationship that is anchored in trade, investment, and people-to-people linkages.

● As Pakistan shifts its focus towards geoeconomics, we want to leverage our connectivity infrastructure, including the China-Pakistan Economic Corridor, to enhance regional trade and economic integration.

● An economically strong Pakistan can be an anchor for stability in a region that has suffered due to forty years of war in Afghanistan. Pakistan can work with the United States to generate economic activity along the Pakistan-Afghanistan border.

● Pakistan should not be blamed for correctly diagnosing the limitations of trying to solve the political problem in Afghanistan through military means.

● It is in our collective interest to ensure that our actions do not make economic refugees out of Afghans who have otherwise no wish to leave their country.

A special event was held at the Embassy in which Senator Dr. Sania Nishtar, Special Assistant to the Prime Minster on Poverty Alleviation and Social Protection and Muhammad Tariq Malik, Chairman of the National Database and Registration Authority (NADRA) of Pakistan participated. Welcoming the honorable guests, Ambassador Dr. Asad Majeed Khan highlighted the significance of the initiatives taken by the Poverty alleviation and Social Security Division and NADRA in

providing relief to the people of Pakistan in line with the vision of Prime Minister Imran Khan.

In her remarks, Dr. Sania Nishter assured the Pakistani diaspora that the government was committed to their welfare and briefed the audience about the Ehsas program.

Mr. Muhammad Tariq Malik, Chairman NADRA briefed the audience about the recent revolutionary initiatives taken by NADRA to facilitate the Pakistani diaspora including the Pak ID App and issuance of Letters of Administration and Succession Certificates.

“EMBASSY INAUGURATES THE PAKISTAN NATIONAL DATABASE AND REGISTRATION AUTHORITY (NADRA) CENTER

Muhammad Tariq Malik, Chairman of the National Database and Registration Authority (NADRA) of Pakistan inaugurated NADRA Centre at the Embassy of Pakistan Washington DC, September 16, 2021.

On the occasion, Chairman NADRA said that NADRA Centre has been established under the Prime Minister’s initiative to address the problems being faced by the legal heirs of a deceased in obtaining letter of Administration and Succession Certificates from courts.

Legal heirs of a deceased residing in US can now verify their biometrics at the Embassy NADRA Center without travelling to Pakistan. The NADRA desk will also provide facilitation to overseas Pakistanis in the US in processing of their NICOP/POC applications.

DON’T BLAME PAKISTAN FOR THE OUTCOME OF THE AFGHANISTAN WAROPINION BY PRIME MINISTER IMRAN KHAN

● "The Afghan and Western governments created a convenient scapegoat by blaming Pakistan wrongly accusing us of providing safe havens to the Taliban?"

● "To satisfy Kabul, Pakistan offered a joint border visibility mechanism, suggested biometric border controls, advocated fencing the border (which we have now largely done on our own) and other measures. Each idea was rejected."

● "Surely Pakistan is not to blame ...The underlying problem was an Afghan government structure lacking legitimacy in the eyes of the average Afghan."

● "Today, with Afghanistan at another crossroads, we must look to the future to prevent another violent conflict in that country rather than perpetuating the blame game of the past."

● "If we do this right, we could achieve what the Doha peace process aimed at all along: an Afghanistan that is no longer a threat to the world, where Afghans can finally dream of peace after four decades of conflict."

● "The alternative — abandoning Afghanistan — has been tried before. As in the 1990s, it will inevitably lead to a meltdown. Chaos, mass migration and a revived threat of international terror will be natural corollaries. Avoiding this must surely be our global imperative."

EXCLUSIVE: PAKISTANI LEADER IMRAN KHAN SAYS TALIBAN CAN BE AMERICA'S PARTNER FOR PEACE

Newsweek Senior Foreign Policy Writer Tom O'Connor interviewed Prime Minister Imran Khan. Prime Minister Imran Khan discussed his goals and objectives for Pakistan and the region, and explained why he believes America must remain engaged in Afghanistan.

● Cooperation between the U.S. and all major powers in the region is the only way to avoid catastrophe.

● A peaceful Afghanistan will be beneficial for Pakistan, opening up possibilities for trade and development projects.

● The United States and G7 initiative—"Build Back Better World"—has been welcomed by Pakistan. We do not see this as being in competition with China's "Belt and Road Initiative."

● We see the strongest manifestation of Islamophobia in India's extremist Hindutva ideology, which has unleashed state-sponsored terrorism against the Muslims of Indian Illegally-Occupied Jammu and Kashmir and the 200 million Indian Muslim "minority.

● It is our hope that Afghanistan will be stabilized, through humanitarian help, economic support, and connectivity and infrastructure projects, and that the U.S., China and Russia will all contribute to pacifying and reconstructing Afghanistan.

‘THE WORLD SHARES RESPONSIBILITY FOR AFGHANISTAN’ OPINION BY FOREIGN MINISTER MAKHDOOM SHAH MAHMOOD QURESHI

● More than four decades of conflict have exacted a heavy toll from Afghans. They are physically and emotionally scarred. They need an end to their misery. And no one wants to see them succeed more than Pakistan.

● Blame games and unrealistic expectations tested us, but we remain steadfast in our commitment to stabilization of Afghanistan.

● Pakistan's constructive role was instrumental in advancing the negotiations that evolved between the US and the Taliban, which concluded with a peace agreement,

● Pakistan proved its sincerity by keeping its Embassy in Kabul open. Pakistan International Airlines (PIA) helped evacuate functionaries of diplomatic missions, international organizations, NGOs and media entities.

● Pakistan means well. Work with us to heal the wounds of Afghanistan. This is not the time for casting blame.

● The tide of Afghanistan's history has shifted, but we can usher in an era of stability in the region.

● we would like to urge the West to eschew the tendency to mold the Afghan society and body politic according to its own worldview. Pakistan is in favor of an inclusive approach respectful of the multi-ethnic character of Afghan society.

‘INCLUSIVE GOVERNMENT NEEDED IN AFGHANISTAN’OPINION BY AMBASSADOR DR. ASAD MAJEED KHAN

● Pakistan will play its part as a responsible partner for peace and security in the region.

● Pakistan and the United States retain the same interests in Afghanistan … neither of our countries wants to see Afghanistan become a sanctuary for terrorist groups ever again.

● After Afghanistan itself, no country has a greater stake in its peace and stability than Pakistan… We cannot sustain a fresh influx of Afghan refugees that more instability in our western neighbor would trigger.

● While the Taliban made gains on the ground, the erstwhile Afghan government was busy inciting hatred against Pakistan on social media. In the end, President Ghani and his cohorts simply deserted the Afghan people.

● A negotiated, inclusive settlement between the Taliban and the other Afghan factions is the only plausible pathway to sustainable peace in Afghanistan. An Afghan government formed as the result of such a settlement would be a credible security and development partner for the international community.

● Pakistan provided critical support for the now-completed multinational evacuation effort from Kabul airport... Pakistan will continue to facilitate Americans, Afghans, and other foreigners wanting to leave Afghanistan.

‘PAKISTAN KEY TO TERROR FIGHT IN WAKE OF TALIBAN TAKEOVER’ AMBASSADOR DR. ASAD MAJEED KHAN SPEAKS WITH GUY TAYLOR, THE WASHINGTON TIMES

● Reports that Pakistani military forces deployed to neighboring Afghanistan to help the Taliban seize the country and that Pakistani military aircraft have assisted the militants in battling Afghan nationalist and anti-Taliban holdouts north of Kabul are “bogus” and “laughable.”

● “If we are unable to win the peace in Afghanistan, frankly, it will be everyone’s loss, and that’s what we are working for,”

● “Victories, frankly, in Afghanistan can be temporary and transient if history is to be learned from, and therefore, I think it is only important that there is an inclusive government which represents the diversity of Afghanistan,.”

● “If things unravel, it will be a loss for everyone. It will be foremost a loss for the people of Afghanistan ...A civil war will result in refugee outflows. It will be a loss for the region.

● Islamabad is eager to enhance its “counterterrorism relationship” ... “We have worked together in combating the terrorism threat, and there still are threats that we perceive as common threats, and we will continue to work together with the United States in combating those threats.”

● “The U.S. [also] is home to a very vibrant and influential Pakistani-American diaspora, and then, our military links, our educational links, our cultural links … all these are very, very important contributors to why we should have a strong and close partnership with the United States.

The Washington Diplomat spoke with Ambassador Dr. Asad Majeed Khan about the legacy of 9/11, the US-Pakistan bilateral relationship and the recent Taliban takeover of Afghanistan.

● It’s time to reflect on the lessons we have learned over these past 20 years… my heart goes out to the families of all those we lost that day (9/11). Pakistan has also suffered tremendously in the war on terror. We have had our own 9/11, one after the other.

● The United States wants to see the conflict end; that’s also what we want. And we would like to see that the gains Afghanistan has made over the last few decades are preserved.

● Our consistent position throughout was that there was no military solution to the conflict, and that a political dialogue was required. We also consistently advocated a responsible US withdrawal that would be synchronized with progress in the peace process.

● We want the rights of everyone to be respected. We want that Afghan territory not be used against any other country, including Pakistan. We want human rights and women’s rights to be preserved.

● We do not want our relationship to be seen through any prism, be it Afghanistan, India or China.

U.S., PAKISTAN’S AFGHAN INTERESTS ARE THE SAME LETTER TO THE EDITOR - SEPTEMBER 21, 2021Contrary to your assertions, Pakistan and U.S. interests in Afghanistan are “one and the same” today. We both want an inclusive government in Afghanistan that preserves the gains made by the Afghan people since 2001 and doesn’t offer sanctuary to terrorist groups ever again. In fact, Pakistan has joined the United States in conveying these expectations to the Taliban — this was acknowledged by the State Department as recently as Sept. 15.

The logic for a broader Pakistan-U.S. partnership is more compelling than ever.

Ambassador Dr. Asad Majeed Khan spoke with U.S. Deputy Secretary of State, Wendy Sherman on September 24, 2021. They discussed ways to deepen bilateral cooperation. Ambassador Sherman appreciated Pakistan’s assistance in the evacuation of American and other nationals from Afghanistan. She also appreciated Pakistan for hosting Afghan refugees.

“Ambassador Khan stressed that Pakistan and the United States retained a fundamental convergence on achieving a politically inclusive end state in Afghanistan. He said that only a stable and broad-based government in Afghanistan would be able to ensure that Afghan territory is never exploited by transnational terrorist groups again. Ambassador Khan pointed out that Pakistan had joined the United States in urging the Taliban to uphold their commitments on guaranteeing safe passage to those who wish to leave Afghanistan, counterterrorism, protecting human rights, and forming a more inclusive government.

“The University of Pennsylvania hosted Pakistan’s ambassador to the United States, Dr. Asad M. Khan, for a hybrid discussion on the future of the Pakistan-U.S. relationship following the withdrawal of foreign forces from Afghanistan. The event was first series of talks on the situation in Afghanistan being organized at the Perry World House.

Ambassador Khan said that a broad-based and long-term relationship between Pakistan and the United States remained critical to advancing both countries’ bilateral and regional interests, including in a post-war Afghanistan. The ambassador said that a rich history of working together, natural cultural affinity, and a dynamic Pakistani American community would continue to reinforce and deepen Pakistan-U.S. ties in the future.

THE EMBASSY HOSTS AN EVENT TO PROMOTE PAKISTAN’S TOURISM & CULTURE

The Embassy of Pakistan in Washington, D.C. hosted an event to promote Pakistan’s tourism potential and cultural diversity on September 14, 2021. Ambassador Dr. Asad Majeed Khan highlighted the immense and diverse tourism opportunities offered by Pakistan. He said that the Government of Pakistan was focused on promoting the tourism industry through infrastructure development, investment and liberalization of visa regimes. The event included introduction to Pakistani cuisine, music and culture. An exhibit showcasing the beautiful landscapes, people, historical monuments and rich cultural heritage of Pakistan was also displayed.
