    Govt. of Maharashtra has decided to conduct a single Combined Common

    Entrance Test for selection to all degree courses in Health Science, BVSc & AH,

    Engineering and Pharmacy courses. The Entrance Test will be held on Thursday

    6 th May 2010 at Mumbai and all the district headquarters in Maharashtra.

    The Competent Authority for the MHT-CET-2010 Examination is Director of

    Medical Education and Research, Mumbai. However for the selection process

    there will be two separate Competent Authorities. For selection to Health Science

    courses, Director of Medical Education and Research, Mumbai will be the

    Competent Authority. For selection to Engineering and Pharmacy courses

    Director, Technical Education, Mumbai will be the Competent Authority.

    The application form for MHT-CET-2010 is common for all the above said

    courses. However, the information brochures for Health Science Courses,

    Engineering courses and Pharmacy course are separate. The results of MHT-CET

    2010 will be made available at the website of Directorate of Medical Education

    and Research (http://www.dmer.org) and of the Directorate of TechnicalEducation (http://www.dte.org.in).

    C L A R I F I C A T I O N

    The Honble Supreme Court (Bench of Hon. 7 judges) has delivered a judgment on 12/8/2005 in

    Civil Appeal No.5041/2005 in SLP (C) No.9932/2004 in respect of rights and entitlement of

    Government as against Private Professional Educational Institutions. This judgment expects

    enactment of legislation by Central Government and in its absence, by State Government in this

    regard. This process has been initiated. However it is not certain, as of this date, as to when

    such legislation will come into force, as also its provisions.

    In the meanwhile, in terms of the observations of the Honble Supreme Court from the

    aforesaid judgment, at least at this stage, it appears that State Government cannot claim any

    quota/seats in these colleges/institutions and consequently cannot effect admissions in these

    Private Engineering/Technology Colleges/institutions, except to the extent agreed by certain

    institutions, if any.

    It is therefore made clear that on the aforesaid interpretation and advice given to the

    State Government, this Brochure will not apply to the admissions to be effected in the academic

    year 2010-2011 at the Private Engineering/Technology Colleges/Institutions, in so far as

    undergraduate courses are concerned, with the above exception.

    However, it is made expressly clear that if, after issuance of this Brochure, either on

    account of any legislation or on account of any different interpretation/opinion/advice or due to

    any judgment/order passed by any court of law or even otherwise, the State Government is

    found entitled to any seat(s) in the Private Engineering/Technology Colleges/Institutions and

    consequently entitled to effect the admission(s) to such seat(s), the rules and regulations set outin this Brochure will be made applicable to such seat(s) and admission(s). In such event, a

    separate intimation will be issued with appropriate details.

    It is further clarified that separate information brochure will be issued at the time of

    filling of Application form for Centralized Admission form/option form giving details as to

    availability of number of seats, their institution wise, category wise distribution as also rules and

    regulations governing such distribution and consequent allotment of seats of Government as also

    Private Engineering/Technology Colleges / Institutions, if any.

    It is also made hereby clear in no uncertain terms that the same Common Entrance Test

    (MHT-CET-2010) that is proposed to be conducted in terms of this Brochure will govern suchadmission(s), if any.

    RULES OF ELGIBILI TY FOR MHT-CET 2010 AN D FOR ADM ISSION TO FIRST YEAR OF FOUR

    YEAR FULL TIM E DEGREE COURSES IN ENGIN EERING/ TECHNOLOGY

    FOR THE ACADEMIC YEAR 2010 -11

    1.0 Introduction

    The entrance examination for the selection to all Health Science Degree Courses,

    Engineering/Technology and Pharmacy degree courses in State of Maharashtra for the

    academic year 2010-11 shall be conducted by the Competent Authority appointed by Government of

    Maharashtra. The Common Entrance Test (MHT-CET 2010) will be held on Thursday , 6 th May 2010,

    at all the district headquarters in the State of Maharashtra.

    The Selection Process shall however be separate for degree courses in Health Sciences,

    Engineering/Technology and Pharmacy. The respective Competent Authorities shall devise the system

    of Counseling/Allotment. This procedure shall be governed by the regulations and directions as

    specified by the Government of Maharashtra from time to time.

    This brochure gives the rules for the eligibility for appearing to the Maharashtra HealthTechnical

    Common Entrance Test 2010 i.e. MHT-CET 2010, the eligibility for admission to first year of various

    courses in Engineering/Technology in the State of Maharashtra and also gives definition of various

    types of candidatures. These rules govern only the aspect of the Common Entrance Test and the

    eligibility of the candidates to appear at this examination.

    The rules and information regarding the Distribution of seats under various heads i.e. Home University,

    Outside Home University, Institute Level Seats, Minority Seats, AIEEE Seats etc.; details of the

    Reservation of Seats, Fees concession (if any) offered to eligible candidates, details of the Centralized

    Admission Process (CAP), details of the Admission rounds, Institute/course wise Information etc. shall

    be provided in a separate Information Brochure, which will be made available to the aspiring

    candidates at the time of filling up of the Application Form for Admission to Engineering/Technology

    Courses.

    It is specifically made clear that the CET proposed to be conducted in terms of these rules will also

    govern the admissions of the Autonomous Institutes [viz. i) Veermata Jijabai Technological

    Institute (VJTI), Mumbai, ii) College of Engineering, Pune, (Formerly Government College

    of Engg., Pune) iii) Institute of Chemical Technology (ICT), Mumbai iv) Shri Guru Gobind

    Singhji Institut e of Engineering & Technology (SGGSIET), Nanded v) Walchand College of

    Engineering, Sangli. & Vi) Vishwakrma Institute of Technology, Pune (VIT)]. However the

    Admission process for these Autonomous institutes (and of any other Autonomous Institute upon

    receiving the permission from the State Government) will be separately carried out by the competent

    authority appointed by these institutes. There will be a separate Information Brochure specifying the

    rules of admission to the above mentioned Autonomous institutes.

    1.2 Definitions:

    State Government means the Government of Maharashtra. Directormeans the Director of Technical Education, Maharashtra State. "Application Form" means prescribed form filled up by the candidate for appearing for MHT-CET

    2010.

    Appeal Committeemeans the Committee setup under the chairmanship of the CompetentAuthority, it shall deal with the representations submitted by the candidates/parents relating to

    grievances of the candidates with regard to MHT-CET 2010 examination and the selection process.

    Competent Authoritymeans the Authority designated or appointed by Government ofMaharashtra to conduct MHT-CET 2010, and declare the results. The respective Competent

    Authorities will supervise and control the selection process for the admission to Health Sciences,

    Engineering/Technology and Pharmacy degree courses and act as a chairperson of the Appeal

    Committee for representations submitted by the candidates. The Competent Authority will issue

    necessary executive instructions for implementation and provide relevant information to be

    published or communicated.

    Representative of the Competent Authoritymeans an officer appointed to assist Competent Authority for smooth conduct of Admission Process as per the directives of the Competent

    Authority.

    Center in-charge of the Districtmeans the District Collector or the officer(s) authorized bythe District Collector.

    Divisional Authoritymeans the Dean/Officer(s) of specified Government Medical Colleges whowill be responsible to carryout the directions and instructions of the Competent Authority.

    Notified Collegesmeans the colleges/institutions responsible for distribution of informationbrochures and application forms for MHT-CET 2010 examination, receipt of the application forms

    from the School/Jr. colleges, collection & distribution of admit cards and mark sheets of MHT-CET

    2010 examination.(Refer Annexure - A)

    Qualifying examinationmeans examination on the result of which a candidate becomeseligible to appear at MHT-CET 2010 entrance examination. i.e. HSC(12th standard) or equivalent

    examination

    College or Institutionmeans Engineering College or Technological Institution duly approvedby the AICTE and Government of Maharashtra to impart Education in Engineering/ Technology at

    the degree level.

    Government Engineering Collegemeans the Engineering College run by the Government ofMaharashtra.

    Government Aided Engineering Collegemeans Engineering College run by privatemanagement but which receives financial assistance from the Government of Maharashtra.

    University Managed Engineering Collegemeans Engineering College run by a particularUniversity.

    University Departmentmeans a department of University which offers four year degreecourses in Engineering/Technology.

    Autonomous Institutemeans the institute for which autonomy is granted by the Governmentof Maharashtra.

    Un-Aided Engineering Collegemeans Engineering College run by private management on selffinancing basis.

    Sanctioned Intakemeans the course wise number of seats sanctioned by the GovernmentResolution with reference to the AICTEs approval.

    Inter se meritmeans the order of merit as defined by Maharashtra State Merit list/HomeUniversity area merit list/All India (AIEEE) Merit list/J & K Migrant Merit list as the case may be.

    Candidate means an applicant who is an Indian National and desires to appear for MHT-CET2010 with an intention to seek admission to first year of four year Degree Courses in

    Engineering/Technology in Maharashtra State by submitting the prescribed application form for the

    year 2010-11.

    Defencemeans services established under the Army Act 1950/Airforce Act 1950/Navy Act 1957. F.E. Admissionmeans the Admission to first year of four year degree courses in Engineering /

    Technology.

    Persons of Indian Origin (PIO): A Person having foreign citizenship (except Pakistan andBangladesh) without NRI status, who holds a Foreign Passport at the time of sending application,

    consideration for admission and during the period of his/her study, and he/she or any one/both of

    his/her parents or any one/both of his/her grand parents is (or was)/are (or were) citizen(s) of

    India by virtue of the provisions of the Constitution of India or Sec. 2(b) of Citizenship Act, 1955

    (Act No. 57 of 1955).

    OMS candidatemeans Outside Maharashtra State candidate who is an Indian National. Foreign N ationalsmeans Citizens of all countries other than India, who are not of Indian origin

    as defined under PIO.

    Foreign St udentmeans Foreign Student in this context shall be defined as the student whopossesses a foreign passport.

    CAP Seats These are the seats for which allotment/admission is carried out by the CompetentAuthority through CAP

    NRI : Non Resident Indian as per the definition given in the section 6 of the Income Tax Act1961.

    NRI Candidatemeans a candidate who is a child/ward of the person who has the NRI statusas defined under section 6 of the Income Tax Act.

    2.0 Eligibility Criteria:

    2.1 Eligibility of Maharashtra State Candidate and OMS candidate for appearing for MHT-CET

    2010:

    Candidate should be an Indian National and should have passed/appeared* the HSC (Std.XII)

    examination of Maharashtra State Board of Secondary and Higher Secondary Education or its

    equivalent examination with subjects English, Physics, Chemistry and Mathematics.

    Note:

    *Candidates who have appeared for the qualifying examination i.e. HSC (Std. XII) or its equivalentexamination during the academic year 2009-10 and whose results are not declared till the last date

    of submission of application form are eligible to appear for MHT-CET 2010, however for admission

    to first year of degree courses in Engineering/Technology, such candidates must fulfill the eligibility

    criteria as mentioned in rules 2.2 to 2.12 as applicable.

    Maharashtra State candidates (defined as per rule no. 3.1) and OMS candidates (defined as perrule no. 3.2) are eligible to appear for the MHT-CET 2010 conducted by the Competent Authority

    of Government of Maharashtra for the academic year 2010-11.

    Even though Outside Maharashtra State (OMS) candidates are eligible to appear for the MHT-CET2010, it is specifically made clear that such OMS candidates will not be able to participate in

    the Centralized Admission Process on the basis of score in MHT-CET 2010. These OMS

    candidates will be able to apply for the admissions against the Institute Level Seats ONLY in the

    Unaided Private Engineering Colleges/I nstitutes on the basis of score in MHT-CET 2010.

    The facility of Constitutional Reservation is not available for the OMS candidates. Therefore allOMS candidates will be treated as OPEN/GENERAL category candidates in the entire admission

    process.

    2.2 Eligibility criteria for Maharashtra State Candidate and Outside Maharashtra State

    Candidate for admission to first year of degree courses in Engineering/Technology:

    Candidate should be an Indian National and should have passed the HSC (Std.XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination

    with subjects English, Physics, Chemistry and Mathematics AND Secured minimum 50% marks

    i.e. not less than 150 marks out of 300 marks (minimum 45% marks i.e. not less than 135 marks

    out of 300 marks in case of candidates of Backward class categories belonging only to Maharashtra

    State) in the subjects Physics, Chemistry and Mathematics added togetherAND Obtained a

    non zero score in subjects Physics, Chemistry and Mathematics added together at MHT-CET

    2010.

    2.3 Eligibility Criteria for All India (Paper-I of AIEEE-2010 qualified) candidates: [Both the

    Maharashtra State Candidates and the OMS candidates]

    Candidate should be an Indian National and should have passed the HSC (Std.XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent

    examination with subjects English, Physics, Chemistry and Mathematics AND secured minimum

    50% marks i.e. not less than 150 marks out of 300 marks (minimum 45% marks i.e. not less

    than 135 marks out of 300 marks in case of candidates of Backward class categories belonging only

    to Maharashtra State) in the subjects Physics, Chemistry and Mathematics added together AND

    Candidate should have a valid AIEEE Score (i.e. total score should be positive) for the year 2010-11.

    Maharashtra Paper-I of AIEEE-2010 qualified Candidates who have appeared for MHT-CET 2010

    will be required to submit single Application and Option form for CAP. Such Candidates will be given

    signle allotment through CAP as per their inter-se-merit.

    2.4 Eligibility criteria for Maharashtra State Candidate for admission to first year of degree

    courses in Engineering/ Technology in Autonomous Institut ions:

    Candidate should be an Indian National and should have passed the HSC (Std.XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination

    with subjects English, Physics, Chemistry and MathematicsAND Secured minimum 50% marks i.e.

    not less than 150 marks out of 300 marks (minimum 45% marks i.e. not less than 135 marks out

    of 300 marks in case of candidates of Backward class categories belonging only to Maharashtra

    State) in the subjects Physics, Chemistry and Mathematics added togetherAND Obtained a

    minimum 110 score (minimum 100 score in case of candidates of Backward class categories

    belonging only to Maharashtra State) in subjects Physics, Chemistry and Mathematics added together

    at MHT-CET 2010.

    2.5 Eligibility Criteria for Foreign National/ Foreign student/ PIO/ Children of Indian workers

    in the Gulf countries/Children of NRI

    Candidate should have passed the HSC (Std.XII) examination of Maharashtra State Board of

    Secondary and Higher Secondary Education or its equivalent examination with subjects English,

    Physics, Chemistry and Mathematics and secured minimum 50% marks i.e. not less than 150 marks

    out of 300 marks in the subjects Physics, Chemistry and Mathematics added together.

    The eligibility of the candidates passing the HSC (Std. XII) equivalent examinationfrom a school/college/Examination Board situate outside India shall be further

    decided by the University Authorities t o w hich the candidate is admitted. Hence such

    candidates are advised to get their eligibility verified by the respective University

    Authorities before seeking admission to the Engineering/Technology degree courses

    in the State of Maharashtra. The candidate belonging to this type is not required to appear for the MHT-CET

    2010/ AIEEE 2010.

    2.6 Eligibility criteria for GOI nominees:

    Candidate should be an Indian National and should have passed the HSC (Std.XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination

    with subjects English, Physics, Chemistry and Mathematics and secured minimum 50% marks i.e. not

    less than 150 marks out of 300 marks (minimum 45% marks i.e. not less than 135 marks out of 300marks in case of candidates of Backward class categories) in the subjects Physics, Chemistry and

    Mathematics added together.

    The candidate belonging to this type is not required to appear for the MHT-CET2010/ AIEEE 2010.

    2.7 Eligibility criteria for J & K Migrant candidates:

    Candidate should be an Indian National and should have passed the HSC (Std.XII) examination of

    Maharashtra State Board of Secondary and Higher Secondary Education or its equivalent examination

    with subjects English, Physics, Chemistry and Mathematics and secured minimum 50% marks i.e. not

    less than 150 marks out of 300 marks in the subjects Physics, Chemistry and Mathematics addedtogether.

    The candidate belonging to this type is not required to appear for the MHT-CET2010/ AIEEE 2010.

    2.8 Eligibility criteria for MKB candidates:

    In addition to the basic eligibility criterion mentioned in rule no. 2.2, candidates who have appeared

    & obtained a non zero score in the MHT-CET 2010 and belonging to the Maharashtra Karnataka

    Disputed Border Area are required to fulfil following additional eligibility criterions.

    Candidates have to be from such villages/towns, from the Maharashtra Karnataka disputedborder areas, on which Maharashtra puts its claim (Refer Annexure I).

    The candidate should produce the certificate that his/her father/mother/candidatehimself/herself is a domicile of Karnataka in the disputed border area as specified in the

    Proforma G OR The candidate should produce the domicile certificate of his/her

    father/mother/candidate himself/herself stating that he/she is a resident of a village mentioned

    in Annexure I.

    The candidate should have passed SSC (or equivalent) and/or HSC (or equivalent) from anInstitution situatein the disputed border area. The candidate must produce a certificate from the

    Principal/Head Master of the College/School stating that the candidate has passed SSC/HSC (or

    equivalent) Examination from that Institution.

    Mother tongue of the candidate must be Marathi. The candidate must produce a certificate fromthe Principal/Head Master of the School from which he/she has passed the SSC (or equivalent)

    Examination, stating that the candidates Mother tongue is Marathi as per the original School

    record.

    Candidate should have passed SSC or HSC (or equivalent) Examination with Marathi as one ofthe subject.

    2.9 Eligibility criteria for Candidates who are sons/ daughters of Defence service personnel:

    In addition to the basic eligibility criterion mentioned in rule no.2.2, candidates who have appeared

    & obtained a non zero score in the MHT-CET 2010 and satisfying any one of the following criteria as

    are eligible to seek admission against seats for sons/daughters of defence service personnel.

    Candidate is a son/daughter of ex-service personnel who is domiciled in Maharashtra State(Def-1).

    Candidate is a son/daughter of active service personnel who is domiciled in Maharashtra State(Def-2).

    Candidate is a son/daughter of active service personnel (Def -3) Who is transferred to Maharashtra State but is not domiciled in Maharashtra State Who is not domiciled in Maharashtra State but his/her family is stationed in Maharashtra

    State under the provision of retention of family accommodation at the last duty station on

    the grounds of childrens education, provided further that, such candidate should have

    appeared and passed the HSC (Std.XII) examination of Maharashtra State Board of

    Secondary and Higher Secondary Education or its equivalent examination from a

    school/college situate in the State of Maharashtra.

    Note:

    This provision is NOT available to the children of CIVILIAN STAFF who is working/ who has worked

    with the Indian Defence Services.

    2.10 Eligibility criteria for Candidates who are physically handicapped:

    In addition to the basic qualification mentioned in rule no. 2.2, candidate who has appeared &

    obtained a non zero score in the MHT-CET 2010 and suffering from any one of the following

    permanent disability is eligible to seek admission against seats for Physically Handicapped candidates

    [only Maharashtra St ate candidates (Type A, B and D) are eligible to apply for admission

    against these seats]

    polytechnics situate inside/outside the State of Maharashtra ( for Outside Maharashtra State

    Candidates).

    Note:

    1. To resolve a tie i.e. more than one candidate securing equal aggregate marks in Final year of theDiploma exam, following order of preference shall be adopted: marks in Maths at SSC, Grand

    Total at SSC.

    2. Eligible Diploma candidates (rule 2.12) shall be considered for Admission against the Institute

    level seats in Unaided Private Institutes only. The details of the admission process for filling

    application for admission against institute level seats shall be made available in the separate

    information brochure.

    3. Such Diploma candidates (rule 2.12) are not eligible to appear for the MHT-CET 2010.

    General Notes:

    1. In case the maximum marks in individual subject is other than 100, convert the marks out of 100for individual subject but do not round off these marks. If the sum of the converted marks of

    three individual subjects without rounding off works out to be a figure with fraction then fraction

    up to two decimal places will only be considered

    Example: If a candidate obtains 101 marks out of 200 in Physics, 86 marks out of 150 in

    Chemistry and 40 Marks out of 100 in Mathematics, then the sum of marks obtained works out

    to be 227 out of 450 marks. If it is conveted out of 300, it works out to be 151.33. However if

    the marks in individual subjecte are converted out of 100, then the marks are as 50.5 in Physics,

    57.3333 in Chemistry and 40 in Mathematics. It means the sum of converted marks of individual

    subject is 147.8333, which is 147.83 upto two fraction. Hence the candidate is not eligible for

    admission under OPEN Category.

    4.0 Reservations:

    All the reservations given below shall be applicable to candidates belonging to Maharashtra State

    only subject to the fulfillment of the eligibility criteria specified by respective authorities from time to

    time.

    4.1 Reservation for Backw ard Class category Candidates:

    The percentage of seats reserved for candidates of backward class categories belonging to

    Maharashtra State is as per the details in table given below. The percentages of reservation are the

    percentages of the seats available for Maharashtra candidates, which are coming under the purview

    of the Competent Authority (Refer notes 1-5 given below for details). These are the minimum

    percentages of reservation exclusive of the backward class candidates securing allotment through

    General Merit by virtue of merit. Backward class candidates shall claim the category to which they

    belong to at the time of submission of application form for Centralized Admission.

    4. Even if the candidate belonging to Backward Class Category secures admission against a seatbelonging to the General category by virtue of merit, such candidate has to produce all the

    necessary documents in support of the category claimed both at the time of admission and while

    filling up of the CAP admission form.

    5. All OMS candidates are treated as GENERAL/OPEN candidates and are not eligible to claimreservation for backward class category candidate.

    Five (5) % seats of the total sanctioned intake for an institute, subject to a maximum of five (5)

    seats in each institute coming under CAP shall be reserved for

    Children of ex- service personnel who are domiciled in Maharashtra State (DEF-1). Children of active service personnel who are domiciled in Maharashtra State (DEF-2). Children of active service personnel (DEF-3)

    Who aretransferred to Maharashtra State but are not domiciled in Maharashtra State, Who are not domiciled in Maharashtra State but their families are stationed in Maharashtra

    State under the provision of retention of family accommodation at the last duty station on

    grounds of childrens educationprovided further that, such candidate should have appeared

    and passed the HSC (Std.XII) examination of Maharashtra State Board of Secondary and

    4.3 Reservation for Physically Handicapped Candidates:

    As per the provisions in Clause 39 of Equal Opportunities, Protection of Rights and Full Participation

    Act 1995, three percent (3%) seats of total sanctioned intake capacity of all the institutions coming

    under CAP shall be reserved for physically handicapped candidates.

    visually impaired (blind) candidates (P1) speech & hearing impaired (deaf & dumb) candidates, (P2) Orthopedic disorders, learning disabilities, Dyslexia, Dyscalculia, Dysgraphica, Spastic (P3)

    Allotment of the seats reserved for the Physically Handicapped candidates shall be done on the basis

    of a respective inter-se merit of such candidates. These seats are available in 70% Home

    University area seats only for M aharashtra Type - A, B and D.

    Note:-

    It should be noted that the physically handicapped candidates on admission to Engineering /

    Technology degree course will not be given any exemptions or additional facilities in the academic

    activities other than those which may be provided by the respective Universities. Further it is

    specifically brought to the notice of Physically Handicapped candidates that, they should submit the

    certificates strictly as per the Proforma F/F-1.

    4.4 Reservation for Female candidates:

    As per the provisions in Govt. Resolution No. GEC-1000/ (123/2000)/ Tech. Edu.-1, dated 17 th April,

    2000, 30% seats available for Maharashtra State CAP shall be reserved for female candidates in all

    the courses of the institutions coming under CAP. This reservation shall be applicable for General,

    SC, ST, DT/VJ (NT-A), NT-B, NT-C, NT-D and OBC categories. Seats reserved for Female candidates

    are available under both the 70%Home University seatsand30%Other than Home Universityseats

    coming under the CAP. There shall be no reservation for Female candidates under Defence,

    Physically Handicapped and SBC categories.

    IMPORTANT: All such candidates who fail to substantiate claims made (such as

    reservation category, PH, Defence etc.) with supporting necessary documents shall be

    converted to GENERAL category and/or such applications will be rejected as the case

    may be. Once such candidates are converted to GENERAL category and they w ill have to

    fulfil l the minimum eligibility criteria as set out for a GENERAL category candidate.

    4.5 Reservation of seats for the candidates belonging to the Maharashtra-Karnat aka

    Border (disputed area) M S Type-E candidates-

    These candidates will only be considered for 30 % Other than Home University (OHU) seats of

    Maharashtra State of CAP. These candidates will also be eligible for the seats remaining vacant in

    Un-aided Institutes after the CAP round and for additional round of Government, Government

    Aided, University Departments and University Managed Institutes.

    5.0 Assignment of Merit Number:

    5.1 Merit Number for Maharashtra Candidates:

    Each eligible Maharashtra State Candidate (Rule 2.2) who has appeared for MHT-CET 2010 andobtained a non zero score in MHT-CET 2010 and submitted application form on or before the last

    date prescribed for the submission of Application Form for Admission to Engineering/Technology

    through CAP will be assigned a provisional merit number.

    Merit of all eligible Maharashtra State candidates will be based on the MHT-CET 2010 score (out of200 marks) only; relative merit in case of a tie (i.e. equal marks in MHT-CET 2010) shall be resolved

    as per rule no. 5.1.1.

    Note:

    1. Merit list of Maharashtra State Candidates so prepared shall indicate a State level

    General Merit No., State level Category Merit no. (as applicable), Home University

    General Merit No., Home University Category M erit no. (as applicable) etc.

    2. Assignment of a Merit number does not indicate or ensure admission to any seat.

    5.1.1 Relative M erit In Case of a Tie:

    In the case of candidates securing equal number of marks in MHT-CET-2010, their relative merit will

    be fixed on the basis of the following order of preference:

    (a )A candidate securing higher marks out of 100 in the subject of Mathematics in MHT-CET-2010.

    (b )A candidate securing higher marks out of 50 in the subject of Physics in MHT-CET-2010.

    (c )A candidate passing the SSC (Std. X) examination with higher aggregate marks.

    (d )A candidate securing higher marks in the subject of Mathematics at SSC (Std. X) Examination.

    (e )Birth Date of the candidate (Elder Candidate will be given preference)

    Note:

    While converting the marks, if the converted marks work out to be a figure with fraction, fraction up

    to two decimal places will only be considered.

    5.2 Merit Number for AIEEE (Paper-I) Candidates:

    Each eligible Candidates (Rule 2.3) who has appeared for AIEEE- 2010 and obtained a valid score inAIEEE-2010 and submitted application form on or before the last date prescribed for the submission

    of Application Form for Admission to Engineering/Technology through CAP will be assigned a

    provisional merit number.

    Merit of all eligible candidates will be based on the inter-se of AIEEE- 2010 (Paper-I) All India Rankonly.

    Merit list of Eligible Candidates so prepared shall indicate a State level General Merit No. Assignment of a Merit number does not indicate or ensure admission to any seat.

    5.3 Merit Number for J&K M igrant Candidates:

    Assignment of merit n umber:

    Each eligible J&K Migrant Candidate who has filled and confirmed the online application form forCentralized Admission on or before the last date will be assigned a provisional merit number.

    Merit of all eligible J&K Migrant candidates will be based on the total marks obtained in Physics,

    Chemistry and Mathematics in HSC (Std. XII) only; relative merit in case of a tie (i.e. equal marks in

    Physics, Chemistry and Mathematics taken together out of 300) shall be resolved in the order of

    preference as given below:

    a. A candidate securing higher % marks in Mathematics of HSC.b. A candidate securing higher % marks in Physics of HSC.c. A candidate securing higher % marks in SSC (Std. X) examinationd. A candidate securing higher % marks in Mathematics at SSC (Std. X) Examination.e. Birth Date of the candidate (Elder Candidate will be given preference)

    Note:

    However the effect of the change will be taken into consideration only for the subsequent round (s)

    6.0 Rules of Admission through Centralized Admission Process (CAP)-

    This section briefly explains the various stages and procedure adopted for the CAP. Candidates

    seeking admission to Engineering/Technology courses are required to appear for MHT-CET

    2010/AIEEE-2010 conducted by the respective Competent Authority.

    For the academic year 2010-11, the Competent Authority shall conduct total Four (4) rounds of

    Centralized Admission. The CAP shall consist of first three (3) rounds of Centralized Allotment

    wherein eligible candidates of respective rounds (both Maharashtra and AIEEE) will fill & confirm

    separate/fresh Online Option forms for respective rounds. Fourth round of CAP shall be conducted by

    way of counseling, only for the eligible Maharashtra State candidates. Details of eligibility for each

    round of CAP, filling of option form(s), method of reporting after each round, availability of seats for

    each round and such other details will be given in a separate Information Brochure.

    Major Steps in the CET, Admission through CAP and tentative schedule are summarized below:

    5. Display of Merit List of candidates who have confirmed the online Application Form forCentralized Admission to Engineering/Technology on website www.dte.org.in/fe2010.

    6. Fill in and confirm the Online Option Form(s) for CAP Round(s) I/I I/ III (by candidateseligible to participate in these CAP rounds) on the website www.dte.org.in/fe2010. (in July-

    7. Display of Al lotment(s) of respective CAP Round(s) I/II/III on the websitewww.dte.org.in/fe2010. (in July-August 2010)

    8. Reporting to respective Institutes as per allotment of CAP Round(s) I/II/III.(in July August 2010)

    Note:

    Above mentioned schedule and procedure is tentative and shall be taken as a suggestive guideline. A

    notification giving details such as schedule, procedure of Centralized Admission will be displayed on

    the website and published in leading newspapers.

    Major Rules of the Centralized Admission Process are summarized below:

    Candidates who have confirmed the admission in any one of the AutonomousInstitutes (institutes mentioned in rule 1.0) are not eligible to participate in any of

    the CAP rounds-I/ II/ III / IV conducted by the Directorate of Technical Education,

    Candidates who have confirmed admission in any one of the CAP rounds I/I I/ III/ IVconducted by DTE will not be able to participate in admission rounds conducted by

    the Autonomous In stitutes (institutes mentioned in rule 1.0).

    If a candidate cancels his/ her admission, which w as confirmed in earlier CAPround(s) or in the Autonomous Institutes, will not be eligible to participate for the

    subsequent CAP round(s) conducted by DTE and Admission Round(s) conducted by

    Autonomous Institutes even after cancellation of such admission.

    Details of the eligibility for participating in each round of CAP, method of reporting after each CAP

    round, availability of seats for each CAP round and other such details are given in the separate

    Information Brochure.

    The scheme of allotment through Multiple Rounds and Rules of Reporting is designed to prevent loss

    of academics and to make the CAP Rounds meaningful and effective rather than formal and

    ineffective in view of the previous experience of this Directorate as also the facts and figures available

    with this Directorate as to the seats remaining vacant at the end of each Round(s) and especially at

    the end of all the Round(s) of such Centralized Allotment Process. The rounds are so designed with

    the purpose that, maximum vacant seats are filled in, without creating further resultant vacancies on

    account of shifting of students to whom already allotment has been made in earlier rounds of CAP.

    This step is required to enable the colleges to start the academic activity immediately to complete the

    term in time.

    Note:

    In order to participate in t he CAP, the aspiring & eligible candidate is required to submit

    and confirm the Application Form for Centralized Admission to

    Engineering/ Technology (in June 2010 ) at the ARC. The list of documents required to

    be submitted at the time of confirmation is given in the Annexure-II. Detailed

    notification in this regard will be issued in the month of June 2010 after the declaration

    of result of M HT-CET 2010.

    7.0 CONDUCT AND DISCIP LINE

    Failure of the candidate in making full and correct Statements in the application form and/orsuppression of any information and/or submission of false documents shall lead to

    disqualification of the candidate for MHT-CET 2010 or even at later date during the Admission

    Process. Such a candidate will be debarred from the examination as well as the entire selection

    process. Therefore the candidate is required to make only such claims which could be substantiated

    by relevant original documents.

    Adopting any unfair means or engaging in malpractice in the examination shall render a candidateliable for punishment under, Maharashtra Prevention of Malpractices Act, Universities, Board and

    Other Specified Examination Act, 1982 and disqualify him/her for MHT-CET 2010 examination.

    If any person(s) or officer(s) dealing with the conduct of the MHT-CET 2010 are found engaged inact(s) that would result in the leakage of question paper or attempt to use or help in the use of

    unfair means in this examination he/she shall be liable to prosecution under Indian Penal Code.

    Any issue not dealt here-in above will be dealt with, when arising, fully and finally by the CompetentAuthority.

This certificate should be valid upto 31st March 2011. However, such a Non-Creamy Layer Certificate shall be produced in any case on or before the last date of filling up of

    Certificate of the Indian Nationality:-The certificate of Indian Nationality, which is usually issued by the Tahshildar/Executive Magistrate/Dy.Collector of the concerned Taluka/District wherein the candidate ordinarily resides. In lieu of the

    ** Domicile certificate:Domicile certificate issued by the Maharashtra States appropriate authorities, clearly indicatingdomicile by permanent residence will be considered valid. The domicile certificate indicating domicile

    By Choice or Education Purposes or intends to stay will not be valid. The domicile certificate ofMother of the candidate should have been issued after her marriage, such certificate issued before hermarriage will not be valid. In case of mothers domicile certificate, the candidate shall submit anaffidavit on Rs.100/- stamp paper, stating that the person in whose name the domicile certificate isissued is the mother of the candidate.

    No documents are needed at the time of filling up of online form for MHT-CET 2010. However nochange in the information once filled is permitted at a later date.

    Candidates are required to keep the documents ready at the time of filling up of Application Form forAdmission. (Tentatively scheduled in the month of June 2010)

    Cut off date for the eligibility and/ or submission of claim(s):The eligibility and/or submission of claim(s) of the candidate shall be determined and/or decided for allpurposes including for applicability of all these Rules and Regulations by considering the last date ofsubmission of Application form for Admission to Engineering/Technology as the cut off date.It is made abundantly clear that if a candidate is found ineligible and/or fails to produce documents insupport of claim(s) on the last date of submission of Application Form for Admission toEngineering/Technology, in terms of these Rules and Regulations, and if such an ineligible candidate

    acquires the requisite eligibility and/or produces documents after the aforesaid cut off date, suchsubsequent acquisition of eligibility will not make an ineligible candidate eligible for any purposewhatsoever, muchless for the purpose of admission.

    IMPORTANT NOTE: Admission under constitutional reservation seat will be governed by theMaharashtra Schedule Castes, Scheduled Tribes, Denotified Tribes (Vimukta Jatis), Nomadic Tribes,Other Backward Classes and Special Backward Category (Regulation of Issuance and Verification of)Caste Certificate Act, 2000 (Mah. Act No.XXIII of 2001) as below:

    Para 10: (Benefits secured on the basis of false Caste Certificate to be withdrawn)(1) Whoever not being a person belonging to any of the Scheduled Castes, Scheduled Tribes,Denotified Tribes, De-notified tribes, (Vimukta Jatis), Nomadic Tribes, Other Backward Classes orSpecial Backward Category secures admission in any educational institution against a seat reserved for

    such Castes, Tribes or Classes, or secures any appointment in the Government, local authority or inany other company of Corporation, owned or controlled by the Government or in any Governmentaided institution or Co-Operative Society against a post reserved for such Castes, Tribes or Classes byproducing a false Caste Certificate shall, on cancellation of the Caste Certificate by the ScrutinyCommittee, be liable to be debarred from the concerned educational institution, or as the case may be,discharged from the said employment forthwith and any other benefits enjoyed or derived by virtue ofsuch admission or appointment by such person as aforesaid shall be withdrawn forthwith.(2) Any amount paid to such person by the Government or any other agency by way of scholarship,grant, allowance or other financial benefit shall be recovered from such person as an arrears of landrevenue.(3) Notwithstanding anything contained in any Act for the time being in force, any Degree, Diploma orany other educational qualification acquired by such person after securing admission in any educationalinstitution on the basis of a Caste Certificate which is subsequently proved to be false shall also standcancelled, on cancellation of such Caste Certificate, by the Scrutiny Committee.

    (4) Notwithstanding anything contained in any law for the time being in force, a person shall bedisqualified for being a member of any statutory body if he has contested the election for localauthority, Co-operative Society or any statutory body on the seat reserved for any of ScheduledCastes, Scheduled Tribes, De-notified Tribes, (Vimukt jatis), Nomadic Tribes, Other Backward Classesor Special Backward Category by procuring a false Caste Certificate as belonging to such Caste, Tribeor Class on such false Caste Certificate being cancelled by the Scrutiny Committee; and any benefitsobtained by such person shall be recoverable as arrears of land revenue and the election of suchperson shall be deemed to have been terminated retrospectively.

    Para 11: (Offences & Penalties)(1) Whoever,-

    (a) Obtains a false Caste Certifica
