overview: enhanced mosque cluster introduction The Enhanced Mosque Cluster (EMC) was rolled out in December 2007 and piloted in the Southeast district. One of the objectives for the EMC team is to alleviate the challenges of low-income families in the Muis zakat recipient list. Among others include devolving operational functions from Mosque and Disbursement & Empowerment Units (MUIS HQ) to mosques within the EMC framework. EMC will also accelerate the implementation of Mosque Convention 2005 (MC05) / 2nd MUIS 3-year plan (2M3YP) recommendations. Objectives 1) Alleviate low-income challenges

1 DEFINITIONS Wider reach expected as fundraising goes beyond boundaries of qaryah. The limitation of no media usage applies but mosques can widely publicise campaign by other means.

Fundraising mileage is greater enhanced by riding on the national media. Approved Projects of huge financial demand would usually require national fundraising coverage.

Mosques are encouraged to prioritise the type of fundraising they wish to embark.

PLANNING & EXECUTION (operating an approved fundraising campaign)

• Set realistic target & monitor regularly the income and expenditure of each project. • Publish licence approval number and Muis logo on all materials. • Observe that expenses to execute each fundraising project do not exceed 30% of gross

income/proceeds. • Printing of marketing and publicity collaterals with mosque logo and approval label/no. • Proper training and briefing to staff . • Put in place an internal control mechanisms

3 WHAT IS NOT REGULATED? Media use except newspaper advert printing

• Fundraising campaign comprising of projects must be tied-up to a specific objective. ie What the fund is needed for?

• Media resource is engaged to publicise fundraising projects • Engagement of TELEPOLL lines require license • Financial statements (caller no. and income) for the TELEPOLL lines be made available

Licenses and permits required by from other governmental agencies should be adhered to.

4 WHAT IS REGULATED?

• Board must get Muis’ approval where there are external beneficiaries from mosque’s fundraising activities

• Recovery of lost cards/tins/coupons need to be reported to Majlis before Police is notified. • At random, Majlis will audit mosque records of TELEPOLL lines

5 WHAT NOT TO BE DONE?

• Proceeds from chest collection and mosque fund cannot be disbursed to other organization • Participation of any fundraising driven by foreign entities unless approved by Majlis • Carriers of card/tin/coupon soliciting at public areas

6 WHAT NEEDS TO BE SUBMITTED TO MUIS?

• Fundraising project details including draft agreements with service provider/external party. • Completed Fundraising Licence Application Proposal with required information appended.

introduction Muslims around the world live by the same key tenets of Islam. These include its fundamental pillars and the obligatory rituals, basic articles of faith as well as universal principles such as peace, compassion and to be blessing to all creation. Beyond these key principles, Islam allows for diversity in its practices depending on the unique context and circumstances as well as the environment that we live in. The dynamism of Islamic teachings allows Muslims to live in perfect harmony within a unique setting.

Why is forging the Singaporean Muslim Identity (SMI) important? The Singapore Muslim community needs to decide its own priorities and how it wants to contribute to Singapore’s multi religious society, secular state in highly globalised world. It must decide what is relevant and what it stands for. Thus, it cannot merely adopt the practices and models of religious life of other Muslim communities. Hence, the need to forge our own Muslim identity. The Islamic Religious Council of Singapore (Muis) realizes the importance for Singaporean Muslims to be faithful, practicing and good Muslims while at the same time being able to adapt to Singapore’s open social context. To do this, the 10 Desired Attribute of the Singapore Muslim Community of Excellence, were conceptualized to steer us in the right direction and evolve our own identity.

financial assistance scheme 1 INTRODUCTION 1.1 MUIS provides short and long-term financial relief to poor and needy Muslims in the form of

monthly financial assistance whom by reasons of old age, illness, disability, low income or unfavourable family circumstances, are unable to meet their basic needs.

1.2 The grants for financial relief comes from Zakat fund allocated for asnaf Fakir Miskin, Gharimin

and Reqab, as well as Fidyah fund for food vouchers. 1.3 Applicants should first apply for national help at the Community Development Councils (CDC). 2 SOURCE OF FUNDS 2.1 The various forms of assistance come from different components of zakat collection.

5 TYPES OF ASSISTANCE 5.1 Financial Assistance (FA) 5.1.1 Assistance is given on a monthly basis for a period of 3, 6 months to 1 year. Cases may be

reviewed thereafter.

5.1.2 The following categories may be eligible for long-term financial assistance, subject to the recommendation by Mosques’ SD Officer and approval by Muis.

- Public Assistance (PA) cases (must produce valid PA card)

- Old Age (with no family support)

- Kidney cases (must produce latest dialysis bills)

- Chronic Illness (must produce latest medical report/ memo by doctor, treatment and fitness status for employment)

5.1.3 With the increment of PA grants to $290 per month, PA cases may be assisted with food

5.2.2 Assistance is given on a monthly basis for a period 6 months to 1 year, for the purpose of

meeting schooling expenses e.g transport, pocket money. 5.2.3 Priority is given to children studying in full-time madrasah, mosque kindergartens and special

schools. Students studying in government/ government-aided schools may be eligible, subject to prior utilisation of Straits Times School Pocket Money Fund (SPMF) and MOE Financial Assistance Scheme.

financial assistance scheme 5.2.4 Muis also provides payment of GCE ‘N’/ ‘O’/ ‘A’ level examination fees for the poor and

needy clients, subject to prior assistance from respective schools. 5.2.5 The maximum payment for examination fees is $500 per family per year. 5.3 Gharimin (Settlement of Debts) 5.3.1 A one-time settlement of debt is given to settle arrears for basic necessities such as Power

Supply and/or Town Council. The maximum amount is $500 or 50% of the outstanding bill (combined), whichever is less.

5.3.2 Mosques’ SD Officer may recommend diversion (part/ full) of client’s monthly financial

assistance, with the client’s agreement, for the purpose for settling the Power Supply and/or Town Council arrears.

5.3.3 Settlement of payment for advertisement with SPH for divorce cases may also be considered

for clients in financial difficulty. Application must be accompanied by referral letter from Syariah Court. This would be considered on a case-to-case basis.

5.4 Emergency Assistance 5.4.1 Emergency Assistance is financial assistance that is separate and distinct from the monthly

MUIS Financial Assistance. It is usually given in times of crisis or when a mishap occurs such as natural disaster, fire or others.

5.4.2 It can also be given on medical grounds, e.g. those suffering from chronic illness such as

kidney failure and cancer and requires emergency medical treatment/ procedure. 5.4.3 The maximum one-time grant for emergency assistance is $1000/-, subject to approval by

Muis. 5.5 Burial Expenses 5.5.1 Next-of-kin or relatives may apply for reimbursement of burial expenses incurred upon the

death of MUIS FA recipient. 5.5.2 All reimbursement claims must be accompanied with official receipt & tax invoice,

bearing the name of deceased FA recipient. 5.5.3 The maximum cap for each burial reimbursement is $1000/- from Wakaf fund.

financial assistance scheme 5.6 Fidyah (Food Voucher) Assistance 5.6.1 Fidyah (Food Voucher or Delivery Food Voucher) assistance may be given out as a stand-

alone, or in addition to the monthly financial assistance, subject to recommendation by Mosques’ SD Officer.

5.6.2 The food vouchers come in the denomination of $20, and can be redeemed at Muis-

approved vendors located islandwide. Please refer to fidyah vendor list [pg 37]. 5.6.3 The maximum amount of disbursement is $200 per family (i.e. $20 per eligible family member).

For larger quantum, approval must be sought from Muis. LIST OF REFERRALS TO ORGANISATIONS OR AGENCIES

- for Public Assistance scheme (for clients who are handicapped, destitute or elderly above 60 yrs old

- for clients who have yet to approach CDC for short-term financial assistance or job

- for cases involving family violence, violation of Personal Protection Order (PPO) or Exclusion Order (EO)

c) Family Court

- for cases where maintenance (nafkah) is not given by husband or ex-husband for

ex-spouse and/or children e) Syariah Court - for cases needing marital or divorce advice and proceedings

f) Parent Tribunal

- for cases where an elderly client aged 60 and above has more than 3 gainfully employed children

g) Medical Subsidies/Waiver - refer clients to Medical Social Worker (MSW) for medical treatment cost
