to China, she was a member of the Research
Faculty at Harvard University.
Mike Henry is Associate Dean of the School
of Business, Macewan University. He received
his education at the University of Ottawa, the
University of Alberta.
Haifeng Huang obtained his doctorate at
Humboldt University of Berlin. He is the
professor and the director of the Center for
Green Economy, Peking University HSBC
Business School, as Asian Chairman in the
Ecological Development Union International,
and as supervisor of the Ministry of Land and
Resources.

Zhu Jingwen is a Professor in Legal Theory at

Aggregate demand in China, a regime of regulated interest rates, follows the rationing
equilibrium model of IS–LM. Fig. 1.5 shows that under a regulated interest rate (Rr), the
interest rate policy line R = Rr intersects with the IS curve on the right of the LM curve, and
the rationing equilibrium (Er) determines the real aggregate demand according to the short-
side rule, i.e., Y = min {Y | IS (R = Rr), Y | LM (R = Rr)} = Y | LM (R = Rr). Because Y
| LM (R = Rr) = K– (M/P – L (Rr)), the aggregate demand function for China takes the
monetarist form of Y = D (M/P, Rr) (Zheng, 1998). With the continuous clearing of the
money market under credit rationing, any excess investment demand over the saving supply
in the goods market is offset by excess supply in the credit market. As such, the IS–LM model
exhibits a general equilibrium, which satisfies the Walras’ law.

Commenting on the Spring and Autumn Annals by Confucius, Mencius said, “The affairs
in the Spring and Autumn Annals were the deeds of Duke Huan of Qi and Duke Wen of
Jin, and the text was the record of the official historians. Confucius said, ‘Their significance
I ventured to make out.’” From my understanding, Mencius’ comment had two layers of
meaning. First, while it is true that it is the “affairs” and “text” that are derived from the
primary historical works of Lu that make the Spring and Autumn Annals what they are,
what is more important is the conferring of “significance.” … The other layer of meaning is
that this “significance” embedded in the Annals is what Confucius “ventured to make out.”
This stresses the individuality of the conferring of significance, which implies that Confucius’
recording of history was an exertion of his humanistic learning in accordance with his
temperament.

In the first month of the 20th century, two years and four months after the Coup of 1898,
Empress Dowager Cixi who fled Beijing under the threat of the Eight-Nation Alliance
forces issued an imperial edict in the name of the emperor to institute a reform, marking
the start the New Policy Campaign in the last decade of the Qing Dynasty. Facing the
social crisis after the Gengzi Event and the impending revolution, the Qing government
apparently signaled its intention of self-rectification. It was an irony to see that one who had
once cracked down on reformers advocate “reforms.” It was criticized as a “fake reform” and
considered different from the Wuxu Reform, which had the purpose to save and restore the
empire. However, truth often exists in paradox: this fake reform in turn produced certain
real changes, the most notable being that to the education system. These changes persisted
and even become more prominent after the Xinhai Revolution overthrew the Qing Dynasty,
which reflected the recognition of history, and history will never accept fakes. No lies could
go down in history. Therefore, the crucial issue of studying the New Policy Campaign lies in
the unveiling of this fake reform, and, more importantly, the real changes amid it.
