Presentation purposes
• Outline eTOD scope and benefits with focus on PBN;
• Remind eTOD needs for conventional and PBN Flight Procedure
Design;
• Review eTOD ICAO provisions;
• Share Latvian eTOD production and management experience;
• Consider current eTOD implementation difficulties dealing with FPD;
• Discuss CRM implementation issues using eTOD;
• Present eTOD implemented practices commonly elaborated by
eTOD provider, FPD SW developer and ANS provider.

This leads us to the following conclusion
• CRM is staying in the game for PBN procedures design;
• CRM has to be improved to have possibility to use eTOD as an input;
• CRM Obstacle data has to be added by CRM Terrain data taking into
account the ICAO eTOD provisions;
• The new solution is required to effectively upload eTOD into CRM
environment.

PBN/PANS-OPS Workshop, Minsk 2015 20
Dear colleagues, We are interested in obtaining the electronic obstacle data and are kindly asking if you could provide us with sample files of both xml and ASCII format. That way we can determine whether we can read the data with our applications. Could you provide us with information on fees and frequency of updates of the obstacle data files? We read on your website that the access to eTOD data could be given to registered users. Our user name is AIMZRH. We would very much appreciate your response. DTM
DEM supported by AIXM 5.1
• In recent years, the point densities for DTM (DEM) have increased
dramatically due to the use of new sensors and digital processing
capabilities, and often reach 1 point per square metre.
• For this reason, DEM direct implementation for Flight procedure design
purpose becoming more and more problematic and the innovative
solution is needed to make the design process more effective.
• AIXM 5.1 has a possibility to form terrain data set for predefined areas as
specified in Annex 15, Chapter 10.
• AIXM 5.1 VerticalStructure feature may be used to store Terrain data set.

AIXM 5.1 VerticalStructure
PBN/PANS-OPS Workshop, Minsk 2015 28
• <feature> Vertical Structure consist of several <object> Vertical Structure part
• Obstacle Vertical Structure may be realized by the following Terrain geometry elements:
• Point
• Line
• Polyline
• This structure is applicable both for the complex obstacles and for Terrain also with an appropriate vertical Extent value associated with specific terrain parts.
Grid Terrain vs DEM contour lines
PBN/PANS-OPS Workshop, Minsk 2015 29
Latvian State area 1 terrain
representation through Grid
requests approximatelly 13 millions
points using AIXM 5.1 <feature>
Vertical Structure.
To reduce the storage volume
needed for Terrain presentation by
means of AIXM 5.1 it was decided to
implement the following mechanism:
Terrain data set represented as
DEM was divided for slices with a
vertical step that is an equivalent of
the half of the vertical accuracy for
area of the interest.
At the this step DEM is transformed
into contour lines associated with
vertical accuracy.
DEM presentation using AIXM 5.1 contour lines
30 PBN/PANS-OPS Workshop, Minsk 2015
Latvian METRUM Company has
prepared terrain digital model in form
of the AIXM 5.1 contour lines using
“VerticalStructure” feature.
Then, that AIXM 5.1 terrain snapshot
was successfully imported in LGS
integrated AIM DB by the Data
Manager tool provided by the R.I.S.K.
Company.
AIXM 5.1 terrain data stored in LGS
AIM DB were successfully retrieved
and processes during Flight
procedure design by the PANDA
system.

AIXM 5.1 DEM contour lines benefits
• DEM presentation using AIXM 5.1 contour lines provides the following benefits for automation of the Flight procedure design process keeping calculation accuracy:
– Generalize terrain data and significant reduce data volume and storage resources needed;
– Directly implement AIXM 5.1 DEM contour lines for Instrument approach procedures altitude and Minimum altitudes calculations within the obstacle assessment areas associated with the procedure constructed;
– Reduce terrain data processing to expedite Flight Procedure design process.
