Chicago Times.A letter in The London Times from the

diamond fields gives us some interestingparticulars of the business. The discoveryof these shining gems reminds one of theIndian in Brazil who first found one ofthem in the roots of. a shrub he had pulledup and took it home as a plaything for hischildren. A Boer girl in 18G7 found thefirst diamond, also in the roots of a tree, and human nature having its weak side inthat rude section of the world as well asin London, Paris, and New York, sheadorned herself with it and made a sensa-tion among the kraals of Boer society. Itdid not take long for the news to spread. The great grassy plain where the gem wasfound was soon covered with prospectors, armed with picks and spades, every manfor himself.

After the yellow surface soil had beenexhausted a blue soil was found whichwas still richer in diamonds. This bluesoil was observed to exist in large circu-lar deposits which geology soon defined asthe remnants of mud volcanoes. A regu-lar community began to center about thelocality, and the land-owner- s, private in-

dividuals, corporations, and even govern-ments commenced squabbling over theclaims, which at last necessitated the or-ganization of companies for mutual de-fense, and now the whole diamond areais worked bv these companies with elab-orate machinery. The manner of theworking is thus described:

"Round each great basin or quarry is acircle of steam engines working wire-rop- e

lifts up and down to the bottom of thequarry; and round the brink run locomo-tives and trains of trucks whisking the'blue' so brought up away to be spreadout like so much manure over the veldt, and to be taken thence, when duly disin-tegrated by the weather, broken up byhand, and harrowed and rolled, to thewashing places where it is all sent byhydraulic action through a series ofrotatory sieves and pulsators on the prin-ciple of, in successive mechanical opera-tions, washing away all dirt that is lighterthan diamonds.

"The washers are so arranged that theoutfall of each portion is graduated insize, and falls on a series of sorting tables. At these stand five or six of the principalmen owners and directors of companiesamong them spreading out theclean washed stuff graduated fromthe size of pebbles to that ofsand; and the visitor may stand by inwonder to see the searcher at the one endpick out his eight or ten 'big' stones perhour, or assist the searcher at the other

in their surroundings to justify sucha departure from established usage in

general warfare on the seals of theseislands which has caused the virtual ex-tinction of the fur seal from every otherfishery in the world. Under the provis-ions of the company's lease of the Alaskaislands only a limited number of sealsmay be killed annually 100,000 I believe

and the natural increase of the animalsis many times that. For these skins thegovernment receives but $2 each, whilethey will net the company about$2,500,000.

"The PribylofI group of islands, overwhich the Alaska company has supremecontrol, are 800 miles from Sitka and aresimply small rocky protrusions from thesea. The only life one sees there is in theseal-killin- g season, which begins early inJune and continues all summer, the skinbeing in its best condition during thesemonths. The seals taken on the desolateshores of these district islands furnish thefinest quality of seal fur now to be ob-tained. The Antarctic islands of Georgiaand Desolation formerly contained a stillfiner-cla- d seal, its value being twice thatof the Alaska seal, but as they were freehunting grounds the animals long sincebecame so scare that it did not pay to sendvessels to their haunts after them. Thelast time that a seal-huntin- g party wassent to those remote waters less than 100were taken, while the time is still withinthe memory of seal hunters who are notyet old when a catch of 2,000,000 a yearon these islands was not an uncommonthing.

ult is not a pleasant sight, the slaugh-tering of seals, nor is there anything in itrequiring heroism or the exercise of skill,or that will awaken the lively emotions ofa sportsman. The sealing vessels begin togather at the islands early in June, and itis a fact that in the heavy fogs of that lat-itude in summer the sailors depend on

Some of the Means of Livelihood WhichCivilization Develops.

New York Sun.There are many odd ways of earning a

livelihood in a great city like New York, and it is surprising to see how manypersons there are who readily adapt them-selves to new occupations. Type writing, for instance, was unknown a few yearsago, and now there are thousands whosupport themselves by it Tt has sup-plied a new and wide field for the employment of women, and has come intoalmost universal use for legal documentsThe invention of the telephone has givenemployment to thousands in the con-struction of the apparatus and the at-tendance at telephone offices, and thenumber thus employed already rivals thenumber engaged in telegraphing.

The introduction of electric lightinghas given employment to many persons,as has also the comparatively recent use ofrefined coal oil all over the world forlighting and heating. It is enly a fewyears since the invention of the districtmessenger service and the employment ofstreet bootblacks gave employment to anarmy of boys.

Lucinda B. Chandler in The Current. It is not, perhaps, as universally under-

stood that poor brains burden society with"'imbecility and idiocy not only, but withcriminality as well. Enlightenment haswonderfully modified the estimate of theroot of evil in humanity, and that the hu-man heart is by nature "desperatelywicked" is, if not an absolete tenet, quitea frail article of belief, and well-nig- h goneto pieces as a basis of ethical or religiousteaching. The study of poor brains ishelping to advance general intelligence to-ward the of society that willeventually eliminate them. At the Nv,lional Conference of Charities, held at StLouis last October, Dr. I. N. Kerlin, su-- (

perintendent of the Institute for Idioticand Feeble-Minde- d Children in Elwyn,Pa., read a most valuable paper upon"Provision for Idiotic and Feeble-Minde- d

Photo --lithography and many otherquick processes of picture-printin- g havefurnished employment to many within afew years. There is an immense businessin ready-mad- e clothing for women andchildren that is of comparatively recentgrowth.

There are, at a rough calculation, aboutfifty men in the United States who maketheir living by hardening steel for variousmechanical purposes. There are three orfour who earn a living by demagnetizingwatches, and perhaps about as many whoadjust compasses on iron ships. Thereis an old and somewhat intricate occupa-tion in the insurance business known asthe adjustment of averages, and the num-ber of men engaged . in it in a great citymay almost be counted on one's fingers.

There are many men who earn a livingby tasting various articles of food orjudging of them by their appearance. There are experts in handwring, inchemistry, in mechanics, and all sorts ofthings, who turn up in the courts andmake litigation costly.

Civilization tends to a division of labor,so that in every profession there are menwho get a reputation for some particularbranch. Thus there are acknowledgedspecialists in law, who have almost amonopoly of a certain class of cases. Some lawyers know all about patents, and others all about admiralty; others allabout landlords and tenants; others allabout criminal law, and so on. In thesame way the doctors take each some por-tion of the human body as a specialstudy, so that the old family doctor, whoundertook to doctor all sorts of diseases,is comparatively obsolete in crowded com-munities.

This division of labor leads to the estab-lishment in great cities of many queerstores, or depots of supply for all sorts ofodd things, of which the general public

described the convolutions of twenty-tw- o

brains. He found in these a marked pecu-liarity, a tendency of the principal fissuresto run into each other, producing what heterms a "confluent fissure type not a for-mation of new fissures by the develop-ment of new convolutions, but the cuttingup of a comparatively simple series ofconvolutions by the formation of second-ary fissures, or'the prolongation of thoseusually existing beyond the normal limits, thus distinctively altering the normal for-mation of the surface (the active) part ofthe brain. "

"Hardly an idiotic brain has been ex-amined, " says Dr. Kerlin, (in the train-ing school), "which does not show thisdeparture from what is regarded as thenormal type, and in many of them to amarked degree. " " Corresponding obser-vations, " he continues, " with the sameresults, have been made by Dr. Mills, ofPhiladelphia, and by foreign observers, showing very decided analogies betweenthe brains of criminals and the brains ofidiotic and imbecile persons not undercriminal accusation. "

Are the relation of poor brains to thesedangers, and the humane and effectivemanagement of criminals, not problemson which the most vital issues hinge? Dr.Thomas, of Chicago, recently testifiedthat "society is not protected nor crim-inals reformed under our penal system "which statement needs no confirmation.

What can more surely accomplish theprotection of society than to prevent theraising of criminals?

countries, the sanctity of the home en-joys the special protection of the law, is,of all others, the time when the subjectsof the czar enjoy the least security andare exposed to the gravest perils.

During the periods of "white terror,"which generally follow attempts madeagainst the authorities or detected plots, when searches by the hundred are maderight and left, there is hardly a family be-longing to the educated classes who, onretiring to rest, do not tremble at thethought that before morning they may beroused from their sleep by the despot'semissaries. At one of these periods (afterthe Solovieff affair, the ordinary jail be-in- g

so crowded with prisoners seriouslycompromised that there was no room for

.'the many persons who were merely sus-Ipecte- d,

without a shadow of evidence, the latter had to be confined in the com-mon room of Litovsky castle. Theylived together and were rather gay, as isalways the case when prisoners meetand they can talk openly and freely. Before going to bed, as one who wasthere has told me, they would say to eachother, "Ah, we shall sleep soundly to-nigh- t,

for here we are in safety. " A grimipleasantry, of which none but those whohave lived under the c?ars can understandthe full significance.

Deceiving people by a falsehood or astrategem in order to make them open adoor without mistrust is a common pro-ceeding of the Russian police. When theywanted to arrest Donluovkin, an officerquartered in a suburb of St. Petersburg, they caused the chief of his battalion tosay that he had an important communica-tion to make to him on the business of theregiment. The police of Odessa, desiringon one occasion to make an arrest, raiseda cry of "fire!" at the door of their vic-tim, who, rushing out in all haste, onlyhalf clad, fell into their hands and wascarried off without ceremony.

But when searches are so frequent thateverybody expects them, the police, as arule, reserve their artifices for special cases.

Expense of Funerals.Philadelphia Record.

There are a thousand persons alive inPhiladelphia to day who will be dead andburied before a month rolls around. Anyone who is curious enough to considerthe average cost of these thousand pros-pective burials as it will be, comparedwith the cost as it might or should be,will find himself dealing with astonishingfigures.
