18-YEAR-OLD FROM TOWN AND COUNTRY ARRESTED FOR ARMED
ROBBERY AND MORE IN HOME INVASIONS. 18-year-old Matthew
Petersen of 1132 Templeton Place in Town and Country along with Landon
Cremeens of Brightspur Lane in Ballwin plus four others were charged with five
felonies for a home invasion in unincorporated West County on March 26, 2016. The
offenses happened at an apartment complex on Woodcrest Manor Court (south of Big
Bend Road between Hwy 141 and Sulphur Springs Road). Both Petersen and
Cremeens were attending Parkway West HS at the time of the crime.
The six were charged with two counts of Armed Robbery, two counts of Armed Criminal
action and Burglary First Degree.
Lawyers are down playing the seriousness of the crimes by claiming it was just about
some marijuana.

All the suspects attended Parkway Schools, either Parkway West HS or Parkway South
HS. All are now suspended. Is Parkway offering classes in Armed Criminal Action? Are
police school resource officers greatly out armed by the students at Parkway Schools?
THE 2-WORLDS OF MATT: At 3:09pm on March 26, Matt Petersen uploaded this
photo to his facebook page. 7-hours and 36-minutes later he is committing an armed
robbery with assault rifles and semi-automatic handguns. It a fast pace life; living in
West County.
Facebaook posting day of the crime. Petersen's crib in the T&C hood on Templeton Place.

The Statement of Charges misspelled Petersen's name.

Here is the probable cause statement:
Date: April 6, 2016
I, Christian Hull, DSN 4347, St. Louis County Police Department, knowing that false statements
on this form are punishable by law, state that the facts contained herein are true. I have
probable cause to believe that on March 26, 2016, at 1419 Woodcrest Manor Ct Apt B, Matthew
Peterson, White, Male, DOB 08/27/1997, 6'04”, 180lbs, committed one or more criminal
offense(s).
Count: 01 ROBBERY 1ST DEGREE - CLASS A FELONY
Count: 02 ARMED CRIMINAL ACTION- UNCLASSIFIED FELONY
5
Count: 03 ROBBERY 1ST DEGREE- CLASS A FELONY
Count: 04 ARMED CRIMINAL ACTION- UNCLASSIFIED FELONY
Count: 05 BURGLARY 1ST DEGREE- CLASS B FELONY
The facts supporting this belief are as follows: Defendant, acting with others, entered the
residence at 1419 Woodcrest Manor Court, without permission, while several people were
present in the residence. Once inside the residence, defendant, acting with others, displayed
weapons, two AK47's and a Glock pistol, and demanded that the victims turn over their
property. The defendant was taken into custody and identified by the victims in a photo line-up.
The AK47's were later recovered inside a truck that was identified as belonging to defendant
Landon Cremeens, who admitted to driving some of the suspects to and from the scene of the
crime.
Christian Hull, DSN 4347, St. Louis County Police Department
Only Petersen was able to make a $250,000 cash bond as of Monday afternoon. Judge
Joseph Dueker then reduced the bail for the suspects from West County to $100,000
and the suspects from St. Louis to $25,000 and allowed 10-percent cash to be accepted.
In the last year an amazing number of Town and Country teenagers and young adults
have been charged and/or convicted of serious felonies:
* Graham Redington (Originally Foxleigh Ct. Town and Country). He was 17
when he committed a first degree burglary in the middle of the night on March 24
2011. Most recently he was arrested and charged with three others from Town and
Country and Chesterfield in a vicious robbery and assault on November 27, 2015 in
Kirkwood, MO.
* Alex Dale Frost (Middlebury Lane Town and Country). 23, arrested from Felony
Drug Possession in St. Louis with a cash seizure. He was then arrested and
charged with Redington for the Kirkwood robbery and assault on 11/27.
* Alexander LeGrand ,20, (Mason Valley Town and Country) pled guilty in March of
2016 to seven felony Burglary and Stealing charges committed in 2015.
There are two to three times as many young adults entering the justice system from
Chesterfield.
6
There was one comment on the Post-Dispatch article about this that made me laugh:
June Gudmundsdottir
Whoever said St. Louis was racist and segregated? This is a heartwarming story of cross-
racial/inter-racial cooperation. These kids are truly colorblind; half of the crew is white and the
other half is African-American. They worked together to get a dangerous job done, with
apparently no attention paid to the race of the participating parties. There is hope yet for our city-
-and our nation. These young men have given me that hope.
ALDERWOMAN LINDA RALLO'S CURRENT JOB OF GETTING
CIGARETTE TAXES INCREASED TO HELP AT-RISK CHILDREN JUST
GOT A LOT OF MONEY FROM AN UNUSUAL CONTRIBUTOR. Town
and Country Alderwoman Linda Rallo is now the director of Raise Your Hand for Kids,
the special interest group trying to get an increase in Missouri's cigarette tax (the lowest
in the nation) by 50-cents a pack with the new tax going to help with medical services
and education for pre-K at risk kids.
But what recently caught our attention was where the largest amount of money was
coming to fund the cigarette tax increase campaign.
Here is what was listed on the Missouri Ethics Commission Over $5,000 Contribution
Report for March:

That total $220,351 is from the makers of Camel, Winston, Salem,
Newport and many other brands of cigarettes. RAI Services is Reynolds
Tobacco, the same company that in the early 1960s sponsored a nighttime version of
the Flintstones where Fred and Barney sang, "Winston Taste Goods Like a Cigarette
Should" to the kiddies.
That was the biggest political contribution in the month of March to anyone other than
the over $1-million from Rex Sinquefield for the anti- Prop E tax (earnings tax in St.
Louis).
But that is not all, Raise your Hands for Kids has gotten over $1,000,000 for Big
Tobacco, that calls for an increase of 60-cents a pack, plus eliminates a lower tax rate
for non-major brands that did not exist when the 1998 special health care cigarette tax
went into effect. On December 23, 2015 RAI gave them $1,000,000.
Meanwhile the other cigarette tax being pushed is by the convenience store people. It
calls for a 23-cents tax that would go to roads. It would not force the discount brand
smokes to pay the the 1998 Health Care tax.
Three times in the last 14 years there has been an attempt to raise the cigarette tax in
Missouri. Each time it failed. Missouri remains having the lowest tax on cigarettes in
the United States.
It is interesting that Rallo is a registered lobbyist and the executive director of Raise You
Hands For Kids. Meanwhile on the same dais for Board of Aldermen meetings is Mayor
and Tobacco Lobbyist Jon Dalton who fought the past cigarette tax increases
especially anything that involved making the discount brands pay the full heath care tax.
8
Rallo trhying to get an increase in cigarette the tax. Jon Dalton was a cigarette lobbyist
for over a decade, last working for a cancer stick manufacturer in 2013.
Rallo has been a lobbyist for Raise Your Hands for Kids. When the original Executive
Director quit to take another job, Rallo also took over as the executive director. This
arrangement is interesting to say the least, because as Executive Director Rallo still
hires her consulting firm Pick Strategies, which has one employee, Linda. Rallo
explained that she is on a fixed salary as the executive director and has to use Pick
Strategies for additional time and expenses.
10 YEARS OF DALTON LOBBYING KEEPING MISSOURI WITH
LOWEST CIG TAX IN THE NATION RESULTS IN CRIMINAL
CONSPIRACY ARRESTS: Spending more than a decade lobbying for off-brand
cigarettes and keeping the cigarette tax in Missouri the lowest in the nation Jon Dalton
has seen some impressive results. 30-years ago people from New York would drive to
North Carolina, Virginia and Kentucky where the state cigarette taxes were close to
zero. They would fill up vans and small trucks and smuggle the cigarettes back into
New York. They were even being smuggled into Maryland. Tax enforcement officers
would often have agents on the lot of cigarette stores looking out for large purchases of
cigarettes and then have agents waiting just over the Maryland state line from Virginia.
Well there are no more smugglers going to North Carolina, Virginia or Kentucky since
those states have raised their cigarette taxes. No sir. The smugglers are coming to
Missouri. In March the U.S. Attorney in St. Louis announced the arrests of 14 people,
mostly from New York for cigarette smuggling, mostly in Missouri and some in Georgia.
The arrests were made by ATF and IRS agents.
9
The press release points out that while the New York State and New York Local Taxes
on a pack of cigarettes is $5.85 it is 22-cents a pack in Missouri. So the hard work of
Jon Dalton and other cigarette lobbyists in Jefferson City have increased sales in
Missouri and increased lung and heart disease rates in New York. Here is part of the
March 3 press release from the U.S. Attorney's Office.
St. Louis, MO –Fourteen people have been charged in a federal indictment alleging a large-scale conspiracy to traffic
in contraband cigarettes. Twelve of the fourteen defendants were arrested earlier today, and the two remaining
defendants are expected to surrender in the near future. The indictment had been returned on February 18, 2016, but
remained sealed until the arrests today. The defendants are primarily from New York and the Atlanta area.
The indictment alleges that the defendants purchased large quantities of cigarettes in Missouri and Georgia, where
the state tax on cigarettes is substantially lower than in New York, transported them to New York, sold the cigarettes
without paying the New York tax, and concealed the transactions, resulting in a substantial profit.
According to the indictment, the State of Missouri and the State of New York require that a tax stamp be affixed to
each package of cigarettes as proof of tax payments. New York currently imposes a combined state-local tax of $5.85
per package, compared with Missouri which imposes combined state-local tax of 22 to 24 cents per package in St.
Louis County and St. Louis City. It is estimated that the tax loss for New York State is in excess of twenty million
dollars.
NO ONE COULD ANSWER MY AMBASSADOR QUESTION: At the March
28 meeting of the Town and Country Board of Aldermen on a 6-0 vote the Town and
Country Ambassador program was officially created. This program is supposed to take
the place of the Community Relations Commission.
While the Community Relations Commission could only have 10 members,
Mayor/Cigarette Lobbyist and Stealer of Widow's businesses Jon Dalton can appoint an
unlimited number to the title of Ambassador of Town and Country.
My question, which no one could or would answer was, "Do Town and Country
Ambassadors have criminal and traffic immunity from arrest like real ambassadors?
CONWAY ROAD TO CLOSE FOR THREE MONTHS: Here is some news for
the Good Old Summertime. Conway Road at St. Luke's Hospital will be closed for three
months beginning in May to replace a bridge.
I'm amazed that four or five years ago MoDOT managed to knock down the Dougherty
Ferry Road overpass over eight lanes of I-270 and replace it in three months. However,
the St. Louis County Highway Department is going to take the same time from May 2 to
August 8 to replace a bridge on a 2-lane road over a storm water culvert.
10
SURVEY PASSED AND WILL ADD TO BUDGET DEFICIT: The
unbudgeted survey of residents by Terry Jones of UMSL is going to cost $17,700 plus
$4,500 for mailing costs adding to a deficit budget already over $700,000.
Nobody thought this was an important idea in November, so why the city can't wait to
put this in next year's budget is beyond me. Not one member of the Board of Aldermen
questioned this unneeded expense.
2016 TOWN AND COUNTRY BUDGET DEFICIT
12/10/15 $656,195 deficit all budgets proposed budget
12/14/15 -$12,000 Lighted Flagpole for Longview Park
-$668.195
01/25/16 -$8,500 For additional parking studies along Clayton Road including in Ballwin
-$676,695
01/25/16 -$15,700 Cost over orig estimate for tennis court replacement at Longview
-$692,395
11
01/25/16 -$13,000 To hire George Stock & Assoc for engineering study of Town Sq
-$705,395
03/28/16 -$22,200 To hire Terry Jones to conduct resident survey , plus mailing costs
-$727,595
The deficit could go down later in the year if planned construction and repair projects
are finished under bid and if there is an increase in sales tax revenue. However if
some projects go overbid and if there is a decrease in sales taxes the deficit will
increase with money taken from the reserve funds for unbudgeted projects
AMY ANDERSON MISSES YET ANOTHER ALDERMANIC MEETING:
Alderwoman Amy Anderson kept her Aldermanic meetings missed batting average at
.200 when she missed the March 28 BOA meetings. In her first and only term Amy has
missed 20-percent of the meetings and was out of town away from city hall and
residents about 18 weeks.
TOWN AND COUNTRY DANGEROUS HOUSE HEARING: Town and Country is
holding a special hearing on Wednesday April 13 at 10 am at the City Hall to declare the
large house that some call "Tara of Town and Country" unsafe and a nuisance. The
house sits on Clayton Road east of Ballas Road but has an address of 2833 Clayton
Forest Court.
Here is what Town and Country Building Inspector Neil Cantwell is alleging:
* None of the utilities are working, including water
* There are no water seals in drains allowing sewer fumes to enter the house
12
* Water leakage and mold observed on some walls and ceilings
* Holes exist in ceilings, walls and floors
* Door and windows are not secured and incapable of being secured heightening
the possibilities of criminal activity or fires being set
* There are bare electrical wires and open sockets
The final item seems contradictory since the first item claims there are no utility services
to the house and speaks of danger from bare electrical wires. However if electrical
power was restored the interior would be very dangerous.
The house was built in 1938, one year before the release of Gone with the Wind. It is
currently listed as owned by Frederick Z. Clifford, Jr. and Mary Ann Clifford. Although a
divorce decree ordered Clifford to place the property title in only his name and pay his
former wife. He has done neither. The real estate taxes have been paid on time.
Frederick Z. Clifford, Jr. has two other pieces of property. One is at 7616 Alicia Ave.
Maplewood, MO. He also has a home in Sanibel, Florida.
Mary Ann Clifford filed for divorce on July 8, 2009, but the action was dismissed on
January 7, 2010. However she refilled and the divorce was finalized on April 19, 2011.
Frederick got to keep the properties. He was order to fork over $350,000 to Mary Ann
Clifford and another $40,000 to Mary Ann to be split between their adult daughters from
a sale of stock. He has yet to fulfill these obligations. That is not all of his financial
woes. He has close to $1.1-million in judgments against him. Here is a list:
07/10/09 $7,558 tax judgment to Missouri DOR satisfied on 10/21/09
04/19/11 $390,000 judgment from divorce settlement unsatisfied
10/24/11 $22,405 judgment to Ozark Financial Group unsatisfied
04/12/12 $9,354 tax judgment to Missouri DOR unsatisfied
03/04/13 $13,303 tax judgment to Missouri DOR unsatisfied
01/07/14 $7,737 tax judgment to Missouri DOR unsatisfied
11/07/14 $5,072 tax judgment to Missouri DOR unsatisfied
07/20/15 $678,733 judgment to Triad Bank unsatisfied
09/18/15 $15,405 tax judgment to Missouri DOR unsatisfied
His ex wife Mary Ann now owns a condo in Brentwood.
Frederick's house in Sanibel, Florida appears to be on the market for just under
$1,000,000. In this photo taken in October of 2015 this house has an overgrown front
13
yard and a driveway in disrepair. Florida property records gives the tax billing address
for this house at the Town and Country address of the abandoned house.

UNAPPROVED CHESTERFIELD NEWSLETTER 167
April 6, 2016
MAYOR NATION NAMES CO-INTERIM CITY ADMINISTRATORS: Mayor
Bob Nation sent an email memo to the staff and elected officials on March 29 at the end
of the business day naming both Mike Geisel, Director of Services, and Ray Johnston,
Police Chief as Co-Interim City Administrators effective on March 31 at 5pm when Mike
Herring retires. Both Geisel and Johnson have been with the city since Day-One in
1988. Here is part of the Mayor's memo:
To: All Chesterfield City Employees, City Council, City Attorney, Prosecuting Attorney, and
Municipal Judge:
With the retirement of City Administrator Michael Herring on March and 31, 2016 there is an
anticipated vacancy of this appointed position. Missouri Statute Section 77.450 requires me to
name a "suitable person to discharge the duties of the city administrator until the first regular
meeting of the council thereafter, at which time the vacancy shall be permanently filled." In
accordance with RsMo 77.450 and in order to prevent a vacancy, I am hereby making an
14
interim appointment of Michael O. Geisel and Chief Ray Johnson to serve as Interim Co-City
Administrators effective at 5:00 PM on March 31, 2016.
A ROOM FULL OF CONFLICTS: At the March 28 Finance and Administration
Committee meeting Mayor Bob Nation and some of councilpersons were not seeing
eye- to-eye. Mike Geisel gave a report on conflicts between the city code and state law.
There were a few but they seemed minor. In one case the state statute says clearly the
City Administrator works for the mayor of a Third Class City. However the city code
says the hiring and firing of a city administrator is done by the city council with approval
of the mayor.
Mike Geisel, who two days later would be named Co-Interim City Administrator changes the screen while
making his presentation on different wording in city law and state law regarding the city administrator.
Mayor Nation mentioned he was considering appointing two co-city administrators, Mike
Geisel and Chief Johnson. That brought this exchange:
Councilman Dan Hurt: When you have two bosses it is tough.
Mike Geisel: When you have nine it is worse (referring to eight councilpersons and the
mayor.)
Mayor Nation: I don't think the city administrator should be a politician. Mr. Herring has
never acknowledged the fact he is responsible to the mayor. (Nation has told us in
interviews that departing city administrator Mike Herring has refused to return calls or
answer questions or fulfill requests since Nation has been mayor. It has appeared that
Herring has sided with the four anti-Mayor Nation councilpersons.)
Nation: I think it should be recognized that they mayor is up here (city hall) a lot more
than members of the city council. The city administrator should work for the mayor.
15
Mayor Bob Nation making one of several points.
Mike Geisel: If I'm solely under the direction of the mayor, there are six council
members (super majority) who can terminate me. I think it should be changed to
"mayor and council."
The often useless Interim City Attorney Harry O'Rourke was asked for an opinion on this
and declined to give one.
THE SHAME OF BEING ELIOT GRISSOM: Councilman Elliot Grissom has turned into
a low life snake. He moved out of town by at least February of 2016 but refused to
resign, continued to show up to meetings and vote of issues in a city where he no
longer had jurisdiction as an elected official.
Grisson's new home in Wildwood and his 2 cars Grissom at the March 28 F&A Committee meeting
in a photo taken on March 5, when we also saw where he voted on issues just like he did at Council
Grissom himself. meetings on March 7 and March 21.
16
I was somewhat amazed that none of elected officials claiming to be a part of the "great
government" in Chesterfield had the guts to call Grissom out on this in public.
LOSER IN LAST MAYORAL ELECTION IS STILL A SORE LOSER: Matt
Segal the former city councilman who worked for developers when a councilman and
now works for different local developers continues to attack the guy who beat him in the
2013 Mayor's race and any candidates who might be backed by Mayor Bob Nation.
Here is a cartoon from Segal's Facebook page which urges Chesterfield Hockey
Parents to vote for Connie Fults, Guy Tilman, Randy Logan and David Kaplan.
The carton also tries to tie former Senator and current Monarch Fire District Director
Jane Cunningham to scandals in Jefferson City (where there is absolutely no evidence
of any connection) and alleges she is controlling Mayor Bob Nation and three of the
candidates. She and the Republican Party are backing three candidates, who Segal, as
a developer would not want to see in office.
Here are the 11 people who clicked on the "like" for this unsigned cartoon:
17
Karen Wagner
Randy Logan (running against Pat Flynn after having been voted out of office in 2013)
Cory Kemper Kirwan
Lindsey Rinehart Segal (angry Matt Segal's wife)
Susan Boland
David Kaplan (true jerk who was running against Barb McGuinness)
Andy Stecko (Fire Captain and former Union Leader behind past attacks on Cunningham)
Michelle Hobeman (realtor)
Mandy and Keith Ginsberg
When I saw this unsigned cartoon I was sure I had seen similar drawings by the same
person. Of course I had seen their work attacking Monarch Fire Board President Robin
Harris on mailers sent out last year. The artist is tied to the Fire Union. Actually the
artist did a nice job on drawing Jane Cunningham.
CLARKSON VALLEY KID AND CBC GRAD ARRESTED FOR
MULTIPLE FELONIES IN COLUMBIA. Parker Reese Cordova, 18, of 16825
Kehrs Brooke Ct. in Clarkson Valley was arrested by the University of Missouri Police
and charge with a wide assortment of crimes.
On March 26, 2016 the Boone County Prosecutor charged Cordova with 2-counts of
felony credit card theft, 2-counts of felony forgery and felony possession of drugs. The
thefts and forgeries occurred on March 8. The drug charge is from March 25. The
University of Missouri Police Department made the arrest. He was also arrested on
May 25, 2014 when he was 17 for Tampering With an Auto, but those charges are no
longer on file.
Parker Cordova, alleged credit card thief, forger and druggie is in the
middle.

Most Interesting Case: At least the most unusual crime I saw from last week's list was
a Fraud at City Hall involving forged building permits. No one has been charged yet, so
I can't put it on my "follow the case" list. The Director of Planning Aimee Nassif provided
this bit of information:
We are looking into an incident in which a contractor had altered one of our previously authorized
approval letters and used it to obtain a building permit at St Louis County for a different property
address.
If we can obtain a name and an address of the contractor and the building sites involved
we will pass it along.
SIGN THEFTS: The Thomas DeCampi campaign was reporting a high number of sign
thefts as soon as the signs started going up two weeks before the election. There have
been some words exchanged over the missing signs. The thefts might have been
counterproductive for Fults supporters as DeCampi replaced some of the small signs
with his extra large signs.
SAT PERFECT SCORE GAINS PARKWAY CENTRAL STUDENT AN
HONOR OF HAVING A DAY NAMED AFTER HER: While three area
students received perfect scores on the ACT tests Sharanya Kumar was the only
student in the St. Louis area to have a perfect 2400 in the SAT college placement exam.
Kumar was only one of two students in Missouri to receive a perfect score.
At the March 21 Chesterfield City Council meeting, Mayor Bob Nation present Kumar
with a proclamation naming March 21 as Sharanya Kumar Day. It was noted that while
there were 504 perfect SAT scores across the country, Kumar was one of only two in
Missouri. This might be an indictment of Missouri schools. While the Missouri
21
population is represents 1.9% of the United States the 2 of 504 perfect SATs is only 1/3
of one-percent (0.3%).
It was nice to see a public school beat out all the high dollar private school students.
ALL ETHICS COMPLAINTS DISMISSED, NOT FOR A LACK OF
EVIDENCE BUT BECAUSE OF A LACK OF A QUORUM AS GOV.
NIXON DID NOT NOMINATE ANYONE TO FULFILL EXPIRING TERMS
UNTIL THE DAY BEFORE THEY EXPIRED. CONNIE FULTS GETS A
PASS FOR NOW, BUT WHEN A FOURTH MEMBER IS APPROVED THE
COMPLAINTS WILL BE RE-FILED. The Missouri State Legislature and
Governor Jay Nixon have done a wonderful job to screw with the public and staff
employees. They have also currently made it impossible to file an Ethics Complaint
against any legislator or lobbyist regardless how unethical they are. Welcome to
Missouri!
The legislature made sure that the ethics commission is the only state commission
whose members' tenure is not continued until a replacement is appointed. In this way
once there is not a quorum by law all complaints are dismissed. Who have a large
number of complaints filed against them? It's state legislators of course.
22
Gov. Jay Nixon waited until the day before three of the six commission member's terms
expired to nominate three more. The Senate has not scheduled any hearings as of this
week.
Part of the blame clearly belongs with Gov. Nixon, but even more sits with the State
Legislature that passed an ethics law with numerous ways for elected officials to escape
punishment. The Missouri House and Senate have basically given the finger to the
citizens, to members of the public that take time to find ethics violations and report them
and to the staff of the ethics commission that can have entire investigations erased.
I spoke with one of the three investigators with the Ethics Commission who said that the
violation don't disappear, just the complaints. This means that once there is at least a
fourth member of Ethics Commission, the complaints will have to be resubmitted.
In the case of the complaints I filed against Connie Fults I will re-file the complaint.
ELECTION NEWS:
BUTLER WINS IN TOWN AND COUNTRY: Lindsey Butler, former campaign
manager for Amy Anderson and Tiffany Frautschi defeated Dr. Nan Kulkarni 303-to-
232.
This was an odd race as Anderson filed to run for reelection, then changed her mind
and withdrew at the same time Nan Kulkarni filed. It was strange, having a Christian
Scientist find a medical doctor to run in her place. Apparently Anderson did not check
with her former campaign manager. Butler filed to run a few days later. Anderson then
turned around and supported Butler.
Butler had a lot of contacts from the last two campaigns in Ward-2. However Kulkarni's
232 votes would won a Ward-2 Election back prior to 2010. When I defeated Tim
Welby with a 187 votes.
One can only hope that Butler will stay independent. I'm guessing Mayor Dalton will
follow his custom and place the youngest alderwomen next to him on the dais. I hope
that Butler doesn't fall for this act of subtle intimidation by Dalton.
23
Lindsey Butler
While Nan Kulkarni is very smart and would make a fine replacement for the very
disappoiting Amy Anderson, Butler is also smart, has been active in city politics for three
years and has shown an ability to do some very in depth research on issues.
I only hope that Lindsey does not take the "I want to be liked by everyone" attitude and
starts to shy away from issues afraid of pissing other alderpersons off. Anderson did
that a lot and Tiffany Frautschi has done that on occasion.
FULTS SOUNDLY DEFEATED IN CHESTERFIELD: Tom DeCampi soundly defeated
Council President Connie Fults in Ward-4, giving mayor Bob Nation one more ally on
the City Council. However two other candidates backed by Nation and former Senator
Jane Cunningham went down to defeat.
Decampi garnered 60-percent of the voted defeating Fults 1003-to-649. Fults lost some
people when she was demanding that the city buy two Chinese War Horse sculptures
that were GIVEN at no charge to Chesterfield Arts, which placed them in front of City
Hall. Chesterfield Arts went broke and offered to sell the horses, which had been in a
lobby of a downtown hotel and given to them, to the City for $250,000. Fults whined
that the city had to save Chesterfield Arts. No one else felt that way. Chesterfield Arts
sold them to someone else for an undisclosed amount.
Then Fults as president of the council was responsible for hiring an attorney without a
contract, a violation of law, to try and impeach her political rival Mayor Bob Nation. The
lawyer informed the council that swearing in a closed office was not an impeachable
offense, but talked the Council into censuring Mayor Nation.
24
Meanwhile at the same time Fults was trying to railroad Nation, she was breaking Ethics
laws by refusing to file campaign committee reports on time with the board of elections.
She racked up 19 warning letters telling her she was in violation of Missouri campaign
laws. She continued to file reports long after deadlines until we reported it and filed a
complaint against her with the Missouri Ethics Commission.
More recently Fults was on the losing end of paying the attorney hired to impeach
without a contract. She did not have enough votes to get a $17,700 bill paid.
I only hope DeCampi can make as good of "faces of disgust" as Fults could.
In Ward Three Randy Logan beat Dr. Alan Politte getting 52% of the vote. This
surprised me because in 2013 Logan was crushed in a reelection attempt by Dan Hurt ,
who had been a longtime councilman before being defeated in a mayor's election by
Bruce Geiger. Logan was in the anti-Bob Nation group. He replaced Mike Casey who
was also pro tax breaks to developers and didn't like the mayor.
The thing about Logan is he is arrogant. When he was on the Council he acted liked
anyone with a different position than him was an idiot. He is also a politician who drives
a Porsche sports coupe…a real man of the people.
Here is a photo of Logan taking phone call during a meeting. He has
always given me the impression of Randy first and everyone else second.
25
In Ward-2 Lynn Schmidt, who ran a campaign on a shoestring and only got 168 votes,
but it wasn't enough to claim she split the vote. Guy Tilman had 51-percent of the vote
(663) to defeat Pat Flynn with 35-percent of the vote (456).
Tilman was backed by the anti-Mayor Nation group including Fults, former Mayor
Geiger, Logan, and former Mayor John Nations, all tied to developers.
Tilman replaces Elliot Grissom, who was anti-Mayor Nation. So this doesn't change the
scorecard.
In Ward-1 the votes were slow to be announced as one polling place in Ward-One ran
out of ballots early leaving voters without a chance to vote for three hours. However by
11 pm all the vote was counted and McGuinness won the one-year term to replace the
late Nancy Greenwood 1083-to-622 over David Kaplan. .
Barry Flachsbart who dates back to the beginning of Chesterfield with McGuinness, him
on the City Council and her on the Planning Commission, pulled in 82-percent (1,338) of
the vote. His opponent Mark Van Donsel (AKA Mark Peterson) did get 287 votes
without campaigning an announcing he was moving out of town.
The new line up leaves the following:
Slow Development Pro or Neutral To Mayor Nation Pro Development with Tax incentives/Anti Nation
Flachsbart Tilman
McGuinness Bridgett Nations
Hurt Logan
DeCampi
Wild Card: DeGroot
26
IT SHOULD BE INTERESTING: At the Circus event called the Censure of Mayor Bob
Nation for swearing in a closed office, during the public comment section Randy Logan
made some very insulting comments toward Bob Nation. Frankly it made Logan look
like a jerk and he was boo'ed by the pro-Nation crowd. It will be something to watch to
see if of when the sparks fly over the the next year.
BALLOT SHORTAGE: Morning voters were turned away at 24 precincts in St.
Louis County including one in Chesterfield due to a shortage of ballots. The Precincts
in Chesterfield was in Ward 1 at the Green Trails Elementary School. This is where
appointed Councilwoman Barb McGuiness was running against David Kaplan.
Let's look back to the Board of Elections. When John Diehl (later forced to resigned for
sex texting and properly having an affair with a teenage intern when he was speaker of
the house) was appointed by "Boy Governor Matt Blunt as a Republican Director of the
Board of Elections he immediately hired his buddy Jon Dalton as a lobbyist for the BOE.
The ethical issue with this move was Dalton as mayor of Town and Country was an
elected official working for the Board of Elections.
Then there is John Maupin, who as a private attorney was hired by the Ellisville City
Council to be the hearing officer for the bogus impeachment of popular mayor Adam
Paul who was against tax incentives for a Wal Mart project.
Maupin ruled against objection after objection made by Paul's lawyer. When the whole
thing was appealed to the Circuit Court Maupin's rulings were ruled unconstitutional.
Then two years later Gov. Jay Nixon appoints a person who was part of an illegal
operation to remove an elected official from office to the Board of Elections.
Last year there was a ballot shortage and then there was this fiasco this year. So
nothing really surprises me with the St. Louis County Board of Elections. They have a
lot of hard working people there, but for 10 years now I have had questions about the
appointed upper management folks.
Poll Watching: 3 Polls Next to each other? Go figure the River Bend Elementary
School is right around the corner from the Monarch Fire District HQ Building, which is
next door to the King of Kings Church. All three are polling places.
27
2 cold poll workers in Ward 1 at the Monarch Fire HQ with limited parking. Next door at King of Kings
there was lots of parking spaces and room.
WARD-2 IN TOWN AND COUNTRY HAD THE ONLY CONTESTED RACE: There are
three polling places, but the Good Shepherd Church seemed to be the busiest. When
we were they at 2:00 o'clock Nan Kulkarni was there with her husband while Lindsey
Butler's husband was meeting voters.
VOTERS WERE ASSAULTED GOING TO THE POLLS AT CHESTERFIELD CITY
HALL: There was yellow police tape around the southwest entrance to City hall on
Tuesday after several voters were assaulted earlier in the morning.
28
There was no one working the polls at city hall, except one living being who was also
the suspect in the assaults.
A polling place for Wards 1 & 2 was the Community Church at Olive Blvd. and Ladue
Road. It wasn't busy, but it was a lot busier than the Monarch Fire District HQ and St.
Thomas UCC in Ward 4.
Community Church
Two lonely people
at St. Thomas UCC on Wildhorse Creek Road in Ward 4.
29
The polling place I had a hard time understanding was Fire Station 5 on Long Road. It
was the polling place for precincts in Ward 4 of Chesterfield and Ward 2 for the City of
Wildwood. But it was not especially close to the Wildwood City Limits.
MUSIC: IT WAS LIKE BEING AT SMITTY'S ON A SATURDAY, BUT WE WERE IN
BRIDGETON: On March 19 we went to Frederick's on St. Charles Rock Road in
Bridgeton (I-270 to St. Charles Rock Road exit…right on the Rock Road and then first
right) for lunch and to see Anita Rosmond.
Just like at Smitty's, 20-minutes before the music was suppose to start the place was
packed. The difference was that Frederick's takes reservations. The sign over the door
claims it is a Steak House, but it is really a neighborhood bar with steaks, pizza and
other bar food on the menu all reasonably priced.
I have not been able to take a decent photo of Anita since I did a column about her and all the volunteer
singers in her bars gigs for Patch.Com back in 2012. Part of the problem is that she is always moving.
Here I got her in a crowded room just as she put her arm in front of her face.
30
For those folks who used to fill up Smitty's in Chesterfield on Saturday afternoon's, until
Smitty stopped booking her and all music acts, good news; Anita will be back at
Fredericks on May 7 and June 4 from 2-5.
Here is a better photo of Anita from 2013.
RESTAURANT REVIEW: Three Kings Des Peres, MO: I thought a late lunch at the
Three Kings Public House on Manchester Road in Des Peres might save me some
money when I went across the street to shop at Dierberg's Supermarket.
The outside make you think of an English Pub in an American Shopping Center. Once inside you see
there is only one of three kings from England. One of the other two is from Tupelo Mississippi and the
last one is from Africa but died in New York City.
The first thing I noticed on menu that made me unhappy was the Philly Cheese Steak
Wrap. It said it included jalapeno cream cheese, sautéed onions, green peppers,
tomatoes and lettuce. That is not even close to a Philly Cheese Steak. A Philly Cheese
Steak is chopped up sliced beef grilled at the same time with chopped up onions. Some
places with add peppers. It is then placed on a roll and melted cheese similar to
Cheese Whiz is poured on top of it You can replace the Cheese Whiz by completely
31
melting American cheese slices on top of the grilled meat and onions. That is it. No
Jalapeno cream cheese, tomatoes or lettuce.
I have stated for a number of years that the Missouri Legislature should quit wasting
time trying to limit women's rights and birth control and pass something worthwhile, like
a Philly Cheese Steak Law. If it doesn't have the proper ingredients like the ones made
in the 400 and 300 block of South Street in Philadelphia it would be illegal for the
restaurant to claim it was selling a Philly Cheese Steak.
I went with the Cheeseburger w/lettuce, tomato and onion with sides of "hand cut" fries
($9.99) and green beans ($1.99 add on). My wife ordered the "Slider of the Day" which
were crab cake sliders ($12.99). We were told the crab cakes were made with real
crab. She got the sweet potato fries as a side.
The burger was $2.00 more than a better one at O'Connell's Pub. Three Kings was not
wasting any money on the lettuce, tomato and onion. A very small tomato, along with
one small piece of lettuce and two very small slices of a red onion appeared. However,
the burger was very tasty. Unfortunately they don't offer a "junior" burger like they do at
O'Connell's.
If the fries were "hand cut" there were hand cut far, far away. Unlike Cheeburger
Cheeburger where they cut the fries from potatoes that day, at Three Kings they were
clearly frozen and mass produced. You got a large order, but this fat person did not
even eat half of them.
My wife was disappointed and pleasantly surprised with her order. The dressing and
pineapple cole slaw that covered the crab cake sliders made it impossible to taste the
32
crab. She ate most of one and left the other two. Our waitress checked back and saw
the two uneaten sliders and asked if everything was alright, and she was told how he
crab cakes were overpowered by the toppings. She offered to replace them and my
wife chose the BBQ Pork Sliders ($9.99). They come with onions and melted cheese.
She asked for no cheese, so she could taste the pork.
These were delicious (she let me have one). The pork was moist and the BBQ sauce
was just right.
Her sweet potato fries were similar to my potato fries. A generous serving, but frozen
and the same as served at a dozen other restaurants. The green beans were a hit.
The crab cakes with over powering toppings and then the very tasty BBQ pork sliders.
Three Kings does have and extensive number of bottled craft beers from Vermont to
Oregon and California. My wife tried a O Mission Lager ($5) from Portland, Oregon that
is supposed to be gluten free. She liked it as a "light beer."
33
Three Kings does one thing that has always annoyed me at bars and pubs with large
screen TVs. They had ESPN talk shows on the TVs with no sound. What's the point?
Why not just turn off the sets until the games start and later in the night the highlight
shows. Also they were playing some loud new-wave music that was making me want to
leave as soon as I was done eating.
BUSINESS: In case you were wondering the old Applebees on the hill along
Manchester Road near Barrett Station Road has a new tenant. Just don't show up
hungry because you are going to remain hungry. The new business is a title company.
