Introduction
A number of markets are held across the Cassowary Coast Region. Council supports community
groups organising markets through the provision of information and assistance, ensuring
appropriate paperwork is in place. This booklet is meant as a guide for stall holders and market
organisers to understand the important issues that need to be considered and what permits,
licences and insurance must be in place if you are a:

b. stallholder

Section One - Market Organisers
1. Markets on Council controlled land - Application process
Cassowary Coast Regional Council does not directly facilitate any community markets. When
planning to hold a market on council controlled/public land, permission must be sought from Council
via an applicattion and permit approval process. Check with Council to be advised if a preferred
location is on council controlled land.
Potential market organisers can access 'Application for Approval: Holding of a Public Place Activity -
Event' application form by contacting Council directly through:

It is the Market Organiser responsibility to ensure that all their stall holders have the relevant
permits, licences and insurances, and that these abide by any local law conditions as set out in
Council's event/activity permit of approval. This includes ensuring that all stall holders requiring a
food licence have a current food licence appropriately displayed at each market.
Other considerations include:
• State and Federal laws
• Monitoring sales of prohibited goods, pets, declared plants and animals, etc
2. Insurance - market organisers
Organisers who want to facilitate a market on council controlled land and/or are providing a market stall
or activity in a place where the public attend, or that is accessible to the public, are required to hold
evidence of Public Liability Insurance and provide this to Council. Council consider the appropriate level
of insurance cover is $20 million unless otherwise stipulated.
It is also the responsibility of the market organiser to ensure all stall holders hold public liability insurance
cover for a market event activity.
3. Event and Risk Management
As a requirement of the 'Application for Approval: Holding of a Public Place Activity - Event' application
form the market organiser must provide:
Event Management Plan including:
• Risk Management Plan
• Evidence of Public Liability Insurance to the value of $20,000,000.
• Site map of activity area
• Traffic management plan

4. Promotion of Your Market Event
For the best opportunity to promote market activities both locally and regionally, market organisers are
encouraged to:
• Timing - link in with local and regional market circuits as many stall holders travel the market circuit
and may have conflicting schedules
• Update CCRC with market details and contacts - this will enable Council to keep its website up to date
and will enable local tourism websites to link to market information

• Contact and update Visitor Information Centres ( VIC's) and Tropical Coast Tourism on market details
and contacts
• Contact and update local accommodation and caravan parks on market details and contacts
• Ensure listing on Australian Tourism Data Wharehouse (ATDW) to feature on Tropical Coast Tourism
and over 60 other websites http://www.atdw.com.au/
• Place flyers up on local notice boards
• Distribute press Release to local media including newspapers and radio
• Take advantage of social media promotion news via Tropical Coast Tourism (minimum 1 'quality'
picture with brief to the point message) and tag to relevant tourism organisations as per below
• Advertise in Council approved locations only.

5. Guide for Organisers Planning an Event - What to consider
Local Government Requirements • Inform local government of event and gain approvals - Applications on line (See weblink:
http://www.cassowarycoast.qld.gov.au/licenses-and-permits.
• Check with the local Visitor Information Centre or Council website to see if there are any other events
scheduled for the same date and location
Permits & Licences • Has an 'Application for Approval: Holding of a Public Place Activity' been submitted to Council and
has it been approved.
o If food is to be sold the Vendor must contact Council to discuss food licensing requirements not
less than seven (7) days prior to event
o Has approval to erect promotional signage and for any Road closures been sought from Council
o To allow Council to respond with permit of approval before an event can take place, send
applications early
Budget
• Prepare an event budget and monitor your spending
Location
• How easy is the proposed venue to access by the public?
• Is there adequate parking available for your event?
Marketing & Promotion
• Develop Marketing / Communication Plan
• Design promotional material, basic text, logo
• Build a website and optimise it for search engines
• Distribution of flyers/posters/email/brochures to community Submit event information to local events
calendars and websites
• Develop a press release for local media, ie papers / local radio
Contractors
• Order equipment e.g. stage, lighting, PA system etc Book portable toilets, marquee, generators (Some
of these items can be hired from Council Ph 1300 763 903).
• Book and confirm all contractors in writing
• Check insurance – public liability, staff, volunteers etc
Risk Management
• Book first aid officers Conduct risk assessment involving all key stakeholders
• Create risk management plan and obtain relevant insurance as part of the 'Application for Approval:
Holding of a Public Place Activity' process.
• Contingency Plans – wet weather, low attendance

Security Plan • Does the event require security? If so,
• Book with appropriate lead time
• Is radio communication required?
• Cash Security
Essential Services
• Notify Police, Ambulance Service and Fire Brigade if appropriate
Waste Management • Develop Waste Management Plan - please liaise with Council officers before the event
• Promote reducing waste in marketing material
Traffic Management
• If applicable Design traffic plan including:
o Signage, disabled parking, VIP parking, pedestrian access, marshals, car parking area, entry and exit
points, lighting, road closures, promote alternative transport
o If applicable, please ensure road closure permits are completed and approved before the event
Food Vendors
• Book Food Vendors and confirm in writing
• Request details of electrical requirements
• Request copy of Health Department Registration Certificate Application for temporary food premises
permit Site Preparation and Plan Design plan of venue / event site Cleaning
• Ensure that food licences are attached and in full view on food stalls
Maintenance
• Book toilet cleaners and extra paper if appropriate
• Clean up venue/mow lawn/clear area of debris
• If applicable, please liaise with Council officers before the event
Other
• Organise volunteers and staff
On the Day • Gather staff for full briefing
• Organise volunteer registration area & entertainers area
• Circulate contact list with mobile numbers to all staff / volunteers
• Review chain of command in case of emergency
After the Event • Remove of all equipment and rubbish
• Provide thank you to staff, volunteers, performers
• Evaluate / debrief with key stakeholders
• Close off budget
• Hold a de-brief session to look at ways of improving the event

8. I am interested in having a stall at a market in the Cassowary Coast Region
What do I need to consider? Interested venders can apply to be a market stall holder directly to the market organisers as listed
from page 3 and must comply with organisers terms and conditions including Council's local laws.
9. Food Product and Licencing
• The sale of food products may be allowed at the discretion of the community market organiser. All
necessary approvals and permits must be obtained including any food licence required under the
Food Act 2006. Application forms can be accessed on council's website link
http://www.cassowarycoast.qld.gov.au/licenses-and-permits.
• Once site approval has been obtained from the Market Organiser, an application for a Food
Licence must be lodged to Council. Applications can be mailed to Council’s postal address or
lodged in person at Council’s administration offices.
• Once the Environmental Health team has assessed the application and approval is granted, a
licence will be issued. This must be displayed at the stall.
• Prior to the market date, stallholders must provide copies of any licences, permits or consents
issued by the Environmental Health team or any other Government Agency in respect of their
designated site to the market organiser.
• Further information or assistance regarding this matter, please contact an Environmental Health
Officer at Council’s Innisfail Office, 70 Rankin Street, Innisfail, or Council's Tully Office, Tully Civic

10. Safety in the workplace
• Stallholders must not block off pedestrian walkways or disrupt pedestrian traffic.
• To ensure the safety of the public and stallholders, all goods, signage etc., are to remain within the
boundary of the marquee unless otherwise approved.
• Stallholders must use their best endeavours to ensure the safety of all persons attending the market.
• Stallholders are responsible for the security of their designated site and the security and safety of any
property of Council in or around their designated site.
• Stallholders must be appropriately attired. Due to safety regulations shoes must be worn at all times.
• The Tobacco and Other Smoking Products Amendment Bill 2004 - was passed by Queensland
Parliament on 11 November 2004. The laws include:
• No-smoking anywhere inside workplaces
• No-smoking in outdoor public places such as patrolled beaches, children’s playground equipment
(within 10 metres), pedestrian malls and public transport waiting points such as bus stops, taxi
ranks and ferry wharves
• Within 4 metres of non-residential building entrances
• Markets are a workplace. There is no smoking allowed within market stalls, and should any market
stall holder wish to smoke they must remove themselves to a position a minimum of 4 metres
away from any market stall.
• smoking may be prohibited in other public areas.
• No smoking in any outdoor eating or drinking places.
• Secure items to prevent flying debris eg shade structures, umbrellas etc.
11. Cancellations / Bad Weather
If a Market day is terminated or cancelled, Stallholders will be notified by the relevant Community Market
Organiser as set out in the terms and conditions of the individual Cassowary Coast Community Markets
Operator's guidelines. This decision is not a Council responsibility.
12. Insurance - stallholders
Venders who are providing a market stall or activity in a place where the public attend or that is
accessible to the public are required to hold evidence of Public Liability Insurance and provide this to the
market organiser. Insurance cover 'may' be provided at additional cost through the stall registration fee
directly from the market organiser. Please check with the Market Organiser if they will provide this
service.
