PREAMBLE
The Planning and Development Department is pleased to release the Makerere University Fact book-2015/16 a special edition. This edition is a reflection on the midterm review process of the Makerere University Strategic Plan. It takes stock on how the University has performed over the years 2008/09 – 2015/16. The digital format can be accessed from the departmental website http://pdd.mak.ac.ug.
The production of the fact book is in line with the revised strategy of the Planning and Development Department which is “to coordinate planning in the University and offer support to strategic and operational decision making through collection analysis and interpretation of institutional and external source data”. The information is synthesized from the University’s databank no-tably Academic Records Information System (ARIS) Human Resource Information Sys-tem (HURIS) and Financial Management Information System (FINIS). Other sources of data from which information has been processed include among others the teaching and non-teaching units of the University.
The fact book complements the University’s Annual report by providing the quantitative movements of the key University areas of focus. It is designed to provide current infor-mation about Makerere University in an academic /fiscal year. For our internal stakeholders within the University the fact book is intended to act as a tool to support institutional re-search and our quest for evidence based decision making. For the external stakeholders it is a one-stop guide that provides a wealth of information to facilitate an understanding of the specifics and processes within Makerere University.
The University fact book by nature is a dynamic source of information which evolves with both the internal and external data requests. As such, we continue to update and improve formats on an annual basis based on the feedback from our stakeholders. Building on the previous editions, this edition provides an eight-year trend for most of the parameters cap-tured. It is our belief that this will enable users of the fact book to have an overview of the changes that have occurred over this timeframe.
We continue to appeal to those who find this resource useful to provide candid feedback that will generate continuous improvements to enable us comprehensively meet your infor-mation requirements.

GENERAL INFORMATION
Makerere College was established by Government of Uganda on 1st August 1922. It immediately shed the trade courses that had been offered by its predecessor Technical College. New courses were offered in Medicine, Agriculture, Veterinary Medicine, Engineering, Surveying and Teacher Training1. Makerere College became affiliated to the University of London from 1949 - 1963. It became one of the three constituent Colleges2 of the University of East Africa from 1963 – 1970. Makerere University became an independent University by Act of Parliament in 1970. The status continued until 2001 and University is currently governed by the Universities and Other Tertiary Institutions Act as amended.

University Estate
The University estate includes; the 350-acre Main campus located on Makerere Hill 5kms from the city centre; the 45-acre College of Health Sciences located on Mulago Hill adjacent

to the National Referral Hospital – 2kms from the Main Campus; the Agricultural Research Institute Kabanyolo -650 acre located 30kms from the city centre. The estate further ex-tends to a 350 acre Buyana Stock Farm; a 250 acre Nakyesasa Farm under College of Veteri-nary Medicine Animal Resources and Bio-Security; the Makerere University Biological Field Station -Kibale Budongo Forest Reserve under College of Agricultural and Environmental Sciences; Kasangati Health Centre linked to College of Health Sciences. The University also has residential housing estates located in the outskirts of Kampala namely Kololo, Katalem-wa, Makindye, Makerere North and Bwaise.

Makerere University officially transformed into a Collegiate Mode of governance in 2011 with 10 Constituent Colleges and School of Law with College status. It has two off-cam-puses centres located in Jinja and Fort Portal offering courses from the respective colleges. The University Council works through six Committees these are: Appointments Board; Finance Planning & Administration; Student Affairs & Disciplinary; Estates & Works; Staff Development Welfare & Retirement Benefits; and Audit. The Academic matters are channelled to Council through Senate. The cross-cutting issues are handled by the two joint committees of Council and Senate namely; Information Communication and Technology (ICT) Quality Assurance & Gender mainstreaming; and the Honorary Awards Committees as shown in Fig.1.
The University operates a four tier system at the academic unit level as shown below.

Academic Programmes
Makerere University offers a number of academic programmes at Undergraduate and Postgraduate Levels. For academic year 2015/16 there are 150 undergraduate (16 diplomas & 134 bachelors) programs and 117 graduate (14 postgraduate diplomas & 103 masters) programmes. All colleges have the provision for offering Doctoral Degrees either by research only or course work and dissertation. In 2015/16 there were 8 doctoral programmes with students registered for study by coursework and dissertation. Table 1 shows programs with registered students in the academic year 2015/16.

For admissions by category shows that there has been an increase in the admissions in general by 23 %. Admissions by Sports, Disability, District Quota and private saw an increase in the numbers of students admitted in each category. However, we note that, admissions by National merit and International saw a decline in the numbers by 17 % and 75 % respectively. Admissions by sponsorship shows that Government scholarships (Sports, Disability, District Quota and National Merit) has more less on average remained constant at 11 %, and private at 86 %, with international declining from 11 % in 2008/09 to 2 % in 2015/16. Female Students: The average percentage of female students remains at 45-46% over the years. Marked variations exist in the science based disciplines. College of Engineering Design Art and Technology has the least percentage at 25%, Natural Sciences at 32% and Veterinary Medicine at 33%. For the School of Law, the percentage has reduced from 60% in 2008/09 to 33% by 2015/16. This is largely because of the change in entry mode with the introduction of the pre-entry examination in 2012/13.

Graduate admissions by level shows that doctoral admissions have more than double; while for masters we record a decline by 7 % over the period. Overall graduate admission indicates a small decline i.e. 1 % over the period. Occasional students are students who take up only one semester and are on exchange program who don’t earn a Makerere University degree. Graduate admissions by level shows that doctoral admissions have more than double; while for masters we record a decline by 7 % over the period. Overall graduate admission indicates a small decline i.e. 1 % over the period. Occasional students are students who take up only one semester and are on exchange program who don’t earn a Makerere University degree. ENROLMENTS STATISTICS This section provides information on registered students in Mak over the period 2008/09 to 2015/16. Undergraduate and Graduate Enrolments The undergraduate enrolments are students enrolled for diplomas and bachelor’s degree programmes while the graduate enrolments are students registered for masters, postgraduate diploma and doctoral programmes. The total registered students over the period has grown by 13 % from 2008/09 to 2015/16. For undergraduate programmes recorded a growth of 13 % and graduate programmes recorded a growth of 14 %, over the period as shown in table 14 below. The average percentage of graduate enrolments over the period stands at 6 % of the total enrolments. Doctoral Enrolments The doctoral enrolments are students registered on full time by research and students registered by coursework and dissertations. FINANCIAL INFORMATION University Funding The University has three major sources of funding: Government of Uganda subvention; Appropriation in Aid/or Non tax revenue that is internally generated; and donor support. Donor support falls into two categories institutional development program predominantly from bilateral support and the American Foundations.
