Elementary All State Chorus:21st Century Learning &

AdjudicationBy Julie Hebert

FEMEA continually seeks the BEST young voices in Florida to sing in our Elementary All State Chorus. The former adjudication procedure has served us well. However, the FMEA Elementary All State Chorus Task Force is implementing three new procedures in our continued efforts to increase the efficiency and validity of our audition process. Beginning with the 2015 audition cycle, FEMEA will

1. endorse a bank of trained FMEA All State Elementary Chorus Adjudicators.

2. shift to a web-based audition submission method.

3. implement a remote web-based adjudication process.

Adjudicator EndorsementFEMEA members who wish to serve as Elementary All State Chorus judges will be known as Adjudicator Candidates. Adjudicator Candidates may become Endorsed Adjudicators through successful completion of the web-based Adjudicator Endorsement Tutorial and Exam. During the exam, candidates will be asked to listen to and score three randomly assigned sample auditions. Each of the audition examples has been scored by the All State Task Force and assigned an IDEAL score. Adjudicator candidates who score ALL THREE of their sample auditions within a pre-determined range of the IDEAL score will be endorsed to

In fact, it’s included on p. 11-15 of this newsletter so you can see how simple the application is. The application deadline is October 30. I love the structured approach that the Gameplan offers and the fact that it still allows for flexibility.”

FREE MONEY!!

In making the move to online audition submissions for All-State Chorus, and online adjudication of those auditions, the FEMEA Board will need teachers to listen to the auditions and score them. To achieve that, we have created the Online Adjudication Endorsement. It consists of watching a video about the adjudication process and scoring some sample auditions. If your score is accurate, then you will be placed in an adjudicator pool, and you may be asked to serve.

This Online Adjudication Endorsement will be open for any teacher interested in serving as an All-State adjudicator. The training video will

Here are some notable achievements during this school year from our District 6 colleagues!

All-County Honors ChoirsBay District Schools (Panama City) had their Thirty-fourth Annual 5th grade Music Festival on March 18th. Students from twenty-two elementary schools in the district performed with voices and instrumental playing. The music teachers as well as other local musicians accompanied the students on some pieces. Melissa Gray was the conductor.

Achievements this YearChristine Lauen from Bonifay Elementary School received a $200 mini- grant from the Chipola Regional Arts Association. This was used to purchase color coded handbell music and drum sticks.

Heidi Graves at Bagdad Elementary in Milton won the Barry Manilow award. Graves was honored by Barry Manilow and the Manilow Music Project at his concert at the Pensacola Bay Center as she was the winner of a VIP concert experience from WEAR-TV Channel 3 in Pensacola. She also received a check for $10,000 made out to the Santa Rosa County School System from his philanthropic organization, The Manilow Music Project. The money is a gift to help improve the music programs of disadvantaged schools in the county.

Alison Beck, from Tommy Smith Elementary in Panama City, was named Teacher of the Year for all of Bay District Schools. Her principal, Lynn Stryker, was also awarded FMEA Administrator of the year at the state conference in January.

Upcoming WorkshopsThere will be an FEMEA Workshop coming to Tallahassee in October. More details to come!If you have any type of workshop opportunity coming up that other members in our district would be able to also attend, please pass that information on to me and I will send out an email across the district to the rest of our FEMEA members.

serve as adjudicators for the FMEA All State Elementary Chorus and placed into a pool of endorsed adjudicators. Candidates whose example assessment scores do not fall within the acceptable range will be invited to complete the training and examination again.

Web-Based Submission MethodBeginning with the 2015 adjudication cycle, teachers will upload all data and students’ recorded auditions to a secure web site called MPA Online. This adjudication site was developed by the Florida School Music Association (FSMA) and has been successfully utilized by FBA, FOA, and FVA for several years. Dr. Josh Bula will present an MPA Online session and be available for individual assistance during the FEMEA Summer Conference on August 2, 2014 at the University of Central Florida. Web-Based Adjudication ProcessFEMEA will identify approximately thirty judges to assess All State entries each year. With each audition cycle, we will rotate through our bank of endorsed adjudicators to ensure broad statewide representation of judges. In late September, our 2015 judges will login to MPA Online to assess and score assigned auditions from any web-based device in any location judges choose to work. Judges will have approximately ten days to input scores for each of their assigned auditions. Three different judges will hear each of the student auditions. However, no two judges will have all of the same recordings assigned. Based on previous years audition numbers, we estimate that each judge will score approximately 70 student auditions. A typical audition takes about 5 minutes to score. Following the closing of the adjudication window, completion and submission of assigned student auditions, adjudicators will be paid an honorarium in an amount to be determined each year.The FEMEA Board of Directors anticipates that these three new procedures will increase the efficiency and validity of our audition process. The Board further expects that our new procedures will drastically reduce the All State audition workload of the FEMEA district chairs. Our members likely recall that the Board has been considering a realignment of our districts as a means of equitably distributing the All State audition workload among our district chairs. Because the Board foresees a much lighter All State audition workload in the futures of our district chairs, the FEMEA District Realignment Proposal has been sent

Dorothy Land Past Presidents GrantFEMEA will offer one grant of up to $1000.00 on a competitive basis to elementary music teachers who are members of FEMEA. The purpose is to encourage teachers to develop projects that promote research, creative teaching and innovation, and exemplary models of teaching in the elementary music classroom.

Process

1. One grant of up to $1000.00 will be awarded.a. Grant funds will be used from January to January.b. Grant money should not be used to purchase everyday supplies

normally included in the regular school budget.c. Requests for equipment will not be granted unless the

equipment is for the project activities.2. Applicants must be current members of FEMEA. The project must

have the approval of the school principal or authorized school district staff person.

3. Applications are available on the FEMEA website: https://flmusiced.org/femea/Membership/Grant.aspx

4. Completed applications must be sent to the Grant Chairperson by October 30th. Applicantions can be sent electronically or through the mail to:

5. The grant recipient agrees to:a. Author a 200 word abstract or summary, to be submitted for

possible publication in the Florida Music Director magazine. Photos are encouraged.

b. Participate in the Curriculum Fair at the Clinic/Conference following the awarding of the grant.

c. Provide a financial statement of the project expenditures with the receipts included. This statement must be received on or before June 30.

d. Permit FEMEA to publish the project and distribute it to the FEMEA if desired.

Review process

Grant requests will be reviewed by a Grant Committee which shall consist of seven elementary music teachers: one from each of the seven FEMEA districts. The Grant Committee members and current FEMEA board members may not apply. Grant recipients must wait one year before reapplying. Applications will be coded by the Grant Chairperson to make the review process anonymous.

Criteria

Criteria to be used in ranking applications are:1. Need for grant request is clearly stated and includes:

a. Data upon which the need is basedb. Rationale for implementing the projectc. Benefit to the school or the district.

2. Clearly defined project objectives are provided.3. Innovative/appropriate activities which are related to each objective

are provided.4. Taks plan and time line shows how and when program activities will

be accomplished.5. Evaluation designs target each object of the project.6. Project costs are itemized and correspond to activities.7. Appication is complete and clear.8. Budget figures are accurate.

Checklist and Helpful Hints

1. Did you meet the deadline?2. Is the need clearly stated? Did you include data upon which

the need is based? What is the rationale for implementing the program or the benefit to the school, classroom or district?

3. Are proposed guidelines followed? Are your responses in the exact order requested on the form?

4. Are the project objectives clearly defined?5. Are the proposal elements interesting and attractive to catch

the reader’s attention? Are the innovative program activities related to each objective?

6. Is the task plan clear? Does it include dates and project activities with the timeline? Does the project description tell exactly how and when project activities will be accomplished and how purchased items will be used?

7. Is an evaluation procedure listed for each specific objective?8. Does the budget match the proposal objectives?9. Is grammer correct? Are typographical mistakes corrected?

Are claims substantiated? Are sentences clear, uncomplicated and careful in construction? Is information complete?

Application Guidelines

The completed application includes cover page, the body (one to three pages describing the project) and the budget page. Signature by your principal or district staff person is required. You name and school name should appear ONLY on the

cover page in order to ensure an anonymous review process. Please make sure no other identifying names appear with the grant packet. The body of the application should include the following:

A. The Project Title should not include your name or the school name.B. The Population Served should include the number of students

involved in your project as well as figures relating to your economics, i.e., socio-economic status, ethnic composition, age, grade level, number of parents in PTA/PTO or volunteering, mobility of students, and other factors affecting your program such as suspension or dropout rates or absenteeism.

C. The Project Overview is a brief summary of your project.D. The Background/Need Statement is a summary of the students,

school, community relating to the reason why you need this program.

E. Program Goals are broad statements of intent and purpose.F. Project Objectives are specific and measurable statements

describing the activites and outcomes of the project.G. The Project Description is a detailed desription of the activites to

be used to accomplish each objective. The task plan and time line as well as the role of teachers, parents, volunteers, and/or students in the operation of the program should be included in this section.

H. The Evaluation section explains how you will measure each objective and when.

I. The Estimated Budget is an itemized listing of where the funds will be spent. Requests for materials will be denied if items are not specifically for this project and its related activities.

Grant applicant will submit application no later than October 30 to the Grant Chairperson. The grant may be submitted electronically, however the cover page with applicant’s and principal’s original signatures must be printed and mailed to the Grant Chairperson:
