Section I: Training Solution Proposal

I. Overview

6th Wave eLearning Solutions goal in partnering with HCC is to develop ethics training for employees in two priority areas, employee personal conduct and appropriate use of company assets. The program will encourage and promote a positive work environment and respect in the HCC workplace; and reinforce HCC’s five foundational principles as the guiding force in maintaining stellar ethical behavior. An outcome of the developed solution will be that HCC maintains your reputation as an industry leader providing business services to small-mid size health care providers of their records management, patient billing and compliance training. It is recognized that HCC has remained an industry leader, in large part, due to a high standard of ethics and business compliance, and the solution delivered will maintain and strengthen HCC’s place of honor in this industry. We are pleased to be considered to partner with HCC to maintain this distinction in records management industry.

II. Project Parameters:

1. Understanding of the Problem: As result of our initial research to understand the training “problem” to be solved, we have learned HCC’s business in the records management sector of the health care industry is a regulated environment and a position of trust delegated by the medical profession. To avoid making mistakes that can lead to penalties, a loss of share value, and a damaged corporate reputation, HCC is seeking to establish a strong and effective ethical framework. HCC is taking a proactive approach to establish these foundational practices in regarding to ethics training. The training to be provided will support that position and establish ethics as a core operational competency. The vast majority of reputational risks stem from:

• company product, • how company staff behaves, • how the company behaves, • and the company’s guiding principles.

The sources of reputational risk that will be addressed in this training solution will relate to how the staff behaves (personal conduct) and appropriate use of company assets in the context of the company’s guiding principles. At this time, 6th Wave foresees that in the future HCC may wish to expand the titles in its ethics library; 6th Wave will provide a framework for a scalable library to provide a wide range of training under the umbrella of ethics training.

This training will seek to establish an ethical framework amongst company executives and managers, which does more than avoid incidents. There is growing evidence that organizations that have admirable workplace polices have reaped benefits not only in terms of productivity, but also in terms of their share value. A 1999 study of 400 publicly traded companies by Watson Wyatt found that those companies with the most progressive “employee-friendly” policies [experienced returns] almost twice as high as companies that didn’t have good workplace policies.(Cite:21)

Implementation of an ethical framework does more than attract and retain employees; it may also serve to:

• Enhance brand image, improve share value, increase sales and customer loyalty • Match improvements in integrity with efficiency improvements • Reduce regulatory oversight • Provide a competitive edge

Thus, it is our understanding that business ethics training is a critical component for HCC to achieve business goals and objectives, maintain a reputation as an industry leader, and comply with regulations and laws that govern aspects of how HCC conducts business.

2. Recommendation To support HCC’s goal of implementing a cost saving training solution for all employees in HCC’s eight locations for critical ethics training, 6th Wave eLearning Solutions is pleased to propose a solution and a plan for the development of the solution which achieves effective and measureable outcomes on two initial priority topics: employee personal conduct and

appropriate use of company assets. To achieve this goal, 6th Wave elearning Solutions is proposing a group-paced course delivered online through a learning and course management system (LCMS) system tailored to your needs. Key HCC personnel will be trained to administer the course using the LCMS system.

There are key benefits of delivering the training in an online format, utilizing a Learning and Content Management System (LCMS). We believe these key benefits demonstrate adherence to best learning practices, and ignite active learning by the participants. An LCMS will provide additional benefits to HCC:

An LCMS has the further advantage of being scalable, so that growth is accommodated. In addition, the LCMS provides features which will be used as a part of the elearning course deliverable, such as communication tools and a library of resources. Further research will help us tailor the CMS/LMS to your specific needs.

3. High Level Program Objectives

Soft skills, such as personal conduct are difficult to measure and quantify. That is why 6th Wave utilizes the industry recognized excellence of Philips Five Levels of Evaluation to determine the effectiveness and ROI of training. The initial objectives for the elearning course presented adhere to training industry standards of Philips five levels for evaluation; and will direct us in our evaluation and assessment planning. By using this methodology, you can be sure of the validity and credibility of the metrics used to assess results of the training program. Secondary and more specific objectives will be created after further research into the needs following the development plan presented in the next section.

Level 1: After participating in the elearning ethics training, learners will:

• perceive appropriate personal conduct following the HCC personal conduct and ethical guidelines as a core competency critical to maintaining HCC’s position of excellence in the industry.

• perceive appropriate use of company assets following the HCC ethical guidelines as a core competency and critical to maintaining HCC’s position of excellence in the industry.

• perceive personal conduct and appropriate uses of company assets are relevant to their job.

• rate the program as effective in achieving the stated goals. • recommend the program to other employees.

Level 2: After completing ethics training, learners should improve their understanding and/or skills for:

• locating HCC’s personal conduct and ethics guidelines. • applying the five company guiding principles given a set of situations in which the five

principles apply. • individual responsibility shared by every employee in the organization and how they

relate to the five guiding principles. • regulations and laws which govern HCC’s staff company and personnel behaviors and

actions. • appropriate personal conduct consistent with HCC’s guidelines. • appropriate use of company assets consistent with HCC’s guidelines. • consequences if regulations and laws which govern HCC’s behaviors (both staff and

company) are violated.

Level 3: Six months after completing the ethics training, learners who participated in the training should be doing the following:

• Managers have reported that all direct reports participated in personal conduct and appropriate use of company asset training.

• Apply HCC’s five guiding principles to ethical behavior and appropriate use of company assets in documented examples by managers.

• Participated in the completion of an action plan for his/her functional areas’ adherence to personal conduct and use of company assets.

• Developed personal performance objectives related to adherence to the personal conduct and use of company asset guidelines.

Level 4: Six months after completing this coaching program, improvement by learners in three specific measures from the following areas:

• No violations resulting from personal conduct violations are reported. • No violations resulting in misuse of company assets are report. • Three examples of adherence to the five guiding principles.

Level 5: Within one year of the ethics training, HCC will achieve:

• Company growth. • National recognition as an industry leader in the records management, patient billing

and compliance training industry.

4. Course Delivery

The course will be developed using best practices in elearning and online instruction which adhere to best practices in adult learning principles. At a minimum, the courses will use instructional strategies such as:

• Collaboration – learners will benefit from sharing real life experiences with one another; solving realistic and relevant case studies problems as small group projects; and learning from one another in large group settings.

• Case Studies – in order to ensure training is relevant to HCC workplace and environment, relevant and realistic case studies and scenarios will be developed which ensure all levels of learners are able to relate. These will be developed using a variety of technology and media (video, audio and animation).

• Role Play – in order for learners to practice in a safe environment, role playing activities will be used in a synchronous learning environment.

• Sharing of ideas and experience – learners will benefit from participating in discussions on topics that support the objectives. Discussion areas on various topics in support of the program goals will be developed in the LCMS for employees to share ideas and experiences with one another.

These two priority topics are closely related and content will likely overlap, upon completion of the analysis stage of our development we may propose an approach to delivering the training in which the course may result in multiple modules. Regardless, it is important to point out that our solution, whether it be one program or two, will be relevant to your industry and company culture and ensure reinforcement of HCC’s five foundational principles. In this way, as HCC and your product catalog of ethics training grows, this solution will continue to be foundational for employee orientation and training.

III. Approach to the Solution:

6th Wave eLearning Solutions will use the following approach to the development of the solution:

1. Background information: Our Development Process

The team of 6th Wave eLearning Solutions brings a variety of experience that will be extremely beneficial in developing this solution for HCC. From our collective experience, we understand that the success of the program is dependent on us adhering to recognized and widely accepted models of excellence in developing training programs. For your background information, we will follow the development model outlined below: 1. Initial Analysis - needs analysis, learner analysis and validation; review of existing program

and evaluation/assessment results; research guidelines and laws/compliance; learner GAP analysis

2. Design - program objectives, evaluation plan, determination of content outline and propose instructional strategies

3. Development - program content, instructional strategies and media, evaluation tools and metric development

4. Implementation – formative evaluation (prototype, pilot testing of program and evaluation tools), program role out

5. Evaluation – formal evaluation plan rolled out

2. Comprehensive list of proposed work tasks and project deliverables:

Using our development model, the following work tasks will be completed to achieve deliverables. We will work closely with the HCC representatives appointed to be our contacts.

1. Initial Analysis –

• Industry Ethics Report & Ethics Library (deliverable) – Our team will conduct a comprehensive analysis of your industry and produce an ethics report and library of resources. Research will be conducted through investigation of industry periodicals, legal documents and guidelines, trade association resources and publications, interviews and validation with your team. This research will provide us with necessary information for: Understand the guidelines, compliance laws and regulations by which HCC and

your industry is governed for reporting learner attendance and tracking completion if required.

Core skills, knowledge and ability requirements of learners – In order to understand the core competencies and needed performance in the areas HCC could be vulnerable. This information will help us in the development of a GAP analysis.

This report will contain best practices for ethics in your industry which can be used as Ethics Guidelines for HCC.

The research and investigation will result in the development of a comprehensive ethics library of resources.

• HCC Policy on Asset Use (deliverable) – We will review the company employee handbook and conduct interviews to understand HCC’s policy on appropriate use of company assets. If there are not written policies, we will draft and gain approval from appointed contacts for the policy to be adopted.

• Learner GAP analysis (deliverable) – Based on the core skills, knowledge, and ability competencies reported in the Industry Ethics Report, we will conduct a Gap analysis of a cross section of the audience to determine priority skills, knowledge and abilities..

• Learner Analysis – In order to ensure the final product is relevant to all learners at HCC, we will conduct a learner analysis which helps us ensure that we are using an effective mix of instructional strategies that match the audience’s learning styles.

• Review of previous ethics training content and evaluation results – This will help in our development to understand the content of training that was conducted previously, what was effective, what learners “liked” about the training and what should be repeated and reused.

2. Design – • Program Objectives (deliverable) – From a thorough understanding of the ethics

core competencies that drive personal conduct and company policy on asset use, detailed and specific learning objectives which support the overall objectives presented above, and that determine what the learners will learn, do and perform as a result of the program/s will be presented for approval.

• Course Deliverable & Instructional Strategies (deliverable) - A formal proposed elearning course deliverable and overall structure will be presented for approval. This will contain actual instructional strategies to be used for accomplishing course objectives. As was stated in our understanding of the project requirements, the elearning solution we propose will maintain the ability for information sharing, collaboration, role play with scenarios and sharing of ideas, thus simulating the key benefits of a face to face class. The instructional strategies proposed will drive the necessity of technical components of the solution, but as a baseline, all 6th Wave eLearning solutions include the following:

o Desktop technical specification recommendations – based on your responses to our questions, HCC is technically ready to implement an elearning solution at the user level.

o Post-Implementation training and support – User introduction to and training for navigating and using elearning courses.

o Courseware integration, testing and deployment – Before any elearning solution is deployed, we pilot and test a prototype in your environment to ensure that all technical components run properly.

o Learning and Content Management System (LCMS) specifications/and or deployment –As previously stated, a recommendation for an LCMS will be made. Our elearning program development is SCORM compliant, which means that attendance and completion results will be tracked in an LCMS. We will work with your IT department to ensure that the appropriate LMS specifications are deployed.

• Evaluation Plan (deliverable) – The overall program objectives are drafted using the Phillips Five Level of Evaluation, which allows us to create the plan for how metrics are collected and achievement of program objectives and return on HCC’s investment for the training reported.

3. Development – Installation and Deployment of the LCMS – The LCMS system will be configured and

deployed to house and deliver the elearning solution. We will work closely with HCC’s IT Department in the deployment of the system, and train those who will be responsible for implementing the system in its use including critical components such as: establishing classes, registering learners, course catalog, reporting and data integrity and maintenance.

Develop Program Content – The content, or information, that is critical for learners to gain for accomplishing the learning objectives for the solution will be researched and documented. Some of this content will have already been developed as a deliverable in the analysis stage. This will require input and sign off by the SME’s that are assisting us with the development of the proposed solution.

Instructional Strategy Development – Development of the activities, media and other identified instructional activities will be developed in this stage.

Evaluation Tool Development – Development of the tools used to gather metrics (baseline and ROI results) and assess the learner’s satisfaction with the program, if they gained the critical information necessary and the overall program effectiveness will be developed.

Train the Trainer – We will provide you with a description of core competencies the HCC Trainers that implement the training should posses, and work with key HCC personnel to identify the appropriate HCC Trainers who will actually teach and implement the course. These individuals will be trained to teach the course using the LCMS system. The training will consist of technical competencies necessary to

administer the course in the LCMS, as well as facilitation of the course content and activities.

4. Implementation – • Prototype/ Pilot Testing (deliverable) – Deployment of the initial prototype of the

elearning program and evaluation tools will be delivered to a group of learners. Immediately following the completion of the pilot and evaluation tools, we will conduct a focus group to solicit their feedback on the prototype and evaluation tools.

• Revision to Prototype – Based on feedback from our formative evaluators, we will make necessary revisions to the prototype and evaluation tools, program and conduct a final test of the program to ensure all aspects are functioning with revisions.

• Program Deployment (deliverable) – Program will be deployed to learners with evaluation tools.

5. Evaluation – • Initial Program Deployment Assessment (deliverable) - Data from the initial

program deployment will be analyzed for immediate necessary changes. A report will be provided to HCC leadership. Ongoing data will continue to be collected as part of the formal evaluation plan.

• Implement Evaluation Plan for ROI (deliverable) – The evaluation plan that will assess metrics for actual program ROI will be deployed according the plan timeline.

• ROI Report (deliverable) – According to the Evaluation Plan developed from the Phillips Five Level for collecting ROI Metrics, a report will be provided to HCC leadership.

Section II: Project Management Plan

1. Working Relationship

The project will be executed by a core team. 6th Wave will select from its resources a principle-in-charge, a project manager, and instructional designers and developers, as needed. HCC will provide a principle-in-charge, an SME, an IT representative, and such other team members as it sees fit. 6th Wave sees this relationship as the first of many between our two companies. Consequently, we think a mutually developed team agreement will set the tone for a long and lasting working relationship.

2. Assumptions

• An open source LCMS (e.g., Moodle, Sakai, Drupal) will meet HCC’s needs

• HCC will host the LCMS on its own servers

• Course materials and prior course evaluations will be supplied in electronic format

• Existing policy, procedures and resources related to the training will be supplied, and they will be accurate, up-to-date, and complete

• Requests for approval and authorizations to proceed will take no more than 48 hours

• HCC will supply SMEs as required

• HCC will supply test groups from the target audience before, during, and after development of the project

• HCC will coordinate testing of the LCMS internally with its IT staff

3. Project Management

6th Wave breaks its projects into 5 phases and uses the ADDIE model to build effective training and performance support tools. This approach provides a step-by-step system for the evaluation of students' needs, the design and development of training materials, and the evaluation of the effectiveness of the training intervention. Each phase has an outcome that feeds into the next phase in the sequence. 6th Wave uses standard project management software and adheres to standard, commonly accepted principles and practices of project management.

4. Schedule & Milestones

The project is expected to commence with a half-day kick-off meeting on September 1, 2009; the course is scheduled to launch on January 21, 2010; and final sign off is scheduled for February 12.

We have structured our business plan into 5 phases, corresponding to the ADDIE phases. Each phase has a number of deliverables that 6th Wave will supply and corresponding approvals from HCC and the subject matter experts (SMEs).

As noted above in the discussion of assumptions, this schedule provides for 48 hour turnaround time on HCC’s approvals. HCC may choose to increase this time, understanding that additional time extends completion of the project by an equal amount.

5. Managing Time, Change and Quality

6th Wave uses project management software and adheres to generally accepted practices of project management. These systems are designed to insure early warning of time overruns. In addition, we use industry standard software to manage change requests. This software allows for the logging and disposition of changes that arise during the course of the project. Each design team also has a trained quality control specialist who examines content, documentation, design, user preference compatibility, and usability testing before delivering the product to HCC for review and sign-off. Finally, a sign-off policy will be used at the end of each deliverable. This schedule will guarantee HCC’s satisfaction with each phase of the project, while keeping the project moving forward.

Generally speaking, 6th Wave estimates that the project will require approximately 800 man/hours to complete and the total cost of the project will be $66,600. Of this amount, about $32,000 is for the installation and deployment of the LCMS, and the remaining $34,600 is for development team costs.

The cost of expenses incurred in the ordinary course of business will be billed directly to you. As our offices are within walking distance and deliverables will be in electronic form, we do not foresee any travel or delivery expenses. Consequently we will seek your authorization before incurring any other expenses on your behalf.

As noted in the assumptions section above, 6th Wave currently believes that an open source LCMS will provide the best solution for HCC. However, subsequent research may show that a commercial system may be more suitable. According to employee training and enterprise learning researchers Brandon Hall (June, 2009), the average installed cost of a commercial system is estimated as follows:

While the first year installed costs are not significantly different than ours, there are no follow-on annual licensing fees and maintenance is easily managed by your IT staff. In the alternative, you may choose to outsource maintenance, either to us to an independent host. We are pleased to price any of these options for you.

2. Resource Plan

6th Wave's core team will consist of a principle-in-charge, a project manager, and three members from disciplines of design and development. Selection is aimed at creating a mix of expertise, past experience and team dynamics that stimulates creativity and effective production. From time to time, additional personnel will join the core team. Below is a table of our standard billing rates:

To insure final delivery of the product, 6th Wave’s payment schedule provides for a retainage of 10% from each progress payment, the cumulative total of which is due at final acceptance.

4. Managing Budget Adherence and Change

6th Wave will do everything possible to bring the project in on budget. In addition to the incentive provided by the payment system, 6th Wave uses industry standard software to manage its adherence to the budget. If change requests occur that are outside the scope of this proposal, a Project Change Notice will be generated that we will price for HCC’s approval. 6th Wave will not proceed with any changes unless sign-off is received from HCC.

1. Evaluation Plan

To evaluate the effectiveness of our proposed training solution, we have built into our project management plan a program evaluation strategy that will report credible and valid metrics. As noted in our initial training proposal, we are certified by the International Society of Training and Development in the implementation and use of the training industry recognized Phillips Five Levels of Evaluation (Reactions, Learning, Actions, Results, and ROI) to evaluate our training program’s effectiveness for all types of learning, particularly soft skills. The table below is a graphical representation of our evaluation strategy, followed by a brief explanation of what will happen at each level.

** The learning management system is a crucial tool during the evaluation process because it gathers and stores the data during the evaluation plan/five levels. With the proposed/provided training on how to conduct data analysis and create customized reports using the LMS, HCC staff will be equipped with the skills needed to complete evaluation and assessments independently at the conclusion of the SOW/implementation of this proposed development plan.

• Level 1 – Reactions and Perceptions

Upon completion of a course, learners will be presented with an evaluation to complete. This evaluation will collect participants’ perception of the course content and course (did they like the course, navigation, interface, etc). The evaluation will also ask for specific responses based on the level 1 objectives (presented previously), for example:

• Level 2 – Learning

Level 2 evaluation measures the improvement of understanding and skills for the stated program goals. At the beginning of each course, a pre-assessment will be administered to each participant to gather baseline data on their previous knowledge or skill on the topics covered in the class. At the completion of the course, participant will be presented with questions on the course evaluation/assessment that measure and assess improvements in understanding and skill. For example:

• Which of the following is the location of HCC’s personal conduct and ethics guidelines (Multiple choice answer)

• Given the following scenarios, choose the best response: (Scenario that tests the participant’s ability to apply one of HCC’s five guiding principles)

• Choose the regulation that governs HCC’s staff personnel behaviors and actions in regards to HIPPA Guidelines (multiple choice answers)

• Level 3– New Actions by Learner’s

Level 3 evaluation is conducted six months after the program and measures the actions of those who participated in the training and that occur as a result of the training program. Managers of participants will be asked to complete a questionnaire to gather the data for level 3 assessment. For example:

• Managers will report on the number of direct reports that participated in personal conduct and appropriate use of company asset training.

• Managers will be asked to document how employees have applied HCC’s five guiding principles to ethical behavior and appropriate use of company assets.

• Managers will be asked to ensure their area creates an action plan for his/her functional

areas’ adherence to personal conduct and use of company assets.

• All employees are asked to developed personal performance objectives related to adherence to the personal conduct and use of company asset guidelines. A six month review of these objectives will be conducted by managers to determine if the participant from the training is on track with their objectives. In addition, specific examples will be collected for reporting in level 4 – see below.

• Level 4 – Impact of actions and new behaviors

Level 4 evaluation is conducted six months after completing this program. The purpose of level 4 evaluations is to assess the impact learner’s actions and new behaviors are having as a result of the program in critical business areas related to the program goals. For example, data will be collected on:

• The numbers of violations resulting from personal conduct violations that are reported (Objective is no violations)

• The number of violations that are reported resulting in misuse of company assets (Objective is no violations)

• Three examples of adherence to the five guiding principles (To be collected from

Personal Business Objective interim review by managers)

• Level 5 - ROI

Frequently thought of as the bottom line, this level measures the success of the program in terms that managers and executives can understand; essentially the return on the dollar investment of the training. This level also identifies contributing factors that add benefit to the bottom line, such as decrease company risk, decrease in violations, improved quality, increase in industry reputation, reduction of risks, increased sales due to high standards and even higher profits as employees participate in maintaining HCC’s industry reputation and begin seeing it as a personal responsibility. All of this translates into a higher return on investment for training development and implementation. From a business and organizational perspective, this is the overall reason for a training program, yet many training consultants don’t extend their evaluation to a complete ROI study, because Level Five results require advanced planning – typically at the beginning phases of program development.

Determining results in financial terms can be difficult to measure, that is why we use the Phillips Five levels of evaluation which ensures that credible metrics can be linked directly to the training. Base line data collected prior to implementing the program provides us with the beginning metrics. Within one year of delivering the training, metrics are gathered to determine the increase in business as a direct result of the program. Recognition of HCC’s high ethical standards within the industry will be realized by leading industry professional associations.

2. Return on Investment (ROI)

6th Wave eLearning Solutions understands that one of your expectations is for this training solution to be cost-effective. We desire to partner with you to ensure you receive a Return on Investment (ROI) for your training dollars invested, and employee’s time to participate (loss of productivity). We are confident that our online training solution will provide the best ROI over the long term.

Some training organizations claim that it is possible to examine the return of training on another level - Return on Expectation, or ROE. We have found that an ROE analysis is extremely subjective and difficult to quantify. Expectations vary from key stakeholders, the expectations of managers are often different then the learner’s; and executives’ expectations are often mutually exclusive. This is why 6th Wave eLearning Solutions uses the Philips Five Levels of Evaluation to measure not only learning, but the impact learning has on employee actions, the company, and ultimately on HCC’s

goals for the training. 6th Wave eLearning Solutions also believes in the power of numbers to demonstrate the value our training solution brings to HCC.

Based on the information you have shared with us regarding the estimated cost for business ethics training implemented for managers for the years 2007 and 2008, when calculated on a per person cost, you spent $276 per person in 2007, $326 per person in 2008. These figures indicate an 18.357 percent (18.357 %) increase in training cost over the past two years. Increases of this magnitude are expected to continue for the foreseeable future. If you continue to deliver ethics training in this way, you could expect training costs to escalate at a rate significantly higher than the annual inflation rate. We also point out that this method limits your options as to the numbers of participants, impedes your ability to increase the catalog of course offerings, and weakens your ability to leverage your training infrastructure into a revenue generating product (compliance training).
