The Council considered the recommendations of the SHC
relating to grant of approval of applications under Chapter-ll ofAPH 2019-20. The Council approved granting Extension ofApproval [EoA) to 1031 nos. of existing institutions based onself-disclosure. The Council noted that during 123..t EC meetinghefd on March 27,20L9,3284 nos of institutions have alreadybeen granted EoA, thus totaling to 4315 nos. of EoAs granted toexistin g i nstitutio ns.
The Council opined that processing of the remaining cases ofChapter Il, as per APH 2019-20 should be completed at theearliest and be placed before the ensuing Council meeting.
To consider and approve the proposal of AICTE in the cases ofGovernment In stitution s,
The Council was informed that appx. 595 nos. of Governmentinstitutions are deficient in faculty apart from otherdeficiencies such as infrastructure, land etc. The Council wasalso informed about the issues related to recruitment of facultyin the absence of clarity on implementation of reservationquota. UGC has now given directions after an ordinance wasissued by the Central Government. However, due to code ofconduct, there would be some delay in actual recruitment.
The Council noted that as per L23"d EC decision, stategovernments have been written for the compliance ofdeficiencies.

otherwise have deficiencies. After deliberations, the councildecided that based on the commitments received fromrespective state Governments for compliance of deficiencies, acommittee of three academicians be constituted and severitv ofdeficiencies be assessed. lf deficiencies are severe in natire,appropriate action, ranging from reduction of intake betweenlO to 20o/o be imposed.
To consider and approve the proposal ofAICTE to form EVC throughoffline mode for physical verification of New Institutes of Ay 20i,9-20 who have been granted LOI.
The council was informed that large number of applications forestablishment of new institutions have been rbieived, morethan 800 EVCs are to be conducted and maiority of them arefrom Pharmacy discipline. Experts as senior faculty fromGovernment Institutions/ NITs/ IITs/ universities are deputedin the EVC teams, however, this year there is scarcity of expertsfrom Government institutions due to election duties and theirc-ommitment as experts in Scrutiny / EVC/ SHC/ SAC, resulting indifficulty in formation of online EVC.
Further, the Council was also informed that AICTE has tocomply with the directions of Hon'ble Supreme Court of India tocomplete the approval process by 36,t' April of each year.
The Council deliberated on the matter and approved theproposal of AICTE to form EVC from the list of expe*s availableon the portal, with the approval of the compeient authority,through offline mode too for physical verification of newinstitutes of AY 2Ol9-20 who have been granted LOI. TheCouncil_ also suggested that experts may be engaged fromreputed private institutions, if the need arise. The Councilfurther suggested that AICTE may seek a list of senior facultv ofrepute from NITs/ IITs/ Universities & their affiliitedinstitutions, for utilizing during formation of EVC.
As per past practice, during composition of EVC for a pharmacyinstitute, two subject experts {pharmacy} and one architectwere being deputed. In present circumstances, where largenumber of requirement for EVC at pharmacy institutes is there,the Council decided that only one subiect expeft (pharmacy),other expert from any other technical background and onearchitect may be included to form an EVC.
To rati$r the decision of the Competent Authority in grantingrelaxation from APH 2019-20 to Institutions in case of approvedland/building related documents from the State Government.
The council ratified the matter in view of delays due to ongoingelection process in which most officers are on duty and in somecases code ofconduct does not allow decisions.

Also, it was noted that possibly there could be any other matter ofAICTE which cannot be l<ept on hold for seeking approval of theCouncil till scheduling of its next nteeting,
Accordingly, the Council deliberated and decided that in all suchmatters the Chair:man, AICTE is enrpowered to take decision and
thereafter place the matter in the subsequent meeting of the Council
for its ratification.
