Apparel exporters have demanded an increase in the duty draw back rate to 14.64% from the current 8.8% for cotton apparel, 9.8% for blended garments and 10.5% for synthetic garments to fight the rapid decline in order from foreign retailers, many of whom are facing bankruptcy and have closed hundreds of stores as much of industrially advanced economies have slid into recession.

To strengthen the SME sector and help cope with the economic slowdown, the Uttar Pradesh government has now decided to aggressively pursue the cluster model of development.

The SME sector accounts for almost 60 per cent of the total industrial output in Uttar Pradesh. The current financial crisis has adversely affected SME units, especially engaged in export to the US and European markets.

Exports from UP mainly comprise leather goods, carpets, textiles, agriculture products, brassware and auto parts. There are about 100,000 small-scale and medium units in UP and the state ranks fourth in the country in the number of SME units.

Some of the running clusters in UP include, sports goods (Meerut), glass work (Shikohabad/Ferozabad), leather footwear (Agra), pottery (Lucknow), locks (Aligarh), carpets (Bhadohi/Varanasi), among others.

A large number of ancillary units of auto components in industrial sector of Aurangabad are on the brink of closure as a cascading effect of economic slump.

Financial funding is a major concern now in these units, as around 30,000 to 40,000 employees may lose their jobs if steps are not taken to prop up the falling sector. Already around 10,000 to 12,000 casual labours have been laid of as an impact of economic slump.

Delay in payments from large units on whom the ancillary units depend, renewal of loan proposals by banks and hand-to-mouth finance are the reasons which are worsening the state of small units.
