The SDA bus requires pull up resistor per the data sheet.The pull up resistors are set as “LAB” therefore were not populated

device through the SDA terminal. Notice that if the I2C-bus common pull-up resistors havenot been installed as required for I2C-bus, then an external pull-up resistor, about 10 kOhm,is needed for each of these two terminals.

The required decoupling capacitor is 10uF in the design the decoupling is 0.1uF
Pin 3 is not connected pin but there is a connection to 5 volt
