WEDNESDAY, JULY 28 {1-1:10 p.m.} Introduction (Sara Shonrock, Program Coordinator Iowa State University Extension and Outreach)

{1:10-3 p.m.} Disaster Preparedness & Response Tools: Weather disasters will strike a community whether the community is prepared for them or not. During this presentation we will discuss what your city can do to better prepare for the inevitable future weather disaster, as well as talk about the response and recovery phase. A representative from the Iowa Department of Homeland Security & Emergency Management Department will review how to best prepare your community for a disaster as well as FEMA funding sources that are available to your community. Additionally, we will discuss what two communities did when they were struck with a disaster including lessons learned and tools used. (Rick Biondi, Deputy Public Assistance Officer, Iowa Homeland Security & Emergency; Michelle Spohnheimer, Housing & Community Development Director, City of Marshalltown Management Department; Tyler Danielson, GIS Project Manager, Bolton & Menk)

{3:15-5:15 p.m.} City Infrastructure Funding Resources & the Public-Private Partnership: Whether it is infrastructure upgrades or new infrastruc-ture, cities will always have a list of projects to better their community for its residents and businesses, as well as to prepare for future growth. In order to make these projects happen, a city should look for funding sources to help optimize their investment. We will review infrastructure funding sources available for Iowa communities and discuss how communities have put multiple funding sources together to make their project happen. If a city is look-ing for an infrastructure project that requires a public-private partnership, there are many things to know before investing in the partnership. We will discuss some dos and don’ts as you prepare for that partnership. (Madison Burke, Funding Specialist, Bolton & Menk; Greg Broussard, Project Engineer, Bolton & Menk)

THURSDAY, JULY 29{8-10 a.m.}Option 1 : Service Animals in Your Community: Service animals provide a valuable resource to those individuals they are trained to assist. However, the intersection between service animals and city ordinances can create a number of challenging questions for city officials. This session will be used to discuss this topic and possible solutions for juggling the sometimes competing interests between individual citizens and the community at large. (Dan Morgan, Partner, Lynch Dallas)

Option 2: Rental Registry and Inspections Programs: Essential Components and Best Practices from Across Iowa: Rental registries and inspections programs are mechanisms for communities to monitor rental units and create minimum quality standards for rental properties. These programs should be designed to meet the agreed upon goals of the community. Considerations such as registry maintenance, cost, city staff time, scheduling, and inspec-tion criteria should be tailored to the human and financial resources available. This workshop will cover the decision points for creating or evaluating rental registry and inspections programs. Program design will also cover garnering community buy-in and the value of on-going community engage-ment to ensure program success. (Jon Wolseth, ISU Extension & Outreach)

Option 3: Let’s Give ‘Em Something to Talk About: Let’s talk about organization! Whether its your calendar, your work day, or your files, we will touch upon ideas to keep our work place organized. Interested in moving to an electronic environment, then this class if for you. The session will also hit on retention as a way to keep organized and working in a continuously electronic environment (let’s get rid of all those papers). Learn best practices from your peers, as well as a veteran clerk who has worked in a variety of city sizes. (Denise Hoy, City Clerk, City of Ankeny)

THURSDAY, JULY 29, continued {10:15 a.m. -12:15 p.m.}Option 4: Municipal Forms of Government and Council Representation: What may initially sound like a rather dry topic, a city’s form of govern-ment and council representation plan is important for all city officials to understand. These fundamental aspects of municipal government help define the roles of the mayor, council and appointed officials along with how citizens choose their elected representative. We will also cover how a city chang-es its form of government or council representation plan. (Mickey Shields, Iowa League of Cities)

Option 5: The Great Iowa Road Trip – Utilizing Tourism to Revive Small Businesses and Towns: ISU Extension and Outreach’s new tourism program collaborates with communities to revive their small businesses and towns in a post-Covid economy. The Great Iowa Road Trip is an organized region-al event, which encourages the public to discover new favorite places on a mapped route of small businesses, attractions, and local hidden gems. This workshop shares how event organizers select participants of this juried event on criteria including pandemic-related safety measures, city permit com-pliance, and creating an appealing mix of retail, dining, and activities that attract visitors and new customers to their communities. Option 6: Elections Refresher: With city elections on the horizon for 2021, a refresher on the do’s and don’t’s of elections is always helpful. In this session, attendees will receive a look at what to prepare for as far as city elections and the 2021 elections in general. The Secretary of State’s office will lead the session and be available for any questions. (Molly Widen, Legal Counsel, Office of the Iowa Secretary of State)

{1-3 p.m.}Option 7: Ensuring Your Insurance Requirements in Construction Agreements: A review of the insurance language found in common AIA contract documents and recommended best practice approaches for cities and utilities. Discussion will primarily revolve around the Owner’s and Contractor’s insurance obligations found in the AIA Document A101 – Exhibit A Insurance and Bonds, and what the best practice approaches are addressing those obligations. Discussion will also include what Builders Risk Insurance is and how it fit into the process. (Heith Hockenberry, Jester Insurance)

Option 8: The Good, The Bad and The Ugly of County TIF Certification Forms (or December 1: We Like to Call it TIF Day!): This session will over-view how you got to this place or why you must fill out a County TIF Certification Form by December 1st. We will discuss the obligations that qualify for TIF certification and how to properly report them annually. Diving into the proper ways to show debt obligations, rebates, interfund loans and more will remind you how important your urban renewal work is prior to that December 1 date. We will have feedback from a County Auditor’s office on the forms as well as why the TIF reconciliation report from the County to your City is so important. (Maggie Burger, Speer Financial)

Option 9: Effective Leadership Succession Planning: According to the Center for State and Local Government Excellence, succession planning con-tinues to be a top workforce issue. Maintaining commitment to succession management creates a talent pool in varying stages of readiness to assume new responsibilities and provides for transfer of institutional knowledge when a longtime employee retires. This session will focus on key steps to start succession planning and how to achieve buy-in along the way. (Dawn Carlson, CAE, President and CEO of Strategic Relations)

Topics for this session will center around employ-ee policies, employment hiring, termination, and evaluations, and working through all the different COVID FMLA and just FMLA in general. FRIDAY JULY 30 {8-10 a.m.}Questions, Discussions, and Updates: The session will involve updates on recently passed legislation or other current issues affecting Iowa’s city governments. This is an interactive session with Iowa League of Cities staff and will also discuss questions supplied by the participants either prior to or during the session. {10:15-12:15 p.m.}Do you work with the Living Dead?: Do you work with people who drag their feet into work, growl and murmur, give blank stares, aren’t engaged with their work, or poison other co-workers? Or maybe they habitually bite and devour others with their words and actions? Do you work with people who suck the very life out of you? Or could you possibly be infected with this epidemic and you don’t know it? Desi will teach you how to smash those brains or bad attitudes with this fun and interactive breakout session.

Learning Objectives· Learn how to deal with the different “zombies” or negative issues of people.· Learn how to “shrug off” the zombies.· Learn how gratitude will keep you zombie free.· Learn how attitude is a difference maker – to be or not to be a zombie.· Learn how “CPR” will revive you at any given moment when your heart stops and you slip
