I. About Construction Skill Development Council of India (CSDCI) Construction Skill Development Council of India (CSDCI) is promoted by Construction Federation of

India (CFI), Builders' Association of India (BAI), National Highways Builders Federation (NHBF) and

Confederation of Real Estate Developers Association of India (CREDAI). CSDCI is a Sector Skill Council

for the Construction Sector CSDCI and has been constituted on the 11th of November, 2013 under the

mandate of National Skill Development Corporation (NSDC) to promote Skill development in the

construction sector.

CSDCI is a Non-Profit Organization, registered under Section 8 of the Indian Companies Act, 2013. It

aims to develop, establish, standardize and sustain Industry Competency Frameworks, Skills Levels,

Occupational Standards, build, create and deliver Capacity and Skilling outcomes which shall meet or

exceed Construction Industry Expectations.

(i) Objectives of the Council

1. Develop National Occupational Standards (NOS) that feature skill competency standards and

qualifications.

2. Refine the existing curricula to align it with NOS, obtain approval from an industry led body of

experts and facilitate building of delivery capacity.

3. Plan and institutionalize an effective system for training of trainers and assessors.

4. Steer the affiliation processes to enable quality assurance in training in par with international

standards.

5. Skill and Assess - Responsibly ensure quality training and conduct fair assessments

6. Certifications of the trained manpower as per NOS and align them to NSQF levels

7. Promote academies of excellence by nurturing state of vocational training.

(ii) About National Skill Qualification Framework and the Construction Skill

Pyramid

The National Skills Qualifications Framework (NSQF) is a competency-based framework that organizes

all qualifications according to a series of levels of knowledge, skills and aptitude. These levels, graded

from one to ten, are defined in terms of learning outcomes which the learner must possess regardless

of whether they are obtained through formal, non-formal or informal learning.

Under NSQF, the learner can acquire the certification for competency needed at any level through

formal, non-formal or informal learning. In that sense, the NSQF is a quality assurance framework.

Presently, more than 100 countries have, or are in the process of developing national qualification

frameworks.

The NSQF is anchored at the National Skill Development Agency (NSDA) and is being implemented

through the National Skills Qualifications Committee (NSQC) which comprises of all key stakeholders.

The NSQC's functions amongst others include approving NOSs/QPs, approving accreditation norms,

prescribing guidelines to address the needs of disadvantages sections, reviewing inter-agency disputes

and alignment of NSQF with international qualification frameworks.

Specific outcomes expected from implementation of NSQF are:

1. Mobility between vocational and general education by alignment of degrees with NSQF

2. Recognition of Prior Learning (RPL), allowing transition from non-formal to organised job market

3. Standardised, consistent, nationally acceptable outcomes of training across the country through

a national quality assurance framework

4. Global mobility of skilled workforce from India, through international equivalence of NSQF

5. Mapping of progression pathways within sectors and cross-sectorally

6. Approval of NOS/QPs as national standards for skill training

(a) The Skill Pyramid

II. About Affiliation The term Affiliation is used to define a process of establishing competence of any institution desiring

of delivering vocational training from NVEQF/NVQF/NSQF level 1 to 10 which is based on National

Occupational Standards (NOS) created by Construction Skill Development Council of India (CSDCI

constituted by NSDC.

Any Education Body/ Vocational Training provider (TP) can seek affiliation from Construction Skill

Development Council of India in delivering the requisite elements of a NOS based vocational training.

The affiliation process conducted by CSDCI will carry out evaluation of competence and availability of

the desired infrastructure/ capability of creating the desired infrastructure matching the needs/

requirements of delivering NOS based training.

The alignment of CSDCI and a TP/ Education Body through the process of Affiliation will focus on

learning and development of the learners so that they are easily employable in the sector. The process

is also expected to encourage TP/Education Body to pursue continual excellence so that they are

always in tune with the requirements of the sector. Thus the purpose of Affiliation is to maintain high

standards of quality in delivering NOS based vocational training.

Some of the salient objectives of affiliation include:

To assess TP institutions/ Education bodies and their programs that meet defined quality

standards.

To foster excellence in TP institutions building effectiveness in delivering NOS or competency

based training.

To establish a framework for continuous improvement and provide an opportunity to

benchmark with other institutions in India and abroad.

To facilitate developing the professional competency of the learners in tune with the requirements of the sector

CSDCI by way of Affiliation will give access to the affiliating partners to a variety of benefits, such as:

Alignment of training to NVEQF/NVQF/NSQF leading to equivalence with educational degrees,

diplomas and certifications.

Ratification of NOS based curriculum

Access to Master Trainers of the SSC and certification of the trainers of the affiliating training

provider.

Facilitate On the Job Training (OJT) and / or Placements of the affiliating partner trainees

Assessment of trainees on NOS based curriculum

Industry recognized certification of the successful trainees.

Participation in Government led programs at institutional and state level, aligned to

NVEQF/NVQF/NSQF

Access to the reports on the Sectoral Researches conducted by the CSDCI

Participation in the various Construction Specific Seminars

Access to International bodies available in similar space

(i) Institutions Eligible to Affiliate to the Construction Skill Development Council

of India

1. Training Organizations/Institutions set up by NSDC funding.

2. Training Institutions set up/affiliated by Government of India

a. ITIs/ITCs affiliated to NCVT

b. Institutions approved by Councils under Central Government like AICTE

c. College/ Institutes affiliated to a University set by Central or State/ UT Government or

recognized by UGC

d. Schools / Institutes approved by Central or State Boards of Secondary Education (or

equivalent) or Boards of Technical Education.

e. Any other institute set up by Central or State/ UT government

3. Private Training Institutions independently operating in Vocational Space.

4. Training institutions set up by private companies to meet the skilled manpower requirement

for in-house needs or for the sector.

Company/Firm/Society/Trust - Any of the above fulfilling any of the following criteria:

a. An organization providing training under Apprentices Act, 1961 for last three years

from the date of submission of the application.

b. An organization registered in India, conducting business in the domain of skill

development & training, having Permanent Income Tax Account Number (PAN) and

Service Tax Registration Number and audited accounts of statements at least for last

one year.

(ii) Process of Affiliation

1. A TP whether NSDC funded/Government affiliated or non-funded will apply for affiliation to

CSDCI for a NOS based course pertaining to a specific job role (Qualification Pack).

2. Download the MoU, Undertaking and Tool List documents from the CSDCI website.

3. CSDCI will affiliate the institution of the TP for the NOS based courses that the

Institution is offering.

4. After filing the completed affiliation application accompanied with the necessary fee, by the

interested TP, CSDCI will affiliate the TP within 30 days subject to TP responding to

clarifications sought by the CSDCI, if any within 10 working days. In case the TP does not

respond within the stipulated time, the application shall be deemed as closed. The TP, if

further interested in affiliation will have to re-activate his application, stating reasons for

delay along with the desired response sought by CSDCI.

5. In case the delay is happening from CSDCI side, the concerned TP will be informed of the delay

stating the reasons and the expected time by which the process will be closed by the CSDCI.

(iii) Requirements for Affiliation

The requirements for affiliation of a Training Provider (TP) / Education Body are classified into 4

components:

Section 4: Performance, Measurement and Improvement

(a) SECTION 1: Institution and Management Profile

1.1 GENERAL:

The organization which requires affiliation should have a written mission statement. The mission shall

guide establishment of the training management system and the general operation of the

organization.

The affiliating organization should:

1. Have clearly defined objectives that are helpful in establishing a vocational training system.

2. Have documented processes and procedures covering the entire gamut of vocational training

including the ones relating to continual improvement of these processes and procedures.

3. Physically possess the resources or have a documented plan of owning the resources required

to run and operate a vocational training system.

4. Have documented processes that will help the management to review and analyse the

operational processes and procedures.

5. Have a documented mechanism to ensure the applicability of the processes and procedures

to the work that has been outsourced to a third party.

1.2 Organization Details/ Profile of the Management Team

In this section, the factual information of the affiliating TP and its management team is gathered:

1. Details of the organization applying for the proposal

2. Prior exposure of the affiliating organization in skill development space

3. Educational qualification and experience of the management team

4. Key achievements of the management team/ project team in the area of skill development

5. Management committee shall identify all statutory and regulatory requirements for

compliance.

The Management committee of the TP shall:

1. Involve all members of the Institution in understanding and implementing the mission and

quality objectives that are measurable and derived from core training and support processes

of the Institution.

2. Identify and plan for resources necessary for achieving the Institution's objectives.

3. Communicate to all members of Institution the importance of meeting the requirements of

interested parties as well as the applicable statutory and regulatory requirements.

4. Measure the performance of the Institution in order to monitor the fulfilment of the mission

and quality objectives.

1.3 Responsibilities and the Authority of the Operational Teams

1. Head of the TP (Training Provider) and Key Personnel:

Head of Institution may be designated as Director/ Principal. The head of Institution shall be

empowered by the management committee to carry out day to day functioning of the

Institution. The management committee shall clearly describe the management structure. The

head of the institution shall decide and implement the processes which support the

development and deployment of the TP system. The responsibility and authority for all

personnel involved in key functional areas shall be defined and communicated within the

Institution.

2. Affiliation Coordinator

1. Management committee shall appoint an existing senior staff member who, irrespective of other responsibilities, shall monitor to ensure that the requirements of these criteria

are being implemented. The coordinator shall periodically report to management

committee on the compliance of criteria and the need for improvement.

2. The coordinator shall ensure communication within the Institution on the information

related to the application and relevance of the criteria in Training and support processes.

The coordinator shall liaise with the affiliating SSC on all relevant matters.

(b) SECTION 2: Quality Aspects in Institution Governance

1.1 MISSION STATEMENT

The Institution's mission shall be documented. This shall be consistent with needs &

expectations of interested parties and applicable statutory & regulatory requirements and

commitment in delivering excellence.

1.2 EXISTENCE OF OPERATIONS MANUAL COVERING THE FOLLOWING

The institution applying for affiliation should have an Operations Document covering the

following aspects:

(a) Background of the Institution (b) Organization Structure (c) Details of other affiliations, if applicable (d) Industry Linkages (e) Profile for senior and middle management (f) Profile of trainers

(g) Details of infrastructure, workshop, store etc.

(h) Process of internal evaluation (i) Placement cell and its placement record

(j) Training Courses/ Programs offered including a list of content and training material

available

(k) Quality assurance mechanism

1.3 FINANCIAL RESOURCES

The Institution shall provide financial resources which shall be capable of sustaining a sound vocational

educational program consistent with its stated mission and objectives for long term stability.

1.4 COMPLIANCE TO STATUTORY AND REGULATORY REQUIREMENTS

The Institution shall identify and comply with the applicable statutory and regulatory

requirements pertaining to the services provided.

(c) SECTION 3: Training Operations - Processes

1.1 Documented Process for Management of Human Resources

1. Recruitment guidelines and criteria based on required competencies

2. Process of reviews to identify competency gaps vis-à-vis requirement in the in-house

talent

3. Training and professional development plan and processes

4. Maintaining records of qualifications and experience

5. Motivation and enhancement of self-esteem amongst the staff

1.2 Curriculum

1. Process of adoption and/or development of curriculum on the basis of QP and NOS

developed by the SSC

2. Review process to gauge the effectiveness of the curriculum developed

3. Clear demarcation of time to theory and practical as per the criteria set by

regulatory bodies

4. Pedagogy inclusive of time schedule and lesson plan

5. Process of SME engagement in curriculum design and development

6. Review process for approval of curriculum from the SSC.

1.3 Content / Courseware and other Documents

a. Process of adoption and/or development of content / courseware on the basis of QP

and NOS based curriculum approved by SSC.

III. Fee Details

1. To get CSDCI affiliation, Training Provider will fill the application form (attached) per training

provider (valid for one year).

2. Compliance checks would be done at TP- HQ level for management credentials,

documentation processes. (Please refer to Section – 1, Para – A, B and C)

3. Validation of curriculum aligned to QP. (Please refer to Section -3, Para – B and C)

4. Checks for Infrastructure and equipment in a centre will be done on yearly basis. (Refer Section

– 4 )

5. The validity period for affiliation will be 1 year from the date of issuance of the certificate.

6. All fees once paid will be non-refundable.

IV. MoU for Affiliation

MEMORANDUM OF AFFILIATION CUM SERVICE LEVEL AGREEMENT

This Memorandum of Affiliation cum Service Level Agreement is executed on the …………. day of

Construction Skills Development Council of India (CSDCI), a company , registered under section 25

and having its registered office at 204, Aashriwad Complex, D1-Green Park, New Delhi is a nominated

entity for skill development and assessment in the area/s of Real Estate & Infrastructure Construction

(hereinafter referred to as the "Construction Skill Development Council of India / First Party, which

expression shall, unless it be repugnant to the subject or context thereof, include its successors and

permitted assigns) acting through Col. Ashwani Joshi, Chief Executive Officer-CSDCI, authorised by

Governing Council of CSDCI;

Whereas, CSDCI and………………………………………………………………..are hereinafter individually

referred to as “Party” and collectively known as “Parties”.

And Whereas Construction Skill Development Council of India (CSDCI) is a Not-for-Profit organization

under the Indian Companies Act, 1956. The Council is registered on the under section 25, sub section1,

clause (a) of the Companies Act, 1956. It was incorporated on 11th September 2013 and its objective is

to create a credible and effective mechanism with the support of relevant and interested stakeholders

for managing the task of skill development across the country for meeting the current and future skill

needs of the construction industry with a Vision to be the leading and apex body of the Construction

& Infrastructure Industry in Development & Support of Skilling Solutions, Workforce Planning, and

advocacy of Services by ensuring Right Skills in the Right Place at the Right Time.

CSDCI is interested to partner with the Party (Training Provider) to muster the trainees for skill

development as per the QP/NOS set by the CSDCI and on completion of the skill training get trainees

assessed by the independent assessors nominated by CSDCI.

Now therefore .................................................................as a Training Provider (TP) shall confirm and abide by all

the provisions and compliances agreed and signed herein the Memorandum of Understanding

between both the parties.

Now Therefore, this Memorandum of Affiliation cum Service Level Agreement is made under the

following terms and conditions mutually agreed by CSDCI and …………………

(i) Training Provider undertakes to get minimum two Trainers certified from CSDCI in each of the

Job Roles applied for within a period of two months of affiliation. Further TP undertakes to

increase this tally of CSDCI certified trainers in each job role to a minimum of 4 trainers within

a span of 6 months post affiliation.

(ii) Training Provider will be expected to provide the training as per the promised schedule to the trainee and ensure that the trainee is adequately skilled as per the performance criteria

defined in the QP and NOS. If TP is failing to deliver as per CSDCI norms then it shall be de-

affiliated and the fees will be forfeited. The latest QPs to be referred from the CSDCI website

before the commencement of training for each batch.

(iii) TP shall mention clearly the Job roles in which TP intends to carry out the training in

construction sector. In case of any case of any change/modification in the Job roles each time

a new MOU shall be signed with CSDCI.

(iv) The Training Provider will align the curriculum and courseware to the Qualification Packs and the National Occupational Standards for each trade as set by the Construction Skill

Development Council of India and shall furnish a copy of the same to the council.

(v) The Training Provider undertakes that the trainers at the participating centres are qualified to handle the training program as per the QP and NOS set by CSDCI for the Job Roles as per

Annexure 1.

(vi) Training Provider undertakes to have adequate lab infrastructure to be called as Training cum

Testing Centre (TC) as per the guidelines set by CSDCI as given in Annexure 2.

(vii) Training Provider will mobilise the trainees and enter the student details into SDMS to its best

of capacity as deemed thereon.

(viii) Training Provider will be held liable for any wrong or misguiding information put into the

SDMS.

(ix) The Training Provider will ensure all candidates have a UID number and bank account as

applicable for the Scheme. The TRAINING PROVIDER shall provide adequate assistance to the

trainee to facilitate the UID number and a bank account in case the student does not have

one.

(x) It will be the responsibility of the Training Provider to update the UID and bank account

information of the trainee on its receipt. The Training Provider will be liable for any incorrect

information entered into SDMS.

(xi) The Training Provider will have to ensure that the start and end date of every batch is entered

into. In case of any delay in the information provided – the Training Provider will be liable for

the same. Accordingly the assessment fees be paid within 5 days of batch upload on the SDMS.

(xii) The Training Provider can chose to facilitate economically weaker section of trainees (with a

below poverty line (BPL) card) by providing credit facility on the training fee only.

(xiii) In the eventuality of student dropping out of the training program, the assessment fee will be

non –refundable.

(xiv) It will be the responsibility of the Training Provider of entering the correct fee amount given

and credit given to the trainees.

(xv) Training Provider has to enter the receipt number clearly depicting the fee taken and credit

given to the trainee.

(xvi) In the event of dispute, Training Provider will be the only party responsible.

(xvii) The assessments will be done at the CSDCI accredited Training cum testing Centre.

(xviii) The CSDCI accredited Training Centre will ensure that the necessary facilities are extended to the assessor and adequate lab infra with necessary raw materials are provided for the

assessment purpose as per annexure 2.

(xix) A minimum batch of 10 candidates and maximum of 30 candidates Per Trade shall only be

considered for assessment.

(xx) The Training Provider will intimate Assessment Body and CSDCI at least 20 days before the

date of conduct of test.

(xxi) The trainee will be allowed to take the assessment as many times as the trainee wants by

paying the assessing fee each time. The assessment fee has to be transferred to the SSC each

time.

(xxii) Only Indian nationals can participate in the scheme.

(xxiii) CSDCI will declare the results in 30 working days after the assessment and send PDF of certificates to training partners

(xxiv) The Training Provider will have to issue the certificates to the trainee within 2 working

days. Any delay will be the liability of the Training Provider.

(xxv) In the eventuality of student dropping out before taking the assessment at least once and is taking training on credit, the Training Provider or the trainee will not be eligible for

reimbursement.

(xxvi) The Training Provider shall abide the Service Level Agreement and which is valid for a

period of one year from the date of signing or till 31st October 2016 whichever is later.

(xxvii) The Training Provider should inform in writing CSDCI at least one month in advance in case of their intention to discontinue the services to be provided under this agreement and

handover all the documents and material which the Training Provider will be possessing.

The Training Provider is obliged to only complete the trainings that have already

commenced prior to such termination date of notice aforesaid.

(xxviii) In no event, shall any Training Provider aggregate liability under this Agreement exceed the total consideration of fee revenue share received from CSDCI and in no event CSDCI

be liable for any indirect, special, incidental, consequential damages (including loss)

directly or indirectly arising out of breach of this Agreement, whether in contract, or otherwise, and whether or not such damages resulting from any breach, damage, even if

Training Provider has been advised of the possibility thereof.

(xxix) After such discontinuation of service, The Training Provider shall cease to have the

privilege of possession and\or use of such documents and material provided by CSDCI.

a. In case of any disputes between the Parties under this Agreement with regard to interpretation, or as to rights, duties or liabilities there under or otherwise the Parties

will endeavour to resolve the matter through mutual negotiations. In case the dispute

remains unresolved for a period of thirty (30) days, the Parties may refer the dispute

to a sole arbitrator to be mutually decided between the Parties under the Arbitration

and Conciliation Act, 1996. The place of arbitration shall be at Delhi and the language

of arbitration shall be in English. The governing law of this Agreement shall be laws of

India and the courts of New Delhi shall have the exclusive jurisdiction to deal with this

Agreement.

b. CSDCI and Training Provider shall nominate a single point of contact for respective

parties for better coordination.

(xxx) This Agreement, along with annexure, along with work orders, amendments thereof

supersedes all previous arrangements, understanding, (written or oral) and arrangement

between the Training Provider and CSDCI in respect of the subject matter contained and represents the entire understanding between CSDCI and Training Provider in respect

thereof. Any amendments to this Agreement shall be on mutual consent in writing of

authorised representatives of the Parties.

(xxxi) If any provision of this Agreement is found to be illegal, void or unenforceable under law, the Parties will cooperate to obtain substantially the same result that provision is intended to provide, either through amendment, modification or alteration to the minimum extent

possible to make such provision valid, legal or enforceable. If no such changes are possible,

the provision shall be deemed to be deleted and the rest of the provision shall continue to be applicable and the remainder of the provisions shall continue to be enforceable and

in full force and effect.

(xxxii) Any variation or waiver of any of the terms of this Agreement shall not be binding unless set out in writing, expressed to amend this Agreement and signed by or on behalf of each

of the parties.

(xxxiii) Changes to MoA: Any requested change to this MoA shall be communicated to the other

party by email, and if the other party is in agreement with the requested changes, the

parties shall promptly advise and execute an updated version of this MoA as needed.

(xxxiv) The Training Provider (TP) shall remit an affiliation fees of Rs.13000/-(Rupees Thirteen

thousands only) submitted to CSDCI along with this MoA (for three job roles). For

additional job role, Rs.2000 /- per job role will be applicable.
