The group 3 U.A.E. Oaks Spon-sored by Al Naboodah-Ashok

Leyland and the Nad Al Sheba Trophy Sponsored by Al Naboodah VDL Buses highlighted racing at Meydan in the United Arab Emir-ates Feb. 23.

Nine 3-year-old fillies had passed the entry box for the U.A.E. Oaks contested over 1,900 dirt-track meters (about 9 1/2 furlongs), but only eight lined up in the starting gate.

Absent from the fray was Nashmiah, winner of the Feb. 9 UAE 1,000 Guineas Sponsored by Al Tayer Motors. A respiratory disorder kept the undefeated Saudi Arabian-bred daughter of Alnajim Althakeb (a son of Unbridled's Song) in the barn.

Nonetheless, the Guineas runner-up, Buti Bintooq Almarri's Nomorerichblondes, a Kentucky-bred daughter of Hard Spun, reprised her Guineas form and posted a 1 1/2-length victory in 2:01.85, well off Mizbah's track record set in January (cover photo).

When the gates opened, Rajar went to the lead with Normorerichblondes and jockey Antonio Fresu stalking the pace as the field raced down the backside. After 600 meters Fresu tapped the gas pedal and his dark bay charge took the lead, racing well within herself.

Complimenti challenged briefly in the stretch, but the leader repelled her foe and held off the fast-closing Midnight Chica

(Midnight Lute). Complimenti (Congrats) finished third to give Kentucky-breds the Oaks trifecta.

Trained by Ahmad bin Harmash, Nomorerichblondes improved her record to three wins from six starts with earnings of $227,758.

Blue Devil Racing bred Nomorerichblondes out of the stakes-placed Unbridled's Song mare Miss Luann, a $375,000 Blue Devil yearling purchase at the 2007 Fasig-Tipton Saratoga yearling sale. Miss Luann is also the dam of stakes winner Sharp Kitty (Kitten's Joy).

Darley's 13-year-old Kentucky-based stallion Hard Spun also sired Godolphin's 3-year-old colt Top Score, who took the listed Meydan Classic Sponsored by Al Naboodah Goodyear.

Bred in Great Britain, Top Score, trained by Saeed bin Suroor and ridden by Adrie de Vries, sped up the rail, angled out as the field fanned out in the stretch, and caught his pacesetting Godolphin

teammate Fly At Dawn (Discreet Cat) to win by a half-length. Fellow Godolphin-blue runner Really Special (Shamardal), one of three fillies in the field, completed the Godolphin trifecta.

A homebred, Top Score was produced from Windsor County, an unraced full sister to Breeders' Cup Classic (G1) winner Raven's Pass, who also won the Queen Elizabeth II Stakes (G1).

Co-feature of the Meydan card, the Nad Al Sheba Trophy, raced over 2,810 turf meters (about 1 3/4 miles). The race attracted a field of nine distance specialists, including one mare, Godolphin's 5-year-old Beautiful Romance.

A world traveler, Beautiful Romance has now won group races on three continents. In England she took the Betfred Middleton Stakes (G2); in Australia, the Quayclean Zipping Classic (G2).

With a passel of group marathon wins on his resume, the Aga Khan's Vazirabad, a 5-year-old son of Manduro, looked to be the one to wear the winner's laurels.

As is usual in long-distance events, the real running didn't begin until the final furlongs. Three furlongs from the finish, the pacesetting Los Barbados began to shorten stride as the stalkers prepared to pounce. Displaying a quick turn of foot, the Saeed bin Suroor-trained Beautiful Romance with Oisin Murphy in control displayed a sharp turn of foot to separate herself from the others.

Although pressed by Vazirabad in the final furlong, the daughter of New Approach held him at bay by 1 1/2 lengths at the wire. Sheikzayedroad finished third.

Rabbah Bloodstock bred Beautiful Romance in Great Britain from the group 3-winning Cape Cross mare Mazuna.

The final stakes on the Meydan card, heralded the 2017 debut of Sheikh Mohammed bin Khalifa Al Maktoum's Mubtaahij (Dubawi). A group 2 winner and earner of more than $3.8 million, Mubtaahij spent some quality time in the U.S., where he knocked on a lot of grade 1 doors without admittance.

The listed Curlin Handicap Sponsored by Al Naboodah SUNWIN Buses wasn't any kinder. Trained and ridden by the familiar pair of Mike de Kock and Christophe Soumillon, Mubtaahij put in a valiant effort down the middle of the stretch in the run to the wire, but Etijaah, a homebred for Sheikh Hamdan bin Rashid Al Maktoum, slipped through an open rail and scampered to the wire 2 1/2 lengths to the good of Mubtaahij. Kentucky-bred Alabaster (Medaglia d'Oro), representing the Godolphin interests, finished third.

FINGER LAKES RACING DATES AT RISKBy Tom Precious

The number of racing dates at New York's Finger Lakes racetrack could plummet by at least 15%

under a proposal pushed by state officials to help the track cope with competition from a newly opened commercial casino just a half hour's drive from the Thoroughbred track.

That's the assessment of the Finger Lakes Horsemen’s Benevolent and Protective Association following the release of a state plan several days ago to deal with the financial impact the new del Lago casino is expected to have on Finger Lakes' racino operations. A portion of the track's racino revenues are steered to fund purses.

David Brown, president of the Finger Lakes horsemen's group, said all sides in the dispute are working "amicably" to come up with a solution after Gov. Andrew Cuomo's state Gaming Commission recently floated a plan to try to keep the track operational. It was immediately rejected by the horsemen's group.

"The proposal the state put out provides some excellent framework on which to build,'' Brown said in a Feb. 22 interview. He characterized the offer as being more than $1 million below what is required to maintain purse levels.

At issue is how to bail out expected declining Finger Lakes' purses, which heavily rely on proceeds from video lottery terminal revenue sharing arrangements. Those VLT revenues are due to decline—depending on which side in the debate is talking—at least 25% as a result of the February opening of del Lago casino.

The new commercial casino, okayed as part of a casino expansion plan approved in 2013, offers a full array of gambling, including real slot machines and table games, such as poker. Video lottery terminal revenues at Finger Lakes are already down double digits during the first couple weeks of del Lago's operations, though Brown believes the full brunt will not be felt until better weather in the spring and summer and until del Lago completes a hotel now under construction.

Late last week, the Cuomo administration proposed a bailout plan to guarantee additional purse money would come from a few sources—track owners Delaware North Cos., the New York Thoroughbred Breeding and Development Fund, and del Lago casino. The administration touted that no state money was involved in any bailout. The plan also called for cutting the number of race dates at the track from 155 days last year to 145 days this year.

But Brown said the administration's plan would also reduce the number of races per day from nine last year to eight in at least the coming year. Adding the reduction in race dates and fewer races on a weekly basis would be the equivalent of cutting overall race dates.

"It really wasn't going to work out,'' Brown said of the administration's plan. He noted the cannibalization of VLT revenues at Finger Lakes from the opening of del Lago—which he projected would total at least 30%—is the result of the state okaying the placement of the new casino, with more gambling options, just a short drive from Finger Lakes. "A lot of people feel this is a state-created problem,'' he said of the newest financial problems facing Finger Lakes. He said the Cuomo deal also included deeper cuts in race dates and a drop in contributions from Delaware North if the cannibalization of Finger Lakes' racino resulted in revenue decreases of more than 30%.

Brown said his group submitted a counter proposal to Cuomo aides last Saturday, and that the sides again discussed the matter on Tuesday. In an interview Wednesday evening, Brown said: "We're in a waiting game.''

The horsemen's group has not approved a contract to commence racing at the track for the 2017 season. But Brown said that deal could come together quickly if the broader purse dispute is resolved.

Meanwhile, legislation is pending in the state Senate to require the state to guarantee purses do not fall below 2013 levels as a result of del Lago's opening.

The Cuomo administration today said the governor's recent Finger Lakes plan is about providing certainty to the different stakeholders. "Applying the governor's

proposal based on overall purses as opposed (to) the number of races is the same as claiming that the Finger Lakes Horsemen should be completely 'held harmless,''' said Lee Park, a spokesman for the state Gaming Commission. "This is an invalid argument. No other industry in any capacity ever gets—or should get—such a 'hold harmless' provision from government.''

Further, Park said there will be no plummeting of race dates, and he disputed the horsemen's group calculation that Cuomo's plan would—between cutting actual race dates and by one the number or races to be held each day—effectively reduce racing to the equivalent of 131 days in 2017 compared with 155 dates in 2016.

"It's the length of the meet that's crucial so that the horsemen can run their horses a number of times during that meet,'' Park said. He said horsemen have "the same opportunity to compete" in individual races as they did last year. He said, for instance, a trainer who ran in nine races in 2016 will still be able to race in nine races this year and in 2018.

Park declined to comment on the legislation pending in the Senate that would involve the use of some state money to keep purses at 2013 levels. "It's important to note that the governor's proposal is based on reaching a mutual agreement between parties and actually gives the horsemen the opportunity to fairly compete without spending a single taxpayer dollar,'' Park said. The California Horse Racing Board during its regularly

scheduled monthly meeting Feb. 23 at Santa Anita Park unanimously approved a measure to allow races to be run with medication-based eligibility conditions.

After a ruling in March by the Los Angeles County Superior Court—which forced the CHRB to set aside its approval of Los Alamitos Race Course's "house rules" banning the use of Clenbuterol, Albuterol, Zilpaterol, and Ractopamine for Quarter Horses races—the CHRB took an emergency action in the spring of 2016 to allow Los Alamitos to continue that practice.

The vote Thursday made that temporary, emergency action permanent. The Superior Court found that Los Alamitos' "house rules" at the time had conflicts with CHRB rules, which forced the change in the CHRB rule.

Under the approved new amendment, racing secretaries in California can establish medication-based eligibility conditions as long as the conditions are "agreed to in advance in writing by the acknowledged horsmen's organization. If such conditions are based on the results of a biological test sample other than an official test sample by the CHRB, a description of the testing methods and procedures the racing or fair (association) will use to collect and analyze the biological test samples shall be submitted to the board for approval."

During the 45-day comment period that preceded the CHRB meeting Thursday, Pacific Coast Quarter Horse Racing Association president Dominic Alessio and Breeders' Cup president and chief executive officer Craig Fravel both expressed support for the measure.

"Enacting the proposed amendments, which furthers our mission of promoting safety and integrity in racing, is a critical component of the Breeders' Cup in selecting future sites and we urge adoption," Fravel wrote in a Feb. 10 letter to the CHRB.

One dissenting opinion during the public comment period came from lawyer and former trainer Darrell Vienna, who represented Quarter Horse owner Gustavo De La Torre during the Superior Court case. Vienna took issue with the CHRB delegating medication rules to entities other than itself.

"When the legislature delegated to the board the power and responsibility to adopt medication regulations, it did not grant the

board the authority to delegate its rulemaking powers to anyone, much less a private entity," Vienna wrote in a Feb. 13 letter to the CHRB.

Vienna also said amendments to the rule "not only fail to resolve the conflict noted in the De La Torre decision, they serve to reinstate the conflict." He also took issue with hair testing used by Los Alamitos for the purpose of its medication-based conditions.

"Hair testing does not demonstrate the presence of a substance in a horse's system, but simply is a biological record of prior contact with the substance," Vienna wrote.

During the meeting Thursday, before the CHRB voted, the amendment was supported by Tom Robbins, Del Mar's executive vice president of racing and industry relations, and Los Alamitos attorney Drew Couto.

of horsemen's interest and racing association interest," Couto said. "A melding of all those interests has led to the medication policies we have. In this particular instance, you have the racing association... and its horsemen agreeing there was an issue within the industry and there needed to be something done to address that."

Also during the meeting, the CHRB advanced other medication and horse-health related proposals by sending them out for a 45-day public-comment period.

One proposal seeks to amend a CHRB rule to require "horses that come off of a layoff of 120 days or more to undergo a special examination by either the official veterinarian or the racing veterinarian to verify that the horse is physically sound and able to safely and lawfully compete in a race." The CHRB analysis attached to the proposal cited a statistic that, between 2013-16, "approximately 20%" of fatalities were "suffered by horses that were racing after being laid up for 120 days or more."

The other proposal approved for a 45-day public-comment period was to "incorporate the Association of Racing Commissioners International model rule for out-of-competition testing into the CHRB's rules and regulations." The out-of-competition testing recommendation adopted by ARCI was developed by the Racing Medication and Testing Consortium.

Included in the proposed amendments is a

clarification on the CHRB's authority to collect test samples and on which horses are eligible for the testing, an extension of the split-sample process for post-race testing, and an expansion in number of medications and drugs prohibited. CHRB equine medical director Rick Arthur also said the amendments would include "a big change in anabolic steroids."

"We've really, really decreased the use of anabolic steroids. This is going to put the nail in that coffin," Arthur said. "We do allow anabolic steroid use if a horse is sick or debilitated. ... But (under the new rule) the horse has to be 'kicked out.' It's on the vet's list (for six months) and to be clear—to come off, they have to test clean."

Fravel, representing the Breeders' Cup, also supported these proposals, but Thoroughbred Owners of California president and chief executive officer Greg Avioli asked for a slow-down on new medication regulations.

"These are a series of regulations, that in the aggregate, would substantially expand the testing programs that we have today (and) the costs of testing. ... Thousands of horses would have additional tests," Avioli said. "It's expensive, so we want to do things that make sense. ... We're not trying to (obstruct), but we believe, in some instances, we need to take a step back before we launch into more and more rules and regulations.

"There are a lot of rules in the process. We still have not gotten through the third-party Lasix rule process, (which has gone on) for a number of years now.... There's a backlog. We've got a lot going on and we're pushing more and more into the funnel now, and that's why we're concerned." BH

Mind Your Biscuits launched his 3-year-old season with a victory over New York-bred

competition at Aqueduct Racetrack and ended the 2016 campaign with a triumph in the Malibu Stakes (G1) at Santa Anita Park. Now the son of Posse is scheduled to kick off his 2017 season in the $100,000 Gulfstream Park Sprint (G3) Feb. 25.

"He's a serious horse," said Chad Summers, who co-owns Mind Your Biscuits in a partnership that includes J Stables and Head of Plains Partners. "We think he has a really bright 2017 ahead of him."

Summers obtained his trainer's license since the Malibu and is slated to saddle his first starter, Golden Pirate, in the sixth race at Gulfstream Park Feb. 24 before sending out his first graded stakes starter, Mind Your Biscuits, for the 6 1/2-furlong Sprint.

Mind Your Biscuits concluded his 3-year-old season with a record that included graded stakes victories in the Amsterdam Stakes (G2) at Saratoga Race Course, as well as graded stakes placings in the Gallant Bob Stakes (G3) at Parx Racing and the TwinSpires Breeders' Cup Sprint (G1) at Santa Anita. Robert Falcone Jr. trained Mind Your Biscuits in 2016.

Mind Your Biscuits demonstrated his ability to compete in grade 1 company in the Breeders' Cup Sprint at Santa Anita Nov. 5, when he closed from last to finish third, 1 1/4 lengths behind victorious pacesetter Defrong and a nose behind Masochistic.

"Obviously, he may have been farther back than he needed to be," Summers said. "Being 10 lengths behind on that type of track is tough to overcome, but he made up eight lengths in the stretch. He got beat a length and a quarter, and he was galloping out in front of those horses. We were proud of his effort. I thought he ran a great race. To be a New York-bred and be on the biggest stage in the Breeders' Cup—that was huge."

Mind Your Biscuits returned to Santa Anita for the seven-furlong Malibu, in which he raced closer to the pace and got up in deep stretch to defeat favored Sharp Azteca by a half-length.

"We were expecting a big effort from him, but when you're running against horses like Sharp Azteca, and

with Bob Baffert sending three horses out for the race, you've got to make sure you've got your 'A' game," Summers said. "We're fortunate that we did."

Mind Your Biscuits, who was flattered when Sharp Azteca followed up his second-place finish in the Malibu with a 4 1/2-length victory in the Gulfstream Park Handicap (G2) Feb. 11, is scheduled to be reunited with jockey Joel Rosario in the Gulfstream Sprint.

Multiple graded stakes winner Unified is also scheduled to make his 2017 debut in the Gulfstream Sprint, set to return from an eight-month layoff since sustaining his first loss in the Pegasus Stakes (G3) at Monmouth Park in June.

"He ran so poor in his last race. He looked like he came out of the race okay, but when we went up to Saratoga, just generally speaking, it looked like he lost a lot of weight and wasn't going quite as sound," trainer Jimmy Jerkens said. "We couldn't pin it down to any one thing. We decided to give him the rest of the year."

Prior to his first defeat, the son of Candy Ride won three straight races. He graduated at first asking at Gulfstream Feb. 21 before he captured the Bay Shore Stakes (G3) at Aqueduct Racetrack April 9 and the Peter Pan Stakes (G2) at Belmont Park June 19.

"He had done a lot in a short time. We asked the impossible of him and he gave it to us," Jerkens said. "He won the Bay Shore and we stretched him out in the Peter Pan. I think it got to him a little bit." BH

The top four finishers in the Jan. 14 Ruthless Stakes at Aqueduct Racetrack will wheel back Feb. 24 for the

Busher Stakes.The 3-year-old fillies stretch from six furlongs in the

Ruthless to the 1 1/16-mile Busher, which, despite being a non-graded race, is a major step on the road to the Longines Kentucky Oaks (G1).

The $150,000 event offers 50 points to the winner on the Kentucky Oaks leaderboard. Oaks winner Princess of Sylmar won the Busher in 2013.

Danny Chen's Yorkiepoo Princess was the runaway winner of the Ruthless at 4-5, drawing clear by 7 1/2 lengths for trainer Edward Barker. The daughter of Kantharos was an $8,000 Ocala Breeders' Sales Co. 2-year-old and broke her maiden for a $62,500 claiming tag in October.

In her wake in the Ruthless was Tiz Rae Anna, who drew the rail for the Busher. The bay filly by Tiz

Wonderful broke her maiden in October at Belmont Park and was claimed for $50,000 by Bran Jam Stable.

A closing third in the Ruthless was Banty's Girl, trained by Tom Albertrani; and fourth was Stonestreet Stables' Bride Street, a filly by Street Cry who is a half sister to 2010 Southwest Stakes (G3) winner Conveyance.

A pair of top-level races Feb. 26 at Sha Tin will showcase

some of Hong Kong's proven stars, including two former Horse of the Year honorees.

Designs on Rome, the 2014 Hong Kong Horse of the Year, and last year's champion, Werther, will meet in the Citi Hong Kong Gold Cup (G1T). At 2,000 meters (about 1 1/4 miles), the Gold Cup is the second leg of the Hong Kong Triple Crown (for older horses).

John Moore-trained horses swept the top three placings in the series' first leg, the 1,600-meter (about one mile) Stewards Cup (G1T) Jan. 30 as Helene Paragon, Joyful Trinity, and Able Friend finished 1-2-3. All three drop back in distance for Sunday's sprint co-feature, but the stable will also have New Zealand-bred Werther.

Moore is hot for Werther's chances as the 5-year-old Tavistock gelding makes his second start off an injury layoff as he finished sixth in the Stewards Cup, clearly needing the race and a longer run. Werther's earlier triumphs included last season's BMW Hong Kong Derby (G1T) and the Audemars Piguet Queen Elizabeth II Cup (G1T), both at the course and distance.

"I was very pleased with his last run," Moore said. "It was what I expected given the stop-start prep he's had. There's no doubt he has a bit of improvement to come but, looking at the field, I think he has enough about him."

Moore string, will need a reversal of his recent form to figure in the outcome.

Jockey Nash Rawiler is hoping the return to 2,000 meters will be just the ticket for Secret Weapon, who finished off the board in the Stewards Cup. The 7-year-old Choisir gelding has posted some of his best performances at 2,000 meters, including a brave second to Maurice in the Longines Hong Kong Cup (GIT) in December.

"If he comes out and reproduces his December run, he has a huge chance," Rawiler said.

Beauty Only rather ambitiously stretches out from his most recent major score, the Longines Hong Kong Mile (G1T) in December.

The remainder of the field for the Gold Cup is 2015 AP QE II Cup winner Blazing Speed, Basic Trilogy, and Flame Hero.

The Triple Crown series concludes May 28 with the Standard Chartered Champions & Chater Cup (G1T) at 2,400 meters (about 1 1/2 miles), a rare distance in Hong Kong.

Sunday's second feature is the Queen's Silver Jubilee Cup (G1T), at 1,400 meters (about seven furlongs). This is the middle event in the Hong Kong Speed Series, which winds up May 7 with the Chairman's Sprint Prize (G1T), the fourth leg of the Global Sprint Challenge.

Peniaphobia won the initial battle in the Speed Series war, defeating Lucky Bubbles with Not Listenin'tome third.

The eight set to go, in addition to Helene Paragon, Able Friend and Joyful Trinity, are last year's winner, Contentment, Blizzard, Giant Treasure, Strathmore, and Sun Jewellery. BH

Koji Maeda's Ten Mohs, a Kentucky-bred 3-year-old filly by Speightstown, is being pointed toward the

$500,000 Central Bank Ashland Stakes (G1) April 8 at Keeneland and possibly the Longines Kentucky Oaks (G1) May 5 at Churchill Downs.

Trained by Yuji Iida at Ritto Training Center, Ten Mohs debuted Jan. 29 at Kyoto. She won a maiden contest for unraced 3-year-old fillies over 1,200 meters (about six furlongs) on dirt in wire-to-wire fashion by two lengths with jockey Yutaka Take aboard.

Ten Mohs is entered in an allowance race over 1,400 meters (about seven furlongs) at Hanshin Feb. 25 against colts. If the filly should win her second start as easily as her first, her connections will seriously discuss a detailed plan about the trip to the United States.

This week’s MarketWatch interview is with Ciaran Dunne, whose Wavertree Stables

was leading consignor at last year's Fasig-Tipton 2-year-olds in training sale at Gulfstream Park. In an interview with BloodHorse sales editor Ron Mitchell, Dunne discusses this year's sale that will take place March 1 in the Gulfstream paddock, beginning at 4 p.m. ET.

MarketWatch: You sold nine horses for a total of more than $3.4 million last year. What are your chances of repeating as leading consignor?

Ciaran Dunne: Slim to none. Last year was the perfect storm. The Curlin ($1 million) and Union Rags ($975,000) colts were two beautiful horses who worked well and when they got back to the barn looked like what (buyers) wanted. They also vetted well, and as the saying goes they "jumped through all the hoops."

To come down here this year with the mindset we were going to repeat that would be setting ourselves up for disappointment. Having said all that, I think we have a really strong draft, a good mix of proven sires, new season sires, a couple of middle market horses, and a couple of horses we would hope could end up on the top end. It is not a cookie cutter consignment like we’ve had in the past.

MW: What are your expectations for the sale overall?

CD: The activity at the farm has been good, probably better than in years past. It seems like there may be more of an appetite for 2-year-olds. Based on the advance legwork there seems like a little more activity. It is going to come down to the same thing. If you have what they perceive to be the right thing, I think it is going to be very good,

but it will be all or nothing. I think the clearance rate will stay about the same.

MW: Of the 156 horses cataloged last year, 56 were withdrawn, 30 did not sell, and a total of 66 were sold. Do you think the catalog should be expanded?

CD: All select sales hit about the same number of scratches and clearance rate. I think last year you could have brought about 40 more horses in here and for anywhere from $100,000 to $500,000 there were people here to buy them. Everything Fasig-Tipton does is first class—they provide a great facility and they make the effort to get buyers in here. I think Fasig-Tipton got buyers here last year, but the reason there were so few sold is there wasn’t enough product.

The onus is on the consignors more than Fasig-Tipton. There is a perception among some consignors there is no reason (to come) here unless you have a $1 million horse. I actually thought pound-for-pound some of the off-the-wall stallions and middle-market horses sold very well. I think there is a better market there for these horses than people give them credit for. I am not a big fan of competition, but if you could put another 40 in here and encourage more people to come it would be a good result. BH
