    Having traveled many places over my life time, I have always been blessed tocall North Dakota my home and brag about our beautiful Badlands and our TRNational Park. I am also a supporter of local jobs and have said for many yearsthat we should have local refineries to help out our economy, HOWEVER theplacement of the refinery is NOT in the best interest of North Dakota or itscitizens. I travel to the park frequently for drives along the loop and to ride horse withfriends and I often speak to other visitors. Recently I spoke to four visitors whohave been friends for many years, who live in different States and have riddentheir horses in parks and open range areas all over the western United States. Their favorite place to ride is the TR Park as it is in their words unspoiled andthe beautiful views. These men are retired and plan several trips a year butrarely ride in the same area twice but one of the stops EVERY YEAR is ourbeautiful park in the badlands. It is a place where you can imagine being aNative American or an old cowboy ridin the range. The idea of a plant is great, that it is a clean plant is GREAT, but it will be aneye sore for visitors to the park and those traveling along I-94. Please vote NO on this proposal! Ive beenfollowing the progress for a couple years and the research and info about a new"green" refinery away from gulf coast and hurricanes has to be an improvement forthe U.S. and the North Dakota area and economy. It looks like Meridian has done alot of research about how to build a better refinery, economically, enviromentally andsafely using so much new technology.     As one of the 1.3 million supporters of the National Parks ConservationAssociation, I am deeply concerned about the impact of air pollutionfrom the proposed Davis Oil Refinery on Theodore Roosevelt NationalPark and ask that the North Dakota Department of Health not issue aMinor Source Air Permit to Meridian Energy Group.

    Based on independent industry expert review, it appears that the draftair permit is a "bait and switch." It relies on companyclaims about unusually low emissions, but doesn't prove low limits canbe met or require adequate monitoring to make sure they are. Theproposal also fails to protect against peak impacts from the highestlevels of pollution -- what occurs during flaring as well as startups,shutdowns, and malfunctions. All of this means that the proposedrefinery could emit pollution well beyond the levels permitted.

    Due to the close proximity of the refinery to Theodore RooseveltNational Park and the flawed draft permit, I urge the North DakotaDepartment of Health to deny Meridian's request. If the agency is tomove forward, I request it conduct a more rigorous assessment of theDavis Oil Refinery and require the refinery go through a major sourceof air pollution permit review, including requirements for the bestavailable controls.
