The last year has showed me that the greatest challenges are often accompanied by the most profound rewards. In the face of mounting economic uncertainty and growing community need, Neighborhood

House began 2008-09 by taking on major new responsibilities. On July 1, 2008, Neighborhood House became the Lead Agency for a collabora-tion of organizations providing anti-poverty services to Multnomah County’s Region 1, comprised of the west side and North Portland. This role brought several new programs in North Portland. At the same time, we were launching our new CASASTART Program, also serving children in North Portland schools.

As we extended our organization to meet the needs of a new commu-nity in North Portland, Neighborhood House also stepped up to help the many neighbors hard hit by the economic downturn. Our Community Services Program was inundated with requests for energy, rent and food assistance. Many were people who had never had to seek assistance be-fore.

As demand reached unprecedented levels, we reached out for support and found neighbors ready to help. A new partnership with the Raleigh Hills New Seasons Market and a successful SW HOPE Campaign brought major support to our Emergency Food Box Program. And hundreds of other do-nations large and small came in because people knew the need was there. I am pleased to say that standing together our efforts met the needs of the community.

This is what Neighborhood House is all about—coming together espe-cially in tough times—to lend a hand to people who are struggling. We don’t know when the economic situation will improve, but we do know the need for Neighborhood House and its services will be there in difficult times, and better times, too, to insure that neighbors are getting the sup-port they need.

• The Southwest and Downtown senior program locations held a total of 1,985 events and classes, with a combined attendance of over 33,000.

• Launched new SW RideAbout shuttle for seniors and people with disabilities in partnership with TriMet and Ride Connection.

• 140 Senior Center repeat volunteers contributed over 11,000 hours of service.

• 273 children and their families were served.

• 94% of our Early Head Start children were on track developmentally for cognitive and language skills.

• Created a new partnership with Vermont Hills Family Life Center to provide educational, health and support services to qualifying children and families utilizing the center’s child care program.

• Launched new substance-abuse and delinquency prevention program to serve 90 students at three North Portland schools: Sitton and James John Elementary and George Middle School.

• 100% of students participated in afterschool programming that combined enrichment activities with homework/academic support.

• At the end of one year, 84% of students demonstrated significant academic improvement.

• Added two new SUN School programs in North Portland: Clarendon-Portsmouth K-8 and Roosevelt High School.

• With support from Oregon Volunteers, organized a widely-attended Cesar Chavez Day celebration for students and families at Clarendon-Portsmouth.

• Expanded services to provide one-on-one case management to at-risk students at Wilson and Roosevelt High Schools.

• Worked to improve care provided to 1,100 children by 125 area child care providers.

• 107 child care providers received grants to help them make improvements to their child care environment.

• 97% of parents reported being very, or extremely satisfied with their child’s care.

Child Care Improvement Project (CCIP)

• All our anti-poverty services faced unprecedented levels of need. A record 4,452 emergency food boxes were distributed, feeding a total of 12,208 people.

• 150 families avoided possible homelessness with help from our Rental Assistance Program. We were helped in this effort with support from the United Way’s Community Relief Fund.

• Expanded our Energy Assistance Program to provide 900 families with assistance in paying their utility bills.

Community Services Program

• Expanded services in North Portland, offering parenting classes at the New Columbia housing development.

• Served 208 families/531 individuals from 29 different countries. Over 90% of participants were recent immigrants.

• 89% of parents demonstrated increased knowledge of school routines and expectations.
