Jersey Heritage is the Island’s official museums, archives and historicbuildings organisation. We want to help everyone to protect,discover and enjoy learning about Jersey’s heritage.
We are an independent charity, receiving 57% of our funding from the States ofJersey. Other income is generated through admissions charges, sponsorship andvenue hire.
Jersey Heritage manages historic buildings, monuments and collections held intrust on behalf of the Société Jersiaise, the National Trust for Jersey and theStates of Jersey as well as those we own.
We are governed by a Board of Trustees operating under a constitution agreedby the States of Jersey, and according to the terms of a Partnership Agreementwith the Minister for Education, Sport and Culture. The Director of JerseyHeritage is accountable to the Board of Trustees.

Jersey Heritage participates inUK national standard andquality assurance schemes toensure that we offer the verybest services to our users andto the Island:
Museums - the UK Museums,Libraries and Archives Council’sMuseum Accreditation Scheme setsnationally agreed standards for UKmuseums on governance,management and services which areused by the UK Audit Commission toassess performance. Jersey Heritagehas met this standard since 1993and in 2007 was re-accreditedalongside over 1800 museums.Visitors - Visit Britain’s VisitorQuality Assurance Scheme is anannual customer focusedassessment for all types of visitorattraction. Jersey Heritage siteswere re-accredited in 2007alongside UK heritage attractions asvaried as Liverpool Cathedral,Chester Zoo and the Tower ofLondon.
Archives - The British Library’sNational Preservation Officeconducted a PreservationAssessment Survey in 2007 andJersey Archive is due to be inspectedunder The National ArchivesStandard in May 2008.
Historic Buildings – all historicsites in the care of Jersey Heritageare subject to conservation planpolicies developed according tostandards established by the UKHeritage Lottery Fund.
Staff – Investors in People is anational standard helpingorganisations deliver businessimprovement through people. JerseyHeritage has been accredited underthe standard since 2002 and is duefor review again in 2008.
Value for money – in ourBusiness Plan we reported that weaim to achieve a ratio of earnedincome to grant of at least 40%, togenerate at least £1.3M of earnedincome and achieve savings of 25%on equivalent States payroll costs.

I was first invited to become apart of the Jersey HeritageTrust some 20 years ago andhave never for a momentregretted my involvementsince that time in a variety ofroles, culminating in that ofChairman. Alas, my statutorymaximum of eight years endsin 2008.
The Jersey Heritage Trust is aremarkably successful organisationand, for all the time that I have beena part of the team, has had thebenefit of two directors of quiteexceptional ability - Michael Day,who moved on four years ago tobecome the Chief Executive ofHistoric Royal Palaces, and hissuccessor Jon Carter.
In the last few years, Jersey Heritagehas stepped up to a very significantdegree the use of its assets andincreased the levels of selfgenerated income. It is particularlysatisfying that, against falling visitornumbers to the Island, numbersvisiting many of the Trust’s sites hasincreased. Much of that increasecomprises local residents and theFlash Days have been particularlysuccessful in capturing the attentionof the younger generation.
Jon has consolidated and expandedthe base of the organisation to takeon key responsibilities for thepreservation of the Island’s heritage– the Forts and Towers project toensure that these historic buildingsare brought back into use andtherefore conserved, the listing ofand advising on the vernaculararchitecture of Jersey to the sameend, and all the many otherfunctions that are set out in thisreport. He is having to manage theorganisation in a financialenvironment where there is little orno capital available and where day today running is eroded by grant cutsand inflation. To the Trust so littlecan mean so much, and apparentlysmall cuts in grant can have adisproportionately dramatic effect,but then so can modest increases. Itis critical to the Island’s heritage thatthe energy, impetus and initiativedemonstrated over many years bythe Trust is encouraged andsupported.
The challenges ahead are great.Where will the capital come from toensure that our facilities are kept upto date and continue to be attractiveto our visitors? How much longercan all the services be providedwhen revenue budgets are no longerable to support the quality of serviceand the expertise that the public andgovernment have come to expectand rely on?
Neither Michael nor Jon would haveenabled the Jersey Heritage Trust toreach the high standards that it haswithout the dedication andprofessionalism of the staff, and ithas been those qualities that havemade my time at the Trust such arewarding and satisfying experience,as it has been for all the Trustees,and all those who come into contactwith them. I hand over to mysuccessor an organisation of highachievement and in (I hope) goodheart to grapple with, and I am sureovercome, the difficult times that lieahead.

This report presents a year inthe life of Jersey Heritage. Itwas a year in which we soughtto help more peopleunderstand, enjoy and protectthose things that make Jerseyspecial; the records of our pastendeavours, our historic builtenvironment, our stories andtraditions.
We met accredited nationalstandards in many aspects of ourwork. We worked closely with theStates and other local heritageorganisations to protect the historicenvironment. We offered a very
wide range of activities, events,exhibitions and opportunities tolearn about Jersey’s heritage tomany people of every age, origin andinterest. We earned more money tohelp pay for the services we provide.
But there were, and still are, manychallenges to overcome. Difficultieswith transport to Elizabeth Castlemeant the site had limited openingfor two months. And increasedcompetition from other visitorattractions, which have been able toinvest in their development, putpressure on our less recentlyrefurbished sites. Meanwhile, thegrowing requirement fordevelopment in Jersey means thatwe need to do even more to helppeople understand the value of ourhistoric environment.
In facing these challenges, our plansfor the coming year centre oninvest-ment in the quality and pro-motion of our on-site services as wellas the breadth of our outreach. Wewill be pursuing the following aims:
GuardianshipImprove the quality of ourcollectionsWe are extending our work withcollections beyond the archive andmuseums to identify the collectionsfor the future, especially of publicrecords, that need to be taken intocare. We will share information aboutcollections as widely as possiblethrough development of our on-lineservices.
Help more people understand,care for and enjoy the historicenvironmentWe are bringing Archirondel Towerand Lewis’s Tower into public use aspart of the Forts and Towers project.We will develop plans for therefurbishment of Elizabeth Castle.We will extend our role in supportthe Planning Department in theprotection of archaeological sites.

DiscoveryPromote wider accessWe will double our spend onmarketing and promotion in 2008with the ambition of increasingtourist visitors to our sites by 10%while continuing to achieve 40%free access for local users. We willrelaunch our access card schemes(flashcard, goldcard, season ticket)in 2009 with the aim of increasingthe number of local people holdingJersey Heritage membership cards.
Transform our learningprogrammesWe will invest in bigger impactexhibitions on sites and in the widerpublic realm. Examples include theredisplay of the entire art gallery atJersey Museum with the Romanticsin the Channel Islands exhibition andthe Sure Street Gallery outdoorexhibition in the streets of St Helier.
CommunityWork to get more peopleinvolved in caring for Jersey’sheritageWe aim to double membership ofour Business Associates scheme andto double income from oursponsorship programme by finding
new ways to engage corporatesupport of our activities. We aim tomaintain volunteer support for allour areas of activity.
SustainabilityMeet the highest standards ofgovernance, leadership andmanagementIn aspiring to the new Investors inPeople standard we are committedto helping trustees, staff andvolunteers work purposively,supportively and creatively together,developing the skills and knowledge
we need. We are going to work withthe States to review our governanceprocedures, aiming to operate as amodel not-for-profit organisation.
Generate enough money topay for it all
We are aiming to generate at least£1.3M of earned income in order toachieve a ratio of earned income togrant of at least 40%. We estimatethat our efficient working practiceswill represent a 25% saving onequivalent States payroll costs. Weare taking different approaches in2008 to our commercial partners:

we have new catering and retailpartners at the castles and we willtake on the operation of theamphibious transport service toElizabeth Castle. We also aim toreach agreement with the Stateson long-term funding formaintenance and development atour sites.
It is an ambitious and demandingprogramme which, if successful,should ensure a more securefooting for Jersey Heritage in thefuture. We are undertaking thiswork in a tough environment, butone with some great opportunitiesas well as challenges. Success willdepend, as ever, on the continued
efforts of our amazing team ofstaff and volunteers and thesupport of the States and peopleof Jersey. With that support I amconfident we can help giveJersey’s heritage a great future.

We’ve acquired, conserved andmade accessible more localrecords, art and historicalobjects…
Jersey Heritage looks after the Island’smemory bank of information andartefacts from the past. In 2007 wecollected records from Statesdepartments such as JerseyMeteorological Department andJersey Fire and Rescue, fromorganisational archives such as De LaSalle School Archive Collection andthe Chamber of Commerce Archive.We also collected private materialincluding a copy of the Surrender ofJersey documents signed by BrigadierSnow at the Liberation, occupationdiaries and a photograph album datingfrom the First World War.
Not just a resource for people inJersey to explore our past, thecollections reached out andrepresent the Island internationallythrough the internet and throughloans to exhibitions overseas.

Historic environment
We’ve helped protect Jersey’shistoric environment for thefuture …
In 2007 Jersey Heritage managed20 sites, 19 of which are listedhistoric buildings. These includemajor visitor attractions like thecastles; holiday accommodation likeBarge Aground and the Radio Tower;‘stone tents’ for community use likeSeymour Tower and L’EtacquerelFort; museum sites like No. 9 PierRoad and the Sir Francis CookGallery and monuments in thelandscape like Le Hocq Tower andthe Jersey Signal Station at FortRegent. In promoting this variety ofuses for our managed sites weaimed to help people understand,care for and enjoy our historicenvironment, supporting itspreservation for future generations.Through our agreement with theStates to provide recommendationson listing significant buildings andarchaeological sites we aimed tosustain the historic character ofJersey’s environment.

Our projects covered everythingfrom Parish archaeology in localschools to contemporary British artat Jersey Museum; fromreminiscence sessions with olderpeople, to family history research atthe Archive; from new publicationsin print to living history and eventsat the sites; from holidays in historicfortifications to overnight trips toSeymour Tower and much more.
Our visitors included Islanders of allages, visitors to Jersey, on-lineusers, corporate clients, weddingparties, school students, the YouthService and adult learners. Overall,our total number of visitors toheritage sites was down on 2006because of the closure of ElizabethCastle for two months and thegrowing competition from otherattractions. But Jersey Museum, theMaritime Museum and La HougueBie did see an increase in visitors.

We’ve developed a huge rangeof skills, talents, knowledge andinterests amongst our staff andvolunteers …
Jersey Heritage now providesservices across a broad range ofarchives, museums and historicbuildings. Managing this requires alarge team of archivists, curators,conservators, architects, designers,teachers, marketers, site staff,administrators and finance staff. Weare also extremely lucky that over150 people regularly volunteer tosupport our work by giving time toeverything from site tours to boatbuilding, cataloguing to conservationand family history research topublication preparation. Ourassociate living history companies –the Companie of the Duke’sLeopards and the 1781 JerseyMilitia, have continued to developremarkable skills to enlivenpresentation at the castles.

In managing the sites and collectionsin our care we recognise we have aresponsibility for their stewardshipthat includes developing commercialopportunity where appropriate.Although our work can never betruly commercial, we take manyopportunities to generate funds tomeet the costs of the services weprovide to the public.

Mont OrgueilʻBrilliant – worth every penny!Castle, art/sculpture andpresentation all so arresting andhelpful in understanding the history.Harry the Guide kept our 13 yearold’s attention for 2 hours (30 secsis good for me). Café great. But bestof all was the falconry. A real trueinsight into medieval life and keptthe kids involved all through the dayʼ

HamptonneʻMy Grandchildren were really happy to spend at least ½ (sic) listening to‘Monsieur Hamptonne’ He was so good and really convinced my Grandchildrenthat he came from just after Cromwell’s time and they would love to see himagain. Maureen is delightful too, and wonderful with the childrenʼ
