    EPILEPSY SERVICES

    Chapter 40, Health and Safety Code,enacted by theTexas 67th Legislature (1981), is intended to ensurethat Texas residents with epilepsy who do not qualifyfor other state or federal health care assistanceprograms have access to epilepsy services.

    Epilepsy Services of the Department of State HealthServices provides comprehensive outpatient services(diagnostic, treatment and support services) to eligiblepersons who have been diagnosed with epilepsyand/or seizure-like symptoms through contractedproviders in the State of Texas.

    What is Epilepsy?

    Epilepsy is defined as a medical condition thatproduces seizures affecting a variety of mental and

    physical functions. It is also called a seizure disorder.A seizure is caused by a brief, strong surge ofelectrical activity involving part or all of the brain.When a person has two or more seizures without aclear cause (e.g., alcohol withdrawal) it is consideredto be epilepsy.

    Seizures can last a few seconds to a few minutes.They can have many symptoms, from convulsions andloss of consciousness to some that are not alwaysrecognized as seizures by the person experiencing

    them or by health care professional: blank staring, lipsmacking, or jerking movements of arms and legs.

    Epilepsy is the most common neurological condition inchildren and the third most common in adults, after

    Alzheimers and stroke.

    ELIGIBILITY CRITERIA

    Diagnosis of epilepsy certified by a licensedphysician, or a statement that applicant issuspected of having epilepsy;

    Texas resident;

    If younger than 21 years of age, be determinednot eligible for benefits from Children with SpecialHealth Care Needs (CSHCN); and

    Gross family income at or below 200% of theFederal Poverty Income Level Guidelines (FPL)

    CONTRACTORS

    The Department of State Health Services helps fundfive epilepsy contractors who serve residents in 254counties across the State of Texas. Epilepsycontractors serve women, children, and men at 29clinic sites across the state. Epilepsy clients may becharged a fee for services; however, no one is denied

    services because of an inability to pay.
