Disclosure Requirements

Institutions must comply with the disclosure requirements by January 31, 2017. The Department of Ed will publish a Notice in the Federal Registrar annually detailing required disclosures.

Disclosure template was released Sept. 11, 2014. Institutions must update the disclosures for their GE programs no later than January 31, 2015, for disclosing 2013-14 award year information.

Which Programs are GE Programs?

At proprietary institutions, all programs are GE except Prep coursework for enrollment in eligible program

Bachelor’s degrees in liberal arts accredited since 10-07 and offered since 1-09.

At public and nonprofits, all programs are GE except Programs that lead to a degree

Programs of at least two years in length that are fully transferable to a bachelor’s degree

Preparatory coursework necessary for enrollment in an eligible program

Must be a clear link on website to disclosures. Separate template for each program and different

lengths in single program. Schools must provide disclosures in promotional

materials to prospective students. Hard copy or electronic

Effective January 1, 2017.

Metrics and Thresholds of Eligibility

One of the following formulas will be used for each individual: Annual debt-to-earnings ratios

Median loan payment Higher of median or mean earnings

Discretionary debt-to-earnings ratios Median loan payment Higher of median or mean earnings minus (1.5 x

poverty guideline for single person)

ED calculates based on information provided by schools and Social Security Administration

Schools assigned one of three categories per year: Passing

Zone

Failing

A program needs to only pass one of the debt to earnings ratios to be a passing program. This is a good thing!!

A program becomes ineligible for 3 years if It fails in any 2 out of 3 years; OR

It fails or is in the zone (any combination) for 4 years.

Programs cannot just “hang out” in the zone indefinitely without making improvements.

Reporting Requirements

• GE reporting will begin in early 2015 – is available now on NSLDS for schools who want to get cracking!

• Report all Title IV Students by July 31, 2015 Report 2008 – 2009 through 2013 – 2014 award

years Programs with Medical and Dental Residencies

report 2007 – 2008 through 2013 – 2014 award years

• Report 2014 – 2015 Award Year by October 1, 2015

ONLY submit data on Title IV aid recipients ONLY submit data for programs that exist as of July 1,

Data provided in 2011 will not be available to reuse Data is provided for all students who completed or

• The unit of measure for the length of the instructional program as published by the school
