    The District saw anothermembership event kick off

    this month, continuing a traditionthat is now entrenched in theives of Quezon City Rotarians.Every year, the District, through

    a grand fellowship event for newmembers gives them honor andrecognition for joining the greatClubs of RI District 3780 duringthe Rotary Year. It is also a wayof thanking the Club leaders, most specially the FirstClass Presidents, for leading the charge in meeting theDistrict Membership Recruitment and Retention goals thisyear. Begun three years ago by now District GovernorNominee Reynaldo "Rey" David, this year's event washosted by the Rotary Club of Quezon City (RCQC) andchaired by District Membership Development Committee

    Chairman Dwight "Dwight" M. Ramos.

    The District Membership Recognition event started at4:00 pm, with the Rotary BasicsSeminar for new members. Thespeakers included IPDG Rufino"Penny" Policarpio and IPDSPastor "Mar" Reyes. DistrictTrainer PDG Danilo "Dan"Espinosa first gave an overview ofthe seminar to the participantsbefore DG Francisco "Francis"Rivera gave his keynote address.

    DG Francis talked about how fellowship has always beenthe source of life in getting Rotarians to work together inbringing Rotary service to communities around the world.This is the reason why according to him Rotary has livedfor more than 108 years since its birth in 1905. Withoutfellowship or friendship, Rotary would have lost thefoundation of its creation.

    He also said that in gathering for the District MembershipGrand Fellowship Night, the words of Paul Harris andRotary's 108-year history built upon service and fellow-

    ship should come flashing inminds, as these are the beaureasons that Rotarians have ctogether for this auspicious evFellowship provides the greaopportunity for Rotarians to ge

    know each other well and bwarm and lasting friendshFriendship inflames the heart passion to serve others. Wfriends come together, ser

    acquires more meaning and gives more joy and ifulfillment. He also cited Francis Bacon who s"Friendship doubles joy and halves grief.

    Finally, he wished that the grand fellowship strengthen the fibers of friendship that hold Quezon Rotarians together. He said to take time to meveryone and make the event a great opportunityexpand the circle of friendship, strengthen foundations of the Rotary movement in our part ofworld. After all, it is through friends that we enrich lives with joy and it is through fellowship that we can more meaning tothe theme, "EngageRotary ChangeLives."

    The event tookplace at the Qu-ezon Ballroom of

    the Quezon CitySports Club andwas also highlighted by a showcase of talents fromranks of the First Class Presidents (FCP), who stribute songs to the new members, as well as the drawof many raffle prizes that were donated by RCmembers.

    2013 Literacy Summit . . .by District Community Service Chair PP Ma. Elisa Baby Allado, RC New Manila Heights

    The Literacy Summit, now on its third consecutiveyear, was held last September 14 at the P. Bernardo

    Elementary School. This years theme is Engage Rotary,Sharing Vision for Enhanced Literacy Stronger andBetter Private-Public Partnerships. This activity wasattended by First Class Presidents and principals and/or

    representatives from their respective adopted schools.FC President Aladin Villacorte of RC of New ManilaHeights welcomed the attendees. An overview of theLiteracy Summit was provided by PP Eric Santos, Chairof the District Basic Education and Literacy Committee.District Governor Francis Rivera then delivered annspirational message enjoining all Clubs in the District tocontinue and expand Literacy projects with their adoptedschools to ensure good future for our youth. MainSpeaker for the morning session was Dr. Corazon Rubio,ast years Golden Wheel Awardee for Basic Educationand Superintendent of the Dept of Education QC Division

    of Schools, who gave an update on what the DepEd hasbeen doing in preparation for the implementation of the K-12 program and giving suggestions on how Rotary canhelp bridge the gaps. She emphasized that what isneeded are additional classrooms, laboratory equipmentand skills training for teachers.

    The group was then divided into breakout sessionsforHigh Schools moderated by AG Nitoy Velasco and forElementary Schools moderated by LG Dwight Ramos.Each group had Speakers on the significant Literacyprojects of RID 3780 such

    as the ConcentratedLanguage EncounterCLE) a strategy foreaching language; ProjectATTEST a training programor teachers in partnershipwith Foundation for Upgrad-ng Standards of EducationFUSE); Brigada Eskwela ,

    an assistance program tohelp prepare the schools foropening of classes; BooksAcross the Seas (BATS), abook donation program;Super Pinoy Kid Comic cum Coloring Book depicting thevalues of the 4-way test; and the Busog, Lusog, Talinoeeding program in partnership with Jollibee GroupFoundation. Some Clubs also shared their signatureLiteracy Projects such as CHEERS of RC LoyolaHeights, BBLISS of RC Paraiso, Sagip Pandinig of RCTimog, Edukasyong Pangkalikasan of RC Diliman North,TESDA scholarship program of RC Cubao West andCareer Guidance Testing of RC Kagitingang Cubao. Thenteract Committee represented by AG Cristy Dagdagnformed the participants from High Schools about

    nteract, its functions and how to organize one.

    A story-telling demonstration was done by ProfeMelody Remorca to the delight of her audience withsound effects and different voices.

    Highlight of the Summit was the signing of Memoranda of Agreement, one to Reaffirm the Adop

    of QC schools by the Rotary Clubs of RID 3780 andother on the participation of RID 3780 in the yearlyAng Pagbasa conceptualized by Congressman BBanal.

    In the afternoon, a workshop was conducted to assthe relevance of Rotary literacy projects in adoschools, to redesign or recommend projects to fitVision/Mission of DepEd, and to find ways to bridgegap for the implementation of the K-12 program. Egroup presented their outputs in the plenary sess

    Afternoon plenary Main Speaker Congressman WCastelo shared his vision for improved standard

    education and a better tomorrow. Responses Principals and from a First Class President Bon TaguRC SFDM followed. The program was closed by DisCommunity Service Chair Baby Allado noting the maccomplishments of the Summit and assuring participants that the District will address the needsmuch as possible. The Summit was capped by awarding of a TV set and DVD player each to theGarcia High School, Cubao Elementary School and thBernardo Elementary School. A fourth set was raffled

    and won by Flora Ylagan High School.

    The success of this activity is due to the joint efforts ofLead host clubs including Batasan Hills, CommonweCubao West, Diliman North, Kagitingang Cubao, Kaming Central, Loyola Heights, New Manila Heights, ParaQuezon City, QC Circle, Roces, SFDM and Timog. hosts were: Biak na Bato, Broadway, Camp AguinaCamp Crame, Cubao South, Cubao Sunrise, DilimHoly Spirit, Kamuning East, Katipunan, Lagro AscensMasambong, Mega EDSA, Metro Sta.     Clubs urged to form Rotary Community Corps to extend their capacity to serve otheby District Community Service Chair PP Ma. Elisa Baby Allado, RC New Manila Heights

    ASeminar on the Rotary

    Community Corps (RCC) washeld last September 21 at theGlobal Lounge to inform Clubsabout what a Rotary CommunityCorps is, what its functions are

    and how to organize one. It wasattended by Club Presidents,Service Projects Chairs & officersof existing RCCs.

    The seminar started with annspirational Message delivered byDS Mar Cancio for DG FrancisRivera who was unable to attenddue to pressing matters.

    PDG Jess Cifra, President of the Rotary Village Corps

    Foundation, gave a brief history of the Rotary CommunityCorps which is now one of the 9 structured organizationsof Rotary International along with the likes of Interact,Rotaract and WCS. He revealed that Mat Caparas, the

    only Filipino who became Rotary International (RI)President, introduced the concept of Rotary Village Corpsn 1985 when he was still a President-Elect and wasormally approved by RI in 1988. The name waseventually changed to its current name RotaryCommunity Corps (RCC). He then cited effective projects

    of RCCs all over the world and in the Philippines.

    He explained that RCC is a group of non-Rotarian men

    and women who aim to attain economic progress afind solutions to the problems in a community.

    mission is to teach members to be responsible for needs of their community with regards to literacy, heahunger, water and sanitation, pollution, housemployment and the environment. It is not a politorganization and its members are expected to cooperative, self-sufficient and develop human potento its fullest. Rotarians will simply oversee the RCC amay assist them in their projects.

    District RCC Chair Bong Cruz then showed a step-step approach to organizing an RCC which he defineda force multiplier of a Rotary Club when t

    collaborate in community development endeavours. Twas followed by a workshop where the participaaccomplished the RCC Organization Form whichsubmitted to RI without any required dues. The RCCexpected to submit a report on their projects annuaThose who fail to report for 3 consecutive years automatically dropped from the roster.

    In closing, District Community Service Chair Baby Allenjoined the participants to organize an RCC soonShe reiterated the statistics shown by the two mspeakers of the seminar that there are over 7,500 ac

    RCCs worldwide sponsored by 2,600 Rotary Clubs incountries. In the Philippines there are 1,512 RCCs in 10 Rotary Districts.

    Rotarian priests spearhead continuing spiritual formation & development programBy PP Jesse Tanchanco, RC Loyola Heights

    The Rotary Club of Loyola Heights (RCLH) has always been knowits Spiritual Formation and Development programs. This is m

    possible by the presence and active participation of 3 Rotarian Catpriests led by charter member Fr.Jesus Jess Fernandez, SJ, ably ass

    by Rotarians Fr. Manuel Bong Bongayan, SVD and Fr. Alfredo Fre

    Sabado, SVD.

    Since its chartering, the Annual Mass Wedding initiated by Fr. Jessbecome a signature project of the RCLH. It aims to provide couples the depressed areas who are either living together or are civilly wedbenefit of having a Church wedding. They are provided with marenhancement seminars prior to the scheduled mass wedding. The sponsors the cost of the wedding including the rings, arrhaes, veils, bouquets and a simple but meaningful reception. To date, more th

    housand couples have benefitted from this program.

    he RCLH has also introduced the St. Ignatius Marriage Encounter and Family Encounter Series. This twice a year activ

    ntended to provide members, relatives, colleagues and friends with a 3-day live-in marriage enrichment program in ordurther strengthen the marriage ties and family relations of the participating couples. Now on its 9 thyear with more thanouple beneficiaries including many of the members of the RCLH.

    Finally, the RCLH through its 3 spiritual advisers conducts regular Lenten and advent recollections for the members

    heir families. Masses are also con-celebrated during special club occasions and commemorations.

    Outstanding Filipinos last September 5, 2013, as one ofhe highlights of the Metrobanks anniversary celebration.Each winner received a cash price of P300,000 andpecially-designed trophy and medal from the Metrobankoundation.

    Recognizing Excellence in Public ServicePres. Manlapaz emphasizes that the search for COPSecognizes the shared responsibility between the policefficers and the community. The COPS Award seeks to

    dentify gallant men and women in the police force who

    are able to work with the community to prevent and scrime. This award is not for the police officers who shout with the bad guys. This is for the police officers use the community who tell them who the bad guys he adds.

    History of the CompetitionThe program started in 1988 as a brainchild of

    Sammy Pagdilao, himself a multi-awarded police ofwhen the Rotary Club of New Manila East establishedBest Community Oriented Policemen (Best COP) AwThis was in recognition of the important role ofvocational and community service component of pwork in the pursuit of peace and order. Starting aaward for police officers in Metro Manila, the compewas expanded nationwide, garnering the support oPNP and the Metrobank Foundation, which has having its own police recognition program since 1999

    Dr. Jim Sanchez. The MSU Medical Mission was coveredve as part of the Salamat Dok TV program which wasired from 6 am to 7 am.

    Camp Aguinaldo celebrates vocational service month by honoring SPED teacherBy FC President Robert Camba, RC Camp Aguinaldo

    As second parents to millions of children across thecountry and a source of guidance for them well into

    adulthood, our teachers play a central role in shaping theFilipino people.

    Teaching is long term and exhausting work that shapeshe spirit of students. Special education teachers, in

    particular, need to contribute love and dedicated effort inurturing their students with special educational needs.

    To recognize our SPED educators and institutions pro-iding the best educational services to children with spe-ial learning needs, the Rotary Club of Camp Aguinaldo,ogether with other co-host clubs and in cooperationwith the Department of Education and the AFP, held a

    program entitled "Saludo ako sa Titser ko" on October6, 2013 at 1pm at the P. Bernardo Elementary School.

    The aim was to give recognition to our SPED educatorsand the SPED centers in Quezon City.

    A 'Caring Conversation" workshop preceded the activitywhereby 50 teachers from these centers were hosted to a

    three hour workshop where they were taught "relaxaand meditation techniques" in the morning of the sday from 8 to 11 am at the CRS Hall in Camp Aguina

    After lunch they were brought to the P. Bern

    Elementary School for the Recognition portion ofactivity.

    The program gave emphasis to the challenges facingSPED teaching profession. It was dedicated to teacof a different breed, our unsung heroes who toil everyto make this world a better place to live. Since theycolor to the world of children with special needs., it only fitting and proper that we recognize their effort special way by making them feel special, even if just day.     Diliman North continues to promote breastfeeding to grow more healthy, cute babBy FC President Marilene Araneta, RC Diliman North

    On September 16, 2013, RC Diliman North held acompetition called Culiats Healthiest Breastfed

    Baby, in partnership with the Culiat Health Center in Tan-ang Sora, Quezon City, and as part of its continued pro-

    motion of the importance of breastfeeding. The con-est was open to infants 1-6 months of age who were fed

    urely breast milk, i.e., no supplementary food given. Outof 40 participants (mother-child teams), six (6) winnerswere declared, one from each age group. Judging wasased on the following: height, weight, responsivenessnd cute factor for the babies. Additional points werearnered by the baby whose mother went for pre-natalheck-up visits at the health center. The panel of judges

    was headed by District Community Service Dr Ma ElisaBaby Allado who, together with volunteer teachers and

    mothers, spent more than four (4) hours at the CuliatHealth Center to judge the winners.

    Cubao West rolls out wheels to provide mobility to 280 indigent beneficiariesBy FC President Josie M. Garcia, RC Cubao West

    On September 4th, 280 wheelchairs arrived at theNovaliches Warehouse of PP Joel Guillermo of

    RC Cubao West. Since Matching Grant No. 77750 waspproved more than a year ago, this gift of mobilitynally arrived in Quezon City after much preparation anderseverance of the Club. The local wheelchair team was

    nxious at first because the US Wheelchair team hadlready arrived but the wheelchairs were still beingleared at our Customs Office. Eventually, the

    wheelchairs made it safely and were immediately

    cheduled for distribution.

    n order to reach out to more beneficiaries in the District,

    he wheelchairs were distributed by RC Cubao West inmany locations: Quezon City Hall lobby; Brgy TandangSora; Sinagtala Homes at Brgy Bahay Toro; Childhaus atBrgy Pinyahan; Brgy Pasong Tamo; Brgy Batasan Hills;Brgy Kamuning; among others. In addition, more thanwenty Rotary Clubs got wheelchair allocations andistributed these to needy beneficiaries in their respectiveommunities. For easier access and controlledistribution, the wheelchairs were transferred to a buildingdministered by PE Ed Zaragoza.

    Quezon City is known to be the richest city in the

    Philippines yet thousands of patients lack wheelchairs.Proof of this is the large government backlog to fill upequests from indigent residents. Many have had to waitor months before getting their free wheelchairs. Toissuade recipients from selling their new wheelchairs tothers as had happened in some instances in the past,

    he Wheelchair team now requires photos and IDs of theecipients.

    RC Cubao West attended to the visiting US WheelchairDistribution Team composed of five Rotarians from NorthCarolina with the usual Filipino hospitality. Cubao West

    empted them with local delicacies like mangoes, lechean, buko pandan ice cream, pansit, halo halo, and daily

    buffet meals in various restaurants. Members of the eagerly conducted the visitors around places of intelike the QC Memorial Circle, UP Diliman and Atecampuses, and even brought them to a comedy where they were recognized as Rotarians. RC CuWest showcased some of its projects including the

    Brief background of the wheelchair project

    The Rotary Foundationapproved in August 2012Matching Grant No. 77750 for560 wheelchairs funded withmatched funds from RotaryClub of Foster City, RI District7670 North Carolina, USA. Thewheelchairs were intended forneedy beneficiaries with

    mobile disabilities in RI District3820 (Southern Luzon) andDistrict 3780 (Quezon City).Each District had been allo-cated 280 wheelchairs in 6sizes. Local project partnersare the Rotary Club of LucenaSouth (D3820) and RotaryClub of Cubao West .

    The US Wheelchair Team arrived in Manila to distribute the wheelchairs in the two Philippine dist

    from August 25 through September 8, 2013.

    Y.E.S. to S.E.X. is the tagline of the controversialproject of Rotary Club of Cubao West. The Youth

    Empowerment on Sexuality (Y.E.S.) Seminar is gearedowards recognizing the dignity and worth of every humanbeing, especially the youth. Aimed for 3 rd and 4th yearhigh school students, this DepEd endorsed YES Seminar

    s part of a Chastity Education Program that activelyengages the youth to understand the physical, spiritualand emotional changes that go along with growing up.

    Spearheaded by the Batang Quezon City Foundation,nc. and partnering with RC Cubao West and Digma ngBuhay Foundation, this YES Seminar is being deliveredn the six (6) Congressional Districts of Quezon City sinceAugust 2013. Ranging from 200 to 250 studentparticipants, equally divided according to gender, theYES seminar runs from 8am to 12nn in 12 pre-selectedPublic Schools.

    Hosted ably by Mr. Ansel Beluso, a veteran writer andadio host, the YES Seminar is a mix of lecture, film

    showing, workshop and other interactive exercises, withkits, snacks and simple graduation rites to top it off. Theyouth are progressively introduced to face their ownsexuality without malice nor nervous discrimination. Thesensitive topics are discussed objectively without social

    prejudice; correcting the immature and usually misleaavalanche of information taken from the Internet, ftabloids and magazines, and even from fellow youths barkadas. The youth are empowered by correct knedge on their sexual development allowing them to meducated and more mature decisions.
