Coun. Lanny Seaton isnt impressed.Despite more than $200,000 in studies,

years of waiting and even the inclusion of rail in Langfords Official Community

Plan, the proposed rail schedule by the Island Corridor Foundation doesnt initially include com-muter rail from the city to downtown Victoria. And Seaton doesnt understand why not.

The most lucra-tive part is from Langford to Victo-ria, but what we are talking about is run-ning a train (from)

Nanaimo, dropping people off (in Victoria) at 9 a.m., which is too late, and leave at 2:30 p.m.? I dont know an employer that is going to allow you to work less hours a day because you are riding a train to work.

Seaton was visibly upset Monday night during a hastily scheduled presentation by ICF chief executive officer Graham Bruce to Langford council and a few members of the public. Bruce outlined a proposal to revive rail service on southern Vancouver Island that would see a partnership struck

between Southern Railway, VIA Rail, the ICF and the many municipalities along the existing route.

This is not the end schedule, this is the first schedule and the whole notion here is just to get the train running as soon as

we possibly can, Bruce told councillors and Mayor Stew Young. That is why the twice daily would initially be five days a week and run from Nanaimo to Victoria and increase as the work is done.

The partnership would see the federal

and provincial governments contribute $7.5 million each and the five regional gov-ernments put up a combined total of $3.2 million.

Children destined for foster care target group

One hundred black backpacks are being piled into a minivan in Langford.

Filled with stuffed animals, pillows, blan-kets, gift cards, toiletries, sketch pads and even cameras, the cargo quickly piles up in the vehicles interior by staff of the Indig-enous Perspectives Society. The backpacks are headed up Island to transitioning foster children, some of whom left the only homes they ever knew with only the clothes on their back.

It is a scary period of time for them and this will give them some level of comfort, said society administrator Michele Oatman. They can sometimes be taken out in the middle of the night and leave with nothing. When they open (the backpack) up, there is a bear in there for some comfort; a pillow and a blanket to curl up with. They are very deserving.

The Childrens Aid Foundation and the Ted and Loretta Rogers Foster Care Transi-tion Program provided a $39,000 grant to the IPS to identify agencies or communi-ties to benefit from the dispersement of the

stuffed backpacks.Four agencies on the Island were cho-

sen to receive 50 backpacks each, includ-ing Surrounded by Cedars Child and Fam-ily Services in View Royal and the Foster Parent Association in Langford. They were due to receive their backpacks this week, while LalumUtul SmunEem Child and Family Services in Duncan and Kwumut Lelum Child & Family Services in Nanaimo received their backpacks on Dec. 10.

Each organization sees its packs topped up with additional local donations from businesses including the West Shore Super-store, Walmart, Staples and more.

Its really an opportunity to have chil-dren in care have something they can call their own when they are taken out of their family home and placed into foster care, said Linda Lucas, executive director of the IPS.

Its important for me in terms of giving back to children and youth in care so they have some sense of security and some sense of belonging through receiving a gift of this nature.

The Ministry for Children and Family Development, along with a number of busi-nesses and other partners, pooled approxi-mately $320,000 for the fund that includes $40,000 in purchases from local merchants.

It shows that its not a small group of

people that surround them; that care about them; but that the entire communities care about them, Oatman said. As they become aware of that, it is very important to them.

The packs are expected to be divvied up as needed by the agencies. Oatman, one of the leads on the project, said she is proud to have been involved in an initiative that staff members rallied around.

(It was not) just the physical work but the feelings that went into it. It was really, really well supported from everybody here, she said. From the Ted and Loretta Foundation, right down to all of us filling the backpacks, our care went into it and hope-fully that comfort goes to the children, too, and they feel that love.

Expanded routes part of an overhaul of transit routes Angela CowanNews Gazette staff

The West Shore will soon see a significant increase in transit service to Bear Mountain and Westhills.

Our greatest focus dur-ing this service improve-ment has been to optimize resources in the West Shore and provide the best transit service possible, said Meri-beth Burton, spokesperson for B.C. Transit.

For at least the last two years, community members of both Westhills and Bear Mountain have appeared before the transit councils asking for service to these high-growth communi-

ties. There were presenta-tions by the developers on Westhills. There have been petitions, there have been letters and delegations, she said. This was a natu-ral progression and were excited.

The changes take effect Dec. 29. They include:

An expansion of Route 52 Colwood up into Bear Mountain, with hourly ser-vice and buses every 30 minutes during peak rush hour times;

Route 57 Westhills will see hourly service to the Langford Exchange;

The Western Transit Exchange, next to West Shore Parks and Recre-ation, will be renamed the Colwood Transit Exchange. B.C. Transit will also extend a commuter service to Lato-ria Road and Happy Valley.

The No. 52 pretty much just operated between Col-

wood Exchange and Lang-ford Exchange, said James Wadsworth, a senior transit planner with B.C. Transit.

The route will now con-nect Bear Mountain, Mill-stream Village shopping

centre, downtown Langford, West Shore Town Centre, Royal Roads University and Colwood Corners, all on one transit route.

Thats the route where weve put a significant

increase in for service hours, he said.

Mayor and council have been working on this with B.C. Transit for quite a while now, said Langford Coun. Matt Sahlstrom. Its giving us easier access to those areas without people having to get into their cars, and we can get people into the smaller areas. Its going to make accessibility a lot bet-ter for everybody involved.

I live on one of the routes on Triangle Mountain, so Im certainly going to appre-ciate it, he said.

Other changes include more frequent service on Bay Street from the Route 10 Royal Jubilee/Songhees, and increased service to the Route 14 UVic/Vic General. Service is being adjusted on the Route 25 Maplewood/Colwood to better align with school schedules.

This is not a service

expansion, said Burton, adding that 5,000 more ser-vice hours were already added in September. Instead, the improvements have been a result of re-allo-cating resources to maxi-mize efficiency.

Our planning team sat down and went route by route, trip by trip, to see which ones were not per-forming, she said. The result was a complete rewrit-ing of the transit schedules to ensure that demand for reliable and frequent transit is being met, especially on the West Shore.

West Shore job hunter defrauded in online scamAngela CowanNews Gazette staff

A young View Royal resident has been scammed out of nearly $2,000 after she cashed a fraudu-lent cheque last week.

The woman had posted an advertisement online looking for work and was contacted by a person from California offer-ing to pay her in advance. The scammer mailed a cheque and asked that after the woman deposited it, she send a portion of the money to another recipi-ent via Moneygram.

The bank later informed the victim the cheque was fraudu-lent after she had already trans-

ferred the funds to the second party.

West Shore RCMP would not release any identifying details about the victim except that she is under 18.

Const. Alex Berube said there is no way for the woman to recoup her losses.

Its different when your credit card gets scammed. The credit card companies will do their own investigation and it does not affect your credit, he said. People think sometimes that their bank will refund the money that theyve been scammed, but when it comes out of your own account, theres no way for them to do that.

This particular scam is an iso-lated incident, and a reminder to the public to be ever-vigilant regarding online security.

Its a continued battle to stress the importance to the public to do their research, Berube said. Make sure its a reputable person or company. Be aware of who youre dealing with online.

Anyone who believes theyve been a victim of identity theft or fraud should contact the Cana-dian Antifraud Centre by call-ing 1-888-495-8501 or sending an email to [email protected], and call West Shore RCMP at 250-474-2264. [email protected]

Police advise caution in third-party online transactions

The Island Corridor Founda-tion would add $2.2 million and Southern Rail, which would run the operation, would chip in $500,000 for a grand total of $20.9 million.

Initial plans call for service between Nanaimo and Victoria.

All work on track upgrades would be tendered, Bruce said, and as the work is completed up to Qualicum Beach and beyond to Courtenay, the passenger ser-vice can be extended.

A commuter service between the Station Avenue stop in downtown Langford and down-town Victoria could be put in place later on, with a one-way fare of $5 to $7, Bruce said.

That is what the initial proj-ect was all about, to get rail back and running for a 10-year period on Vancouver Island, he said. This is not a commuter service, this is an inter-city service and that is what this is designed for in meeting the needs of all of the Islanders. Although (schedules would) be adjusted as we find greater opportunity.

Bruce said the federal and provincial funding has been

approved and VIA Rail would subsidize the operation with up to $1.4 million, but any costs above and beyond that would be covered by Southern Railway.

Track maintenance and repairs wouldnt begin until fed-eral and provincial funds were in hand, with the goal to see the first train in operation sometime in 2015.

Despite Bruces assertions that more runs could be added

down the road, Young wasnt confident those runs would serve Langford in the way he had hoped, which was to alle-viate some of the stress on the roads during commuting times.

My concern is if Southern Rail is the one setting the sched-ule, then what kind of dialogue are they having with the com-munities that are actually along the rail line? he said.

Archive, museum at Luxton keep heritage alive

Bonnie Josephson shows off dozens of large, hand-made binders.

One is dedicated to Arthur Philip Luxton, another for Cap-tain Edward Edwards Langford, and others to historically rel-evant people and places from the area. Here, Josephson said, is the history of Happy Valley, tracked down and documented by a small group of friends.

Its just for the fun, the thrill of the chase, like being a detec-tive, she said of tracking the roots of the region in which she grew up. (It is about) putting people in their rightful place in history. Sometimes stories get a little muddy and blend together.

Josephson and a group of friends in the Metchosin Farm-ers Institute gather regularly and have done so for years, col-lecting information and items for their little-known museum. Following any leads they come across, from old newspaper arti-cles to interviewing people who grew up in the area, the fact-find-ing mission never ends, she said.

I like stories; I love them,

and sometimes they are good for spinning a yarn but not all fact, Josephson said. We want it factual, and with everything online now we want to get it to the public.

The Belmont graduate has become the de facto encyclo-pedia for people looking for information from days gone by, including from her alma mater. She has consulted on numer-ous historical projects over the years.

The museums collection, housed at the Luxton Fair-grounds, boasts thousands of items, some of which are close to 150 years old. Most are owned by Josephson herself and theyre available for viewing free to anyone who wants to see them. Schoolchildren are among the more regular guests.

History, its hard to visualize, so we try to make it visual. Its hands-on and its fun, she said. Kids come through here some-times and have a blast.

Josephson admits the chal-lenge with such projects at times is that they are largely self-funded. Volunteer time, energy and money go into upkeep for a cause the group believes in so heartily, they set aside their own free time to keep the informa-tion alive.

Unlike the museums display items, ranging from a 1930s-era sheep shearer to an old washing

machine from the early 1900s, facts can fade with memories and be lost forever.

Colwood Womens Institute member Christina Willing, 90, is another area resident hoping to keep history alive, partially through her personal memories.

There is so much heritage; going back I can remember when the Bilston Creek was so high they were taking people out to Happy Valley road in a boat from their house, because there was so much water coming through, she said. I remember my brother-in-law was walking along the track because there was so much water through the valley. So I lived through all that.

Willing said volunteers such as Josephson and others who work so hard to preserve heri-tage should be commended. She wished there was a way to keep the museum open for the public.

It is a very changed scene here and I have seen tremen-dous changes (in my life), she said. I just think this should be more available to see. To know I could come down and bring a friend here to see the history of this community, its all right here.
