TSO-DSO initiatives by ENTSO-E and DSO associations at EU level
• TSO-DSO Data Management Report (2016)
• TSO-DSO Working group and Active System Management report (16 april 2019)
National TSO-DSO working groups addressing key challenges:
• TSO-DSO working groups Grid Strengthening and Congestion Management
• Comprehensive Energy Transition Programme by Netbeheer Nederland -NL association of grid operators.
Market-based congestion management pilot project started 2017:
• Joint development of concept in pilot with ETPA
• Proof of concept MVP implementation 2017
• Initial market pilot by Stedin 2018
• GOPACS platform v1.0 launched 29th jan 2019 by the Dutch DSOs and TSO Tennet
How it all startedGood cooperation and step-by-step approach basis for effective tool for congestion management
spread prices market pilot
Main drivers
• Growth variable renewable generation with envisaged ambitious national target of ~70% wind + solar in generation mix by 2030.
• New demand electrification heat, mobility, industry
• New business models, dynamic pricing ed.
Demand for flexibility increases in 3 domains
• Wholesale markets
• Balancing
• Congestion management
Congestion management essential
• Grid needs to facilitate users and broad flexibility demand
• Manage congestion in ways consistent with market model
• Need for effective tooling built on TSO – DSO cooperation
Growing demand for flexibilityCongestion management modest share, but essential
Grid Operators forecast congestion
• Long term for the next years: scenarios generation, consumption and international flows as input in model analyses-> basis for investment plans and grid strengthening.
• Short term, for the next days or hours: operational net flow analysis based on transport prognoses-> basis for grid operation.
Options for managing congestion
• Investments in grid strengthening
• Grid re-configuration
• Market based re-dispatch, both voluntary and by legal obligation
• Enhanced grid connection agreements
• Enhanced grid tariff structures
• Regulated options, curtailment (as last resort)

TSO as Market maker
Trend increasing demand for TSO congestion management
• Combination of intra-day bids on a market platform with location information that canbe leveraged for redispatch:
sell-order from marketparties with a connection in the congested area buy-order from marketparties outside the congested area.
• The price difference between the buy and sell orders (intra-day congestion spread) is paid by the grid operator. With this, the market platform matches thecorresponding orders.
• No BRP license for DSOs needed, Balance Neutral, easy access for market partiesthrough ID market integration
