46(B)/2016: Staff Welfare measures - Need for clearance of proposals sent byGMs of Zonal Railways etc-reg.

Federation requested for a copy of the Pilot Project Report. It was agreed to give acopy during the meeting itself

8/2017: Policy guidelines for Medical fitness of employees of various medicalcategories who have undergone LASIK Surgery-reg.

Report of the Committee has been received and recommendations along withproposal have been submitted to Board through Safety Directorate.

17/2017: Cashless treatment Scheme in Emergency (CTSE) for RetiredRailway Employees and their Dependent Family Members-reg.

Simplified procedure will be issued shortly. Federation reiterated its stand thathaving already deposited one month's pay (last pay drawn) for RELHS no furtherpayment should be made for CTSE. It was agreed to review.

25/2017: Deficiencies in the Health Care system - Steps needed for removingthe hardships faced by the patients.

(b) Instructions already exist in this regard which will be reiterated with copy to theFederations.(c) As per extant orders, reimbursement is allowed only on CGHS rates. Nodeviation is possible.

(d) CGHS rates are under review by Ministry of Health & Family Welfare.

So far as NE Rly. is concerned a separate note will be given by the Federation.

NFIR explained that the item-wise comments pertains to new three phase EMUrakes. Presently, there are only two new EMU rakes introduced in the system but 70old rakes are still running in the Chennai sub-urban without modification.

Official side stated that all the 24 items as proposed by NFIR having taken intoaccount and will be implemented in all the new EMU cabs. NFIR was requested toshort list the items for improvement in the existing cabs. Railways will explore thepossibility of its implementation in existing rakes.

14/2010: Upgradation of posts commensurating with the increased work loadand responsibilities - ESM Category - S&T Department.

Instructions have been issued to the Zonal Railways vide letter No.E(NG)I12015/PM 8/1 dated 26.03.2018. Federation mentioned that the agreement reachedearlier in the separate meeting with AM(Signal) & AM(Staft) held on 10.05.2016 hasonly been partially implemented. Federation demanded merger of MCM(Sr. Tech.)with JE as discussed in the separate meeting.

It was explained to the Federation that during the joint meeting held on 10.05.2016,it was agreed that possibility of merger of JE will be explored. However since theduties of MCM (Sr. Tech.) is to carry out periodic maintenance as stipulated in theSEM, whereas, the duties of JE(Signal) is only to supervise the maintenance staff.Hence, if MCMs (Sr. Tech.) are redesignated as JE there will be net reduction inmaintenance staff.

However, on the insistence of the Federation, it was agreed to hold a further meetingwith DG(S&T) at an early date.

12/2017: Need for revision of hourly rates of incentive bonus and incentiveallowance for staff of Workshops/Production Units under CRJ pattern/GIS-reg.

Instructions issued vide letter No.2016/ Safety-I/9/3 dated 19.03.2018, copy given toFederation. A clarification to be issued that all categories like ASM/SM/Dy.SSinvolved in train passing duties are eligible for the Accident-free service award.

3/2017: Accident Free Service Award to Signal Department staff - reg.

Federation requested for a separate meeting with CRE.

9/2018: Awards to Railway staff for accident free service - Non-implementationof extant instructions-reg.

After discussion, it was agreed to issue instructions to the Zonal Railways thataccident free service award to be given to the employee at the time of hisretirement/retirement function.

39/2012: Enhancement of Income Tax exemption limit in case of Running Staffreckoning of Running Allowance as pay for the purpose of deduction of IncomeTax.

Federation contended that 70% of Kilometrage earning is Travelling allowance andtherefore it should not be taxed. Federation further contended that Railway need nothave gone to CBDT.

Federation further wanted that the matter to be taken up now at the level ofBoard(FC) with Chairman, CBDT.

21/2012: Implementation of VIth CPC Pay Structure - Merger of pre-revisedPay Scales w.e.f. 01.01.2006 - Promotion of staff to the same Grade Pay of~1800/-A.C. Coach Attendant's category.

&1/2014: Fixation of pay under rule 13 to those promoted to identical payband/grade pay shouldering higher responsibilities.

&32/2015: Grant of pay fixation under rule S 13 to the erstwhile Group 'D' staffpromoted to same grade pay of 1800/- (PB-I).

It was decided in the last meeting that copy of responses received from ZonalRailways will be shared with the Federation. Now, the responses received have beenshared with the Federation vide Board's letter No.PCVII 2012/IR-N dated16.04.2018. Federation will respond.

2812012: Grant of upgradation to P.Way Supervisors in the Pay Scale of~5000­

8000/-(pre-revised) w.e.f, 01.11.2003.

It was agreed that based on Hon'ble Supreme Court's order dated 22.11.2017,benefit will be extended to the staff.

4/2014: Restructuring of certain Group 'C' cadres -promotion benefit to the_staffagainst vacancies existed as on 1.11.2013.

Federation disagreed with the position furnished by the Zonal Railways andcontended that vacancies for 2012 & 2013 were never filled in the years 2012/2013and those vacancies were carried forward beyond 01.l1.2013 which deprivedlegitimate promotion to the staff. Federation also offer to furnish position of one ofthe zonal railways to enable the Railway Board to cross check and take consciousdecision for the purpose ofthe extending proforma fixation.

1/2015: Career Progression of Track Maintainers in Railways -implementation of the report of the Joint Committee - reg.

The issue of further revision ofpercentage distribution ofposts ofTrack Maintainersas per recommendations of Joint Committee has already been put up for Board

53/2016: Denial of pay fixation benefit in the case of Sr. P. Way Supervisors(GP 4200/- + PB-2) merged with JE/P. Way (GP 4200/- + PB-2)-reg.

4/2017: Dissatisfaction among Track Maintainers on Indian Railways due tolack of adequate career advancement opportunities-reg.

After implementation of the Trackmen cadre in the ratio of 10:20:20:50, the issuewill be examined.

10/2017: Upgradation of Junior Accounts Assistants GP 2800 to GP 4200 (6thCPC) in Railways - Implementation of the VII CPC recommendations (Para11.62.15)-reg.

It Was explained by the official side that there is no oral interview for RRBrecruitment of JAA since the past several years. 7th Pay Commissionrecommendation while discussing demands of JAA in the Audit & Accounts Deptt.had pointed out that as JAA in GP 2800 in that deptt. did not face oral interview thatdemand for upgradation could not be agreed and status quo is to be maintained.

The Federation did not appreciate the official side version in view of the fact thecandidates in the past were subjected to written test through RSC(RRB) and alsoorally interviewed. Federation will try to provide written evidence with regard tosuch recruitment. Federation wanted the Railway Board to judiciously consider thecase in light of specific recommendation of 7th CPC. Federation requested for areview. It was agreed to examine again.

11/2017: Grade Pay upgradation for the staff of Medical and Para-Medicalservices in the Railways - implementation of 7th CPC recommendations-reg.

18/2018: Provision of GP 4200/- in PB-2/Level 6 of 7th CPC to the Dressers/OTAssistants working in Railway Hospitals/Health Units-reg.

After finalization of revision of entry pay of Dressers (proposal presently pursuedwith MoF), this demand can be looked into.

13/2017: Upgradation of posts in the Railways recommended by 7th CentralPay Commission - clearance of DoP&T-reg.

Official side explained that the matter is presently with DOP&T. Federationrequested that this may be followed up with DOP&T.

19/2017: Absorption of P. Way Mistries as Sr. P. Way Supervisor in 5th CPCscale ~5000-8000 w.e.f, 22/03/2007 and consequent merger with JE (P.Way) inGP 4200/- w,e,f, 03/07/2013 - Non-implementation of Railway Board's orders inMetro Railway, Kolkata-reg.

1/2018: Improvement of entry level Pay Matrix (7th CPC) commensuratingwith the enhanced entry level qualification for the posts in Pay Level 1 (6thCPC GP 1800)-reg.

Federation stated thatthis may be followed up vigorously as this subject is pending since last more than 8years and a proposal already sent in June, 2010 for replacement ofGP 4600 with GP4800 has not seen light of the day. Federation specially requested Chairman of theforum to kindly see that speedy action is taken for obtaining the clearance as thetechnical supervisors ar~eatly disappointed over injustice rendered to~~ ""

/15/2018: Non-implementation of cadre restructuring orders in the case ofPointsman category on North Eastern Railway-reg.

It was explained that promotion orders issued for 32 persons to OP 1900 as a resultof restructuring on NER (Varanasi Division). Federation stated that the numberswere not correctly calculated and they would give further specific details to enablere-examination. .

17/2018: Option opportunity for pay fixation in the 7th CPC Pay Matrices tothe staff inducted from the post of Diesel/Electric Loco Technician to the post ofAssistant Loco Pilot against 50% quota vacancies -reg.

Under examination.

20/2018: Restructuring of certain Group 'C' cadres - Artisan Staff - Extensionof option period for switching over to 7th CPC Pay Matrices-reg.

28/2017: Hon'ble Court's decision - Proposed termination of services of RRBrecruited Ticket Checking staff - Western Railway.

In this case, the order (of Hon'ble CAT/ Ahmedabad) has attained the finality and itis to be implemented by Railway, no action is pending at Board's end. However, asinformed by Western Railway, 82 affected employees have filed an OA No.483/2017against the judgement before Hon'ble CAT.
