1. The tenders are to be submitted by the intending bidders in two separate sealed and super scribed envelopes as listed below:
Envelope No.1: Technical bid and Post Qualification bid data,
details specification. Envelope No.2: Price Bid. 2. Technical and post qualification bid details specification (envelope No.1)
will be opened first and subject to evaluation, based on the qualification criteria contained in the individual bid document. Price bids (Envelope No.2) of bidders who are assessed and declared as substantially technically responsive on evaluation of the technical bid will be opened for further commercial evaluation.
3. Contractor should produce evidence of having experience of executed a similar nature of jobs /civil works with @ work order of 30 % of tender / estimated cost executed in a single contract in the last Three years along with the documentary evidence, preferably photo copy of orders secured from GSECL / Central / State Government/Railway /Semi- Government, and satisfactory completion certificate from respective department thereof.
The Earnest Money Deposit will be accepted in form of DD on any Nationalized bank /schedule bank except co-operative banks payable on Bank of Baroda, Utran Branch, at Utran only, drawn in favour of “GUJARAT STATE ELECTRICITY CORPORATION LTD”. Tender fee will be accepted only by Demand Draft on any Nationalized bank /schedule bank except Co-Operative banks, HDFC Bank, ICICI Bank, IDBI Bank, AXIS Bank payable on Bank of Baroda, Utran Branch, at Utran only, drawn in favour of “GUJARAT STATE ELECTRICITY CORPORATION LTD”. (A) INSTRUCTIONS TO BIDDERS. 1). The tender should be submitted in one sealed main envelope marked MAIN COVER.
Tender number & name of work should be written in the given space. The main envelope
will contain two separate sealed covers as under:
Technical bid cover:-
This cover shall contain all relevant attested qualifying documents as under.
(i) Demand Drafts/ Receipt for E.M.D.
(ii) Attested copy of Registration Certificate in appropriate class.
(iii) Attested copies of work experience certificate for the similar nature & magnitude of @
30% of tender/estimated cost of the works executed during last 3 years along with
documentary evidence including performance certificate etc.
(iv) Attested copy of document showing "Provident Fund Number" obtained by the bidder on
their name.
(v) Attested copy of Company Registration or Partnership deed in case of company or
partnership firm.
(vi) Attested copy of balance sheet or profit & loss account of last 3 financial years duly
audited by chartered accountant- in case of work amounting to Rs.50 lakh or above.
(vii) Attested copy of latest solvency certificate, not more than twelve month old, issued by
Nationalised Bank or A-Class Scheduled Bank except Co-Operative Banks of about 20%
amount of tender value.
(viii) Demand draft of tender fee.
Note: -If attested copies of qualifying documents stated as above are not found in
Technical bid cover, then tender will be disqualified & rejected. The price bid will not be
opened. (Zerox copy of attested documents are not valid.)
Price bid cover. The cover shall contain offered rates in Schedule-B & condition of contract duly signed by the
contractor.
1) The bidder must clearly quote percentage above or below the tender rates in figure as well
as in words. The bidder must work out the total price of their tender offer accordingly
and the total amount should be clearly written in words & figure. In case of any
discrepancy, whatever written in words shall prevail. All the columns in schedule should
be filled in with INK.
2) No deviation in terms & conditions, Schedule-B and technical specifications will be
entertained. Any ignorance for this shall not relieve the contractor from their contractual
liability arising as per tender documents.
3) The bidders are required to quote only firm percentage prices. No variation will be
accepted on price/ raw materials/ finished products or on any cause.
4) The bidders should note that the completion of above mentioned civil works in all respect
in accordance with the time limit given is very important and should be strictly adhered
to. Completion of work in time limit from the date of issue of letter for commencement of
the work or issue of work order by the Utran Office.

5) The bids should be valid for a minimum period of 6(Six) months (i.e. 180 days) from the
date of opening of technical bid. During this period tenderer shall not be allowed to
withdraw their tender and if withdrawn, the Earnest Money Deposit submitted with the
tender will be forfeited
6) The works covered under these specification shall be carried-out and governed by
"Tender and contract for Works" booklet appended herewith except where conditions
specified in this specifications.
7) The successful contractor shall have to enter in to an agreement for contract ona stamp
paper of Rs. 50/- and indemnity bond (for material issued by GSECL at free of cost) as
per G.S.E.C.L rules on a stamp paper of Rs.100/- and necessary stamp duty charge shall
be borne by the contractor. Before signing agreement, contractor has to pay security
deposit as per GSECL's rule within fifteen days on receipt of work order from GSECL,
failing which order will be cancelled and EMD will be forfeited.
8) The complete specification comprises of the following.
Bill of Quantities (Schedule-B), condition of contract, Tender and contract for Works
booklet, General Conditions, Instructions to bidder & Technical specifications.
All these sections are complimentary to each other. The particulars and requirements
contained herein shall cover the execution of the civil works covered under these
specifications.
09). The quantities shown in schedule-B are tentative, however changes may be incorporated
during construction and as a result there may be increase or decrease in the quantities
shown in schedule-B, in such an event those will be paid on the basis of actual quantities
executed.
10). The tenderer return the tender with specification and schedule of quantity rate and other
schedule duly signed. Tender not bearing signature of the contractor on all the documents
accompanying tender is liable to be rejected.
11). Before submitting their percentage rate tender which shall be for the finished work
complete including charges involved in testing and maintenance for a period of 6 months.
The tenderer shall closely examine the specifications and carefully study the drawings and
all documents which form a part of the contract to be entered in to by the accepted
tenderer.
12). The tenderer must visit the site of works and see for him self the site conditions regarding
availability of water ,labour and building materials rates, approach road during all seasons
and other matters affecting the works before submitting the tender.
13). The submission of tender by a contractor implies that he has read these instructions the
conditions of contract etc. and has himself aware of the scope and specifications of the
work to be done and of conditions and rates at which stores will be issued to him and local
conditions and other factors bearings on the execution of the works. GSECL will not
therefore after acceptance of contractor's rate pay any extra charge for lead or for any
other reason, in case the contractor is found later on to have misjudged the site condition.
14). GSECL authorised officers who accept tender, shall have the right of rejecting all or any
of the tenders and will not be found to accept the lowest offer nor to assign any reason
whatsoever for the rejection of any tender or all tenders.

(B) GENERAL CONDITIONS OF CONTRACT:- (1) The contractors shall at their own expenses make all necessary provision for housing,
water supply & sanitary arrangement for their employee as well as for works and shall
pay direct to the authorities concerned all rates and taxes.
(2) The contractors shall make their own arrangement for the necessary approach road, for
transport of their materials and be responsible for the compensation on account of damage
to crop or GSECL Property.
(3) All royalties, sales tax, toll tax, local tax, development charges, VAT tax, welfare cess and any other taxes including works contract tax etc., in respect of this contract and also any statutory variation in future towards above mentioned taxes & any other taxes if levied in future by statutory authority applicable to the this contract shall be payable by the contractor and GSECL will not entertain any claim whatsoever in this respect.
The proof of payment made by the contractor to the appropriate department shall be submitted to GSECL, failing which appropriate amount shall be withheld on getting information/instruction from the concerned department. The contractor shall produce the receipt of payment of 1% welfare cess from the respective Govt., Department before submission of final bill, otherwise final bill for the works will not be finalized”.
(4) The organization will supply articles at the place and rates mentioned in Schedule 'A' of
tender document. In case of the materials issued either through or with the
recommendation of this organisation, it will be absolutely necessary for the contractor to
maintain a correct and honest record of the daily consumption of the said materials/ with
in site particular reference to the work during the day. The Engineer in charge of the
department or his authorised agent shall have the right to inspect and check the stores
containing these materials. The accounts for these materials shall be presented for
inspection whenever asked for by them. Every facility shall be afforded by the contractors
for all these inspections.
(5) Godown or sheds hired or constructed for storage of controlled materials and more
particularly of cement shall be such as would prevent the material from getting damaged
in any way.
(6) It will be absolutely incumbent on the contractors to have on the site of work only such of
the materials as have been duly passed by the Engineer-in-charge. Materials that have
been rejected must on no account be allowed to remain on the site and inspite of written
order to do so any such rejected materials is on the site beyond a period of 48 Hours
notice, the Engineer-in-charge shall have the right to remove it or/and even to destroy it at
the risk and cost of the contractor.
(7) It must be distinctly understood that the conditions of contract and of claims in respect of
extra work will not be allowed, unless the works to which they relate it clearly without the
spirit and meaning of the specifications or unless such work are ordered in writing by the
Engineer-in-charge and claimed for in specified manner.
(8) On completion of the work, the site shall be cleared by the contractor within the stipulated
period, and ground brought to original state and they shall not be entitled for any extra
claim on this account.
(9) General specifications of the latest edition of the P.W.D. Hand Book Volume I & II shall
also apply wherever required.

(10) When cement is obtained either through or with the recommendation or issued by
GSECL, it shall be understood that the contractors will have to be very careful regarding
the handling of the cement bags so as to preserve their quality.
(11) Damage to works clause:- The works fully constructed or not, and all materials,
machinery, plant, tools, temporary building and other things connected to there shall be at
the risk and in the sole charge of the contractor until the works have been delivered
completed to the Engineer in charge of work and certificate from him to that effects is
obtained until such delivery, the contractor shall at their own cost take all the precautions
reasonably necessary to keep all the aforesaid works materials, machinery, plant, tools,
temporary building and other things connected with the work, free from any loss or
damage and in the event of the same or any part thereof being lost or damage shall
forthwith possible speed, reinstate and make good such loss or damage at contractor's own
cost.
(12) Supply of controlled articles will be invariably recommended after the actual
requirements have been carefully scrutinised. In the event of any such materials remaining
in surplus in charge of the contractor, on account of some modification either in the
design or changes in construction or any other reason will be returned to the department.
(13) There will be generally no objection on the component part of the works being given over
to responsible sub-contractors but it must be borne in mind that this department would
under no circumstances recongnise this sub-contractor and the responsibility of executing
the work in accordance with the conditions of contract will entirely rest on the main
contractors. The main contractors will therefore always have the very responsible member
preferably a technically hand, present on the works site with power to sign all the works
for very efficient execution of works.
(14) With a view to ensure rapid progress on the works, purchaser may store at work sites
certain quantities of the materials such as cement etc. & it will be incumbent on the
tenderer to purchase this materials at the rates mentioned in Schedule-'A' of tender
document. For supply of necessary articles, all necessary help will be rendered but it must
be clearly under stood that the purchaser does not accept any responsibility for the delay
that may be cause in their supply on account of circumstances beyond the purchaser's
control.
(15) Contractor will be asked to present the sample of materials and the approved samples will
be preserved at the site of work and no change in the approved sample will be allowed
without the written permission of the Engineer-in-charge.
(16) If any work is not executed according to the specification & the directions of the
Engineer-in-charge the same will be rejected or reduced rate will be allowed as deemed fit
by the Engineer-in-charge. The contractor has to re-execute the rejected work without any
financial implication to GSECL.
(17) Contractor will have to communicate the name of his authorised agent preferably civil
engineer who shall be present on the works and shall be authorised to sign the materials
requisitions , receive verbal or written instructions given on behalf of the contractor. The
EIC shall have right to demand the removal of any technical person, skilled or unskilled
person who in his opinion are considered to cause bad work-man ship in the execution of
work or to cause indiscipline.

(18) The materials issued to the contractor as per Schedule-'A' of the tender shall not be
removed from the works and all the surplus materials at the end of the works which is
considered serviceable shall be returned to the organisation. Even the unserviceable
material shall be removed from the site only with the prior permission of the E.I.C. in
writing.
(19) The contractor must arrange for all transport of materials, weighting material issued at
department stores and all such cost includes in the rates of Schedule-'B' with the less or
above percentage quoted by the contractor for finished work.
(20) (A) The competent authorities can delete any items in the schedule-'B' of the tender order
if they feel that the item is not essential to be executed.
(B) A Schedule of quantities is included in the tender documents. It shall definitely
understood that the GSECL does accept any responsibility for the correctness or
completeness of this schedule and this schedule is liable to alternations by omissions,
deductions or additions at the desecration of the EIC or as set forth in the conditions of
contract. Specific percentage less or more shall be quoted by the contractor below the
total amount of Schedule-'B'. The tender documents shall be written legibly and free from
eraser overwriting of conversion of figures correction where unavoidable shall be made
by crossing out in trialing dating and rewritings both in figures and in words with
signature. In case of any discrepancy in figures, the quoted in words shall prevail.
(21) This notice to tenders shall form part of the contract.
(22) The entire work is to be completed within the stipulated time limit from the date of work-
order. The contractor will not be eligible for any extra idle period of work or waiting
period that may be required to suit; other considerations and no claim for compensation
on account of such will be considered. However, in case of delay due to circumstances
beyond the control of contractor either in date of commencement or due to waiting during
construction, extension time may be considered for completion of works. However, if
contractor fails to complete the work within stipulated period as mentioned elsewhere the
penalty at the rate of ½ % (One half percentages) of order value per week, maximum 10%
of contract value will be levied.
(23) If work is not progressing as per time schedule and it is felt that work is likely to get
delayed, the contractor will be informed for the same. However, if it is noticed that work
is not going on as per requirement inspite of follow-up action, a notice of 15 days will be
served to the contractor for termination of the contract, stating that the work be carried out
at his risk and cost through other contractor. No claim in this regard will be entertained at
later stage which may be noted.
(24) In case contractor is unable to account for full quantity of material issued to him from the
Departmental Stores, recovery will be effected from him at a cost rates or Market rates
prevailing at the time of issue, whichever is higher, plus 15% to cover GSECL
departmental supervision charges, for all materials unaccounted for.
(25) Scrap from reinforcement bars (Below 1.25 M Lengths) issued by GSECL shall be
accepted back and the contractor will be authorised to credit to GSECL store from the site
after completion of works and rendering of accounts with written permission of officer-in-
charge, not below the rank of Executive Engineer.

(26) The GSECL will not be responsible for any delay in supply for controlled materials such
as M.S. Reinforcement Bars, Cement etc. however it will endeavor to see that there is no
delay in supply of materials. Due consideration will be given in granting extension of time
for completion of the work if found necessary on account of delay in supply of materials
No claim for compensation or for damages for the same shall be entertained in this
account. All materials required by the contractor shall be drawn from the GSECL's stores
by requisition given in writing by the contractor at least one week before the requirement
of works. The recoveries will be affected in running payment for all materials issued up to
the date of measurements for the particular bill or the quantities used in the works
measured by the Engineer-in-charge of work.
(27) The department reserves the right to make any changes in the design and plans of the
work and the contractor shall be bound to carry-out them on the unit rates tendered. No
claim of compensation will be allowed on this account.
(28) Bills shall be submitted in duplicate by the contractor monthly on or before the date fixed
by the EIC for all works executed in the previous months.
(29) The work will have to be carried out in-co-ordination with other agencies on the same
site. On account of this, in case the contractor has to stop or delay his works for some time
he will not claim any thing extra. GSECL may only consider giving suitable extension in
time limit if necessary on such account.
(30) All the terms & condition specified in the booklets 'General Specification for civil works'
and tender and contract for works which is shown in the office, will be consider the part
of the contract.
(C) SPECIAL CONDITIONS
Following are the GSECL's special conditions for this project and wherever these special
conditions contradict with similar conditions in this tender document, the following special
conditions shall prevail.
1. The successful Bidder, on receipt of letter of intent /work order will submit within a week's
time his planning/programme of works, for scrutiny of Gujarat State Ele. Corp. Ltd. in a
Pert/Bar Chart format, clearly indicating GSECL's inputs also. Contractor will plan his
works such that all the fronts released by GSECL simultaneous work should progress in
such a way that entire job is completed in scheduled time limit.
2. The successful bidder will have to depute his authorized representative to attend progress
review meetings to be held either at the site or at GSECL, GBPS, and UTRAN.
3. Security Deposit 5% of contract value shall be payable by the contractor. within fifteen
(15) days from the date of issue of letter of intent or work order and balance will be
recovered from first R. A. Bill This shall be refunded as per GSECL's norms.
4. The contractor will be responsible for complying with all rules and regulations and labour
laws applicable to him and the GSECL will not be responsible for any lapses committed by
them. If there is any claim from any Government authority pertaining to the contract, the
same amount will be deducted from the Contractor's bill.

5. The land required for office, godowns and for Labour Camp will not be given by the
GSECL. The contractor has to arrange at his cost.
6. THE TIME LIMIT FOR COMPLETION OF WORK IS STIPULATED AS IN THE
TENDER WILL BE ADHERED TO.
7. As per tender conditions, the Electric Power shall be given at one mutually agreed point;
further distribution will have to be carried out by the contractor as per their requirements at
their cost. Necessary connection and consumption charges will be recovered as per
GSECL's tariff/ rate from-time-to-time, as per rules.
8. Gujarat State Elect. Corp. Ltd will provide water supply at one mutually agreed point &
further distribution will have to be carried-out by the contractor as per their requirements at
their cost on chargeable basis. The recovery of water charges shall be made at the rate of 2
% amount of work done under the item involves the water consumption.
9. The contractor's rates should be firm and no variation clause is to be quoted by the
contractors and GSECL will not accept the same, during contractual period including
extended time limit if any.
10. MAINTENANCE: The contractor shall, for a period of 06 months or as mentioned in
tender after the date of completion of work as certified by the Executive Engineer, maintain
the work in such manner that on the expiry of period of maintenance they shall be as good
and perfect in order & conditions as that in which they were at the commencement of the
period of maintenance. The contractor shall at his own expense, repair, rectify and make
good to the satisfaction of the EIC all defects, imperfections, shrinkage or other faults
arising from or out of use of materials or workmanship not in accordance with the
contractor or comply with the provisions of the contract.
11. THE GSECL WILL NOT PAY ANY TYPE OF ADVANCES INCLUDING
MOBILISATION ADVANCE. Normally one measured R.A. Bill payment shall be made every month on submission of bill by the contractor in GSECL’S prescribed format.
12. Contractor has to utilize the mechanical vibrator for proper compaction for all concreting
works as per the directions of Engineer-in-charge.
13. The contractor shall have to use the best quality of materials in the work as per the
specification and relevant I.S. codes. In case GSECL desires to carry out any field
test/laboratory test for any materials required for the work, the contractor shall arrange for

LABOUR LAWS : : 01 Persons below the age of 18 years shall not be employed for the
work. 02 No female workers shall be employed in the night shift between
7.00 PM to 6.00 AM. 03 Contractor/ Agency shall have to maintain valid Labour License
under the Contract Labour (Regulation & Abolition) Act 1970 and Rules 1972 for employing necessary manpower to be required by him and in the absence of such license the contract shall be liable to be terminated without assigning any reasons thereof.
04 The contractor / Agency shall at his own expense have to comply with all the Labour Laws and keep the Corporation indemnified in respect thereof. Some of the major liabilities under various Labour and Industrial Laws which the contractor / Agency shall have to comply with are as under.
05 Payment of contribution of employees (Contractor’s Labour / Agency ‘s Labour) as well as employer’s (Contractor / Agency) contribution towards Provident Fund, Family Pension Scheme, Employees Deposit Linked Insurance Scheme, Administrative charges, inspection charges etc. at the rates made applicable from time to time by Government of Gujarat / Government of India or other statutory authorities shall be made.
06 Labourers engaged by Contractor/Agency shall be entitled for Earn leave as per the provision laid down in factories Act-1948. Contractor / Agency shall have to extend the facility of E.L. as per the provision laid down in Factories Act and shall also have to maintain leave records in prescribed form under Factories Act.
07 No labourers are allowed to enter in power station premises that
do not have Identity Card prescribed under Factories Act.
08 Contractor / Agency shall have to comply with the Maternity benefit if they happen to engage female labours as per Maternity benefit Act.
09 Contractor / Agency shall have to obtain Insurance of the laborers
engaged by him to carry out contractual work before commencement of work under workmen’s compensation Act.

10 P.F. CODE UNDER : It should be ensured that no tender is issued to any Contractor who has no separate PF Code number as well as not considered for acceptance of tender and without PF code number tender is likely to be disqualified.
11 PROVIDENT FUND AND FAMILY PENSION SCHEME : The contractor / Agency shall have to submit along with his
bill ( Month wise ) a statement regarding deductions at the rate of 12% of the wages against employee’s Provident Fund & Family Pension Scheme in respect of each concerned employees ( or at the rates made applicable by the Government from time to time ) of the wages. The Contractor’s / Agency’s contribution and his worker’s contribution along with Admn. charges, Insp. charges, EDLI Insp. Charges, Group Ins. Scheme Premium etc at the rates applicable from time to time towards Provident Fund and Family Pension Scheme shall be deposited by the contractor with Regional Provident Fund Commissioner Ahmedabad / Vadodara/ Surat or to the authority prescribed under the Act along with the other charges applicable.
12 If any workman engaged by Contractor / Agency, meets with fatal or non- fatal accident while on duty then Contractor/ Agency shall be liable to pay compensation to the legal hair or to the Workman as the case may be as per Workman’s compensation Act.
13 EMPLOYEES DEPOSIT LINKED INSURANCESCHEME : : The Contractor / Agency shall have to deposit ½% of the
rate applicable form time to time of the wages. In respect of employees who are a member of the Provident Fund against the contribution towards Deposit linked insurance scheme with r Regional Provident Fund Commissioner, Ahmedabad.
14 The Contractor / Agency should pay prevailing minimum wages to the labours engaged by him as per the minimum wages Act in presence of the Representative of principal employer.
15 The Contractor / Agency shall deposit fifteen days salary for every completed year of service in case of each worker towards the liability of gratuity.
16 ADMINISTRATIVE CHARGES : : Administrative charges for maintaining Provident Fund Account shall be deposited by the Contractor / Agency with Regional Provident Fund
Commissioner Ahmedabad / Baroda/ Surat at the rates applicable.

Labour Contract License under contract Labour (Regulation & Abolition) Act from the appropriate authorities before commencement of work.
18 Payment of minimum rates of wages under Minimum wages Act – 1948.
The Contractor / Agency shall have to pay to every contract labour/ employees engaged under him, wages at a rate not less than the minimum rate of wages fixed by such notification / Commissioner of Labour for that class of employment in that employment without any deductions except as may be authorized within such time and subject to such conditions as may be prescribed time to time.
19 Contractor / Agency shall have to issue the contractual appointment letter for a specific period to their Labour engaged during the contract period each and every instance & should narrated clear out terms & conditions for the liabilities of the concerned employees.
20 After completion of the contract work, the work completion certificate is required to be produced before the I.R.O. / H.R. Head for the purpose of issuance of NOC for labour laws compliance and cancellation of the gate passes issued to the Contractor’s / Agency workman at the time of execution of the contract work.
21 The Contractor / Agency shall have to maintain all the relevant records under various Labour Laws as mentioned here in above and keep ready for verification by the Company authority as well as the authority of the Government Officials as and when asked for the checking.
22 RESPONSIBILITY FOR PAYMENT OF WAGES : : It shall be the duty of the Contractor / Agency to ensure the disbursement of wages in the presence of the authorized representative of the principal employer to certify the amounts paid as wages to each worker employed by him in such manner as may be prescribed. The Contractor / Agency shall have to produce / submit the copy of wage Register / Muster Roll / P.F. Deposition Challan / PF Schedule and relevant records under various Labour Laws for the contract work to Head of the H.R. Department for the purpose of issuing the NOC for Labour Laws compliance. (E)“GENERAL SAFETY RULES TO BE OBSERVED BY THE CONTRACTORS “
All the contractors working under Gas Based Power Station, GSECL Utran are required
to scrupulously observe following safety rules. They are also responsible for informing
and observance of these rules by their employees OR employees of their Sub-
Contractor. Prior to commencing the work they will have to submit written assurance
on their letter head to the concerned Sectional Head that they have read and will
follow these safety rules while execution of work awarded to him and have educated
their employees / sub contractor. They will have to indemnify the Corporation for any
loss or damage / accident/injury to the Corporation’s property/employee or
employees of their own in default of non – observing these rules.
01 Persons to be employed for carrying out the work shall possess required
qualification, are fully trained and conversant for works to be done.
02 The contractor shall all the required safety measures prior to commencement of
work on dangerous substances, machineries or area at which cautionary notice
is displayed and obtain line clear or work permit through the concerned
Department / Section prior to commencing the work.
03 Prior to commencing the work in the area where inflammable material is lying, all
such inflammable material shall be removed or covered under protective
covering. Special care shall be taken before carrying out welding, gas cutting,
furnace heating or other hot work job. They should also keep ready fire
extinguishing materials like water and sand buckets or appropriate equipment at
such place.
04 While carrying out work in confined space or inside vessel, necessary “ confined
space / vessel entry permit “ shall be obtained prior to commencing work. For
lighting in such area, 24 volt (ISI certified &with guard) hand lamp should be
used. For taking care of the persons working within the confined space / vessel,
a Supervisor capable of under – taking rescue operation should be present.
While working within the gutter or trench, for warning to other entrants / passers
by ; caution notice shall be displayed. This can be done by making a temporary
fence with a rope or red ribbon. After completion of the works, all the lids shall
be fixed in original position and leave the place in safe condition so as to
prevent accident to fellow workers.
05 Stair cases, lifts or other passages and gangways shall be kept free by not
stacking of any material, spare parts, tools / tackles, equipment etc. such
passages are necessary for safe escape in the event of emergency. If it is utmost
necessary to carry out work in such area with blocking of passage, prior
permission of competent authority or the Engineer – In – Charge shall be
obtained. To demarcate the area as unsafe, proper fencing with caution notice
shall be displayed and the traffic shall be diverted through other safe passage.
06 While using electrically operated gadgets or power operated equipment/hand
tools like welding machine, hand grinder, hand drilling machine etc., they should
be ensured for safe operation. Defective or unsafe equipment shall not be used.
Power connection for using such equipment shall be obtained only through the
concerned Section and should be connected under observation/ guidance of
concerned Section. The Electrical Section shall provide temporary electric
connection up to contractor’s Mains Board on which mains switch, ELCB and
fuses shall be installed. All the equipments shall be property and fully earthed to
prevent electrical shock, sparking, short circuit etc. Power cord to be used shall
be of single length. Single phase and three phase connection shall use 3 wire
and 4 wire cords only. The plugs, receptacles, pin holders etc should be of
adequate capacity and safe to use.

08 All the lifting tackles and associated fixtures, such as D-shackles, slings, “U”
clamps, Eye belt shall be checked before use for this safety and pursue that
these are certified through competent authority every year and certificate
obtained. They shall be fixed properly 7 firmly prior to lifting the weight.
09 While working at height, scaffolding of adequate size and capacity should be
used. While climbing on such scaffolding, safety belt and Helmet should be used
and chin straps of Helmet be fixed.
10 All the electrical and mechanical equipment viz., welding machine, cutting
machine, Grinder, Drill, Chain Pulley Block, Hook, chooks etc. should carry ISI
certification mark. The consumables to be used on which expiry date is
mentioned shall be used before the expiry date only. Old material shall not be
used.
11 Contractor or their employee shall not interfere in other’s activities except their
assigned job. They should not loiter and operate other’s machinery and
equipment. The contractor shall instruct their employees not to sit or take rest at
a place where the plant / system / machinery are working and the area is prone
to accident.
12 In case of fire or smoke coming out during the working, efforts should be made
for extinguishing the fire and the Fire Station should be informed on Phone No.
4444/5555 & 4344.
13 Poisonous / toxic or inflammable / explosive Gas Bottles viz. Oxygen, Acetylene,
LPG, Hydrogen, Ammonia, Chlorine, CO2 etc. shall be handled with special are
and trolley should be used for their handling. They shall not be handled by
rolling.
14 On completion of the work, cotton waste, spilled oil / grease, places of welding
rod and other waste material shall be removed and the area shall be left clean
and safe.

15 In case of injury / accident while working, accident report shall be filled and
forwarded to the Safety Officer through the Sectional Head. Form No. 21 for this
purpose can be obtained from Safety other or the concerned Section.
16 The contractor shall provide standard make ( ISI certified ) personal protective
Equipments to their staff. The contractor shall also educate their staff for use of
such P.P.E.S. insist, and enforce to use it while at works.
17 The contractor is obliged to follow all the safety regulations and legal provisions.
They shall specifically obey to the provisions of Factory’s Act 1948 and Gujarat
State Factory’s rules 1963 ( up to latest amendments). They shall also honour the
instructions of the competent authority for safety requirements.
18 The above rules shall be scrupulously followed and where required, they may
contact the Safety Officer in case of unable to understand.
1) The rules and regulations regarding safety to be observed by all
contractors are as per attachment. If it is found that, any of these rules is not
observed / the corporation will take strict puncture action against the
concerned contractor.

2) Moreover for all labours of the various contractors working in TPS area /
premises, wearing of personal protective equipment shall be compulsory and if
any labours is found working without P.F same shall be considered as a breach of
safety rules and regulations for which the gate pass issued to the concerned
labours shall be immediately confiscated and a sum of Rs. 1000/- (Rupees one
thousand only.) shall be deducted from the monthly bill of the l contractor. No
dispute in this regard shall be entertained by the corporation whatsoever.
BINDING
(1) Should this tender accepted by corporation, I / We hereby agree to abide by and
fulfill all the terms, and provisions of tender and contract for works as applicable
and in default there of to forfeiture of EMD/SD and pay to the GSECL the sum of
money due.
(2) The full value of the "E. M. D." paid herewith should be absolutely forfeited to the
GSECL, should I/we not deposit the full amount of specified security deposit.
(3) I/we have seen and read carefully above mentioned all condition i.e. Instruction
to Bidders, General condition, general Wages & labour laws etc. and I/we agreed.

PENALTY :
In case if the project suffers for the reasons attributable to the contractor, the
GSECL reserves the right to levy the penalty @ ½% per week for delay period
on the contract amount subject to a maximum ceiling of 10% of contract
value. However necessary extension in time limit of work will be granted by the
GSECL in case the reasons for delay are not attributable to the contractor, in
the opinion of GSECL without any financial compensation by the GSECL.

DETAILED TECHNICAL SPECIFICATION
Item No. 1: Excavation for foundation in loose or soft soil up to 1.5 M Depth including sorting out and stacking of useful materials and disposing of the excavated stuff up to 50 meter lead
1.0 Workmanship : 1.1 The relevant specification of item No. 4.0.0(A) shall be followed except
that the excavation for foundation work shall be carried out in hard rock. 1.2 Excavation shall be done by blasting to the dimensions shown in the
drawings or as directed. The blasting shall be carried out only with written permission of the Engineer-in-charge. All the laws, regulations etc. pertaining to the precautions, acquisition, transport, storage, landing and use of explosive shall be rigidly followed. The Magazine for the storage for the explosive shall be built to the design and specification of explosive authority and located at the approved site. No unauthorized persons shall be admitted into the magazine and when not in use it shall be kept securely locked. No matches or inflammable materials shall be allowed in the Magazine. The Magazine shall have en effective lighting conductor. The rules of explosive 1940 revised from time to time shall be followed strictly for obtaining, handling, undertaking blasting work.
1.3 The contractor shall be responsible for damage to property, workmen, public due to any accident due to use of explosives and blasting operations.
1.4 Precautions : 1.4.1 The blasting operation shall remain in charge of competent and
experienced supervisor and workmen who are thoroughly acquainted with the details of handling explosives and blasting operations. The blasting shall be carried out during fixed hours of the day, preferably during the mid-day-lunch hours or at the close of the work as ordered in writing by the Engineer-in-charge. The hours of blasting shall be notified in advance to the people in the vicinity. All the charges shall be prepared by the man in charge only.
1.4.2 Red danger flags shall be displayed prominently in all directions during the blasting operations.
1.4.3 People except those who actually light the fuse shall be prohibited from entering into this area. The flag shall be stationed as 200 m. from the firing site in all directions and all persons including workmen shall be excluded from the flagged area at least 10 minutes before the firing warning whistle being sounded for this purpose.
1.4.4 During excavation in rock by blasting, the lowest 15 cm. of the stratas shall be blasted with light charges so as not to shatter or weaken the

underlying rock on which the foundation will be actually laid. If excavation in rock in done to larger width and lengths than those shown on the drawings or as directed no payment shall be made for such over break. If excavation is done to depth greater than shown on the drawings or directed excess depth shall be made up with foundation grade concrete as directed at the contractor’s cost.
1.4.5 The charged hole shall be drilled to the required depth and in suitable places when blasting is done with powder the fuse cut to the required length shall be inserted in the holes and the powder dropped in. The powder shall be gently tamped with copper rod with rounded ends. The explosive powder shall then be covered with trapping materials which shall be tamped lightly but firmly. When blasting is done with dynamite and other high explosive, dynamite cartridges shall be prepared by inserting the square cut ends of fuse into the detonator, and finished with dippers at the open ends. The detonator should be gently pushed into the primer leaving one third of the copper exposed outside. The primer shall be housed into the explosive. Bore holes shall be of such size that the cartridges can be easily passed down. The holes shall be cleared of all debris and explosive inserted. The space for about 20 cms. above the charge shall then be gently filled with dry clay pressed home and rest of the tamping is firmed with any convenient materials gently packed with a wooden cover.
1.4.6 At a time not more than 20 such charges shall be prepared and fired. The man in charge shall blow a whistle in a recognized manner for cautioning the people. All the people shall then be required to move to safe distances. The charges shall be lighted by the man in charge only. The man in-charge shall count the number of explosions. He shall satisfy himsel that all the charges have been exploded allowing the workmen to go to the work site. 1.4.7 The contractor shall be fully responsible to strictly follow the prevailing
rules and procedure rules and procedures regarding blasting procedures. 1.5 Misfire :
1.5.1 In case of a misfire the following procedure shall be observe : 1.5.2 Sufficient time shall be allowed to account for the delayed blast. The man in charge shall inspect all the charges and determine the missed charge. 1.5.3 If it is the blasting powder charge, it shall be completely flooded with water. A new hole shall be drilled at about 45 cm. from the old and fired. This should blast the old charge. Should it not blast the old charge, the procedure shall be repeated till the old charge is blasted. 15.3 In case of charge of gelatine, dynamic etc. the man in charge shall gently remove the tamping and the primer with detonator. A fresh detonator and primer shall then be used to blast the charge. Alternatively the hole may be cleared of one foot of tamping and the direction then ascertained by placing a stick in the hole. Another hole may then be drilled 15 cm. away and parallel to it.
This hole shall then be charged fired when the misfired hole should explode at the same time. The man in charge shall report to the office at once all cases of misfire, the cause of the same and what steps were taken in connection therewith.
1.5.4 If a misfire has been found to be due to defective detonator or dynamic the whole quantity in the box from which defective article was taken must be sent

to the authority as directed for inspection to ascertain whether all the remaining materials in the box are also defective or not. 1.6 Accidents : 1.6.1 The contractor shall be solely responsible for any accident during the entire procedure of handling explosive and blasting and shall pay necessary compensation to persons affected or damage to land or properly etc., due to the blasting without extra claims on the department. 1.7 Account : 1.7.1 A Careful and day-to-day account of explosive shall be maintained by the contractor in an approved manner and shall be open to inspection of the Engineer-in-charge at all times. Surprise visit may also be paid by the Engineer-in-charge to the storage and in case of any unaccountable shortage or unsatisfactory accounting, the contractor shall be liable to be penalized by forfeiture of part or whole of his Security Deposit or by cancellation of tender in which case he shall not be entitled for any compensation. 1.8 Disposal of Excavated materials :
1.8.1 No materials excavated from foundation trenches of whatever kind they may be are to be placed even temporarily nearer than 1.5m. of distance prescribed by the Engineer from the outer edge of excavation. All materials excavated shall remain the property of Government. Rate for excavation includes sorting out of useful materials and stacking them separately as directed within the specified lead. Materials suitable suitable and useful for backfilling or other use shall be stacked in convenient places but not in such a way as to obstruct free movement of men, animals and vehicles or encroach upon the area required for constructional purpose. The site shall be left clean of all debris on completion. 1.8.2 Disposal of excavated materials is subject to the following : Unsuitable materials obtained from clearing site and excavation shall be disposed off within a lead of 50 meters as directed. Useful materials obtained from clearing site and excavation shall be stacked within a lead of 50 M. beyond the building area as directed. Materials suitable for back filling shall be stacked at convenient places within a lead of 50 M. from the structure for reuse. Useful stones from rock excavation shall be stacked neatly within a lead of 50 M. and will be allowed to be used by the contractor on payment at rates laid down in the contract or if not so lead down, at schedule of rates of the Division or at a mutually agreed rates if there are no such rates in the Schedule of rates. 1.8.3. If surplus materials are required to be conveyed beyond 50 M. conveyance will be paid for under a separate item. 2.0 Mode of measurement and payment : 2.1 The work shall be measured for the work limited to the dimensions
shown on drawings or directed. Excavation to dimensions in excess of the above will not be measured or paid for and if so ordered by the Engineer the contractor shall have to fill up the excess depth with cement concrete specified for foundation without extra payment.
2.2 Driving of sounding bards, drill holes to explore the nature of substratum upto a total length of meter distributed in 2 or 3 places in each foundation if necessary, will be considered incidental work and will not be paid for separately.
2.3 Removal of slips and blows in the foundation trenches will not be measured or paid for.

2.4 If it is necessary in the opinion of the Engineer-in-charge to carry foundation below the levels shown on the plants, the excavation for the first 1.5 M. of additional depth will be included in the quantity for the particular classification and will be paid for as extra work at rate to be decided under the general conditions of contract unless the contractor is willing to accept payment as tendered rates.
2.5 The rate shall be for a unit of one cubic meter.

Materials : 1.1 Water shall conform to M-1, sand shall conform to M-6. Cement shall conform to M-3. Brick bats shall conform to M-14.
M-1. Water: 1.1 Water shall not be salty or brackish and shall be clean, reasonably clear
and free from objectionable quantities of silt and traces of oil and injurious alkalies, salts, organic matter and other deleterious material which will either weaken the mortar or concrete or cause efflorescence or attack the steel in R.C.C Container for transport, storage and handling of water shall be clean. Water shall conform to the standards specified I.S 456-1978.
1.2 If required by Engineer-in-charge it shall be tested by comparison with distilled water. Comparison shall be made by means of standard cement tests for soundness, time of setting and mortar strength as specified in I.S.269-1976. Any indication of unsoundness, change in time of setting by 30 minutes or more or decrease of more than 10 per cent in strength of mortar prepared with water sample when compared with the results obtained with mortar prepared with distilled water shall be sufficient cause for rejection of water under test.
1.3 Water for curing mortar, concrete or masonry should not be too acidic or too alkaline. It shall be free of elements which significantly affect the hydration reaction or otherwise interfere with the hardening of concrete during curing or those which produce objectionable stains or other unsightly deposits on concrete or mortar surfaces.
1.4 Hard and bitter water shall not be used for curing. 1.5 Potable water will be generally found suitable for curing mortar or
concrete. M-3. Cement:
Cement shall be ordinary Portland slag cement as per I.S. 269-1976 or Portland slag cement as per I.S. 455-1976.
M-6 Sand: 6.1 Sand shall be natural sand, clean, well graded, hard strong durable and
gritty particle free from injurious amounts of dust clay, kankar nodules, soft or flaky particles shale, alkali, salts organic matter, loam, mica or other deleterious substance and shall be got approved from the Engineer-in-charge. The sand shall not contain more that 8 percent of silt as determined by field test. If necessary the sand shall be washed to make it clean.
6.2 Coarse Sand: The fineness modulus of coarse sand shall not be less than 2.5 and shall not exceed 3.0.

and dense brick. It shall be homogeneous in texture roughly cubical in shape, clean and free from dirt of any other foreign material. The brickbats shall be of 40 mm. to 50 mm. size unless otherwise specified in the item. The under burnt of over burnt brick bats shall not be allowed.
14.2 The brickbats shall be measured by volume by suitable boxes or as directed.
2.0 Workmanship : 2.1 General : 2.1.1 before starting concrete bed of foundation teaches shall be
cleared of all loose materials, leveled, watered and rammed as directed. 2.2 Proportion of Mix : 2.2.1 The Proportion of cement, sand and coarse
aggregate shall be one part of cement, 5 parts of sand, 10 parts of Brick bat aggregates and shall so measured by volume.
2.3 Mixing : 2.3.1 The concrete shall be mixed in a mechanical mixer at the site of work. Hand mixing may however be allowed for smaller quantity of work if approved by the Engineer-in-charge. When hand mixing is permitted by the Engineer-in-charge in case of break-down of machineries and in the interest of the work, it shall be carried out on a water tight platform and care shall be taken to ensure that mixing is continued until the mass in uniform in color and consistency. However in such cases 10% more cement than otherwise required shall have to be used without any extra cost. The mixing in mechanical mixer shall be done for a period 1 to 2 minutes. The quantity of water shall be sufficient to produce a dense concrete of required workability for the purpose.
2.4 Transporting & Placing the concrete : 2.4.1 The concrete shall be handled from the place of mixing to the final
position in not more than 15 minutes by the method as directed and shall be placed into its final position, compacted and finished within 30 minutes of mixing with water i.e. before the setting commences.
2.4.2 The concrete shall be laid in layers of 15 cms. to 20 cms.

2.5 Compacting : 2.5.1 The concrete shall be rammed with heavy iron rammers and rapidly to get the required compaction and to allow all the interstices to be filled with mortar. 2.6 Curing : 2.6.1 After the final set, the concrete shall be kept continusoly wet, if required by pounding for a period of not less than 7 days from the date of placement.
2.7 Mode of measurement and Payment : 2.7.1 The concrete shall be measured for its length breadth and depth,
limiting dimensions to those specified on plan or as directed 2.7.2 The rate shall be for a unit of one cubic meter.
Item No. 3: Providing and laying 50 mm thick cement concrete flooring 1 : 2 : 4 (1 Cement : 2 course sand : 4 graded stone aggregate 20 mm nominal size) laid in one layer finished with a floating coat of neat cement.

Cement concrete 1: 2: 4 proportion measured by volume shall conform to relevant specification or ordinary grade 1 : 2 : 4 concrete.
M-12 Stone Coarse Aggregate For Nominal Mix Concrete : 12.1 Coarse aggregate shall be machine crushed stone of black trap or
equivalent and be hard, strong, dense, durable, clean and free from skin and coating likely to prevent proper adhesion of mortar.
12.2 The aggregate shall generally be cubical in shape. Unless special stones of
particular quarries are mentioned aggregates shall be machine crushed from the best
black trap or equivalent hard stone as approved. Aggregate shall have no deleterious
reaction with cement. The size of the coarse aggregate for plain cement concrete and
ordinary reinforced cement concrete shall generally be as per the table given below,
However in case of reinforced cement concrete the maximum limit may be restricted to
6 mm. less than the minimum lateral clear distance between bars or 6 mm. less than the
cover, whichever is smaller.

12.4 The grading test shall be taken in the beginning and at the change of source of materials. The necessary test indicated in I. S. 383-1970 and I.S. 456-1978 shall have to be carried out to be carried out to ensure the acceptability. The aggregates shall be stored separately and handled in such a manner as to prevent the intermixing of different aggregates. If the aggregates are covered with dust, they shall be washed with water to make them clean.
2.0 Workmanship :
2.1 The relevant concrete flooring of 50 mm thick (Average) is to be laid as per the site condition. The concrete shall be mixed in a mechanical mixer at the work. Hand mixed may however be allowed for smaller quantities of work and in case of failure of machines or as permitted by the Engineer-in-charge. It shall carried out on a water platform and care shall be taken to ensure that mixing is continued until the mass is uniform in color and consistency. However, in such cases 10 % more cement than otherwise required shall have to be used without any extra cost. The mechanical mixing shall be done for period of ½ to 2 minutes. The quantity of water shall be just sufficient of produce a dense concrete of required workability for the purpose. Flooring of specified thickness shall be laid in accordance with approved pattern or as directed. Finishing operation shall start shortly after the cessation of beating and shall be spread over a period one to six hours depending upon the temperature and atmosphere conditions. The surface shall be left for some time till moisture disappears from it. Fresh quantity of cement shall be mixed with water to form a thick slurry and spread over the surface while the concrete is still green. Use of dry cement or cement and mixture sprinkled on this surface to stiffen the concrete or absorb excessive moisture shall not be permitted. The cement slurry shall then be properly pressed twice by means of iron floats, once, when the slurry is applied and the second time when cement starts setting and finished smooth. The surface shall be marked with string or B.R.C. fabric jail to make the surface non-slippery as and when directed. The junction of floors with wall plaster, dado or skirting shall be rounded off where so required upto 25 mm. radium, flooring in lavatories and bath rooms shall be laid after fixing of water closet and squatting pans and floor traps which shall be plugged while laying the floors and opened after the floors are completed. Any damage, done to water supply or sanitary fittings during execution of work shall be made good.
2.2 After the final set, the concrete shall be kept continuously wet, if required by pounding for a period of not less than 7 days from the date of placement.
2.3 The formwork shall be provided if necessary as directed by the Engineer-in-charge. Concreting shall be done as per alternate bay method with necessary centering either by mastic or cement mortar as directed.
3.0 Mode of measurements & payment :
3.1 The rate shall include the cost of all materials and labor involved in all the operations described above. No deduction shall be made or extra paid for any opening upto 0.1 sq. mt. Ir. area in the floor, nothing extra shall be paid for laying the floor at different levels in the same room or the courtyard.

1. The above material shall be brought by the contractor to meet with the requirement of the contract.
2. Cement & steel will be allowed to use in the contract and for allied connected works with the prior approval of the Engineer - In -Charge.
3. The Steel material will be brought by the contractor on weight basis .However measurement for the work done will be on Linear measurement basis by calculating weight as per the sectional measurement as per IS.
4. Wastage steel scrap will not be counted left out after the completion of the work.
5. The contractor will be allowed to take away the wastage of steel scrap after completion of work with permission in writing from E.I.C.
6. Cement shall be counted 20 bags to one M.T.

The rates will be "Excluding the service tax'. The reimbursement against “Service tax"
will be paid to the contractor as per Govt., rules & regulations.
The contractor has to pay the 1% Labour Welfare Cess of estimated cost to the concern
Government Department.
The contractor shall also produce the receipt of payment of 1% welfare cess from the
respective Govt., Department before submission of final bill, otherwise final bill for the works
will not be finalized.
The proof of payment made by the contractor to the appropriate department shall be
submitted to GSECL, failing which appropriate amount shall be withheld on getting
information/instruction from the concerned department.
