F O R E W O R D
In due discharge of my bounden duty in accordance with the Section 17
(10) of the Maharashtra Universities Act, 1994, my joy knows no bounds in updating and compiling this Hand Book of Ordinances laid down by the
University during the period 2011-12. This humble attempt is in continuation of
the earlier ones resulting in carving out of the Hand Books of the Ordinances
upto the period 2012 in different volumes. There has been a distinct development in terms of promulgation of the Maharashtra Universities Act,
1994, with effect from 22nd July, 1994, which necessitates fresh laying down of
Ordinances in consonance with its governing provisions, including maintenance and retention of the previous Ordinances, laid in accordance with Rashtrasant
Tukadoji Maharaj Nagpur University Act, 1994 to the extent they are not
inconsistent with the provisions of the new Act.
The task by itself was tough and voluminous, however, it was made
simple and free flowing by virtue of the active co-operation and learned counsel of the Draft Statute & Ordinance Committee of the Management Council
comprising of Dr. Babanrao Tayawade, as its Chairman and Dr. Rajesh Bhoyar,
Shri. Sanjay Khadakkar, Dr. Vinayak Deshpande, Dr. C.D. Deshmukh, Shri. Ashok Pawade, Dr. Shrikant Komawar, Dr. Nandkumar Kale, Adv. Manmohan
Bajpeyee, Adv. Vasant Chute, as members. The untiring efforts put in by this
Committee and the facultywise Draft Ordinance Committees constituted by the
Academic Council have got this Herculean task accomplished in the shortest possible span of time.
I would like to record my sincere sense of gratitude overwhelmingly for the timely advice and guidance rendered to me by Hon‘ble Dr. Vilas Sapkal, Vice-
Chancellor, and Hon‘ble Dr. Maheshkumar Yenkey, Pro-Vice-Chancellor, of the

ORDINANCE TO PROVIDE FOR PRESCRIBING ELIGIBILITY CRITERIA AND
PROCEDURE FOR REGISTRATION OF CANDIDATES, SELECTION OF GUIDES AND RESEARCH TOPICS, THESIS SUBMISSION AND ITS
EVALUATION FOR THE DEGREE OF DOCTOR OF PHILOSOPHY IN THE
FACULTY OF INTER DISCIPLINARY STUDIES.
Whereas it is expedient to provide for an Ordinance prescribing eligibility
criteria and procedure for registration of candidates, selection of guides and research topics, thesis submission and its evaluation for the degree of Doctor of
Philosophy in the Faculty of Inter Disciplinary studies, the Management Council
is hereby pleased to make the following Ordinance. :
1. This Ordinance may be called “Ordinance prescribing eligibility criteria
and procedure for Registration of candidates, Selection of Guides and Research topics, Thesis submission and its evaluation for the Degree
of Doctor of Philosophy in the Faculty of Inter Disciplinary Studies,
Ordinance. 2011”.
2. This Ordinance shall come into force with effect from the date of its
approval by the Management Council.
3. Subject to his/her compliance with the requirements of this Ordinance
and of other Ordinances in force from time to time, any person who has
passed the Post Graduate Examination of this University at least in Second Division or an examination recognized as equivalent thereto shall
be eligible to apply for registration as a candidate for the Ph.D. Degree in
the Faculty of Inter-Disciplinary Studies.
Provided firstly, that an applicant shall be eligible for registration for
research in a subject in which he/she has passed his/her P.G.
Examination. But in exceptional cases a candidate may be permitted to register in any other subject (for research in a borderline topic) in the
Faculty, if the Inter-Disciplinary Board on the recommendations of the
Supervisor and the Inter-Disciplinary Board is satisfied that he/she has the necessary background and special qualifications required for such
study.

Provided secondly, that in exceptional and recommendations cases the
Faculty of Inter-Disciplinary Studies may, permit registration of a person who has not passed the P.G. Examination in Second Division, if the
person concerned has research publications of sufficient merit to his/her
credit.
Provided thirdly, that any candidate who has passed the qualifying
examination from any of the Statutory University shall also be allowed to
register for Ph.D. Degree under this Ordinance, if he/she resides within the territorial jurisdiction of this University and carries on his/her
research in a laboratory recognized by the University for this purpose.
4. Every candidate for the Degree shall submit an application for registration
in the prescribed form to the University stating –
(i) the subject of the proposed thesis;
(ii) detailed outline of the proposed thesis;
(iii) the evidence of his/her qualifications and eligibility for the proposed
research;
(iv) the recognized place where he/she proposes to carry on his
research wherever necessary, with a bonafide residence certificate.
(v) the name of the approved Supervisor(s) under whom he/she
proposes to carry on his/her research work; and
(vi) For the purposes of compliance of clauses (v) and (vi) above the
consent in writing from the Head of concerned institution and from
the concerned supervisor(s) would be necessary.
Provided that no candidate shall apply for registration as a research
student for Doctoral Degree in a subject, if he/she is already registered in another subject unless –
(a) He/she has submitted his/her thesis for evaluation in the other subject; or
(b) His/her name has been removed from the Roll of Register for Research Students of that subject maintained by the university.
5. The application under the preceding paragraph shall be submitted by the candidate on or before 15th January or 15th July of the year as the case
may be, along with such fee as would be prescribed by the university from
time to time.

6. Every application for registration, shall be placed for consideration before
the Inter-Disciplinary Board of the concerned subject, constituted as per Direction No. 4 of 2008. The Inter-Disciplinary Board shall take decision
either accepted, rejected or suggest necessary modifications. The decision
of Inter-Disciplinary Board shall be final and shall be communicated to the candidate. In the event Inter-Disciplinary Board has suggested for
modifications the candidate shall submit the revised outline within 30
days from the date of receipt of communication and the application shall be placed before Inter-Disciplinary Board for its decision. After
acceptance of the application by the Inter-Disciplinary Board, the
registration of the candidate shall be considered to be final.
7. (i) The University shall maintain a requisite register with respect to
candidates registered for Ph.D. in the subject concerned and shall also announce on its website the name of the candidate, topic of
the research, name of the Supervisor and the institute to avoid
duplication.
(ii) The University shall also maintain a list of the branches of the
various subjects for which adequate facilities for the research work
of the Ph.D. standard are available in the University, together with a list of the approved supervisors in those branches. Such
information shall be made available to a person on request. The
list of Supervisors shall be revised from time to time.
(iii) Each candidate shall settle the subject of his thesis and prepare a
brief outline under the guidance of his Supervisor under whom he/she proposes to carry on his/her research work. He/She shall
submit his/her application through his/her Supervisor who shall
state on the application form that the subject of the thesis and the proposed outline of research have his/her approval and that
he/she is willing to supervise the research work of the candidate.
(iv) If the proposed research work entails experimental work or work in a laboratory, the application shall be accompanied by a certificate
from the Head of the Department or Head of the Institution where
the proposed experimental work or laboratory work is to be carried out stating that necessary facilities will be made available to the
candidate.
(v) If a candidate intends to prosecute his research in a subject for which no approved Supervisor is available within the jurisdiction of
the University, he/she may propose a Supervisor outside the
jurisdiction of the University, provided the applicant holds the Master‘s Degree from the Rashtrasant Tukadoji Maharaj Nagpur
University.
(vi) Where facilities for research work do not exist in the University, a
candidate may be permitted to carry on his/her research work at an
approved Institution and under a recognized Supervisor beyond the jurisdiction of the University, provided such candidate holds
Master‘s Degree from the Rashtrasant Tukadoji Maharaj Nagpur
University.

(vii) The candidate shall meet and discuss with the Supervisor the plans and progress of his/her research work as may be directed by the
Supervisor.
(viii) The number of students registered for their research work at a time
under one Supervisor in any case shall not exceed TEN.
(ix) In exceptional cases the Inter-Disciplinary Board may permit a research student to prosecute his/her research for one of the two
academic years in another University or approved Institution which
is not connected with the University.
(x) A candidate for Ph.D. cannot join any other degree course, until be submits his Ph.D. thesis. In the present prescribed form of Ph.D.
registration, the undertaking may be taken of this kind from the
candidate.
(xi) A candidate who does not reside in Rashtrasant Tukadoji Maharaj
Nagpur University jurisdiction, cannot do Ph.D. under a supervisor, who himself does not reside in Rashtrasant Tukadoji Maharaj
Nagpur University.
8. On being approved by the Inter-Disciplinary Board, the name of the
candidate shall be registered as a Research Student of the university.
He/she shall pay to the university such fees for Supervision, Laboratory work or Lectures as may be prescribed from time to time.
9. (i) It would be obligatory for the registered research students, to
submit progress report of the work at the end of the term of every six months, forwarded through the Supervisor.
(ii) The progress report, so received by the university, shall be
Periodically assessed by the Inter-Disciplinary Board.
(iii) The candidate and the supervisor will be required to take into
consideration the suggestions / remarks made by the Assessment Committee in further course of the research work.
10. No candidate shall submit his/her thesis for evaluation until two
years have lapsed from the date on which the candidate‘s application was
approved by the Inter-Disciplinary Board.
Provided that the Board of University Teaching & Research may, in
exceptional cases, and on the recommendations of the Inter-Disciplinary Board, reduce this period to not less than one year;
Provided further that in no case shall a candidate be allowed to
submit his/her thesis unless two years have elapsed after he/she has passed his/her Master‘s Degree examination.

11. (a) Every candidate shall submit his/her thesis within a period of five
years from the date on which his/her application was approved by
the Inter-Disciplinary Board. The names of the candidate failing to submit their theses within the prescribed period shall be removed
from the register of research students.
(b) The candidate who has failed to submit his/her thesis within the
specified period of 5 years from the date of his/her registration and whose name is removed from the register of research students may
re-register. In case the subject offered at the time of re-registration
is the same as before he can submit his thesis even before the completion of the minimum period of two years, but in no case after
the maximum period of five years from the date of re-registration.
Provided that in the event the subject offered for re-registration is
the same as before, the candidate will be eligible to submit the
thesis after completing the period of at least one year from the date of re-registration.
Provided further that if the subject offered for re-registration is
different then the provisions of clause (9) would be applicable.
12. (a) The candidate shall submit five copies of his/her thesis in
suitable legible print. He/she shall also submit along with his/her
thesis five copies of the summary of his/her thesis.
(b) The candidate shall indicate generally in a preface to his/her thesis
and specifically in notes, the sources from which the information is
taken, the extent to which he/she has availed himself of the work of others and the portions of the thesis which he/she claims as
original.
(c) The candidate may submit as subsidiary matter, in support of
his/her candidature any contribution or contributions to the advancement of the study in the subject of his/her thesis which
he/she may have previously published independently or conjointly
with others.
(d) The thesis submitted for Ph.D. should not be the part or whole of any thesis/dissertation/treatises submitted by him/her either
simultaneously or in past to this or any other university or
institution and a declaration to that effect must be incorporated in the thesis.
(e) If the thesis of the candidate is not in English then the candidate
shall be required to submit five copies of summary of thesis in
English for being sent to the referees. The English transcript as above shall be certified by the candidate to be a true English
summary of the thesis countersigned by his/her supervisor.

(f) In addition to five copies of the thesis submitted to the university, the candidate shall also submit the thesis on CD after award of
Ph.D. to enable the university to make it available on the web.
13. The candidate will be required to submit the thesis along with
prescribed evaluation fees and also will be required to submit all necessary ―No Dues Certificates‖ from the Department/ Institution/
Library/ Laboratories and any other place where the candidate has
carried his/her research/library work.
14. The thesis shall comply with the following conditions: -
(i) It must be a piece of research work characterized either by the
discovery of new facts or by a fresh approach towards the interpretation of facts or theories. In either case it should evince
the candidate‘s capacity for critical examination and sound
judgment. The candidate shall communicate the extend to which the thesis embodies the result of his own observations and in what
respect his investigations advance knowledge in the subject;
(ii) It should be satisfactory in terms of its presentation, language and depiction.
15. The candidate, will be entitled to submit five copies of summary of his/her thesis in advance (English Transcript if the thesis is not in
English) and in the event of submission of summary of the thesis, the
candidate shall be required to submit his/her thesis within a period of six months from the date of submission of summary.
16. On receipt of the copies of the thesis or summary of the thesis, as the case
may be, the same shall be placed before the Inter-Disciplinary Board for recommending panel of referees for the thesis comprising of not less than
six referees in alphabetical manner along with the full address for
correspondence.
Provided that the panel shall be recommended in such a fashion so
as to include at least two referees within the State, at least two referees
outside the State and at least two referees outside India (wherever available).
Provided further that if the referees, outside India, are not available,
the panel shall be recommended so as to have minimum two referees within the State and four referees outside the State of Maharashtra.
Provided also that care shall be taken to avoid reciprocal
appointment of referees vis-à-vis the supervisor at least for a period of five
years.
17. The panel recommended by the Inter-Disciplinary Board in order of preference category-wise will be placed for approval and appointment by
the Board of Examinations.

Provided that it shall be ensured that the three referees are from the
three categories namely :-
(i) One within the State of Maharashtra; (ii) One from outside the State of Maharashtra, and
(iii) One from outside India (wherever available)
Provided further that in the event the referees outside India are not
included in the panel, two referees shall be appointed from outside the State of Maharashtra.
18. (i) Officer of the Ph.D. Section shall inform the referee(s) by Registered
Post about their appointment(s) along with copy of summary of
thesis and request for sending the consent in the prescribed format
in any case within a period of 30 days from the date of receipt of the communication.
(ii) In the event the consent in writing from the referee is not received
within the prescribed period of 30 days the officer shall send a reminder letter for the letter of consent granting the grace period of
15 days.
(iii) In the event despite the reminder letter the consent is not received
from concerned referee the officer after obtaining the orders from the Vice-Chancellor shall issue the letter to the next referee of the
concerned category and shall simultaneously inform the earlier
referee that his nomination be treated as cancelled.
19. (i) After receipt of the consent from the referees, the thesis of the candidate shall be forwarded by the Officer of the Ph.D. section to
the concerned referee within a period of 15 days from the date of
receipt of the consent letter along with the copy of this Ordinance
as well as the necessary forms for forwarding his evaluation report.
(ii) The concerned referee shall evaluate the thesis and forward his
detailed evaluation report to the university within a period of three
months from the date of receipt of the thesis.
(iii) In the event the evaluation report is not so received within the
prescribed period the officer of Ph.D. section shall send a reminder letter to the referee requesting him to forward his report within the
grace period of one month.
(iv) If the referee fails to forward the evaluation report within the grace
period of one month the final letter shall be issued to the referee
requesting him to forward the evaluation report in any case within 15 days from the date of receipt of the second reminder letter.

(v) If the referee fails to forward his evaluation report before the expiry
of the ultimately extended period, the officer of the Ph.D. section
shall after obtaining the permission from the Vice-Chancellor send a letter to the next referee in the panel of that category for sending
his consent and shall follow the above procedure. The officer shall
also simultaneously communicate to the earlier referee that his
nomination as referee be treated to be withdrawn.
(vi) The evaluation reports received from all the three referees shall be
opened simultaneously in presence of the Controller of Examinations and the Pro Vice-Chancellor and shall be processed
further as per the provisions of following paras.
20. (a) The candidate shall be declared eligible for appearing in open viva-
voce test if all three referees or at least two referees recommend the
acceptance of the thesis. If the referee(s) by majority recommend the acceptance by conducting open viva then candidate will be
declared eligible for award of Ph.D.
(b) If by majority the thesis is not approved by the referees then the
candidate shall be held to be not eligible for award of Ph.D. degree.
(c) If by majority the referees recommend revision of the thesis then the
candidate shall submit revised thesis (five copies) within 12 months from the date of the communication by the Officer, Ph.D. Section
and the revised thesis then shall be sent to all three original
examiners and be subjected to the process of evaluation and conduct of viva-voce as mentioned above.
(d) Procedure for conducting compulsory open viva voce shall
be as follows:
(i) The officer of the university, in consultation with the referees, shall
fix the date of open viva-voce and shall communicate the date to the
examinee, supervisor and referees belonging to the State of Maharashtra and outside State of Maharashtra.
(ii) In the event all the referees express their difficulty to attend the viva-voce on the date so fixed the revised date shall be fixed by the
officer within next 30 days.
(iii) If one of the referees is not in a position to attend the viva, he shall
be required to forward the queries in writing to the Officer of Ph.D.
section, who shall hand over to the another referee and the viva
shall be conducted by one/two referee(s) in that event by taking into consideration the queries of another referee(s).

(iv) The open viva-voce will be conducted in the concerned department where the research scholar was admitted or in the respective
affiliated college or in the Examination House of the university.
(v) The referee(s) attending open viva-voce shall submit their report
immediately on the completion of the test.
(vi) The viva-voce examination suggested by external examiner should be conducted in presence of internal examiner.
(vii) That the guide/ supervisor of a Ph.D. candidate be considered as Internal Examiner and be allowed to remain present at the Ph.D.
viva of his/her candidate.
21. (i) The officer of the Ph.D. section shall place the original reports as well
as viva-voce reports for acceptance before the Board of
Examinations within 15 days from the date of receipt of the viva-voce report.
(ii) After acceptance of the reports by the Board of Examinations the
officer of the Ph.D. section shall issue the notification declaring the
candidate eligible for award of Ph.D. degree within 15 days from the date of acceptance as above.
22. The Ph.D. degree shall be conferred on the candidate in the ensuing convocation of the university.
23. Upon promulgation of this Ordinance, the Direction No. 2 of 2009 shall stand repealed.
STATEMENT OF OBJECTS AND REASONS
The Maharashtra Universities Act, 1994, under the title ―Authorities of the
university‖ at seriatim 7 prescribe for a Board of Inter-disciplinary studies. In
order to give effect to the said Authority indicating therein its powers, duties,
authorities and jurisdiction an Ordinance was required to be put in place said the matter for the time being was regulated through issuance of Direction No.
2009, hence this ordinance.
While implementing the provisions of this Ordinance, no financial implications are involved at the Government as well as university level as of now
or in future and the same is in consonance with the orders of the State
Government & University Grants Commission.

ORDINANCE TO PROVIDE FOR EXAMINATION LEADING TO THE DEGREE
OF BACHELOR OF EDUCATION IN THE FACULTY OF EDUCATION
Whereas it is expedient to provide for an ordinance relating to examination
relating to the Degree of Bachelor of Education, in the Faculty of Education, the
Management Council is hereby pleased to make the following ordinance :-
1. This ordinance may called “Examination leading to the Degree of
Bachelor of Education, Ordinance, 2012.”
2. This ordinance shall come into force with effect from the date of its approval by the Management Council.
3. The. Examination leading to the degree of Bachelor Education shall be held
annually at such places and on such dates as may be fixed by the
Academic council Provided that the examination shall also be held in October /November of every academic year only for the theory part of the
examination, subject to there being a minimum of ten candidates for
admission to the examination.
4. Subject to this compliance with the provision of this ordinance in force
from time to time, an applicant for admission to the examination shall
have-
(i) been admitted to the Bachelor Degree of the University or a degree of
any other statutory University recognized and equivalent thereto,
and
(ii) Prosecuted in an affiliated college (or conducted college of university)
a regular course of study for a period of not less than one academic year.
5. The fees for the examination shall be prescribed by the Management
Council from time to time and whenever any change is made in the fees prescribed for any particular examination that shall be notified through a
notification for information of the examinees concerned.
6. The medium of instruction shall be strictly followed as per the admission in concerning college.

7. a) There shall be two Final lessons (one for each method). Each lesson shall carry 50 marks.
b) All the lessons taken by the students in the allotted school must be
certified by the Headmaster / Supervisor of the school/ Teacher of
concerned college.
8. Eligibility for Admission :
(a) Any Graduate from science/Commerce/Home Science/ Agriculture/
Computer Science/Arts/ Information Technology/Social Sciences/ Environment Science/Social Work (B.S.W.)/Rural Services or
Engineering faculty who has completed three years degree
course/and/or Post-graduation in any school subject/Higher Secondary School subject from any statutory non-agriculture
university/Agricultural University, Open University or Deemed
University are eligible for admission to B.Ed. Course, Provided He/She obtains minimum percentage of marks at graduation/post-graduation
as prescribed by the competent authorities.Relaxation of percentage
for backward classes will be applicable as per rules
The candidate can choose any compulsory or optional subjects studied at graduation or post graduation, as ‗first method‘ for the
purpose of admission. The principal of the concerned college will
allot second method subject as per suitability of the candidate and availability of that method in the college. The candidate should
have studied that subject at S.S.C/H.S.S.C/Graduate/additional
graduate level/post graduate level.
(b) The admitted candidate shall be allotted method subject by the
principal of the concerned college. The allotted methods should be in
accordance with the subjects of the candidate offered at
S.S.C/H.S.S.C/Graduate/Additional graduate level/post graduate level. For example .. Graduate from Information Technology,
Environment Science, Computer Science and Agriculture may be
allotted Science (Physics/Chemistry/Biology/mathematics) and candidates from social work may be allotted
Marathi/English/Economics methods.
(i) Selection Procedure :
Admission to the eligible candidate will be given as per the selection
procedure laid down by the State Government of Maharashtra from time to time.

(ii) Eligibility Norms for appearing at B.Ed. Examination :
A student shall attend 80 percent of the lectures delivered in each subject of the course of instructions for the examination and also in
practical work. A deficiency of attendance at lectures or practicals
to the extent of 15% may be condoned by the Principal on being
satisfied that the same deficiency in attendance was due to circumstances beyond the control of the student. In no case shall
the deficiency above 15% be condoned. The Principal shall submit
to the Registrar/COE two weeks before the commencement of the University Examination, a list of student whose deficiency is
condoned by him.
(iii) Casual Admission :
If a candidate fails in practical examination and/or have not
completed any essential part of the continuous Internal Assessment can take casual admission to B.Ed. Course in order to complete the
remaining work.
(iv) Fee Structure :
The student taking casual admission will pay Rs. 10.000/- (Rs. Ten
Thousand) to the concerned colleges towards fees for guidance,
supervision and practicals.
9. Evaluation :
A candidate appearing for B.Ed, course will be evaluated for Degree of "Bachelor of Education" (B.Ed.) in the manner given below.
The examination shall consist of three parts namely :
Part-I Theory ............... 600 marks total 06 papers
(A) - core subjects - Four
(B) - Methodology of teaching special subject- One Paper
(2 methods, 50 Marks for each Method)
(C) - Elective subject - One Paper
Part-II Practical Examination-100 Marks (Two final lessons of 50 marks each)
Part-Ill Continuous Internal Assessment - 400 Marks
Internal assessment will be done by the college.

10. Medium of Instruction :
i) Owing to the three language formula in the state the candidate appearing
for B.Ed. examination may opt Marathi/Hindi/English language for
answering theory papers.
ii) The Examination for Part-I (Theory) will be taken after two terms fulfilling attendance at the college of Education and completing all practical work
as prescribed in syllabus.
iii) A candidate for the Examination in Part-I, II, III or all part must apply to
the Registrar/COE by the date prescribed by the University every year.
iv) Those students who have taken admission in B. Ed. Colleges in English
medium, shall give the examination in English medium only but the
students who have taken admission in Marathi or Hindi medium Colleges can give the examination in any medium ie. English, Marathi or Hindi.
The medium of examination written in the examination form shall be
mentioned in the marksheet of the candidate.
11. Norms for passing B.Ed. Examination :
(i) The examinee must obtain not less than 40% marks in each of the Six papers and not less than 45% marks of aggregate in the part one as a
whole.
(ii) The examinee shall obtain not less than 50% marks in each of the lessons
of the practical examination consisting of two lessons in subjects offered
for paper V of part-I.
(iii) The examinee shall obtain not less than 50% marks in aggregate of part-
Ill (Continuous internal assessment) as a whole.
(iv) The candidate obtaining 60% or more marks in Part-I and Part-II shall be
declared pass in ―First Division". The Candidate obtaining 45% and above
marks shall be declared pass in the "Second Division". The marks obtaining part–III of examination shall not be counted for awarding
division.
(v) To pass the examination the candidate must obtained atleast 50% Marks
in all heads of Part-III.

(vi) The candidate who has obtained minimum 45% or more marks in part-I
or 50% marks in part-II & III of examination in any head of passing but
failed the examination shall be eligible for exemption in such head/heads. Candidate claiming exemption will not be eligible for First Division or
Merit list.
(vii) The performance in Part-Ill i.e. Continuous Internal assessment, shall be
judged by sessional work during the course of training. Internal assessment of the examinees shall be submitted to the Asstt. Registrar
(Professional Exam.) at least one week prior to the date of commencement
of the theory examination in tabulated form showing obtained marks under different Heads by the principal of the concerning college.
(viii) The Principal shall not forward the application form for admission to the examination of a candidate under training, who fails to complete or
absent himself in the sessional work.
(ix) An examinee failing in Part-II of the examination shall be eligible to appear
at the annual examination as an ex-student. He shall be examined in practical of two lessons. On being successful he shall be awarded division
as per rules on the basis of his fresh marks in the practical examination
and the marks obtained by him in Part I & II.
(x) An examinee in a theory paper in Part-I examination shall be permitted to appear in the same paper at a subsequent examination as an ex-student
on being successful, he shall be awarded division as per rules.
(xi) An examinee failing in Part-I & II shall be eligible to reappear at the examination as per rules. On being successful, he shall be awarded
division as per rules, taking into consideration the marks obtained by him
as mentioned earlier.
(xii) Provisions of Ordinance No. 3 of 2007 relating to the award of grace marks
for passing an examination or securing higher division/class and for
securing distinction in subject (s) as updated from time to time shall apply
to the examinations under this Ordinance.
(xiii) As soon as possible after the examination but not later than 30th of June,
next following, in the case of the annual examination, the Management
Council shall publish a list of successful examinees arranged in two divisions. The names of examinees passing examination as a whole in the
minimum prescribed period and obtaining the prescribed numbers of
places in the first or Second division shall be arranged in Order of Merit as provided in the examination in General Ordinance No. 6.

(xiv) Not withstanding any to the contrary in this Ordinance no person shall be admitted to this examination, if he has already passed the examination or
an equivalent examination of this University or of any other Statutory
University.
(xv) An examinee successful at the examination shall, on payment of prescribed fees, receive a degree in the prescribed form signed by the Vice-Chancellor
of this University.
12. Record to be kept by the Students :
(i) Diary of daily attendance, work and participation in activities.
(ii) Lesson notes of micro-lessons, integrated lesson, classroom lessons & simulated micro-lesson plan along with remarks of observed lessons.
(iii) Detailed reports of observed lessons.
(iv) Reports of practical work in connection with theory papers,
(v) And all the activities of internal programmes of the college.
13. General Objectives of the B.Ed. Course
To Enable the Students Teacher :
(i) To act as agents of modernization and Social change.
(ii) To become competent and committed professionals willing to perform the identified tasks,
(iii) To enable him to acquire and use competencies and skills needed for becoming an effective teacher,
(iv) To enable him/her to become sensitive about emerging issues such as environment pollution, Population explosion, gender equality, legal
literacy, human rights, right to education, right to information etc.
(v) To inculcate rational thinking and scientific temper among the students,
(vi) To promote capabilities for inculcating national values,
(vii) To get the trainees acquainted with basic computer skills and advancements in the field of IT.
14. B.Ed. in Additional Special Methodology Subject :
1. Subject to the compliance with the provisions of this ordinance and the
other ordinances in force from time to time, any candidate can offer for an additional subject in special methods paper at the examination:
provided he/she has passed the Post Graduate examination in that
particular subject.
Rules of passing shall be the same as applicable to main examination.

15. Marking System for B.Ed. in Additional Special Methodology Subject ::
1. Theory part : A candidate shall complete 10 Assignments in that subject. These assignments shall be approved by the Principal of the
Institution.
2. Practice Teaching : A candidate shall take 20 lessons out of which 10
will be global (general) and 06 will be Micro based on teaching skills and
04 lesson shall be computer assisted lessons in a recognized school or a higher secondary school in that subject and shall submit the lessons to
the Principal/ Headmaster for his/her approval.
3. A candidate shall observe 10 lessons in the offered subject.
4. Internal Assessment: The Internal Assessment of the candidate shall be
submitted to the Registrar/COE through the Principal of the college.
16. Practical Examination :
A candidate shall appear as a private candidate in that additional method through the Principal of the concerned college of Education.

17. Upon promulgation of this Ordinance, Ordinance No. 22 of 2010 shall
stand repealed.
STATEMENT OF OBJECT & REASONS :
It is necessary to restructure the scheme of B.Ed, examination in the light of the guidelines received from the U.G.C./State Government/Director Higher
Education, Maharashtra State, Pune.
While implementing the provisions of this Ordinance, no financial implications are involved at the Government as well as university level as of now
or in future and the same is in consonance with the orders of the State
Government and guidelines of the University Grants Commission. Hence this
Ordinance.

ORDINANCE TO PROVIDE FOR THE COMPULSORY COURSE WITH
ENVIRONMENTAL STUDIES
Whereas it is expedient to provide for an ordinance regarding the
compulsory course with Environmental studies, the Management Council is hereby pleased to make the following ordinance. :
1. This Ordinance may be called “Ordinance to provide for the Compulsory course with Environmental Studies, Ordinance. 2012”.
2. This Ordinance shall come into force with effect from the date of its approval by the Management Council.
3. As Compulsory course of Six months duration in Environmental Studies
at under-graduate level of all branches and faculties of Higher Education under this university and will be taught in second year and can be cleared
in the third year in case the students remains absent or fails to clear the
course in its first attempt.
Provided further that the provision of this Ordinance will not be
applicable to those course(s) in which the subject Environmental studies has been included as subject of study and examination such as B.Sc.
(Environmental Sciences) and all other similar courses at U.G. level.
4. The Principal would appoint Coordinator and Assistant Coordinator as
per need to coordinate the teaching of the course, appoint contributory
teachers, if necessary. At the end of the course, the college would conduct the examination. It will appoint paper setters and examiners. The final
Grades of candidates should be informed to the university.
The expenditure for all the required manpower be met from the remaining amount of fees.
5. Qualifications of a Teacher : A teacher in any subject possessing knowledge to teach the ―Course on Environmental Studies‖ shall be
eligible.
6. The course should be taught in second year and can be cleared in third
year in case the student remains absent or fails to clear the course.

7. The course shall be compulsory for external students as well. However,

The communication dated 29th April, 2004, from the Government of India, with respect to Hon‘ble Supreme Court Judgment dated 22nd December, 2003,
letter directed the university to include compulsory course on Environmental
Studies at the University level. The same for the time being was regulated through issuance of Direction No. 2 of 2010. Hence this ordinance.
While implementing the provisions of this Ordinance, no financial

SCHEME OF EXAMINATION/GRADATION
1. The candidate will have to pass in the examination of this course in order
to obtain degree certificate from the University as per the following scheme of examinations.
A) The theory question paper would carry 75 marks – 50 for objective
type questions covering various aspects of the syllabus (50 questions, each of one mark) and 25 marks for one essay type
question.)

this scheme through the various Centralized admission procedure from time to time.
5. The Degree of Bachelor of Engineering in Aeronautical Engineering shall be awarded to an examinee, who in accordance with the provisions of the
Ordinances, qualifies himself/herself.
6. There shall be Four Yearly-Semester Pattern Examinations (except first
year B.E., which will be yearly pattern) held by the University leading to
the Degree of Bachelor of Engineering in Aeronautical Engineering in the
Faculty of Engineering and Technology.
i. First Year B.E. Examination shall be same as that of other
branches of Engineering in the university.
ii. Second year B.E. onwards the examination shall be on the
―Semester Pattern‖. There shall be one examination at the end of each semester conducted by the University, whereby in each
academic year, there shall be two ―Semester Examinations‖. Thus
from Second Year B.E. onwards upto Fourth Year B.E., there shall
be six semester i.e. III, IV, V, VI, VII and VIII each followed by a university examination.
7. The period of the academic session shall be such, as may be notified by the University.

8. Subject to his/her compliance with the provisions of this Ordinance
(pertaining to examination in General) in force from time to time, the applicant from admission, at the end of the course of study of a particular
year/semester, to a higher examination, shall be eligible to appear at it,
if:-
i. He/She satisfies the conditions prescribed in the ATKT Rules
revised and made applicable from time to time (Refer Table-I).
ii. He/She has complied with provisions of Paragraphs 5,7,8,10 and
31 of Ordinance No. 6 relating to the Examinations in General.
iii. He/She has prosecuted a regular course of study in a College
affiliated to the University.
iv. He/She has in the opinion of the Principal, shown satisfactory
progress in his/her studies.
v. He/She is not debarred under NFTE rule as mentioned in Para (8).
9. NFTE Rule for B.E. (Aeronautical Engineering) admitted students:
Any candidate admitted to I Year, B.E. course should pass all the
subjects (including theory and practical) of I Year examination of such course within three academic years from the date of admission.
Otherwise he/she shall be deemed to be not eligible for such course even
if he/she has been admitted to III Semester/IV Semester under ATKT rules if any. Such candidate shall not be eligible for re-admission to such
course, under this rule.

Provided:
a) That an examinee who has passed in any subject (Theory or
Practical) or subjects shall, at his option, be exempted from
appearing in that subject at the subsequent examination:
Examination: The Theory‘ and the Practical with their
respective ‗College Assessment‘ being separate heads of passing
(though of the same4 subject), an examinee passing under any one of these, but failing in another, shall, at his option, be entitled to
get ―Exemption‖ in that part of the subject (either Theory or
Practical), in which he has secured the pass marks.
b) That any one, who holds a First Class Diploma in the relevant
branch from any one of the Polytechnics in Maharashtra State shall
be eligible for admission to the 3rd Semester of the B.E. Degree
Course, under this Ordinance, in the Aeronautical Engineering.
c) Any First class Diploma holder from a State other than
Maharashtra with English Medium, alone, shall be eligible for admission to the Second Year of the B.E. (3rd Sem.) Degree Course
in the relevant branch only provided equivalence of the Diploma
Examination passed by him/her from Polytechnic in other State is established by the University.
10. The Fees for the examination shall be a prescribed by the Management Council from time to time and whenever any change is made in the fees
prescribed for any particular examination that shall be notified through a
notification for information of the examinees concerned.
11. (i) The papers, the practicals and the College Assessments in which a
examinee is to be examined, the maximum marks for these and the
minimum marks which an examinee must obtain in order to pass
in the subject and the examination are detailed in the respective ―Appendices‖.
(ii) Assessment of College Assessment marks for practicals shall be
done in two stages ‗First‘ at the end of the ―First Term/Mid Semester, as the case may be ―which shall be out of 40% of the
total‖ College Assessment marks, and shall be intimated to the
student, and the ―Second‖ at the end of the Semester/Academics Term as the case may be for remaining 60% of marks.
(iii) The minimum aggregate marks required for passing at the V/VI/VII and VIII Semester Examination shall be 45%.

12. (i) The Scope of the subjects shall be as indicated in the Syllabus.
(ii) The medium of instruction and examination shall be English.
13. Provisions of Ordinance No. 3 of 2007 relating to the award of grace marks for passing an examination, securing higher division/class and for
securing distinction in subject(s) and Ordinance No. 10 relating to the exemption and compartments shall apply to the examination under this
Ordinance.
14. An examinee who does not pass, or who fails to present himself/herself
for the examination shall be eligible for ‗Readmission‘ to the same examination, on payment of a fresh fee and such other fees as may be
prescribed from time to time.
15. An unsuccessful examinee, at any of the above examinations, shall have
an option to carry his/her ―College Assessment marks‖ for
Theory/Practical examination to his/her successive attempt at the examination. The examinee, however can forego his/her College
Assessment marks in subject or subjects; in which case he/she shall be
examined for a total of marks comprising the Theory/ Practical examination and College Assessment together, at his/her successive
attempts at the examination. Such an option may be availed by the
examinee by indication the same in his/her ―Application for the examination‖ and the option once exercised, if shall be ―Final and
Binding‖ on the examinee concerned.
16. As soon as possible after the examinations, the Board of Examinations
shall publish a list of successful examinees. The result of all examinations
shall be classified as above and the ―Branch wise Merit list‖ shall be notified as per Ordinance No. 6.
17. Notwithstanding anying to the contrary in this Ordinance, no one shall be
admitted to an examination under this Ordinance, if he/she has already
passed the same examination or an equivalent examination thereto of any Statutory University.
18. (i)_ The examinees who have passed in all the ‗ Subjects‘ prescribed for
all
the ―Examinations‖ shall be eligible for award of the Degree of
Bachelor of Engineering in Aeronautical Engineering in the Faculty of Engineering & Technology.

(ii) The classification of Division of Examinees for the award of degree
of BE shall be based on aggregate of marks obtained in last four semester i.e. V, VI, VII and VIII Semester for B.E. Aeronautical
Engineering.
(iii) The Degree, in the prescribed from shall be signed by the vice-
Chancellor.
19. Upon promulgation of this Ordinance, Direction No. 6 of 2011 shall stand
repealed.
STATEMENT OF OBJECTS AND REASONS
The University has introduced the Degree of Bachelor of Engineering in
Aeronautical Engineering from the session 2010-11. The same was for the time being regulated through issuance of Direction No. 6 of 2011. However, the
matter needs to be governed by an Ordinance prescribed for the said purpose.
Hence this Ordinance.
While implementing the provisions of this Ordinance, no financial
implications are involved at the Government as well as university level as of now
or in future and the same is in consonance with the orders of the State Government and guidelines of the All India Council for Technical Education.
