MCKILLEN MANAGING EDITOR The five-county sales tax that was created to help pay for the construction of Miller Park will likely expire between 2017 and 2021, the executive director of the park district t hat oversees the facil- ity said Aug. 12. Michael Duckett, executiv e director of the Southeast Wisconsin Pr ofessional Baseball District, summarized the finances of the facility during a pr esen- tation to the Washington County Board. The Southeast Wisconsin Professional Baseball District is a gov- ernment entity that was created through a state law approved in 1995. The dis- trict was created to oversee the con- struction of the current Milwaukee Brewers home. Construction of Miller Park was funded through a tenth of a percent sales tax in Milwaukee, Washington, Ozaukee, Waukesha and Racine counties. Duckett said that district “is responsi- ble for retiring the Miller Park sales tax as soon as possible.” According to Duckett, the original debt service for the stadium was $524 million, with payments starting in 2001 and going through 2029. As of 2013, the district still of $205 million on the bonds. The current projections call for the sales tax to be retired between 2017 and 2021, “most likely in the 2018 to 2021 r ange,” Duckett said. Duckett said that last year the district collected $26 million in sales tax, a 1.4 percent increase from 2012. Duckett said that by comparison, sales tax col- lection decreased three of the previous four years. Original projections called for the sales tax to be ended by 2014. Duckett, citing data from the Legislative Fiscal Bureau at the time the legislation was being debated in Madison, said it was estimated that $17 million would be col- lected in sales tax the first year and 5.5 percent in annual increases, allowing the tax to be retired by 2014. However, the sales tax projections have increased by 2.7 percent, less than half of the original projection. “It’s simply taking us longer to col- lect the same amount of money to meet those financial commitments and obliga- tions,” Duckett said. He added that the growth of sales tax will determine when the five-county sales tax is retired. Duckett cited economic woes over the past several years and people pur- chasi ng items o nline — which ar e not subject to local sales taxes — as reasons the projections were off. Miller Park is currently in its 14th sea- son of use. Increased attendance: According to Duckett, the Milwaukee Brewers have avera ged 2.6 million fans over the past 13 years, compared with 1.6 million during the last 13 years the Brewers played in Milwaukee County Stadium. Duckett noted that Milwaukee County Stadium had seats for 52,000 fans compared with 41,900 for Miller Park. Duckett said the largest season attendance for baseball teams at Miller Park was 2.4 million, a figure matched Miller Park sales tax sunset delayed past 2014 Michael Duckett, executive direc- tor of the Southeast Wisconsin Professional Baseball District, updated the Washington County Board Aug. 12on the district’s finances. The five-county sales tax that wascreated to help pay for the constructionof Miller Park will likely expire between2017 and 2021, the executive directorof the park district that oversees the facil-ity said Aug. 12.

Michael Duckett, executive directorof the Southeast Wisconsin ProfessionalBaseball District, summarized thefinances of the facility during a presen-tation to the Washington County Board.

The Southeast WisconsinProfessional Baseball District is a gov-ernment entity that was created througha state law approved in 1995. The dis-

the district still of $205 million on thebonds. The current projections call forthe sales tax to be retired between 2017

and 2021, “most likely in the 2018 to2021 range,” Duckett said.

Duckett said that last year the districtcollected $26 million in sales tax, a 1.4

percent increase from 2012. Duckettsaid that by comparison, sales tax col-lection decreased three of the previousfour years.

have increased by 2.7 percent, less thanhalf of the original projection.“It’s simply taking us longer to col-

lect the same amount of money to meetthose financial commitments and obliga-tions,” Duckett said. He added that thegrowth of sales tax will determine whenthe five-county sales tax is retired.

Duckett cited economic woes overthe past several years and people pur-chasing items online — which are notsubject to local sales taxes — as reasonsthe projections were off.

by the Milwaukee Braves in 1957 and theMilwaukee Brewers in 1983.

Duckett attributed part of the increase inattendance at Miller Park due in part to the

retractable roof that assures games won’t bepostponed due to weather.“The retractable roof has made Miller Park

a place that people are comfortable planningan outing or driving from Wausau in a bus witha sports bar at any time of the month — in Aprilor September — whereas in the old days theyused to avoid those months because of the

weather,” Duckett said.During the first 13 seasons, the Brewers

have played an average of 33 games with theroof closed, Duckett said. Before the game, theBrewers decide whether or not the roof will beopen. Once the game starts, the home plate

umpire will decide if the roof is open. So far thisseason, 30 games have been played with theroof closed.

Duckett said attendance is importantbecause 45 percent of the fans who attendgames are from outside the five-county districtarea.

Drs. Richard and Bruce Winter

Dear Dr. Winter, I spent a lot of time on your website andwant to know the best way to have implants. I have read a lot

about same day teeth, implants in a day, all on 4 and it’s veryconfusing.

Dear Jamie, the type of implant treatment you have dependsupon a lot of factors such as the amount of bone you have, thequality of the bone, your budget, your goals and your overallhealth. When we do treatment plans for patients we use aconcept Dr. Winter has published articles about called“Upgradeable Dentistry.” This concept acknowledges that eachpatient has different needs, wants, desires and budgets. Sopatients can select options that sequentially improve a person’scondition until they get the type of implant prosthesis theydesire.

If a patient wants 4 implants to support an entire missing archof teeth the treatment called “All-On-4” can be an option and insome instances teeth can be made to sit on these implants on thesame day as they are placed. The problem is that loading orputting forces on implants the day they are placed depends onhaving dense bone so the insertion of the implants is solid and ittakes a certain amount of torque to insure the implants are tightenough to place forces on them or they can fail. This is one typeof treatment that can be successful and while it has plenty of literature to support this concept the use of more implants is thephilosophy that we use in our practice. Having 7-9 implants tosupport 14 missing teeth distributes forces over more “posts”than just 4 posts. In performing surgery and restorativetreatment we offer discounts based upon the number of implantsplaced so we can make implant treatment more affordable.

By offering mini-implants, snap-on-dentures, cementretained dentures, full porcelain bridges on implants we canprovide services that fit every budget. For those that wish moreextensive treatment we have several interest free financingoptions that you can learn about on our website:www.hamptondentalassociates.com

Dear Dr. Winter how do I know if I should have my teethremoved and have implants versus periodontal surgery for thethird time?

Dear Charles, periodontal surgery will remove diseased gumtissue, smooth the bone to make it more cleansable and shouldonly need to be done one time, ideally to help preserve teeth thatdidn’t respond to traditional deep cleanings. When someoneneeds multiple surgeries it could be a sign that significant bonehas been lost. The discussion that needs to occur would be howlong you wish to retain your teeth and are they causing any pain

or cosmetic problems. Sometimes teeth that have lost bonehave “black triangles” that represent where bone has been lost. This recession can create a smile that looks “long in the tooth”or esthetically displeasing.

Once a person’s chief concerns are addressed the optionscan be discussed, the tissues evaluated and the budgetunderstood so the best treatment can be rendered based upon apersons conditions.

We would be happy to perform a second opinionor comprehensive examination and x-ray visit for ourreaders! Please call us at 414-464-9021 to schedule yourvisit. We invite you to visit our new website atwww.hamptondentalassociates.com For photos and videos of our dentistry and information about implants and cosmetics. We look forward to meeting you!
