Welcome to Health and SafetyWhat does Health and Safety mean for schools?

In a time where prosecutions for Health and Safety offences have increased exponentially and have become more common, it is more important than ever before to remain vigilant and ensure health and safety is being effectively managed across all sectors.

Health and Safety in schools is all about taking a ‘sensible and proportionate’ approach to ensuring the premises provides a safe and healthy place for all who use it, including teaching staff, visitors and pupils.

Schools have statutory duties under the Health and Safety at Work Act (1974) in addition to requirements under specific pieces of legislation such as the Management of Health and Safety at Work Regulations (1999), the Regulatory Reform (Fire Safety Order) (2005), the Construction Design and Management Regulations (2015) and many others.

Health and Safety risks in schools typically include on site transport movements, falls from heights, slips and trips, stress management, work-related violence, asbestos management, legionella management, manual handling and construction and maintenance activities, all of which need to be managed to safeguard the health and wellbeing of those who could potentially be exposed to these hazards.

With the recent changes to the schools Health and Safety Team, comes the opportunity to provide greater value for money in terms of the resources and expertise available to you. We strive to provide top quality advice and service.

Calderdale Council has a long history of providing a comprehensive Health and Safety advisory service for schools. As Health and Safety Manager for the Council, I have over 30 years’ experience in supporting schools in meeting their statutory requirements. I am supported by a highly competent team (see page 5) who are highly qualified, trained and experienced in the education sector. As such we believe we are a ‘safe pair of hands’ that will support you even when there may be serious challenges at your school.

As Deputy Chairman of the Yorkshire Regional Safety Officers Group I have regular liaison with the Health and Safety Executive (HSE) and other colleagues managing school safety. In addition we have a working protocol with West Yorkshire Fire Service. This means the enforcing authorities understand that you are part of the “Calderdale Club”. As a result of this relationship with us, we can deal with minor issues on your behalf.

Meet the Health and Safety TeamMartin Allingham - Health and Safety ManagerMartin has over 30 years’ experience in the Health and Safety profession. He qualified with IOSH in 1989 and has a wide range of knowledge across all areas of health and safety. He has spoken at national conferences on health and safety with the Chair of the HSE. Martin specialises in stress management and asbestos management.

Christopher Smith - Senior Schools Health and Safety AdvisorChris has 30 years’ experience in health and safety. He is an experienced health, safety and environmental professional with extensive experience in a wide range of industries such as oil and gas, industrial sectors and most recently local government. Chris became a Chartered member of IOSH in 1996 and holds the NEBOSH diploma. Chris is an approved NEBOSH / IOSH trainer and holds a wide range of other health, safety and environmental qualifications.

Jamie Ashard - Schools Health and Safety AdvisorJamie graduated in 2014 with a bachelor’s degree in Law. After leaving university, she worked in an importing and distribution company as a H&S officer, whilst studying for her NEBOSH General Certificate. Jamie then worked as a H&S officer at a metal clamp manufacturing company. Jamie is a Technical member of IOSH and qualified Radiation Protection Officer (RPO) for schools and is currently working towards the NCRQ Diploma in Applied Health and Safety.

Joe Laughlin - Senior Health and Safety AdvisorJoe has nearly 25 years’ experience in safety and security. He has worked in some extremely hazardous working environments in the offshore oil industry and ship building. Joe holds the NEBOSH Diploma and the British Safety Council Diploma and is a graduate member of IOSH. He is also a CIEH Professional Trainer, IOSH professional trainer and City and Guilds approved Manual Handling trainer. Joe specialises in construction, security and engineering.

Lee Broadbent - Health and Safety AdvisorLee has worked in Health and Safety since 2012 and achieved his NEBOSH Diploma in 2016, making him one of the youngest qualified professionals in the industry. His aptitude for Health and Safety has won him recognition regionally. He is a Chartered member of IOSH and NEBOSH examiner. Lee is also an approved City and Guilds approved trainer for manual handling and a professional IOSH trainer. Lee specialises in fire safety and stress management.

Richard PolakRichard provides administrative and technical support to the advisory team and has achieved the NEBOSH General Certificate in Health and Safety. Richard is now working towards the Safety, Health and Environment (SHE) qualification.

The OfferThe schools health and safety service compromises of two experienced and qualified safety professionals who are dedicated to safety for schools. Our small team allows us to continue to build on relationships and become familiar with the school buildings and the challenges they often bring.

We work with a variety of schools such as community, special, Independent, VCs, VAs, residential, Academies and MATs, providing a wide range of skills and experiences. The team also work with other local authorities, regularly meeting to gain a broader insight across the region.

The comprehensive membership offer is a rolling contract designed to cover all aspects of safety and provide the schools with a comprehensive safety service which includes such benefits as unrestricted calls and visits. This offer is fully detailed in Column 1 of The Offer table on pages 8 and 9.

Non- maintained schools such as VAs, MATs, Academies & independents can opt for the lower level service of the self-management package, which is for those schools who feel confident in their health and safety management system. This package is detailed in Column 2 of The Offer table on pages 8 and 9, highlighting the services which would be included.

Under Section 2 of the Health and Safety at Work Act 1974 there is a requirement for employers to provide relevant H&S training to employees. Therefore we also offer a training package which has been tailored for the needs of a school setting. There are training sessions held at the Elsie Whiteley Centre for both half and full days training. However, we appreciate the busy nature of schools and therefore also offer e-learning and bitesize training which is held at the school at a time suitable for approximately 1 hour. All training sessions are followed up with individual certificates of attendance. A full prospectus, with course dates and prices are detailed on page 15.

Training means helping people to learn how to do something, telling people what they should or should not do, or simply give them information. Training isn’t just about formal ‘classroom’ style courses which is why the Health and Safety training program is designed to be delivered in a variety of ways in order to meet the needs of schools. As trainers we are aware that individuals have different, and preferred, learning styles which is why our training packages are designed to be as interactive as possible.

Health and Safety TrainingEnsuring your school is compliant with the most updated health and safety legislation can often be targeted through employee training. We offer a range of courses to ensure your school is fulfilling all its mandatory requirements in operating safely and considering the welfare of students and staff.

The Health and Safety at Work Act (1974) requires all employers to provide appropriate training to all employees, so they are able to work safely, without risk to their health, whilst building a positive safety culture throughout your school.

We offer courses in line with legislation such as the Management of Health and Safety at Work Regulations (1999) – which supports identification of specific situations where health and safety training is crucial to the working environment*.

We have an experienced team of trainers who are dedicated to deliver a wide range of different health and safety training sessions in an interesting and engaging way. The team are qualified in specialist areas of health and safety but together provide a programme enriched with all appropriate information, instruction, knowledge and supervision to provide your employees with the training they require.

A range of our courses can be seen in the summarised prospectus. Where courses have been planned in advance, the venues, times and specific details can be found below. Training is usually provided on an ad-hoc basis when arranged by the school so if you have any questions or concerns please don’t hesitate to contact us either by phone or email.

*Training of volunteers and apprentices is also covered under health and safety legislation. Individuals on work experience placements are covered under the Health and Safety (Training for Employment) Regulations (1990).

School Tailored CoursesHave you covered all bases?

Ensuring that you and your employees have received all the necessary health and safety training in relation to your job roles is a vital element of protecting your health, safety and wellbeing at work.

All the courses on the right have been tailored accordingly in relation to the risks that schools face. Our experienced trainers deliver courses in an interesting and meaningful way that facilitates learning and improves competence of delegates.

Certificates will be awarded for the completion of all courses. Joining instructions will be sent to delegates two weeks prior to the training date, any cancellations after this date will be charged in full. All of the above training sessions take place at local venues which have excellent facilities. Refreshments are provided for all sessions and lunch for all full day courses.

We also offer bitesize training sessions which aim to last between 45-60 minutes which can be conducted at a suitable time and date for your establishment. These courses include (all Bitesize sessions £200):

Caretaker Premises Manager CourseCovers all health and safety aspects in relation to the work of caretakers and premises managers including use of ladders, managing contractors and COSHH.

Asbestos Awareness CourseThe course covers a refresher of key H&S legislation, how to manage asbestos risks in schools, understanding risk assessment and PAMPS and how to manage an asbestos emergency.

Fire Safety & Risk Assessment CourseThe course covers fire safety responsibilities, fire safety legislation, origins of fire, where fires start, fire risk assessment how to implement mitigating measures to avoid fires.

Educational Visits Coordinator (EVC) Training CourseTraining that covers the management checks and procedures recommended by the DfE, CMBC and school employers. The course covers legal issues and best practice.

Our experienced team are qualified to deliver a range of programmes accredited by the Institution of Occupational Safety and Health (IOSH).

IOSH Managing Safely (3 Day)Over 300 employees in managerial or supervisory positions have now been awarded this nationally recognised certificate, with our team holding a 99% pass rate to date. This 3 day accredited course provides you with knowledge and expertise to manage safely and effectively within the workplace. IOSH will ensure you are trained to deliver best practice in your organisation and ensure you are compliant in health and safetymanagement.

This level 2 qualification will ensure safety requirements are appreciated and enable delegates to review their own developmental systems for safety, introducing new controls or implementing changes as appropriate to make their workplace safer. This course will consist of 3 sessions with a practical assessment at the end.

IOSH Managing Safely Refresher (1 Day)This course is available to anyone that has obtained the full 3 day IOSH Managing Safely qualification. This course is ideal for those who wish to refresh their knowledge with the latest health and safety best practice. The course aims to revise key management responsibilities from the 3 day course, ensuring your school is compliant and improve knowledge in the recent changes to good practice guidance and legislation. At the end of the course delegates will complete a multi-format assessment on risk assessment, controlling risks, understanding H&S responsibilities, accident investigation and measuring performance.

IOSH Working Safely (1 Day)This course provides high impact and interactive content to ensure you have all the essentials in health and safety. The course is appropriate for all employees, but not for managers. It will provide delegates with the knowledge on the importance of health and safety and how employees can make a difference to personal wellbeing and through challenging unsafe behaviours. There is a short multi-choice assessment at the end of the course but once passed delegates will receive a nationally recognised certificate from IOSH.

IOSH Fire Safety for Managers (1 Day)This course is for those who are in supervisory and managerial positions. This course will provide you with the knowledge to effectively manage fire safety in your respective areas in compliance with the Regulatory Reform (Fire Safety) Order 2005. Everyone at work has a duty to prevent fires. A fire safety culture is based on a shared set of positive attitudes, knowledge, perceptions and beliefs about fire prevention and fire protection. Please note this course IS NOT intended to make you a ‘competent fire risk assessor’. However it will provide managers and supervisors with an appropriate level of technical knowledge, understanding and practical steps to ensure they play a crucial role in the development and maintenance of a fire safety culture. Each delegate is required to sit a short test during the course and submit a practical written assessment but once passed, each delegate will receive a nationally recognised certificate from IOSH.

Dealing with Stress and Conflict Needs – Stress MasterclassIn ever changing social and economic times, many businesses can experience staff absence due to stress, anxiety, depression or mental health. This training is designed for managers, to assist in practicing resilience to stress, maintaining strong working relationships and support in achieving sickness absence targets. This training aims to help you to identify stress related problems in the workplace, identify the effects of stress on the human body, implement practical measures to reduce stress in the workplace, understand the legal perspective in relation to stress and learn how to complete a stress risk assessment.

Mindfulness and MeditationMindfulness and meditation have been nationally recognised as formal practices by scientists, the NHS and through research findings, to improve wellbeing and in dealing with stress. Stress is a factor that can affect everyone’s life and sometimes work pressures can aggravate this leading to serious health problems and sickness. This course teaches resilience techniques and how this can support a positive work-life balance.

Sleep and your HealthDo you want to learn more about sleep, the benefits of sleeping and how to improve your sleep patterns? Well then this session is perfect for you and will give you another perspective on this fascinating subject. The average human will spend approximately one third of their lives asleep. What that tells us is that sleep, at some level, is important to us, and yet for most of us we don’t give sleep a second thought. This session aims to change your ideas, attitudes and perceptions towards sleep for the better. Ensuring that you have adequate sleep each night ensures you are fully effective at work and goes a long way to maintaining good mental health.

‘Sleep and Your Health’ explores what sleep is, the benefits it has and how good ‘sleep hygiene’ can ensure a good quality night’s sleep. The session aims to give delegates an interesting and insightful overview of the neuroscience of sleep and how this fascinating subject area links to health and wellbeing.

Bitesize TrainingWe also offer bitesize training sessions aimed to last between 45-60mins and certificates will be awarded to all delegates who attend. Currently due to COVID-19 limitations these session will be facilitated via zoom, please see the schedule below. These sessions are priced at £20 per delegate and are open to all schools on a first come first serve basis with the number of delegates limited to 10 per session.

Should schools have sufficient staff, minimum of six then a session can be run solely for that school, please contact either Jamie or Chris to book a suitable date and time.
