HEALTH AND SAFETY OBLIGATION UNDER THE WHS ACT To ensure, so far as is

reasonably practicable, the health and safety of workers and others

We do this by either ‘eliminating risk’, or, if that is not reasonably practicable, by minimising risk using a Hierarchy of Controls

‘As far as is reasonably practicable’ includes within your capability

The Work Health Safety Act 2011 also requires all of us to comply with our organisation’s work health and safety policies and procedures, which are located on Index under the Safety Management System Framework.

ROLES AND RESPONSIBILITIES

MANAGERS AND SCHOOL LEADERS Model behaviours consistent

SCHOOL SITE INFORMATION

BUSINESS MANAGERThe Business Manager is your Supervisor when working on a school site. Please communicate with the Business Manager if you have any questions or concerns.

Listen to what they ask you to attend to

Make suggestions if you feel you can contribute constructively

Attend to requests as set by the Business Manager

Complete Risk Assessment Forms where required

If you believe there may be a risk associated to the work to be completed, communicate this with the Business Manager

Keep in mind that the Business Manager is on the Site permanently and will have greater knowledge of school site that would contribute to the decision-making process

As much as each Site has similarities, they are also

different. As Relief Staff you do not have the history of the site. Keep your comments positive and constructive.

COMMUNICATE WITH THE BUSINESS MANAGER The Business Manager is

generally working in the Front Office and therefore does not get to see the School Site as the BSO does. The BSO moves through all areas of the school. This gives him/her the ability to see the condition of the site and work that is required.

Report any observations - e.g. from too much rubbish requiring to be picked up, state of Cleaning or any Contracted work at the school, repairs that are required by trades person, items needed to be purchased for you to attend requests/maintenance etc.

Remember to use your Notebook.

PRINCIPAL, BUSINESS MANAGER & BSO The Principal is responsible for

all aspects of the school inclusive of the school grounds and building, all staff – Teaching and Non-Teaching, Students, Contractors and Community.

The Business Manager is the manager of the school administration and finance including the supervision of all non-teaching staff and Contractors.

The BSO is responsible for maintaining the buildings and grounds (either by attending to them by him/herself or discussing with the Business Manager and an outside contractor attending), the security of the school and attending to requests as they arise.

It is important that these three people have a good working partnership to keep the school environment well maintained and safe for all.

Diversity – To respect and enjoy a wide range of cultural and individual differences, there by including everybody

RELEASE OF INFORMATIONWhere an incident has occurred (examples below) there is a process for the way information is released from a school site

DRESS CODEAs a member of staff, you are a school representative. There is no set uniform for a BSO. Neat tidy appearance is required. A few schools have set up a Uniform for the Permanent BSO.

GENERAL INFORMATIONReport any concerns to the Business Manager. You have a responsibility to keep the students, other staff, visitors, contractors and yourself safe.

Do not allow Students in your Office or work area.

Under no circumstances utilise the Student toilet/bathroom areas.

If performing repairs or restocking Student toilet/bathroom areas either close off during school time or do out of school hours.

Do not take photos of any students

Do not leave your work shop or storage areas open/unlocked, accessible to students

Establish an acceptable adult/child relationship during your work in schools

Ensure respectful communication with students, teachers and parents at all times

Maintain clear professional boundaries during your work between yourself and students

Take care in your work environment and minimise risk of being accused of inappropriate behaviour or

contact with a Student or other adult

The BSO is not part of the school’s behavioural management process.

If you have any concerns in regards to a student’s behaviour, report your concerns to a teacher or Business Manager

USE OF OWN TOOLSThe school is required to supply the BSO with the appropriate tool(s) for the work the BSO is required/requested to complete.

Do not use your own tools.

There is no guarantee that they will be replaced if lost or damaged

Do not bring non electrical tools to work

No electrical item can be brought onto school site and used by any staff member

All electrical items must be tested and tagged by a qualified person. All Tags must be in date for item to be used and added to school documentation

QUICK TIPS

1. Developing Good Relations with Your Supervisors

When you arrive onsite introduce yourself to the Business Manager, state that you are the Relief BSO and remember to sign in

From time to time you may find you are requested to perform work by both the Principal and the Business Manager, you need to develop a comfortable process to meet both requests

Keep the Business Manager updated with any concerns you may have regards time frames and safety issues. If one of the requests is a safety issue, you must make sure that area is contained and safe to move around; let both parties know you are attending to a safety issue if they have both made requests. Communicate any concerns before they become problems

2. What to be Aware Of Ask if the school has School

Plans on hand and if you could have a copy to help you find your way around

Procedures and what part you play in it

Always keep your keys on you. Never give your keys or school code to someone else

3. When moving through the school keep mindful of maintenance issues, e.g.

lights needing attention, classroom repairs, grounds maintenance and WH&S issues. Make a list and discuss with the Business Manager as required

Security issues – e.g. people entering the building from the incorrect area

When you are assigned to a school report any situations which you feel could be a safety or security issue to the Business Manager

Please remember you are not assigned to a school to just unlock and lock up. If you are doing your job you will be busy all day. If you feel a little lost as to what to do check the School Relief BSO Information Folder and/or ask the Business Manager what jobs he/she would like you to do. This is a good question to start the day.

A lot of the Permanent BSOs like their office/work room the way they have it. Please respect this as this is their long-term work environment. Unless it is a hazard to you, try not to re-organise their office/work room. Sometimes a messy desk is just a busy desk with a very clear filing system. However, if the onsite BSO knows you are coming, it is hoped that they will have their area organised so you can perform your work, being able to find things with reasonable ease and safety.

4. Safety Matters Ask where used Fluro

tubes/bulbs go as they cannot go into rubbish bins.

Always wear appropriate PPE for the work being performed

Maintain an awareness of the temperatures you are working in, e.g. hot days - increase fluids. Sun - wear hat, sunscreen and sunglasses. These could also be called PPE

5. Manual Handling Never lift in a hurry. Try and do

lifting jobs early in the day if possible

Do not lift with someone you are not comfortable to lift with

Take time to explain to the person who is helping you - what you are doing and what help you need - before proceeding

6. Height Safety Training - Never get onto the roof unless

You have the appropriate training. Height Safety Training Certificate/Card.

School must have correct PPE. e.g. harness (always check before using)

School must have the correct safety attachment on the roof of the school you are attending

You must complete a Risk Assessment and Safe Work Method Statement (SWMS)

Always inform the Business Manager you are going onto the roof. Ask for her/him to check you. Update when you are off the roof. Have your mobile with you.

School must have a Spotter available and a Rescue Process

Never get onto the roof or a ladder when there is no-one on site

7. When to do Maintenance Jobs

Try, when possible, to work in areas when the area is unattended, e.g. classrooms at class break times

If you are going to be working in an area that normally has someone in it, confirm with the staff member a time that works with both of you. If you have no choice but to get the work done when someone is in the area, close off the specific section you are in. Keep all your tools etc inside that area at all times and be aware always. Remember PPE.

If you need to leave the work area never leave a ladder up, even for a moment

Always move tools/equipment to a safe area if you need to leave the work area

Observe that contractors on site are performing work in an appropriate, safe manner. Report any concerns to the Business Manager. (You are their eyes as she/he is usually in the Office area and you are moving through the school)

Remember to complete your Risk Assessment Forms before starting any job needing to have one. This is a requirement not a request.

REPORTING AN ACCIDENT OR INCIDENTIf you are involved in an accident or incident on a school site or working offsite for the school you must report all incidents into Riskman within 48 hours.

The EDU Safety Management System on Index has the link to Riskman for reporting Accidents or Incidents.

1. Unlocking and locking the school is a vital process for having a safe and secure site.

When unlocking in the morning only unlock doors which maintain a secure environment for yourself until staff arrive for the day.

When locking remember to close curtains and blinds and secure all windows.

2. Keys – Sign out when you start on a site and in when you return them

Never lend. If someone needs an area opened, go and attend for/with them.

Exception - Principal/Business Manager. Record in Note Book who has and also when returned.

If a key or set of keys is/are lost it must be reported immediately. This greatly increases the chance of finding it/them.

There is the potential of a school needing to be fully re-keyed if keys are lost. Not a cost anyone needs to be responsible for.

Signing In – Sign in attendance Book when commencing each day at each site.

3. Sign Variation Book - Sign Out and In

if leaving site during work time regardless of the reason. Business Manager needs to be aware if you are leaving site also

4. Crossing Flags These go out by 8am and taken back in approximately 4pm

5. School 40km signs These are locked closed at the end of the day on the last day of Term

6. General Awareness As you are moving through the school be aware who is in the areas, e.g. Tradesmen – generally you will be aware of any Tradesmen who are meant to be on site All visitors should enter the school through the Front Office. Report any concerns to the Business Manager

7. No Smoking on a School Site

If you see someone smoking on the school site immediately report it to the Business Manager as this is not allowed on any school site and also has the potential of being a risk factor to the school site

8. Site Inductions If you are attending, utilise this time to collect as much information as you can in regards to the areas of the school and the routine of the Site BSO and school. Check the process of unlocking and locking the school.

OR

You may be met at the site and a very limited time is available to gather information.

9. Evacuation Schools have evacuation plans which are carried out when

required. Ask what part you play in the Plan and where the information is displayed or recorded.

10. Lockdown Schools have Plans which are carried out when required. Ask what part you play in this Plan and where the information is displayed or recorded.

11. Catastrophic Incident Schools have Procedures if this occurs. Ask what part you play and where the information is displayed or recorded.

SCHOOL CROSSING FLAGSDiscuss with the allocated school’s Business Manager the Crossing Flags to be positioned at the

Roads ACT - advice that the crossing flags should stay in place from 8am to 4pm on school days, consistent with the school zone times. This helps to create consistency across the ACT and ensure motorists, children and parents can expect similar treatments across all schools.

AUSTRALIAN, INDIGENOUS AND TORRES STRAIT ISLANDER FLAGS

FLYING THE FLAG The flag should be raised briskly

and lowered ceremoniously. The flag should be raised no

earlier than first light and lowered no later than dusk.

The flag should always be flown freely and as close as possible to the top of the flagpole with the rope tightly secured.

Unless all flags are raised and lowered simultaneously, the Australian National Flag should be raised first and lowered last.

When flying with only one other national flag, the Australian National Flag should fly on the left of a person facing the flags.

Two flags should not be flown from the same flagpole.

The flag may be flown at night only when it is illuminated.

The flag should never be flown if it is damaged, faded or dilapidated. When the material of a flag deteriorates it should be destroyed privately and in a dignified way. i.e. it may be cut into small unrecognisable

pieces then disposed of with the normal rubbish collection.

The flag should not be flown upside down, even as a signal of distress.

The flag should not fall or lie on the ground or be used as a cover (although it can be used to cover a coffin at a funeral).

Information on the protocols for displaying and folding the flag can be found in Part 2 of the booklet Australian flags (PDF 928KB), which is available from your Federal Member of Parliament or Senator.

Black – represents the Aboriginal people of Australia

Yellow disk – represents the Sun, the giver of life and protector

Red – represents the red earth, the red ochre used in ceremonies and Aboriginal peoples’ spiritual relation to the land

TORRES STRAIT ISLANDER FLAG

Green – represents the land

Black – represents the Indigenous peoples

Blue - represents the sea

White – represents peace

ASBESTOS REGISTER & SAFETY DATA SHEETSAs part of your Site Induction please ask where the Information regards Asbestos and Safety Data Sheets are kept. This information is important to the BSO as your duties will have you working in situations that may require you to utilise it.

Safety Data Sheets (SDS) should be available on all school sites for all chemicals (cleaning items to petrol) on the school site. They provide information including, Hazard Identification, Information on Ingredients and First Aid Measures. Information may be required by Emergency Services. SDS Register should be in the Front Office and some BSO Rooms have a copy also.

Asbestos Register (kept in Front Office) is to be checked to gain information on any areas before attending to work where this information may be required e.g. any work that is invasive to school building structure (this can include such areas as putty around glass in windows).

ELECTRIC METER/DISTRIBUTION BOARDSAsk for location of and if school has Solar.

DISTRIBUTION BOARDS All Distribution Boards (DB)

should have Circuit Breakers (CB) on all areas

Check Circuit Breakers are installed and working before commencing any work associated to electricity

N.B. If power outlet does not have DB and CB marked on it do not use. Inform Business Manager.

Before any electrician starts any electrical work request he/she checks the associated DB and CB to confirm the area is safe for them to attend. Do not just take someone's word.

If an Electrician turns off a Circuit Breaker to an area, he/she must tag the CB and inform Front Office. This assist in CD not being turned on by someone who is not aware the Electrician is working in that area. The person who placed Tag is the ONLY person to remove it.

ELECTRICAL MAINTENANCECheck electrical items as you move through the school.

Staff accidents are to be recorded on the ACT Government Accident/Incident Reporting system, Riskman on Index within 48 hours.

All Electrical Shocks must be reported immediately. No exceptions. This Includes Static Shock.

The onset of symptoms of electrical shock can be delayed. You are directed to have your health assessed by a medical practitioner immediately after the event.

Principal/Manager must investigate. Arrangements made for Electrical Contractor to inspect and test the electrical outlet and equipment. Contractor should be requested to provide a statement describing any faults detected in the equipment and any recommended remedial action.

Any equipment found faulty must be repaired, re-inspected, re- tested and tagged before re-introduced back into service or disposed of appropriately.

ELECTRICAL TEST AND TAG OF ELECTRICAL EQUIPMENTAll Electrical Equipment must have Electrical Testing and Tagging attended as per Safety Procedures and Guidelines associated to Department and Australian Standards – available on Index

New Electrical Equipment – “ It is recommended that brand new electrical equipment should be tested prior to use to ensure that it does not introduce a hazard into the workplace.” (ACT Government WHSMS Framework B6C3.7 – Guide to Electrical Test and Tag)

They must also be added to documentation for Test and Tag Records.

No Electrical Equipment can be brought into a school by a staff member, and be utilised, unless it has been Tested and Tagged on the school site by a qualified person

Repaired Equipment (only attended by authorised repair agents or suitably qualified electricians) must be retested prior to re-introduction to service.

RCDs – Residual Current Devices.

Generally - BSO attend to manual test (if attended training) one 6 month and Qualified Electrician attend to full test second 6 month as per Guidelines. See Guidelines for variations.

Schools to contact Education ICT – 620 79000 – before attending this test so sensitive computer network equipment can be powered off.

Also contact Security to alert them to the situation.

• Power Boards– Minimise use of. Do not connect one power board into another or use double adaptors or “piggy-back” plugs,

as these significantly increase the risk of overheating, electrical shock and fire.

More general power outlets need to be provided wherever needed.

Never use heaters or similar items on power boards.

Power boards should only have the number of items attached which equal the amp of the power board. E.g. 10amp Power Board should only have items that total 10 amps. (Conversion formula: Watts ÷ 120 = AmpsAmps x 120 = Watts)

Extension Cords – Do not connect an extension cord to another extension cord.

Damaged Equipment not intended for re-use should be made incapable of being connected to electrical supply and properly disposed of.

Confirm with Business Manager that there is no intention of repairing before disposing of any items. Items to be repaired need to be placed in secure area and Tagged NOT FOR USE. Records are to be kept for 7 years.

Before using any electrical equipment check - it has been Tested and Tagged, tag is in date and even if all this is correct always perform a full visual test as equipment can be damaged after Test and Tag has been completed.

GROUNDS MAINTENANCEBelow is an example of how school grounds can be maintained for appearance and the safety of all who enter. The atmosphere of a site can be greatly affected by the manner the site is maintained.

Progressive maintenance is better than trying to complete all at once.

PLAY EQUIPMENT CHECKS & MAINTENANCEPlay equipment has Australian Standards associated to it. Check all areas of the play equipment for -

Damage. All repairs must be to the Australian Standards

Sometimes, due to the Standards being updated, the damaged area may require replacement

Report any damage and missing parts to the Business Manager for repairs to be completed by a qualified play equipment repairer.

Area/s may need to be placed out of bounds

Check for missing pieces (nuts, caps on top of posts) and spiders, wasps, bees

GARDENINGNot all schools require the BSO to attend to the garden areas as part of their normal duties.

Schools do have the expectation that general garden work will be attended to assist in maintaining the appearance and safety of the school site.

Some School BSOs perform mowing and gardening as part of their regular duties. This varies from site to site.

Some schools have a Contractor to perform mowing and gardening. In this case the Business Manager relies on the BSO to report any areas not completed so they can follow up with the Contractor.

On some Sites the BSO follows up with the Contractor. It is not likely that the Relief BSO will be requested unless they have been on Contract to the school for some time.

Irrigation may be checked by Site BSO or contractor.

Again, the Business Manager relies on the BSO to inform them of any concerns.

Ideas you have or areas you report that are in need of attention may not be able to be attended within the time frame you may hope for, mainly due to budget needs, but still bring to Business Manager’s attention so it may be considered.

Safety issues must be reported immediately, area or item placed out of bounds in an appropriate manner and repairs organised.

CONTROLLING RISKS USING THE HIERARCHY OF CONTROL MEASURESThe ways of controlling risks are ranked from the highest level of protection and reliability to the lowest. This ranking is known as the hierarchy of control measures.

The hierarchy of control measures can be applied in relation to any risk.

You must always aim to eliminate the risk, which is the most effective control. If this is not reasonably practicable, you must minimise the risk by working through the other alternatives in the hierarchy.

Administrative controls and PPE are the least effective at minimising risk because they do not control the hazard at the source and rely on human behaviour and supervision.

Detailed information about each control is in Section 4.1 the hierarchy of control measures in the Safe Work Australia, Code of Practice.

PERSONAL PROTECTIVE EQUIPMENTPPE refers to anything used or worn to minimise risk to workers' health and safety.

RISK MANAGEMENTIn certain circumstances, the WHS Regulations require businesses to work through a hierarchy of risk control measures when managing risk. Under the hierarchy, using PPE is ranked as one of the least effective safety control measures.

Workplaces must not rely on PPE to satisfy their hazard control requirements.

PPE works best when you use it to supplement higher-level control measures or when no other safety measures are available. Before relying on PPE you need to do a risk assessment to see what other controls can and should be used.

WORK HEALTH AND SAFETY DUTIESUnder the WHS laws, PCBUs must put control measures in place if it is not reasonably practicable to eliminate a health and safety risk in the workplace. Control measures may include PPE as an interim or last resort or as back-up.

WHERE PPE IS TO BE USED IT MUST BE: Selected to minimise risk to

health and safety, including by ensuring equipment is: suitable for the nature of

the work or hazard a suitable size and fit for

the individual who is required to use it and that it is reasonably comfortable.

Maintained, repaired or replaced, which includes ensuring the equipment is: clean and hygienic in good working order

Used or worn by the worker, so far as is reasonably practical.

WORKER RESPONSIBILITIESWorkers also have duties in relation to PPE under regulation 46 of the WHS Regulations. A worker who is provided with PPE by their business must:

Use or wear the PPE in accordance with any information, training or reasonable instruction provided by the PCBU, so far as they are reasonably able

Not intentionally misuse or damage the PPE

Inform the business of any damage, defect or need to clean or decontaminate any of

when selecting PPE ensure, as far as is reasonably

practicable, that the PPE is used or worn by the worker

provide the worker with information, training and instruction in the proper use and wearing of PPE and its storage and maintenance.

A PPE Kit will be provided to individuals who are in the BSO relief pool in which they can wear across all school workplaces.

CONDITIONS AND ILLNESSWorking as a BSO you might be asked to perform certain tasks that can expose your body to different elements. This includes working outside in extreme temperatures or repetitive use of equipment. The conditions/illness to be aware of include:

vary your tasks so you are not doing one task continuously for long periods of time.

GLOBALLY HARMONISED SYSTEM (GHS)Work health and safety regulations place specific duties on various persons in relation to the correct classification and labelling of workplace hazardous chemicals.

WHAT IS THE (GHS) OF CLASSIFICATION AND LABELLING OF CHEMICALS?The GHS is a system used to classify and communicate chemical hazards using internationally consistent terms and information on chemical labels and Safety Data Sheets.

The GHS provides criteria for the classification of physical hazards (e.g. flammable liquids), health hazards (e.g. carcinogens) and environmental hazards (e.g. aquatic toxicity).

Under the model work health and safety laws, Australia has adopted the 3rd revised edition of the GHS. A copy of this edition can be downloaded from the United Nations Economic Commission for Europe website.

HAZARDOUS CHEMICAL INFORMATION SYSTEM

SIGNAL WORDSThe GHS uses ‘Danger’ and ‘Warning’ as signal words to indicate the relative level of severity of a hazard. ‘Danger’ is used for the more severe or a significant hazard, while ‘Warning’ is used for the less severe hazards

HAZARD STATEMENTSA hazard statement is a description of a chemical hazard assigned to a particular hazard category. As well as providing a brief description of the hazard, the hazard statement may contain information such as relevant routes of exposure, specific organs that may be damaged and the severity of the hazard.

A full list of hazard statements can be found in Annex 3 to the GHS. Safe Work Australia also publishes a classification and labelling poster which includes hazard statements and other labelling elements for those hazard categories adopted in the Work Health and Safety Regulations.

HAZARD STATEMENT CODEThe GHS assigns each hazard statement a hazard statement code. These codes provide an easy way to communicate hazard statements when the full statement text is not required.

A full list of hazard statement codes can be found in Annex 3 to the GHS. Safe Work Australia also publishes a classification and labelling poster which includes hazard statement codes and other labelling elements for those hazard categories adopted in the Work Health and Safety Regulations.

The nine hazard pictograms that are representative of the physical, health and/or environmental hazards are shown.

Chronic health hazards include carcinogens, reproductive toxins, mutagens, specific target organ toxicants, and aspiration toxicants.

Other health hazards include skin, eye and respiratory irritation, allergic skin reactions, drowsiness and dizziness.

SAFETY CONSIDERATIONS:Liquid petroleum gas (LPG) is a good fuel for heating, cooking and for automotive use. LPG cylinders are safe when used correctly. When operating your gas bottle, always read the manufacturer’s operating instructions. Never use LPG indoors or in confined spaces.

Please be aware of the potential for hazards including:

do not connect or disconnect cylinders in the vicinity of a naked flame

do not use LPG in windy conditions

check connection leaks by spraying soapy water on them and look for bubbles

do not use undue force

always keep cylinder cool and away from flames, sparks and heat

use the correct type of hose connection (do not make temporary connection)

cracked or damaged hoses and/or damaged gas regulators should be replaced

check hoses and fittings to make sure they have not perished or loose by brushing or spraying on soapy water

check hoses for blockages, such as spiders, which might have nested inside during winter.

OPERATING YOUR BBQ GAS BOTTLE Always check for leaks before

using; spray fittings with soapy water

keep the gas bottle upright and on a stable base

turn off the BBQ controls first then at the gas bottle.

remember, adequate ventilation is essential

never tamper with the safety valve or other gas bottle fittings

Do not attempt to refill dented, damaged or corroded cylinders. They must be returned to a test station for re- certification. Never tamper with the safety valve or other gas bottle fittings.
