HEALTHY COMMUNITIES COUNCIL MEETING MINUTES March 9, 2017

Announcements:

Wells – ADRC is gearing up for Senior Americans Day which will be held on June 6th at UW-EC. If you

would like to post a flyer about this, please let Wells know.

Boerner – Forward is a Wisconsin-based community investment group. Their vision is for equitable and inclusive social action. In the last three years they have provided grants. In 2017 they will be awarding a $3,000 grant each month. Applications submitted should include a short form and a 3-5 minute video (cell phone quality).

Boerner – there is a non-profit institute forward Community Investments. Giving away $3,000 a month. Application is only a 3-5 minute cell phone quality video. Every month of 2017. Boerner has a number of flyers.

Giese – the first week in April is Public Health Week. Whitacre is a good resource if you would like more information.

Cable – Leadership Eau Claire has a group forming that will help spread public art throughout the city including neighborhoods and parks.

AGENDA #2 – Review and approve January minutes: Minutes from January Council meeting reviewed. POWERS/ARNTSON MOTIONED TO APPROVED THE JANUARY MINUTES AS DISTRIBUTED. MOTION CARRIED. AGENDA #3 – Review agenda: Today’s agenda was reviewed. AGENDA #4 – Update on progress from last Council Meeting:

Healthy Communities Celebration/Legislative Event: Carlson – the Eventbrite site is now live and you can sign up to attend the Celebration. Link will be sent out shortly. Please register so we can get an accurate count for attendance. Facebook posts will be put up every other week to get more information out about the Celebration. Links will be shared so you can spread the word with your connections. Draxler - please consider submitting a nomination for the Healthy Communities Award. Reminder that two awards will be given (one to an individual and one to an organization). Applications are due March 31

st! Please help spread the word about the

April 27th Annual Celebration. There will be a learning opportunity on how to tell a story. Location is CVTC

Business Center.

Annual Member Survey Results: Whitacre thanked everyone for filling out the survey and reviewed

responses. Generally there is satisfaction with meeting time and structure. In the future, surveys will be

designed to have questions be more specific to Action Teams and Council members.

Council Co-Chair Position: Draxler – Woodford’s two-year position will be over in July. Kantor spoke for a

few minutes about the position and what is involved. If you are interested in becoming a Co-Chair to the

Council and Steering Committee, please let Draxler/Schemenauer know. This is a great opportunity to connect

with your community. Voting will occur at the July Council meeting.

Access to Care Follow-Up:

Draxler – shared brief history of the discussions from previous meetings. The Steering Committee is thinking

about the role of Healthy Communities with Advocacy and access as a whole in the community. Healthy

Communities is looking at how other coalitions work on this and what their structure is. More information will be

brought to the April Steering Committee meeting for further discussion. A final decision will be announced at the

May Council meeting. Reminder that everyone is welcome to attend the Poverty Summit tonight. Sub-groups

will be moving forward.

Agenda #5 – Approval of Annual Report: Copies of the Annual Report were distributed. Draxler – the UW-EC Marketing students created several different versions of this report. Pieces of each document were selected to use in the final version. This report is one way to share successes with the community. There is a section for each Action Team. Partners are listed and there is a welcome from the Council Co-Chairs. There were positive comments on the report. Carlson was specifically thanked for putting the final version together. The Annual Report will be posted on the Healthy Communities website and there will be copies available at the Annual Celebration. Please e-mail Healthy Communities or let Draxler know if you would like copies to share with your connections. CABLE/PORATH MOTIONED TO APPROVE THE ANNUAL REPORT AND HAVE IT USED AS A RECRUITMENT TOOL ALONG WITH REPRESENTING HEALTHY COMMUNITIES. MOTION CARRIED. Discussion on printing and help with costs. The Health Department is willing to help with printing a few copies, but large quantities will need funding. Other funding help is welcome. Agenda #6 – Action Team Highlights: This is an opportunity to share your “asks” of the Council. High Risk Drinking: Wilson – this Action Team has been working on continuing to establish relationships and had a refresher 1:1 training on how to build relationships with stakeholders. Also working on policy issues and talking to the City Council on how they vote on issues. The media campaign is moving forward for Alcohol Awareness Month (April). Campaign materials will be placed on the website closer to April. ASK – if you or your organization can share the Health Department Facebook posts to help get the word out. This Action Team is also starting a data sub-committee to look at some of the data the Police Department has related to alcohol and having discussions on how to move forward with this. If you have alcohol related data that you would like to share, please let Wilson/Draxler know. Ask – if you hear about events in the community like the “Beer Run” that is being held at Tower Ridge”, please e-mail Healthy Communities so this Action Team can keep up on current events and have future discussions relating to these events. Oral Health Promotion: Pedersen – the main thing being highlighted is that Bohacek has been in contact with CHAS. They would like a program piloted in Eau Claire County brining medical (mainly OB/GYN) and dental providers together to collaborate discussions on how to refer patients to dentists. There are a few dentists in this community who are willing to work on this. Hoping to have some kind of meeting this spring or early summer. Still looking for physicians to come on board. Pedersen reported that the State level is working to increase the locations that hygienists are able to work (including hospitals, medical clinics, and nursing homes). Chronic Disease Prevention: Powers – Worksite Wellness: Another learning session coming up on May 10

th to talk about food policies in the

work place. A lot of times you go to a meeting where no healthy food options are offered. There are companies who have won Worksite Wellness and are interested in this topic and would like to be involved and learn. Healthy Community Design and Policy: HIA in the Cannery District had technical advisors from Atlanta, GA. That group is looking at four areas of interest: Social Cohesion, Transportation, Safety & Crime, and Parks & Trails. Direct research is being done and looking at doing some recommendations to the City. Have been given a 6 month extension. Food Systems: Very busy working on Fruits and Vegetables marketing campaign targeting millennials to increase fruit and vegetable consumption. Have received a grant to work with convenience stores. The Healthy Food Marketing Initiative with the University of New Mexico to be rolling out soon. Letters have been sent out asking for support with cost of covering this. Community Linkages: ASK – if you know a group similar to Worksite Wellness that could be tied to this group, please let Powers/Carstens know.

Healthy Relationship Promotion: Hinz – this Action Team has been engaging stakeholders on 1:1s on how they can support each other. Safe Dates will continue to try and support the healthy relationship education that is being done with youth. There were 51 youth in this program last year. Will be reaching out to Augusta and Altoona next. Currently working with Fall Creek. ASK – if you have contacts in Augusta and Altoona please let Hinz know. February was Teen Violence Prevention Month. A lot of people engaged in the “What Love Is” campaign. A big group of students from North High and Safe Dates participated. On April 25

th there will be a “No More” event which will include a walk that will

end at the Plus which will have several tables full of materials. It is intended to be a celebration of survivors. The

HWLI video is finished. Follow this this link: https://uwmadison.box.com/s/4aazdpt6qzwzoi2v86evurg7uuqz9p6r . ASK – please share this video with anyone who would be interested. Video link will be put on the Healthy Communities website. Hoping that this video will be used as a recruitment tool as well as PSA. It tells the story of a woman who had to use different resources in the community to get help. It shows that it takes a whole community to promote healthy relationships. Mental Health: Berg – This Action Team is continuing trainings for QPR. ASK – if you know of a group that would like the training, let Berg/Havner-Sierer know. C. Smith is still scheduling QPRs at this point. Stakeholders are being invited to MHAT. Looking at evaluations and data from the Mental Health Summit. Identified four core areas to work on: stigma, access, funding, and coordination. Working with Mental Health Matters grant to make sure that efforts are aligned. Will be potentially writing a grant for No Wrong Door Policy. ASK – May is Mental Health Awareness Month. A flash mob is being planned and will be videoed, you are invited to help/attend. Look for upcoming messaging on this. Looking for a stigma breaking quote. ASK – if you have ideas on a quote, let Berg/Havner-Sierer know. AGENDA #7 – County Health Rankings: Handouts were distributed on County Health Rankings Framework. Giese explained the rankings and measures, health factors, and how the scoring happens. Numbers for this year are not yet out, but should be released March 29

th. Last year Eau Claire County ranked 20. The Health Ranking gives the community an opportunity to talk about

specific things. Discussion on numbers and comments on sharing information on what has been improved upon and what has been the struggle areas. If you haven’t checked out the Roadmap website, you are strongly

encouraged to do so: http://www.countyhealthrankings.org/roadmaps/action-center. The County Health Rankings

will be revisited at the May Council meeting by doing a follow-up to the data. AGENDA #8 – Build next Council agenda:
